Jaime Jimenez Bautista graduated magna cum laude from the Colegio de San Juan de Letran in
1977, with a degree of Bachelor of Science in Commerce, major in Accounting. He is a Certified
Public Accountant. He received his Doctorate in Humanities (Honoris Causa) from the Central
Luzon State University in 2018

CAREER
Sec. Bautista is a Filipino businessman who is currently the ad interim Secretary of the
Department of Transportation of the Philippines since June 30, 2022. He previously served as
president and chief operating officer of Philippine Airlines from 2004 to 2012, and again from 2014
up to 2019.

An Independent Director of Premium Leisure Corp. and Nickel Asia Corp. He is the former
President and Chief Operating Officer of Philippine Airlines, Inc., as well as a former Executive
and Director in MacroAsia Corporation, Macroasia Airport Services Corporation, Macroasia
Properties Development Corporation and ETON Properties Philippines, Inc. He was also a former
Treasurer of Tan Yan Kee Foundation, Inc. He served in various executive capacities in the Lucio

BIOGRAPHY
Cesar Malinis Chiong is the current General Manager of the Manila International Airport Authority
after being appointed and nominated by President Ferdinand Romualdez Marcos, Jr. He
graduated his Bachelor of Science Degree in Business Administration at University of the
Philippines in 1989.

CAREER

General Manager Chiong assumed office as the General Manager of the Manila International
Airport Authority in July 2022. He is a former general manager of Jethandler Asia, Inc. He is the
primarily responsible for the operation and maintenance of Boracay/Caticlan Airport.

He was appointed as Head – Airline Operation at PAL Express from May 2012 to November 2014.
He is the former Executive Vice President and Chief Operating Officer of Air Philippines
Corporation in 2009 to 2012.

BIOGRAPHY

Sec. Diokno earned his Bachelor’s degree in a bachelor of arts program in Public
Administration from the University of the Philippines (UP) Diliman in 1968 and earned his
master’s degree in Public Administration (1970) and Economics (1974) from the same
university.

Honorary degree from UP. He also holds a Master of Arts in Political Economy (1976)
from the Johns Hopkins University in Baltimore, Maryland, USA.

Ph.D. in Economics (1981) from the Maxwell School of Citizenship and Public Affairs,
Syracuse University in Syracuse, New York, USA

CAREER
Sec. Diokno provided technical assistance to several major reforms such as the design of the
1986 Tax Reform Program, which simplified income tax and introduced the value-added tax
(VAT), and the 1991 Local Government Code of the Philippines.

Adviser to the Philippine Senate, Chairman and CEO of the Philippine National Oil Company

BIOGRAPHY
Sec. Frasco earned her Bachelor’s Degree in Legal Management and Juris Doctor from the
Ateneo de Manila University in 2006 and later on passed the bar examinations.2

CAREER
Sec. Frasco was the Mayor of Liloan, Cebu from 2016 to 2022. She ran for reelection in the 2022
Cebu local elections and was successful in winning her third term. However, she was later
selected as the next Secretary of Tourism by president-elect Bongbong Marcos; she later
accepted the offer.

She is a lawyer by profession, having previously practiced International Arbitration and


Commercial Litigation in the Romulo Mabanta Buenaventura Sayoc and Delos Angeles law firm.3

JESUS CRISPIN C. REMULLA

BIOGRAPHY
Jesus Crispin Catibayan Remulla is known to be a force to be reckoned with. Coming from a
family of politicians, this Caviteño has since shown excellence in the field of law.

Secretary Remulla finished his primary studies at the De La Salle in Taft Avenue, his secondary
at the Ateneo de Manila High School, his pre-law Bachelor of Arts Major in Political Science at
the University of the Philippines, and his Bachelor of Laws (Ll. B) also at the University of the
Philippines. He was on the top 17 when he took the Bar in 1987, and on the top 20 spot on his
Career Executive Service Board Examination.

