CREATION OF THE BARANGAY BANTAY ASIN TASK FORCE FOR THE BARANGAY _____________ AND
FOR OTHER PURPOSES
WHEREAS, Republic Act No. 8172 known as the “ASIN LAW” or “Act Promoting Salt Iodization
Nationwide and Related Purposes” was issued in 1995 to address the alarming public health problem on
iodine deficiency;
WHEREAS, Republic Act No. 8172 or the “ASIN LAW” aims to eliminate IDD through iodization of
salt locally produced in the Philippines;
WHEREAS, IDD has adversely affected the health of individual due to its consequences such as still
birth, spontaneous abortion, physical and mental defects among infants, poor performance in children
and low productivity among adults;
WHEREAS, Resolution No. 165-98 was transmitted on November 16, 1998 by the Sangguniang
Panlalawigan of Sorsogon strongly urging all the mayors and agencies concerned in the Province of
Sorsogon to fully enforce and implement R.A. No. 8172 otherwise known as the “ASIN LAW” (An Act
Promoting Iodization Nationwide);
WHEREAS, on December 18, 2002, the Provincial Governor and PNC-Chairman Raul R. Lee issued
a Memorandum Circular to all Municipal Mayors of the Province of Sorsogon enjoining them to direct
sanitary inspector in their respective municipality to adhere and strictly implement the provision R.A. No.
8172 otherwise known as the “ASIN LAW”;
WHEREAS, to ensure the implementation of the said law, a monitoring mechanism has to be
created, hence, the barangay _______________ through Barangay Nutrition Committee organized the
Barangay Bantay Asin Taskforce; and
WHEREAS, the Barangay Bantay Asin Task Force shall ensure the quality and safety control
measures for iodized salt monitoring, law enforcement and procurement and sale of iodized salt with the
standard 30% to 70% part per million iodine content;
Section 1. Composition of the Barangay Bantay Asin Task Force – The Barangay Bantay Asin Task Force
is hereby created and shall be composed of the following:
a. Responsible for the implementation of salt iodization program using as reference the guidelines
provided in R.A. No. 8172 (ASIN LAW), and relevant memorandums issued by Food and Drugs
Administration (FDA);
b. Responsible for coordinating with all households and establishments in the barangay, monitoring
various programmed activities in their respective barangay for reporting and updating of the status
of the particular activity to the Barangay Captain;
c. Ensure the sustainability of the salt iodization program.
Section 3. Incorporation Clause. – All laws, legal order, rules and regulations that have been issued
and/or will be issued by the duly constituted authorities of the Republic of the Philippines are hereby
incorporated herein and made an integral part hereof. In case of conflict, such laws, legal order, rules, and
regulations shall have precedence over provisions of this Executive Order.
Section 4. Repealing Clause. – Any Administrative Order or Executive Order previously issued that is
inconsistent with the provisions of this Executive Order shall be considered repealed, amended, or
modified accordingly.
Section 6. Effectivity. – This Executive Order shall take effect immediately upon its issuance as stated
hereunder.
