2. Occupational Standard for Crime Scene Management

Effective investigation of arson case is meticulously associated with successful crime


scene management which embraces preservation of crime scene and evidence collections
with greater precision. In order to establish the crime in court patience, care and
calculative effort is required. Due to modernizations in the criminal activities, in court
supervisor too requires to plan out accordingly regarding the precautions and strategies
that are needed to be taken care of before proceeding to the scene of crime for collection
of evidence.

In year 1999 Forensic Science Services of United Kingdom on behalf of the ENFSI
(European Network of Forensic Science Institutes) the Scenes of Crime Working
Group established a project to develop standards of performance for Crime Scene
Management together with an associated assessment protocol. Under this project a
standard procedure for management of crime scene was developed, which can be utilized
in any kind of crime management. This includes investigation from initial call to the
ending of recovery of all information and evidence. The standards do not cover the
management of subsequent laboratory examination or court presentation.

Since the main purpose of the standards is to ensure that practitioners achieve the
“standard” in their work it is important that they are written in a way which will support
this. It is also important to present non dictated manner of individual in organizing the
tasks ensuring that all of the different ways of doing a job are valid and systems must be
in place to ensure this is so. The guidelines for crime scene management are discussed
below.

2.1 The Standards and the Assessment Protocol

The standards also give guidance on what evidence of performance is required to prove
competence; this is given under evidence requirements. The standards also offer some
suggestions as to likely sources of evidence of competence described under assessment
guidance.

3. Management of Arson Cases

Management of a crime scene is the process of ensuring the orderly, accurate and
effective collection and preservation of physical evidence so that the evidence can be
used to take legal action. Further scientific analysis of evidence may become the
responsibility of the forensic laboratory.

Synopsis of Fire Behaviour: Provide knowledge of combustible materials and physio-
chemical properties i.e. melting points, and conditions will have on the fire behaviour.
Study of stages of fire and Examine the different stages of fire, and deliberate the fire
indicators that how this help the investigator and at last the cause of the fire.
Investigation Management: It deals with the role of different investigators, and their
effect on investigation by you. It includes proper scene security, assistances of an orderly
and scientific investigation, along with proper documentation for examination.

Fire Scene Diagramming: the instructional area will assure the documents importance
with diagrams.

Case Management: Management is involved in finding the origin and cause of crime,
documents of evidence, statement of witnesses and owners. This includes several types of
practices such as identification of evidence, evidence photographing, evidence packaging.
At the end writing a search warrant affidavit and consider expert opinions.

Pyromaniacs, Arsonists: it involves examine of causes and features of several fire


setters.

Coordination with Insurance Companies: Investigators look for important


information. It coordinates with number of insurance companies. The shared information
and benefits of working together is important.

Report Writing/Case Management: Today, in investigation a proper document and


written report is important. Also the use scientific method is must in today’s
investigations. In this section, writing of proper report comes along with courtroom
challenges.
Research and Development (R&D): It is also a part of crime management to create a
R&D wing for case analysis and trend analysis.

Some cardinal rules to be maintained during the arson crime scene investigation/
management are discussed below:

 A systematic performance should be done by investigators in collecting evidence.


This starts with beginning of survey of crime scene and also determining the
sequence of evidence collection. Proper equipment should be used for collecting
evidence. Equipment in contact with evidence should be disinfected.

 Evidence given back to the investigating agency must be in in an appropriate


container and labeled per laboratory protocol.
 Maintain/documentation the chain of custody. It is a tracking document from
which the evidence is collected. It is established initially if an investigator takes
custody of evidence at the site of crime or when evidence is received from an
officer or Investigator at, or from, the crime scene.

management.

case management.