CAREER
He began his law career as a private practitioner, being a Senior Partner at the Remulla and
Associates Law Office, before moving on to be a Provincial Board Member for the Provincial
Government of Cavite while being a Consultant and Provincial Coordinator for the MMDA on the
Carmona Landfill Project.

He became Assistant Secretary at the Office of the President from 1998 until 2001; he then
became the Chief of Staff of Senator Luisa Ejercito Estrada from 2002 to 2003.
He served as Cavite 3rd District Representative from 2004 to 2010; Cavite 7th District
Representative from 2010 to 2013; Provincial Governor of Cavite from 2016 to 2019; and Cavite
7th District Representative and Senior Deputy Majority Leader from 2019 to 2022 before
accepting his current role as Secretary of the Department of Justice.

Among the notable House Measures he has authored in the 18th Congress are:
• HB05989 – An Act Creating the Department of Disaster Resilience;
• HB06134 – An Act Mandating Banking Institutions to Strengthen the Financing System for
Agricultural, Fisheries and Rural Development in the Philippines; and
• HB08992 – An Act Promoting the Use of Digital Payments for Financial Transactions of the
Governments and all Merchants; and more.

Secretary Remulla has promised President Ferdinand Marcos, Jr. that he would remain with him
for the entire six-year term, and vowed that the DOJ’s vision to “Uphold the Rule of Law” is
implemented.

He further described his vision for the DOJ, “to give justice to every man, woman and child no
matter the circumstance of birth, no matter the economic standing.”4

BIOGRAPHY
Manuel Antonio L. Tamayo is currently the Acting Director General of the Civil Aviation Authority
of the Philippines. He took a bachelor’s degree at the University of the East in 1976 until 1971.
He joined the Philippine Air Force Flying School for Pilot Training in 1974. He also took a Masters
of Business Administration at the De La Salle University in 1978 and he graduated in 1981.

CAREER
Capt. Tamayo is a former DOTr Undersecretary for Aviation and Airports from August 2017 to
January 30, 2021, he is also a former Deputy Director General of the Civil Aviation Authority of
the Philippines (CAAP) July 10 2016 to May 9, 2017. He was also the Chairman Bids and Awards,
Chairman Pre-Selection Board, Designated Check Pilot A340/A330/A320 Aircraft and Designated
Chief Pilot Oversight to Presidential Flights.

Capt. Tamayo was the former Vice President-Flight Operations Dept/Director of Operations of the
Philippine Airlines in 2013 until 2016. He was also the Chief of Intelligence of the G2 President
Security Group of the Armed Forces of the Philippines in 1988.

Along with his position as the Undersecretary for Aviation & Airports of the Department of
Transportation, he is also the Present Alternate Chair, CAAP, CAB, MCIA CIAC Board.
LEOPOLDO M. UBALDO

BIOGRAPHY
Leopoldo M. Ulbaldo is a businessman and banking executive who held various leadership
positions in financial sector throughout his career. He earned a Bachelor of Science in Agriculture
and a Bachelor of Science in Military Science at the University of the Philippines in Los Banos.

CAREER
Mr. Ubaldo began his career in the agriculture industry, working as a Research Assistant at Crown
Fruits and Cannery Corporation in 1979. He then joined Cocoa Investors Inc. as a Technical
Assistant in 1980 before moving to Mindanao Savings and Loan Association, where he served as
a Technical Assistant to the General Manager and later as the Branch Manager of its Butuan
branch from 1983 to 1989.

In 1989, Mr. Ubaldo joined Metropolitan Bank and Trust Company, where he spent over three
decades in various positions, including management trainee, account officer, division head, center
head, and group head. He became a key player in the bank's commercial and corporate banking
operations, particularly in countryside banking, which led to his appointment as the Group Head
for Commercial Banking-Countryside from 2016 to 2020. He also served as the Center Head for
Commercial Banking in Luzon and North Luzon.

Mr. Ubaldo was also actively involved in other assignments within the Metrobank group, including
serving as the Vice-Chairman of the Credit Committee and a Member of the Senior Credit
Committee. He also served as a Director of Charter Ping-An Insurance Corporation and Toyota
Cubao Inc.

