    NOTIFICATION
    Islamabad, the 5th August, 2022

    S. R 0. 1558(1)/2022.-In exercise of the powers conferred by sub-


    sectione(l) of'section 25 of the Civil Servants Act, 1973 (LXXI of 1973) read
    '
    with Notification No. S.R.O. 120(1)/98, dated the 27th February, 1998, the Prime
    Minister has been pleased to direct that the following further amendments shall .
    be made in the Civil Servants Promotion (BPS-18 to BPS-21) Rules, 2019,
    namely:-
    In the aforesaid Rules,- /

    (i) in clause (n), the word "and" at the end shall be omitted;

    (ii) in clause (o), for full stop at the end, a semi colon and the
    word "and" shall be substituted; and

    (iii) after clause "(o), amended as' aforesaid, the following new
    clause shall be added, namely:- . '

    "(p) "special vetting agency" or "SVA" means an agency as


    approved by the Prime Minister and notified for
    ._ ., verification and screening of officers k i n g considered
    for promotion under these rules.";

    (2) .in rule 14; after sub-rule (4), the following new sub-rule shall be
    added, 'namely:--

    "(5) The CSB may besides other information consider intelligence


    reports of SVA to arrive at a decision.";

    (3) in rule 18, in sub-rule (3),-

    (i) in clause (e), the word "and" at the end shall be omitted;

    (ii) in clause (0, for full stop at the end, a semi colon and the
    word "and" shall be substituted and thereafter the following
    new clause shall be added,,namely:-

    "(g) the CSB or DSB may, in respect of officers being


    considered, compile the objective assessment form in a
    tabulated form which may conlain parameters and
    attributes as set out in Schedule IV in terms of clauses
    (c) and (d),";

    (4) in Schedule IV, -

    (i) for the heading "OBJECTIVE ASSESSMENT BY


    CENTRAL/DEPARTMENTAL SELECTION BOARD", the
    heading "OBJECTIVE ASSESSMENT FORM TO BE
    . SIGNED . BY ALL MEMBERS INCLUDING THE
    CHAIRMAN AND THE SECRETARY OF CSB OR DSB
    AFTER THEIR ASSESSMENT" shall be substituted; and

    (ii) after the expression "overall Category ", the


    following shall be added, namely:-

    1. The form shall be circulated amongst all members of the


    Board. While considering the case of an offi,cer for

    promotion to higher pay scale, after deliberation -based

    on record placed before it, all the members shall apply


    their collective judgment as provided in clause (d) of
    sub-rule (3) of rule 18 and award marks collectively
    . *
    against each attribute given in the objective assessment
    form and afterwards append their signatures at
    appropriate place given at the end of objective ,

    assessment form.

    2. In case of any disagreement amongst the members while


    making colle~tivejudgment in respect of any attribute of
    objective assessment form, each member may separately
    '
    give hisher own assessment and may sign the objective
    assessment form individually. In such a case, the final
    marks shall be calculated after taking average of the
    whole marks given by all the members, namely:-
