This pertains to the guidance of the CPNP during the Command Conference held on April 2, 2024 specifically on the following: a. “Strict Implementations of "No Using of Cellular Phones” while on patrol duty. No excuses once caught. Thus, it will constitute administrative and subsequent relief of the Commander’; b. “Intensification of police visibility — [AS and Red Teams to counter check deployments"; c. “Restrictions of PNP marked vehicles from travelling outside respective AOR"; and d. “Lead by example all personnel shall be ready to receive clients by 8:00 AM". 3. In this regard, in order to sustain the PNP’s effectiveness, efficiency and Public trust in delivering public services to the community, as well as optimize the judicious utilization of resources, all Unit Commanders and Chiefs of Offices are hereby directed to strictly implement the following guidelines in compliance to the aforementioned guidance: a. Admin/Patrol personnel shall refrain from unnecessary use of mobile phones to avoid distractions that hamper their effectiveness and productivity while rendering admin/patrol duties. Violation of this guidance ‘shall be dealt with accordingly, and shall cause the immediate relief of the direct supervisor/Team Leader (TL) under the Doctrine of Command Responsibility pursuant to Executive Order No. 226 Series of 1995: w?Ret, No, ROD-2404-08.09 1) Prohibited acts which are considered unnecessary use of mobile phones: a) Playing mobile games and listening to music with or without headset/earphone; b) Using personal Facebook, Tiktok, Twitter, and other social networking sites; ©) Live streaming/Video recording of personal acts such as dancing, singing, and other analogous acts not related to patrolling; and d) Texting except when submitting situation report and other analogous acts related to official duties. b. Ensure the authorized use of PNP vehicles in accordance with Section 2 of Office of the President Administrative Order No. 239, Series of 2008 which provides that: “The use of government vehicles for private social functions such as receptions, balls, theaters and for other personal purposes is absolutely prohibited. Likewise, use hereof by the spouses, children, relatives, friends and the like of officials entitled thereto, even if they are in the company of said officials is strictly prohibited.” c. Strictly implement the 90/10 deployment of personnel to ensure maximum police visibility in priority areas including urban centers, economic key points, main highways, schools, terminals, tourist destinations, and other places of convergence to preempt the occurrence of crimes; and d. Officers at all levels shall lead by example in reporting to duty not later 7:45 AM, ready to receive clientele. 4, Moreover, be reminded that all PNP personnel are prohibited from posting and sharing videos, pictures, fake news, and other contents in Social Networking Sites consistent with the PNP MC No. 2020-034.
