MASTER MINIMUM EQUIPMENT LIST
PREAMBLE
1. The CAA approved Master Minimum Equipment List (MMEL) provides owners/operators of
aircraft registered by their national authority, of the relevant type, with the basis for the preparation
oftheir individual Minimum Equipment List (MEL’s). In the case of holders of Air Operators,
Certificates the MEL will be included in that company’s Operations Manual
2. The approved MMEL represents a list of items of equipment which, under particular
circumstances, can, 10 the saustaction OF ine GAA, De unserviceable wnen tne aircramt 1s
despatched, while stil retaining the required level of safety
3. The GAA recognises that in some respects the standard and scale of equipment provided in the
alrcraft may exceed the minimum required to satisty alrworthiness or Air Navigation Legislation
Tequirements. Where necessary to achieve a satisfactory level of safety with an inoperative item,
appropriate lritations are imposed or the function transfered to anulner component
4, The MMEL does not include items such as wings, engines and landing gear that are always
required, nor is reference made to equipment such as passenger convenience and entertainment
iteins which when inoperative obviously do nol affect airword ines. iLis important lo note
therefore that ANY ITEM WHICH IS RELATED TO THE AIRWORTHINESS OF THE AIRCRAFT
AND WIIIGII IS NOT INCLUDED IN TIE MMCL iS ALWAYS REQUIACD TO BC OPCRATIVE
BEFORE A FLIGHT iS DESPATCHED. Items required by Air Navigation Legislation are also
required to bo operative. Additional Gortification lequirements as appropriate, which are not
listed, must be operative
5. The MMEL may not waive a limitation or an emergency procedure which is given in the Aircraft
Flight Manual (AFM) or override an Airworthiness Directive (ADMandatory inepection unless the
AFMIAD provides otherwise. Similarly any Adcitional Certification Requirements, or other special
provisions, at appropriate which have been determined as necessary by the CMA chall not bo
waived unless otherwise agreed or varied by the CAA.
6 The MEL, and any proposed amendments to the MEL, must receive CAA approval which thereby
conveys the permissian, required by the LIK Air Navigation Order, to the Commander, for
operation of the aircraft with specified items of equipment unserviceable.
7. The MEL may not be less restrictive than the MMEL therefore the number of items required for
despatch shall not be less than the corresponding number in Column 4 of the MMEL and any
associated conditions shal be at least as Severe as those specified in Column 4.
8. The MMEL does not anticipate the effects of combinations of apparently unrelated
Lunserviceabilties or allow for situations where systems are made inoperative for special purposes
such as demonstration, test or crew training. Other provisions may apply to positioning or ferry
flights but these may not necessarily be inciuded in the MMEL.
9. The MEL should indicate that a decision to operate the aircraft with multiple unserviceabilties
should only be made after due consideration of possible inter-related or additive effects and, it
necessary, following consultation with appropriate engineering specialists.

PREAMBLE
Itis not the purpose of the MEL to allow defects of other than optional items to remain unrectfied
10 indefinitely. The operational flexibility provided under the MEL policy is justified only within a
tramewori of controlled ana sound programmes ot repairs, replacement ana servicing. Letects
should be rectified expeditiously, thus retaining the intended overall level of safety and reducing
ihe posstully of a subsequent falure necessitating the removal of the aircraft from service. All
items in the MEL will be subject to a limitation of fight hours, number of fights or consecutive

11. This MMEL is based upon UK legislation and some of the alleviations it provides may not
therefore necessarily comply with foreign legislation.

18. Reotfcation interval Extensions (RIE)
(1) The MMEL is not intended to provide for continued operation of an aircraft for an unlimited
period of line, Repairs should be made as soun as possible within the line iil imposed. in
exceptional circumstances the operator may extend category B, C and D items only, up to a
maximum of a single additional B,C or D period as appropriate. Period A items may not be.
extended by this process.
(2) The use of a NIE must be authorised on an individual basis by a process agreed by the
Authority
(8) Each RIE must be recorded, together with the reseon, and notified to the local airworthiness
authority representative in a timescale acceptable to the Authority
(A) Pilots must be made aware of cach RIE itom, cithor through the operators MEL notification
system of a suitable alternative
{6} Whore a maintenance or operational tatk ie required to be performed at the start of the MMEL
period, to ensure that a back up system is operational, that check must be repeated, or action
continued as appropriate, prior to commencement of the RIE period.