In 2021, Mr. Ubaldo was appointed as the Chairman and President of St. Andrea Health and
Medical Services.
DIR. PRIMITIVO Y. GARCIA III

BIOGRAPHY
Primitivo Yatco Garcia III completed his secondary education at La Salle Greenhills in 1972. He
obtained his Bachelor's Degree in Liberal Arts from De La Salle University in 1975. In 1980, he
graduated with a Bachelor of Laws degree from the Ateneo Law School. He was admitted to the
Philippine Bar in 1981, allowing him to practice law in the country.

CAREER

Primitivo Yatco Garcia III has had a diverse career spanning the legal, business, and public
sectors. He served as an Independent Director at United Coconut Planters Bank for nine years
before its merger with Land Bank of the Philippines. As an entrepreneur, he has been involved in
real estate and property development.

Currently, Primitivo Yatco Garcia III holds the position of Acting Director at the Manila International
Airport Authority (MIAA).

He is affiliated with the Fraternal Order of Utopia, an organization promoting camaraderie and
ethical conduct. Additionally, he serves as the President of the La Salle Greenhills Lawyers
League, an association for lawyers who graduated from La Salle Greenhills.

organization representing lawyers in the Philippines.

BIOGRAPHY
Atty. Roberto C.O. Lim is currently the Undersecretary for Aviation and Airports at the Department
of Transportation (DOTr). He took up double-degree in History / Political Science and Business
Administration in De La Salle University. He also studied law at the University of the Philippines
and is a member of the Integrated Bar of the Philippines. He took up his Masters of Law at King’s
College in England. He is qualified as a member of the Philippine Institute of Company Directors
and Australian Institute of Company Directors.

CAREER

Undersecretary Lim has a wealth of experience not just in the legal profession but also in the
aviation industry. His legal experience involves contentious and non-contentious work. He has
handled international / cross border litigations and transactions and contracts, mergers and
acquisitions, debt financing, asset financing, regulatory and industry matters, insurance, legal,
labor, and corporate compliance. He has also handled criminal and civil anti-trust cases arising
from multiple jurisdictions.

His extensive aviation experience involves being a member of the management committee of
Philippine Airlines. He was Vice President General Counsel and Corporate Compliance Officer of
PAL until 2008. He was also the Country Head of IATA Philippines from 2011-2016 where among
his responsibilities was getting the Philippine aviation industry to modernize, embrace technology
and innovation to achieve safe, secure, and profitable air transport industry that will contribute to
national and economic development.
Usec. Lim has also been the Vice Chairman and Executive Director of the Air Carriers Association
of the Philippines (ACAP), the association of the Philippine air carriers - PAL, Cebu Pacific, Air
Asia, Air Philippines, and Cebgo. He has also been previously appointed as Undersecretary for
Aviation and Airports under the Department of Transportation from 2016-2017. As Undersecretary
for Aviation and Airports, he is responsible for formulating policy, plans, and programs to
modernize, grow, and rationalize the sector. He also supervises the formulation of the budget of
the Philippine aviation sector and oversees the implementation of the airport development budget.
Moreover, he supervises various operating units such as CAAP, CAB, MIAA, Clark International
Airport, Mactan-Cebu International Airport, among others. On top of these, he is also responsible
for implementing airport development projects nationwide thru Public-Private Partnership (PPP),
government funding, or foreign funding.

Mark Dennis Y.C. Joven is the Undersecretary for International Finance Group of the Philippine
Department of Finance. He earned his Master of Laws degree from Harvard Law School (Tax
Concentration) and his Bachelor of Laws cum laude from the UP College of Law. At the UP
College of Law, he earned various accolades including the Juliana Ricalde Prize in Taxation and
Dean’s Medal for Academic Excellence. He earned his Bachelor of Business Administration and
Accountancy degree cum laude from the UP College of Business Administration, and placed first
in the 2001 CPA Board Exams.

