SECTION 1 - DESIGN REQUIREMENTS

PART 1 - GENERAL

1 SUMMARY

a) This Section describes the Contractor’s general obligations for design of the Works and the stages of
design and design submittals.

2 DESIGN INTENT

a) The Tender Drawings and Specifications are intended to provide the minimum requirements for the
Contractor to prepare his own detailed documents, which will supersede the tender documents
noting that the Specifications and other design requirements stipulated in the Tender Documents will
not be amended without the Engineer/Employer’s consent.

Specifications: The Specifications indicate the minimum level of quality and standards the Contractor
should follow in workmanship, material, equipment and Plant as well as other ancillary tools and
works required for the project. The Tenderer shall not provide a level of quality or standards less than
specified. Unless otherwise approved by the Engineer/Employer, the Specifications are to be followed
and implemented by the Contractor in his design and execution of the Works.

Tender Drawings, part of the Contract, have been provided for description of the Works and
specification of materials and methods. Drawn elements and especially their dimensions are
indicative, and intended to show the expected level of details that the Contractor is to provide in his
design and show the relationships between the elements of the Works, and suggested space and
function distribution. Tender drawings shall be used by the Contractor as a basis for preparation of
the designs to be provided by him under the Contract.

b) More detailed specifications are provided for the Buildings and Infrastructure scope, whereas more
performance-oriented specifications are provided for the Cable-car scope. Specifications provide the
minimum requirements and/or performance guidelines by which the Contractor should be bound to,
including among others, details of the criteria to be adopted by the Contractor in his design.

The performance requirements are mandatory and, unless otherwise approved by the
Engineer/Employer, are to be implemented in full by the Contractor in his design and execution of the
Works.

3 DESIGN RESPONSIBILITY

a. The Contractor shall be fully responsible for his design and for its functional adequacy, structural
integrity and its fitness for the intended purpose. The Contractor shall be responsible for
performing all geotechnical and geophysical investigations including drilling boreholes,
excavation of test pits
b. The Contractor shall guarantee his design. He shall employ experienced qualified design
engineers and shall ensure that any design consultants employed by him carry adequate
professional indemnity insurance.

c. The Contractor shall ensure that the design complies with all applicable codes and
requirements/regulations and appropriate recognized international standards, whether or not
they are mentioned in the Tender documents.

d. The Contractor shall obtain all approvals required for design and construction of the Works,
including but not limited to the Permits and NOCs, from all applicable authorities through the
Architect and Engineer of Record he appoints.

4 CONTRACTOR'S DESIGN AND DOCUMENTS

a. The Contractor shall have provided, as part of his tender, the drawings and specification details
as required by the Tender Submission and described in the relevant parts of the Tender
documents. The drawings and specification details so provided shall, after incorporation of
modifications agreed between the Employer/Engineer and the Contractor, form the basis for all
subsequent submissions.

b. The Contractor shall prepare and submit for approval all designs, specifications, calculations,
manufacturers' data, test reports, original catalogues/manuals etc. as required by the Contract
and in accordance with the times stated in the Volume 1, Part G02.4 Completion Date and Work
programme.

c. Plant Specification Details: The Contractor shall provide full specification details and design
drawings of all associated work, giving details of materials and equipment, standards adopted in
the design and manufacture, performance details, and all other relevant information to comprise
a complete detailed Specification. All proprietary equipment proposed for the Works shall be
supported by the manufacturer's technical details.

d. Building and Civil Engineering Specification Details: The Contractor shall provide a detailed
specification describing the types, standards and, where relevant, dimensions, and physical
characteristics of all materials proposed for the Works, and their sources of supply. Specifications
of workmanship shall define the tests to be carried out on materials and finished work, where
relevant, and the standards, codes of practice and the like to be followed.
e. Supporting Data: Such as manufacturers' standard details, performance standards and the
productivity characteristics sheets etc. are to be in English, or accompanied by a translation, and
are to be properly referenced to the Drawings and Specification.

