The Traditional and Alternative Medicine Act
of 1997 led to the creation of the Philippine
Institute of Traditional and Alternative
Healthcare (PITAHC), which works closely with
the Department of Health. The PITAHC is also
the law-making body with regards to the
effective use of traditional and alternative
medicine.
The following list are the widely used Traditional and
Alternative Health Care in the Philippines

Akapulko - For ringworm and other skin (fungal)


infections.
Ampalaya - For non-insulin dependent diabetic
patients
Bawang - For blood pressure control
Bayabas - For use as antiseptic to disinfect wounds.
For mouthwash or tooth decay and gum infection
Lagundi - For cough and asthma
Sambong - For urinary stones
Pansit-Pansitan - For arthritis and gout
The following list are the widely used Traditional and
Alternative Health Care in the Philippines
Acupuncture - A system of integrative medicine that
involves pricking the skin or tissues with needles, used to
alleviate pain and to treat various physical, mental, and
emotional conditions.
Reflexology - A type of massage that involves applying
different amounts of pressure to the feet, hands, and ears.
Acupressure - An ancient form of massage that is one of
the treatment methods used in Traditional Chinese
Medicine.
Nutrition therapy - Is the treatment of a medical condition,
for example diabetes mellitus, through changes in diet, by
adjusting quantity, quality and methods of nutrient intake.
CONSUMER ACT OF THE PHILIPPINES
Republic Act No. 7394 April 13, 1992
Declaration of Policy.

— The State shall ensure safe and good


quality of food, drugs, cosmetics and
devices, and regulate their production,
sale, distribution and advertisement to
protect the health of the consumer.
Article 2. Declaration of Basic Policy.

– It is the policy of the State to protect the


interests of the consumer, promote his
general welfare and to establish standards
of conduct for business and industry.

Article 96. Implementing Agency. – The


Department of Trade and Industry shall
enforce the provisions of this Chapter and
its implementing rules and regulations.

Article 97. Liability for the Defective Products. – Any


Filipino or foreign manufacturer, producer, and any
importer, shall be liable for redress, independently of
fault, for damages caused to consumers by defects
resulting from design, manufacture, making up,
presentation or packing of their products, as well as
for the insufficient or inadequate information on the
use and hazards

Article 98. Liability of Tradesman or Seller. – The tradesman/seller is


likewise liable, pursuant to the preceding article when:
a) it is not possible to identify the manufacturer, builder, producer
or importer.
b) the product is supplied, without clear identification of the
manufacturer, producer, builder or importer;
c) he does not adequately preserve perishable goods

Article 99. Liability for Defective Services. – The service


supplier is liable for redress, independently of fault, for
damages caused to consumers by defects relating to the
rendering of the services, as well as for insufficient or
inadequate information on the fruition and hazards

Article 100. Liability for Product and Service Imperfection. – The suppliers
of durable or nondurable consumer products are jointly liable for
imperfections in quality that render the products unfit or inadequate for
consumption for which they are designed or decrease their value, and
for those resulting from inconsistency with the information
provided on the container, packaging, labels or publicity
messages/advertisement, with due regard to the variations resulting from
their nature, the consumer being able to demand replacement to the
imperfect parts.

Article 110. False, Deceptive or Misleading Advertisement. — It


shall be unlawful for any person to disseminate or to cause the
dissemination of any false, deceptive or misleading
advertisement by Philippine mail or in commerce by print,
radio, television, outdoor advertisement or other medium for
the purpose of inducing or which is likely to induce directly or
indirectly the purchase of consumer products or services.

Article 159. Consumer Complaints. — The concerned department may


commerce an investigation upon petition or upon letter-complaint from
any consumer: Provided, That, upon a finding by the department of a
prima facie violation of any provisions of this Act or any rule or regulation
promulgated under its authority, it may motu proprio or upon verified
complaint commerce formal administrative action against any person
who appears responsible therefor.

penalties thereof.
CONSUMER PROTECTION
Consumer welfare refers to the individual
benefits derived from the consumption of
goods and services. In theory, individual
welfare is defined by an individual's own
assessment of his/her satisfaction, given prices
and income.
