Front End Engineering & Design
FEED (Front End Engineering Design) means Basic Engineering which is conducted after completion of
Conceptual Design or Feasibility Study. At this stage, before start of E.P.C (Engineering, Procurement and
Construction),various studies,robust planning and design with accepted level of accuracy are carried to
figure out :

Design basis of the project.


Technical issues : such as process parameters, hydraulic and multiphase flow analysis and operability, utility flow, piping
and instrumentation diagrams.
Economic impact such as estimate rough investment cost ,incentives, project finance sources. total capital costs required
in a project.
HAZOP STUDY and Reviews.
Environmental impact assessments.
Define Milestone and Schedule of the project.
Value engineering.
QA and HSE definition.
Resources required to complete the project such as man ,and material.
Define authority liaison for the project organization.
Any other special requirements of the project such as obtaining permits and awarding tenders.

This work is normally contracted to EPC Contractor or PMC Consultancy, as an optional contract or through
bidding. The budget allocated for this stage is called FEED money. The product of the activity is called“FEED
Package” which amounts up to dozens of files and will be the basis of bidding for EPC Contract. The need to
define the amount of capital monies required to carry out a given project allows the management to make a
final decision using economic incentives or costs.

It is important to reflect client’s intentions and project specific requirements in to the FEED Package without
fail, in order to avoid significant change during EPC Phase. The FEED Work takes about 1 year in case of
large sized project such as LNG plant. As it is essential to maintain close communication with client, it
became

BY practice that client stations at Contractor’s office during the work execution. In
international project-financed projects, the lending institutions (Banks/Financiers)are the ones who set the
level of accuracy required to evaluate a proposed loan.

Note:
Level of accuracy of information produced in this phase of project vary from one project to another
project,location,type of project .Many Engineering companies take a risk by using the FEED to specify and
purchase major equipment early in a project phase in order to save time and detail engineering – only to
subsequently realize that the effort was a major mistake because of inherent project and scope changes
later. Additionally, without detailed engineering done, a lot of project necessities will be left unattended and
major mistakes and omissions are made. Therefore, there may exist other interpretations or needs for a
FEED through various parts of the world.There is no engineering God or Court that fixes how all engineers
should interpret or employ engineering tools. Everyone is left to use his/her ingenuity and common sense in
applying the natural laws and resources found world-wide.

Activities involved in Front End Engineering & Design (FEED)

Activities involved in Front End Engineering and Design phase may differ from project to poject.However for
a brief understanding this can be broadly divided into three

Activities involved in Front End Engineering & Design (FEED) are :

Familiarize with the conceptual design


Conceptual design technical baseline
Conceptual design cost estimate (including assumptions, exclusions, and inclusions)
Draft of project execution plan
Review work breakdown structure (WBS)
Look for the interfaces between your discipline and the other disciplines

Study the Contract
Understand GBU role – D/B, E, E&P, E&C, EPC, PC&CM
Understand the scope of work for your discipline
Review contractual deliverables and expectations, if specified
Review the contractual schedule milestones
Review customer-imposed technical requirements, if any
Become familiar with the agreement, secrecy, and copyright requirements
Understand who reviews an organisation work (review process, including owner approval)
Prepare Input to the Engineering Execution Plan (EEP)
The PE will be in charge of developing the Engineering execution plan
However, he / she will need your input for your discipline
Describe the design process and requirements
Prepare a draft of your discipline organization chart and review with your chief engineer and the PE
Complete and Implement Discipline Automation Plans
Participate in selection of hardware
Participate in selection of software
Develop CAD and computer aided engineering (CAE) standards, including templates
Develop procedures and standards
Prepare training plans

Adapt / Prepare Discipline Procedures and Design Guides


The PE will select Engineering Design Procedures applicable to the project
Adapt / develop discipline / project-specific procedures and design guides
Tailor CAD standards / manual
Familiarize your team with the:
Project automation plan
Applicable project design procedures
Applicable instructions and design guides
Project document control, coordination, and approval procedures
Develop Schedule
Understand the level of detail required by the PE
Start with the deadlines for your major deliverables and work backwards
Develop standard logic “fragnets”
Develop a preliminary schedule for your discipline for the entire duration of the project
Review cycle: internal and external
Develop Discipline Staffing Plans and Detailed Discipline Personnel Forecasts
Prepare a staffing plan and personnel forecast (DDPF).
Adjust the staffing plan to smooth out the peaks
Requisitions need to be submitted before there is an expectation of filling a position
DDPFs must cover the duration of the project