5 DESIGN STAGES

a. Generally: The Contractor’s design shall be submitted in three stages, namely:


1. Tender Stage - Concept design for Cable-Car, and compliance with the issued Tender Design
for Buildings & Infrastructure Works
2. Preliminary design, also called “detailed design”
3. Final design (for construction), also called “execution studies”

Details of the requirements for each design stage are specified below and in Design Brief.
Contractor shall not limit himself to the blow noted submission requirements; the Contractor is
fully responsible to provide submissions including also the requirements (related to design
drawings, calculations, reports, studies, etc.) stipulated in the Technical Specifications under Vol
II, or any other Contract Document. The Engineer/Employer reserves right to request any data
that may be required for the Engineer/Employer’s review and approval.

Preliminary Design:

For the entire Project

After award of the Contract, the Contractor shall refine the tender design to produce dedicated design
notes on all the aspects of operation and maintenance of the entire Project. It shall cover at minimum
the topic previously described in the Tender design:
1. The typical journey of the tourists
2. The working facilities for the staff
3. The daily operation of staff
4. The routes for all supplies and waste
5. The maintenance operations.

This study shall be established in coordination between the cable car manufacturer for the cable car
related subjects and a specialized key sub-consultant for the touristic, hospitality and building related
subjects.

The Contractor shall also detail the replacement routes/operations of each major piece of equipment (in
size and in weight).

The Contractor shall produce a schedule of the design and construction phases merged between all trades
and sub-contractors.

The Contractor shall use , maintain an update a 3D model common to all sub-contractors. This 3D model
shall be used as the basis for all the drawings. This 3D model shall be produced under Autodesk Revit. The
Level Of Detail (LOD) shall be 350 minimum. The 3D models shall include the surrounding terrain. These
models shall be topographically referenced on the local grid used for construction. There should be no
more than three models, each including all the buildings in the same zone (station1, station 2 and station
3). Cable towers located far (more than 100m) from stations won’t be included in the model. The
Contractor shall perform regular optimizations and checks of the 3D
models. Updated versions of the models shall be submitted each month to the Engineer/Employer or at
any time if the Engineer/Employer requires them.

For Cable-Car:

After award of the Contract, the Contractor shall develop the tender design to produce the preliminary
design including compliance to technical Specifications, preliminary calculations, detailed vendor
drawings, catalogues and data cut sheets, preliminary drawings, reports including but not limited to
method statement, soil investigation report and topo survey report, and any necessary documents to
complete the preliminary design stage.

This preliminary design shall include associated mechanical / electrical equipment and installations and
for the construction and civil engineering of the Works. The preliminary design shall be coordinated and
the drawings shall be to suitable scales and show sufficient detail to enable the Engineer/Employer to
satisfy himself that the designs comply with the Employer's Requirements, and any design criteria and
conditions. The drawings shall be complemented by notes and specifications, preliminary calculations
and additional product information as may be applicable. The preliminary design shall also be coordinated
with the Buildings and Infrastructure design, and all interfacing requirements shall be clearly indicated in
the design document.

For Buildings and Infrastructure Works (other than Cable-Car):

After award of the Contract, the Contractor shall develop the tender design to produce the preliminary
design including compliance to technical Specifications, preliminary calculations, detailed vendor
drawings, catalogues and data cut sheets, preliminary drawings, reports including but not limited to
method statement, outage plan, Soil investigation report and topo survey report, utility survey within the
site limit, and any necessary documents to complete the preliminary design stage.