CAREER
Prior to public service, Undersecretary Joven was active in tax practice for 15 years. A CPA-
Lawyer, his services have been highly sought after in the areas of estate planning, corporate
reorganizations, cross-border transactions, and tax advocacy. He has also been active in the
academe for more than a decade as a faculty member of the UP College of Law and UP College
of Business Administration. He has taught various subjects including Wills and Estates, Income
Taxation, Business Taxation, Credit Transactions and Financial Accounting

He is licensed to practice law in the Philippines and in the State of New York. He is an active
member of the Philippine Bar Association, American Bar Association, International Fiscal
Association, New York County Lawyers’ Association, Integrated Bar of the Philippines and
Philippine Institute of Certified Public Accountants. He was formerly Assistant Secretary of the
Revenue Operations Group (ROG) of DOF, the office exercising general supervision over internal
revenue and customs operations.

BIOGRAPHY
Shahlimar Hofer Tamano is currently the Undersecretary of the Department of Tourism for
Tourism Regulation, Coordination and Resource Generation and the concurrent Regional
Director of Region VII.

CAREER
Prior to his appointment as the Undersecretary of the Department of Tourism (DOT), Usec
Tamano was appointed as the Department's Director for the Office of Special Concerns in 2005.
In the succeeding years, he handled different programs and offices in the Department -- Halal
Development Program, Internal Audit Service and Legislative Liaison Unit. He was Chairman of
the Economic Cluster of the Legislative Liaison System under the Presidential Legislative Liaison
Office. In 2018, he was assigned as the Regional Director of DOT-VII (Central Visayas), and in
2021, concurrent Regional Director of DOT-XI1 (SOCCSKSARGEN), and the Department's
Liaison to the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

With over 25 years of extensive experience in public administration and governance on a national
and regional level. He has an excellent track record of pioneering multiple projects aimed at
developing Central Visayas' tourism products, destinations, activities, accessibility, and
connectivity. He has also led several tourism product launches, market development, and
stakeholder engagements in Central Visayas and SOCKSARGEN.

Usec. Sy is a juris doctor graduate of the Ateneo de Manila University. He earned his MA
in public management from the University of the Philippines (UP) and is currently pursuing
his doctorate in public administration from the National College of Public Administration
and Governance.

CAREER

Atty. Sy is a former Assistant Secretary of the Department of Justice from 2008 to 2016.
He chaired the Criminal Code Committee that crafted the modern criminal code and
established the Office of Cybercrime and the Office for Competition with their enabling
legislation.

Prior to this, he was a State Prosecutor handling specialized cases on money laundering,
business fraud, cybercrime, terrorist financing, and cartels.

Mr. Sy is a professor of law and a bar reviewer. and procedure and a lecturer on risk
management and corporate governance. He is also an author and a columnist.

He graduated with degrees on Bachelor of Science Major in Management Engineering


and Juris Doctor Law from the Ateneo de Manila University and has a Master’s Degree
in Public Management from the University of the Philippines.

Danjun G. Lucas is the currently the Chief of Staff / Department Manager III, Corporate Planning
Division of the Civil Aviation Authority of the Philippines. Atty. Lucas completed his post-graduate
studies at Hong Kong International Aviation Academy and Ecole Nationale de I’Aviation Civile-
Degree of Advance Master of Air Transportation Management in 2019. He graduated from the
University of the Philippines College of Law Juris Doctor (J.D.) in 2012. He earned various
accolades including the President Gloria Macapagal Arroyo Awardee for Academic Excellence.
He earned his Bachelor of Administration degree cum laude from University of the Philippines in
2008.

CAREER
Atty. Lucas served as Legal Counsel, Labor Litigation and Special Projects at the Philippine
Airlines, Inc. from 2014-2016. He also worked at Esguerra & Blanco Law Offices as Associate
Litigation from 2013-2014. Associate Labor Litigation at Pandinan Philippines, Inc. from May 2013
to February 2014.
