Engagement of Trainee Apprentices under Apprentices Act, 1961/1973 (as amended)

Online applications are invited by Konkan Railway Corporation Limited (KRCL) from the
candidates having qualification of Graduation / Diploma in Engineering (Civil, Mechanical,
Electrical or Electronics) and Graduates in General stream who have passed out during
2019, 2020, 2021, 2022 & 2023 for enrolment as Graduate Apprentices or Technician
(Diploma) Apprentices for undergoing one year Apprenticeship training under the
Apprentices Act, 1961/1973 (as amended) for the following training slots.

I. Eligibility Conditions:-
1. Candidates are required to register themselves online with the National
Apprenticeship Training Scheme portal and have a valid approved NATS ID, else
their candidature will be rejected at the time of document verification.
2. Candidates who have passed out within the last 5 years* i.e. 2019, 2020, 2021, 2022
and 2023 will be considered (*5 years from the date of passing the qualifying
examination and date of joining the apprenticeship training).
3. Educational Qualification:-

a) Category - I Graduate Apprentices:- The candidate must be a Graduate in


Engineering in the listed fields from recognized (AICTE) University as under:-

i. Civil Engineering. BE/B.Tech in Civil Engineering.


ii. Electrical Engineering: BE/B.Tech in i) Electrical / Electronics &
Power Engineering or ii) Combination of any sub stream of Basics
streams of Electrical.
iii. Electronics Engineering: BE/B.Tech in i)
Electrical/Electronics/Information Technology/Communication
Engineering/ Computer Science & Engineering / Computer Science/
Computer Engineering Or ii) a combination of any sub stream of basic
streams of Electrical/
Electronics/InformationTechnology/Communication Engineering.
iv. Mechanical Engineering: BE/B.Tech in Mechanical/Industrial/
Automobile/Production Engineering.

b. Category – II Technician (Diploma) Apprentices:- The candidate must be a
Diploma holder in any of the listed fields from a University or Institution
recognized by Central/State Govt. Technical Education Board or University
as under:-

i. Civil Engineering: Diploma in Civil Engineering.


ii. Electrical Engineering: Diploma in Electrical/ Electronics & Power
Engineering or a combination of any sub stream of basic streams of
Electrical/ Electronics.
iii. Electronics Engineering: Diploma in
Electrical/Electronics/Information technology/Communication
Engineering/ Computer Science & Engineering / Computer Science/
Computer engineering or a combination of any sub stream of basic
streams of Electrical/ Electronics..
iv. Mechanical Engineering: Diploma in Mechanical/Industrial/
Automobile/Production Engineering.

c. Category - III Graduate Apprentices:- The candidate must be a Graduate in


any of the listed General Streams from a University or Institute recognized by
UGC/Central or State Govt/Technical Education Board.

i. General Stream Graduates: Degree in Bachelor of Arts / Bachelor of


Science / Bachelor of Commerce / Bachelor of Business
Administration / Bachelor of Management Science / Bachelor of
Journalism and Mass Communication / Bachelor of Business Studies.

Candidates should have the educational qualification prescribed for the notified
training on the date of document verification. No additional weightage will be given to
the candidate who possesses higher qualification along with above minimum
essential qualification.

Note: Candidates having degree in any other Branch/Discipline other than as


mentioned above are not eligible to apply.

4. Age Limit: 18-25 years as on 01.09.2023 (DOB between 01.09.1998 to 01.09.2005).


There will be upper age relaxation of 5 years for SC/ST candidates and 3 years for
OBC-NCL candidates, subject to submission of required documents at the time of
document verification.
5. Physical Fitness: Candidates should satisfy minimum standard of physical fitness
as prescribed in the notification and the standards prescribed for imparting training to
the relevant trade. The candidate should bring medical certificate at the time of
document verification in prescribed format as per the Apprentice Act, 1961 duly
certified by Government Doctor not below the rank of Assistant Surgeon of the
Central/State Medical Services. Finally, the medical fitness shall be certified by
KRCL's Medical Authority in respective medical category. The expenses for Medical
examination shall be borne by the candidate.
6. Previous training/experience: Candidates who have already undergone or
currently undergoing Apprenticeship training under Apprentices (Amendment)
Act 1973 in any Government/Public Sector Undertaking/Private Industrial
Organization are not eligible to apply.

II. Stipend: Stipend shall be payable as per following:

For Graduate Apprentices – Rs.9000/- p.m.


For Technician (Diploma) Apprentices - Rs.8000/- p.m.