This preliminary design shall include associated mechanical installations, the electrical equipment and
installations and for the construction and civil engineering of the Works. The preliminary design shall be
coordinated and the drawings shall be to suitable scales and show sufficient detail to enable the
Engineer/Employer to satisfy himself that the designs comply with the Employer's Requirements, and any
design criteria and conditions. The drawings shall be complemented by notes and specifications,
preliminary calculations and additional product information if required by the Engineer/Employer. The
documents to be provided shall include but are not limited to the following:

A. General arrangement deliverables:

1. For each and every station, building, floor and outdoor element included in the project:
I. Setting Out Plan;
II. Site plan at 1:100 scale;
III. Floor plans at 1:100 scale ;
IV. Building sections at 1:100 scale;

2. The general arrangement drawings shall include:


 Full building details as visible in the finished state
 Major structural information’s (materials, expansion joints …)
 All edge conditions and interfaces: rock, water, backfill extended as far as the cross section goes.
 All built-in furniture, fittings and fixings, network bloc location (containment), block location of
equipment
 Legends
 Functional systems not yet defined and represented (as the studies progress) must be indicated
as a comment on the drawing

3. The general arrangement shall be updated any time necessary, when the layouts or routing are
modified or new functional systems are designed and must be included. They serve as the basis
for the Engineer/Employer approval of all the other design (and construction) documents. The
approval of other documents might be put on hold if these general arrangement drawings require
updating.

4. The 3D model, including all functional systems shall be updated and submitted regularly to the
Engineer/Employer. This model will also serve as a basis for the Engineer/Employer approval of
all the design (and construction) documents. The approval of documents might be put on hold if
these general arrangement drawings require updating.

5. Both 3D model and general arrangement drawings require to be updated to allow


Engineer/Employer to review and approve other design (and construction) documents.

B. Architectural Deliverables:

1. Site Plan illustrating the proposed utilization of the site in terms of siting, massing and distribution
of the project components, entry gates, facility access points and internal communication routes.

2. Schematic floor plans showing the basic space accommodation layout within the building/s
including horizontal and vertical mechanical transportation systems, as well as mechanical and
electrical equipment rooms and service shafts

3. Preparation of the general interior partition plans, reflected ceiling plans, floor finishes plans and
furniture layouts plans.
4. Outline material finish selections of interior architectural finishes for the main general areas will
be prepared, as well as aesthetic direction for doors and hardware sets.

5. Fire zoning floor plans

6. Schematic building sections and elevations to define the overall massing of the project
components and the architectural character

7. Indicative space utilization plans for the purposes of electromechanical service distribution.

C. Interior Design Deliverables:

1. Review of the space planning and development of plans indicating the proposed space planning
of areas.

2. Preparation of the rendered floor plans, indicating proposed furniture layouts, general scheme
and colours proposed for the project with images of proposed materials and photographs.

3. Preparation of the general interior partition plans, reflected ceiling plans, floor finishes plans and
furniture layouts plans.

4. Schematic preliminary internal sectional elevations.

5. Outline material finish selections of interior architectural finishes for the main general l areas will
be prepared, as well as aesthetic direction for doors and hardware sets.

6. Rendered 3D Perspectives of key areas main spaces (quantity to be as per client’s request).

7. Finishes material schedule.

8. Sanitary and equipment schedule

9. FF&E schedule for furniture selection.

D. Facades Engineering Deliverables:

a. Coordination with all engineering trades for compliance with the requirements and limitations

b. Basic systems and material study

c. Preliminary partial plans and elevations

d. Preliminary design calculations with anticipated loadings on structure

e. Basic study of perimeter details and selection with other trades


E. Mechanical Works Deliverables

1. Drawings: 1.HVAC

I. Floor plans at each floor and operational level (Scale 1:100) for all systems including ductwork
and piping for heating, cooling and ventilation along with all equipment sizes and minimum
clearances required, and to be with full compliance with local authorities’ regulations.
II. Schematic and riser diagrams for piping systems including chilled water, refrigerant piping,
along with all main duct sizes, etc.. and to be with full compliance with local authorities’
regulations.
III. Schematic and riser diagrams for ducting systems including exhaust & fresh air make up to
and from the building, Supply and return ducts for AHUs, and showing all duct sizes, along
with all main ducts sizes, etc.. and to be with full compliance with local authorities’
regulations’.
IV. Miscellaneous standard and special details
V. Equipment performance schedules.
VI. Legends, Symbols and General Notes

