What is an SMS?

A workplace health and safety management


system is a set of policies, procedures and
plans that systematically manages health
and safety at work and can help to minimise
the risk of injury and illness from workplace
operations.

Why SMS is important in aviation?

The objective of a Safety Management System is to


provide a structured management approach to
control safety risks in operations. Effective safety
management must take into account the
organization's specific structures and processes
related to safety of operations.

One aspect of this is the four


pillars or components of an effective safety
management system: policy and
objectives, safety risk
management, safety assurance,
and safety promotion.

FAA Regulations Regarding SMS:

Safety Management System (SMS) is becoming a


standard throughout the aviation industry
worldwide. It is recognized by the Joint Planning and
Development Office (JPDO), International Civil
Aviation Organization (ICAO), and civil aviation
authorities (CAA) and product/service providers as
the next step in the evolution of safety in aviation.

FAA Regulations Regarding SMS:

SMS is also becoming a standard for the


management of safety beyond aviation. Similar
management systems are used in the management of
other critical areas such as quality, occupational
safety and health, security, environment, etc.

IMPORTANCE OF SMS for Part 121 and Non Part 121

The International Civil Aviation Organization (ICAO)


Standards and Recommended Practices (SARPS)
found in Annex 6, Part 2 specify that a SMS
requirement be incorporated into national safety
regulations for operators of non-
commercial aircraft over 12,500 pounds maximum
takeoff weight or turbojet powered aircraft.

IMPORTANCE OF SMS for Part 121 and Non Part 121

According to ICAO (2013), “An SMS is a system to


assure the safe operation of aircraft through effective
management of safety risk. This system is designed
to continuously improve safety by identifying
hazards, collecting and analyzing data and
continuously assessing safety risks.