Candidates will have to make their own lodging/boarding arrangements during the period of
training.
The candidate, who is enrolled as a Graduate Apprentice/ Technician Apprentice for
training in KRCL, is required to possess Bank Account in his/her own name only and PAN
card to receive stipend.

III. Mode of Selection for training:-

a. For all the categories, the total marks obtained for all years/semesters will be
summed up to arrive at an aggregate percentage and a merit list will be prepared
accordingly. No rounding off will be done and no weightage will be given to any
particular semester/year.
b. In case of two candidates having the same marks, the candidates with older age
shall be selected. In case the dates of birth are also same, then the candidate who
passed matriculation exam earlier shall be selected.
c. Candidates equalling to 3 times the no. of seats notified shall be called for document
verification in the first round of document verification. Further, the candidates will be
called for document verification as per requirement.
d. Land loser candidates, i.e. those land losers candidates who have lost their land for
the Konkan Railway Project shall be given first preference in selection for
apprenticeship training. The definition of land loser candidate is as under:"Whose
land was acquired for Konkan Railway Project irrespective of the percentage of
land lost such person himself/herself, spouse (wife/husband), son, unmarried
daughter, paternal grandson and paternal unmarried grand daughter only are
eligible".
e. Candidates belonging to the districts of KRCL jurisdiction i.e. Raigad, Ratnagiri and
Sindhudurg from State of Maharashtra, North Goa and South Goa from the State of
Goa and Uttara Kannada, Udupi and Dakshina Kannada from the State of Karnataka
will be given second preference for enrolment for training.

IV. How to Apply:

i. The candidates should keep ready the following particulars at the time of
filling up the application form:
a. Active email ID and Mobile Number.
b. Enrollment/Verified Registered details of NATS portal. The candidate
should invariably be a passout from 2019, 2020, 2021, 2022 or 2023.
ii. Candidate must fill in application only through the link provided on the official
website of KRCL on https://konkanrailway.com/ under the Quick Links →
Graduate Apprentice/Technician Apprentice for training in KRCL.
iii. Read all the information and instructions detailed in the notification thoroughly
before starting filling up of the application to prevent any mistakes while filling
the application.
iv. Candidates should ensure that they possess/fulfill all eligibility conditions
prescribed for the training as on the closing date for submitting application.
v. Candidate has to register his/her candidature in order to start with. A
registration number will be generated. This registration number will be sent to
the candidates through registered mobile number and email ID.

vi. Once the registration is done he/she needs to fill in all the necessary
information and submit the application form.
vii. Candidates should enter their name, father’s name and date of birth as
recorded in the Matriculation/SSC/High school examination certificate or an
equivalent certificate ONLY.
viii. In case of name change, candidates should indicate their changed
name only in the application. However other details should match with the
Matriculation or equivalent certificate. Date of such change (Or) application
for such change should be prior to the date of submission of the application.
Gazette Notification or any other legal document as applicable for such cases
should be submitted at the time of DV.
ix. Candidates should have their personal email id and keep them active for the
entire duration of enrolment for training as KRCL shall send all
communications only through email till the process is completely over. KRCL
will not entertain any request for change of mobile number and e-mail
address at any stage.
x. Candidates shortlisted will be called for DV and are required to produce all
original documents along with two sets of self attested photo copies of all
documents at the time of DV.
xi. Candidates are advised to note and preserve their Registration Number for
further stages of enrolment process / correspondence with KRCL.
xii. No daily allowance / conveyance allowance or travelling allowance will be
paid to the candidates called for document verification.
xiii. Selection of the candidate for training shall be cancelled if he/she fails
to produce the required original testimonials for verification or any
other discrepancy noticed at any stage.
xiv.If it is noticed by the KRCL administration that the candidate has
furnished wrong/fake Certificates / false certificates, the Konkan
Railway administration reserves the right to terminate the contract of
training entered with the candidate under NATS scheme.
xv. Candidates are advised to apply for training slot as per latest educational
qualification updated on NATS portal. In case applicant has applied
erroneously for wrong slot, then same will be rejected at the stage of
document verification.

V. Application:- The following documents have to be uploaded while applying online:

 Photo and Signature is mandatory for all candidates.