2. Water Supply, Plumbing and Firefighting

I. Floor plans for all system including sanitary drainage, rain water drainage with drain fittings,
water supply with water treatment units and pressurizing pumps, hot water distribution
network with Heat pump for hot water generation and circulating pumps, Swimming pool
Design (pumps, filters, heat exchangers) and all firefighting systems (sprinklers, foam, FM200,
etc..) at each floor and operational level (scale 1:100) along with all main pipe sizes,
equipment sizes and minimum clearances required, etc.. and to be with full compliance with
local authorities’ regulations.etc.

lighting, small power, cable routing, earthing, lightning protection, etc. (1:100 scale.).
3. Preliminary site layout plans showing tie-in locations, terminating location, electrical networks routing
and components, inter-building connections, external lighting system, etc.;
4. General arrangement of main electrical equipment within the relevant buildings, rooms, etc. including
cross sections (1:50 or 1:25 scale.)
5. Site wide (inter-station) connectivity and related civil infrastructure.
6. Interfaces to other/existing systems;
7. Preliminary single line diagrams for all electrical systems including power, lighting control, emergency
lighting, earthing…etc.
8. Preliminary main distribution boards, feeders and panelboard schedules
9. Legend, general notes, and miscellaneous installation details
10. Preliminary design drawings and documents for initial Authority NOCs and approvals (including a
Power factor calculation study and an Current harmonic spectrum study (orders 1 to 50) for the full load

b) IT, AV, Safety & Security Systems:

1. Preliminary Single Line Diagrams (SLD) of each functional system

Telecom, Structured cabling System, IT Data Network & Equipment, IP Telephony, Wi-Fi, Audio-visual,

4. Preliminary Site installation drawings (showing tie-in locations, terminating location, duct bank,

components such as site security, site Wi-Fi, outdoor cabinets, cable routing etc.;
5. Preliminary Site wide (inter-station) connectivities – Fiber optic links and related infrastructure.
6. Telecom/Internet Service Provider (ISP) connectivities – Fixed/landline, GSM;
7. Preliminary Layout drawings (showing technical rooms, head-end equipment and system components,
cable conveyance system, slab openings and cable routing, ceiling/wall/furniture mount devices, etc.);
8. Preliminary arrangement of equipment within Main Telecom room, GSM room, Main control room, IT
rooms, AV enabled spaces, Fire command center (control room) and other locations as applicable within
the relevant buildings of the project including cross sections;
9. Preliminary Riser diagrams, schematic diagrams (showing interconnections between the system
components, interface and integration requirements etc.), cable routing & cable conveyance system;
10. Preliminary Rack elevations, installation details and schedules (simulation results/reports etc.);
11. Preliminary Coordination documentation indicating power and cooling requirements for all Telecom,
IT, AV, Safety & Security systems;
12. Preliminary design drawings and documents for initial Authority NOCs and approvals

2. Drawings:

 General layouts of the required demolition, diversion and relocation works for all existing services
encroaching the limit of works and contradicting with the proposed works as deemed necessary.
 General layout and cross-sections of the irrigation fields, typical details, terraces,

 General layout of the proposed systems with related components such valves, manholes, gullies,
storage facilities, treatment packages, pumping stations, etc.
 Profiles of the pipelines if found necessary.
 Typical details of thrust blocks, bedding details, valve chambers, etc.
 Special details necessary for systems’ installation.
 Construction Phasing, sequence and strategy.
 Crossings details with other infrastructure systems.
 Relevant structural, mechanical, electrical, and architectural drawings.
 Preparation of the necessary applications/drawings to the requisite statutory authorities for the
“No Objection Certificate” NOC’s.

Infrastructure Dry Utilities

 This part is about the redundant 11 kV lines for S1, S2 and S3. a. Cable design for buried line to
S2, obtaining NOCs from DEWA and interfaces with PSHPP Contractor
 Complementary survey if necessary
 sub-contracting the design to a sub-consultant approved by DEWA Distribution Power;
 Cable Routes to each station
 Study of the required relocation/diversion of existing utilities (if needed)
 Verification of the view from each station (to ensure electrical poles are not visible)
 Optimization of the route of overhead cables for later inspection and maintenance
 Lines protections and SCADA details to allow substations to be remote controlled by DEWA
 Preparation of the necessary applications/drawings to the requisite statutory authorities for the
“No Objection Certificate” NOC’s.

The Contractor shall submit the preliminary design of the below drawings

K. Landscaping, hardscaping

1. Drawings

I. Site Plans of the entire development location, access points, pedestrian and vehicular
circulation, walkways, driveways, on grade parking
II. General layout plans showing all landscape elements (hardscape, softscape, furniture)
III. Hardscape / paving plans for the entire site development and roof, including paving type
selection, colors and finishes
IV. Softscape / planting plans for the entire site development and roof, including planting species
for all palms, trees, shrubs, ground cover and grasses with the installation sizes.
V. Grading and Site Drainage Plans
VI. Large scale plan, elevation and section details for all key Landscape design elements across the
Project, fully coordinated between all design disciplines, and as required to comprehensively
document the design intent of the Project, its component parts and all interfaces between
materials, surfaces, planes and products
VII. Furniture plans including but not limited to benches, litter bins, ash bins and drinking fountains.

2. Reports

1. Material data sheets for all paving elements


2. Material data sheets for all site furnishings
3. Material data sheets for all planting species

L. Geotechnical

1. The contractor shall submit a report for the preliminary Geotechnical investigations, geological
mapping, and geotechnical studies for stations S1, S2 and S3 and any other structures prior to
start of construction works.

2. The contractor shall submit a report for preliminary geotechnical design for all foundations,
retaining walls, earthworks, shoring, dewatering, monitoring systems, stabilization of open rock-
cuts, tunnels excavation, and pavement.

- Contractor is deemed to have allowed in his Price for the services of all Sub-Contractor/Designers
to develop the design.
- No changes shall be made to the specifications issued under Tender Documents, unless instructed
otherwise in the Contract Documents, and without the approval of the Engineer/Employer.
- Design approach and Method Statements including processes to ensure quality and timely
delivery of the design. Contractor shall identify locations by design activity and means to ensure
a coordinated design output and namely at the interfaces with all packages works and other
Contractors.
- Contractor shall develop, refine and coordinate all aspects of design. However, the Contractor
shall not be allowed to reduce the size, components and functions of the Buildings, nor the
stations, while any additions deemed necessary form part of his Scope and included in his Lump
Sum
- Contractor shall also submit a report with drawings describing a Method of Construction.
- 3D Images and Samples
Contractor submittal shall be fully inclusive of, yet not limited to, 3D colored rendering
images, Material sample boards, inclusive of all information necessary to convey a
comprehensive illustration of the proposed design solutions, corresponding with the
completion of the appropriate design stage.

- Contractor shall provide sufficient drawn, written and calculated engineering information to
justify the required Structural, Civil and MEP services and utilities to be delivered.

- Drawings and documentation: Contractor shall prepare fully detailed, coordinated,


comprehensive construction documentation on all aspects of the designs. Contractor shall be
aware that this stage is to ensure that required level of information, coordination between trades,
level of details and compliance with the contractual requirements have been achieved.

- Contractor shall perform adequate Quality Assurance/Quality Control (QA/QC) procedures to


ensure that no discrepancies exist between different types of documents.

- Contractor shall submit and perform, yet not limited to, the following tasks:

a. All drawings shall be fully dimensioned, referenced and coordinated with all disciplines, including
interfacing requirements with the Cable Car system, and other Contractors.

 The drawings shall include fully detailed plans and sections.


 Drawings with sections, details and notes shall be referenced and coordinated to the plans and
other discipline information, including detailed drawings for all types of connection and for the
different elements composing and related to the exterior enclosures.

b. The performance of all design elements shall be clearly specified on the drawings and their impact
coordinated with all other working drawings.