VI. Required Documents to be furnished in original (as applicable) during


Document Verification:

a) Mark sheets of all the semesters/year-wise along with Degree/Diploma certificate.


b) 10th Pass/Matriculation certificate issued by the concerned education board as proof
of birth.
c) In case of land loser candidate, land loser certificate issued by SLAO as Annexure.
d) In case of land loser candidate, Tehsildar certificate in prescribed format as
enclosed.
e) RTC documents of land (7/12, form No. XIV, etc.) pertaining to the year of acquisition
of land by KRCL (document of recent date not accepted).
f) Proof of relationship with land loser issued by Revenue authorities (if applicable).
g) In case of death of landloser (whose name figures in SLAO and Tahsildar certificate),
legal heir certificate and death certificate of landloser to be produced.
h) Domicile certificate.

i) Caste certificate in the format required for Central Government Employment as
enclosed to avail the benefit of reservation of SC/ST/OBC.
j) OBC- NCL (Non-creamy Layer) certificate issued by Tehsildar as per format
indicated in the Annexure in the press notification dated 10.11.2023.
k) The candidates applying against the training slots reserved for EWS must produce a
valid Income and Asset Certificate issued by a competent authority as per Annexure
on the date of Document Verification. In case of non-compliance, their claim for
reserved status under EWS will not be entertained and the application of such
candidates, if fulfilling all the eligibility conditions for General (UR) category, will be
considered under General (UR) training slots only.
l) Income certificate issued by Tehsildar for waiving processing fee for Economically
Weaker Section.
m) Minority community candidates claiming waiver of processing fee will be required to
furnish “Minority Community declaration” affidavit on non-judicial stamp paper
enclosed as Annexure in the press notification, failing which, their candidature will be
rejected.
n) Gazette notification and/or any legal document in case of formal change of name.
o) Two attested passport size photographs
p) Aadhar and PAN card.
q) Candidates are advised to bring one self-attested photocopies of all the applicable
documents at the time of document verification.

VII. Candidates without a valid approved NATS ID will be rejected at the time of
document verification.
VIII. Application fee: Candidates applying for training have to pay the prescribed
processing fee as per their category detailed below:

IX. Agreement Of Training:

Before commencement of the Apprenticeship training in the designated trade, the selected
candidate has to enter into a Contract of Apprenticeship Training with the following
provisions:

a. Where the Contract of Apprenticeship is terminated through failure on the part of the
employer in carrying out the terms and conditions of the contract (as notified under
the Apprenticeship Rules 1992), candidate will be paid apprentice compensation as
prescribed (check).

b. In the event of premature termination of Contract of Apprenticeship for failure on the


part of apprentice to carry out the terms and conditions of the contract (as notified
under the Apprenticeship Rules 1992), the candidate/surety has to pay such amount
as is determined by the Apprenticeship Adviser as and towards the cost of training.

c. It is not obligatory on the part of employer to offer any employment to the passed out
Graduate/Technician (Diploma) apprentice on completion of the period of

Apprenticeship Training in his establishment nor shall it be obligatory on the part of
the Apprentice to accept an employment under the employer.

d. Employment in KRCL: As per Apprentice Act, 1961 it shall not be obligatory at any
point of time, for KRCL to employ Apprentice on completion of the training.

e. Duration of training: Duration of Training shall be one year as per Apprentices


(Amendment) Act, 1973.

f. Place of Training: Candidates shall be deployed anywhere in the jurisdiction of


KRCL.

Other Important Instructions:

a. The decision of the KRCL administration in all matters relating to eligibility,


acceptance or rejection of the applications and mode of selection shall be final.

b. Imparting Training in KRCL will not confer any right to the candidates for their
absorption in KRCL after successful completion of training. In terms of para-10 of
Schedule V of the Apprenticeship Rules,1991, notified on 15.07.1992 by the Ministry
of Labour, it shall not be obligatory on the part of the employer to offer any
employment to the Apprentice on completion of period of his/her apprenticeship
training in his / her establishment. It shall not be obligatory on the part of the
apprentice to accept an employment under the employer.

c. No correspondence for engagement will be entertained.

d. CANVASSING/PRESSURING THROUGH ANY SOURCE IN ANY FORM WILL


DISQUALIFY THE CANDIDATURE AND THEIR NAME WILL BE REMOVED
WITHOUT PRIOR INTIMATION. NO FURTHER CORRESPONDENCE WILL BE
ENTERTAINED IN THE MATTER.

e. Before applying, the candidates should ensure that he/she fulfils the eligibility and
other criteria. If erroneously enrolled for training, the training contract will be
summarily dismissed without notice at any stage.

f. The KRCL administration do not undertake any responsibility for sending reply to the
candidates not selected for training or not called for training. No correspondence in
respect of the application submitted shall be entertained or replied by this office to
any individual or organization. Candidates are advised to regularly visit to website of
Konkan railway (https://www.konkanrailway.com/), see their email as well as SMS on
their mobile phone provided by them at the time of filling of application form for
correspondence regarding their applications.

g. The KRCL administration will not be responsible for any printing error.