- Report

Contractor shall provide the Report inclusive of all calculations, drawings, sketches and the like,
which shall describe the work of the design team during development of design as well as provide
a comprehensive description of the overall design, and include a list for drawings to be issued for
Engineer/Employer’s comments and approval.

- Presentation to Employer and Engineer


Contractor is deemed to have allowed in his Price and programme as necessary, for the formal
presentation to the Employer and Engineer along with the subsequent workshops and for any
additional presentations requested by the Employer/Engineer.

- Revisions and Approvals

Contractor shall make note of all matters arising from formal presentations and workshops and
shall submit a revised Report for Engineer/Employer’s review, within five (5) working days after
the presentation workshop to Employer incorporating all matters arising from presentation.

The Contractor is deemed to have allowed in his price and programme durations for the
Engineer/Employer’s review and approval of the Contractor’s design at this stage. Contractor
shall not deviate from the approved design without bringing any matters that may require a
change to the attention of Engineer/Employer for instruction as appropriate.

Final Design: After approval of the preliminary design for the Cable car, and Building & Infrastructure
works, the Contractor shall incorporate any amendments and comments resulting from previous stage
and verification that Drawings are reviewed and coordinated with all applicable interfacing requirements,
the construction of which running concurrently with this package. Upon approval from
Engineer/Employer, Contractor shall submit 'Issue for Construction' and shall ensure that no changes are
made to any approved documents of the previous stages unless in response to Engineer/Employer’s
comments and/or clarifications and a clouded record set of all such changes shall be provided separately.

The design deliverables to be submitted shall include as minimum, the following:

1. All drawings and documents specified for the preliminary design, amended to accord with the
Engineer/Employer’s comments and completed to be good for construction and to appropriate
scales.
2. Any additional details requested or necessary for the proper execution of the work.
3. All schedules updated as required.
4. Final calculations and/or any revised calculations requested.
5. Final Specifications
6. Full product data for all equipment.
7. Updated 3D model
A. General arrangement deliverables:

1. For each and every station, building, floor and outdoor element included in the project:

a. Setting Out Plan;


b. Site plan at 1:100 scale;
c. Floor plans at 1:100 scale;
d. Building sections at 1:100 scale;

2. The general arrangement drawings shall include:

criteria, and the achieved results. The analysis shall be done by a specialized key sub-

Structural Studies
SN. Description of a Study Requirement
ST-1 Wind Tunneling:
• Contractor shall carry out a Wind Tunnel test for station S3 to specify the wind loads on the
structure and cladding as well as identify any secondary effects. • Contractor shall employ an
expert laboratory for this type of testing with a proven track record to carry out the Wind
tunnel test. The Lab shall be approved by Engineer/Employer prior to testing and submit
qualifications, testing criteria and a detailed time schedule • The laboratory shall carry out
the following tests: o Wind Climate Model/Wind Environment Model. o Proximity Model. o
Wind induced structural loads and responses for the structure o Wind induced structural
pressures and responses for the façade/cladding. o All tests shall be carried out based on
current and future surroundings with a minimum of 50-year return period.
ST-2 Construction Sequence:
• Contractor shall carry out a construction sequence analysis following the proposed
construction methodology, sequence and schedule including the nonlinear/time dependent
behavior of materials and the secondary actions such as creep and shrinkage. • The structure
shall be designed to withstand safely the actions and deformations from the construction
sequence analysis.
ST-3 Vibration prognosis analysis:
• Contractor shall carry out vibration prognosis of the structures due to the expected
dynamic forces induced from the cable car traffic. • Contractor shall employ a dynamic expert
with a proven track record to carry out this type of analysis. The expert shall be approved by
Engineer prior to analysis and submit qualifications, analysis criteria and a detailed time
schedule • The expert shall model the estimated maximum vibration and secondary airborne
noise levels in the planned buildings. Appropriate measures will need to be taken in order to
reduce vibration emissions in the building. • The measures required (such as installation of
engineered anti-vibration structural bearings) shall be submitted for the
Engineer/Employer’s approval prior to proceeding with the design.
ST-4 Blast analysis:
• Blast analysis shall be considered in the structural analysis and design If the need is proven
by security threat and risk assessment .Contractor shall implement the structural
requirements in terms of but not limited to minimum structural thicknesses, reinforcement,
any form of disproportionate collapse mitigation..etc.

6 CONSTRUCTION STAGE

During this stage the Contractor shall conduct any revisions to the design in order to comply with the
Engineer/Employer’s comments. He shall update the drawings, calculations notes, and other Design
documents accordingly without delay. The Contractor shall also maintain and update the 3D model. His
3D team shall be located on the construction site. These 3D models will be used for clash detection,
updated during design, updated during construction and handled to the Employer as “as-built” models.
If the Contractor requires, for his own needs, to increase the level of details (up to 400 or 500) he shall
be allowed to do so, but the Employer might require the Contractor to optimize/reduce the LOD of some
elements when he issues the 3D model.
The Contractor shall prepare and submit the shop drawings and other submittals as per requirements
stipulated in the Contract Documents to the Engineer/Employer for review and approval. Based on the
approved shop drawings and submittals, the Contractor shall develop the As-Built drawings including the
new installations and the existing systems which have been modified/upgraded.
The Contractor shall carry out during excavation works geological mapping of exposed rock, stability
analyses, identification of any potential modes of instability, monitoring of ground deformations and
vibrations, and design of required stabilization measures.

7 DESIGN PROCEDURES AND SUBMISSIONS

a. Tender Design: Before award of the Contract, selected tenderers may be required to attend
meetings with the Employer and Engineer to discuss and clarify their tender design and to agree,
in principle, any proposed amendments. Contractor shall update the Tender design according to
the discussions before being awarded the Contract.
b. Preliminary Design: After award of the Contract, the Contractor will be required to attend a pre-
design conference with the Employer, Engineer and specialist consultants (if appropriate) to
agree the details of the design, the programme for development of the designs and the periods
and dates for submissions to and approval by the Engineer/Employer.
c. The Contractor shall submit his preliminary design to the Engineer/Employer for approval and,
during the approval period, shall attend design progress meetings with the Employer, Engineer
and specialist consultants.

i. Contractor will need to split his design studies into coherent design packages. The structure will
be submitted to the Engineer/Employer’s approval and revised as necessary along the design phase.
ii. Contractor shall obtain written Engineer/Employer’s approval for design stage of each design
package before carrying out any further Services in connection with this package. Subsequently,
Contractor shall incorporate all Engineer/Employer’s comments in the succeeding stage submittal.
iii. The first design package shall include at minimum:

 for each functional system (STR, HVAC, MV, LV, IT, AV, STP, fire detection, firefighting, CCTV …):
a site-wide SLD, a Functional description note, the general zoning and/or layout or routing
drawings
 The layout of the rooms in each station level, which (in turns) requires a preliminary sizing of
major equipment and containments

iv. For each functional system, studies must progress from the general to the specific (Technical
description note, Functional description note, SLD, hypothesis, calculations, general arrangement
drawing, detailed drawings, construction methods … ). Engineer/Employer’s approval must be obtained
on the general studies on the entire perimeter (either site-wide or station wide depending) before
progressing into more specific studies.
v. Engineer/Employer will put on hold design documents if any prior step of design has not been
completed or of other elements (other functional system, layout, …) is missing or not completed.

d. Final Design: After approval of the preliminary design, the Contractor shall make all required
amendments and provide all further details and shall submit the final design for approval.
e. All drawings and documents shall be made available in electronic form, using internationally
recognized computer programs both under native format (DWG export, XLS, WORD) and PDF. For
submission procedures,
f. All design conferences and progress meetings will be held in Employer’s office, and/or as
instructed by the Employer / Engineer thru video conference.
