1. INTRODUCTION

1.1 General Information/Generalities

The main objective of this consultancy is to supervise the works to replace damaged infrastructure, to be
carried out as part of the implementation of the Contingent Emergency Response Component (CERC), on
the road and bridge network in the affected provinces, so that there are significant improvements in their
quality and that they contribute to:

• Improved management of the provincial road network, resulting in better traffic conditions;
• Timely planning and proper implementation of provincial road and bridge programs;
• Execution of road and bridge works at an effective cost, with the necessary quality and within the
established deadlines;
• Preservation and proper management of the use of roads and their partial protection zones;
• Preservation and proper management of environmental and social safeguards;
• Other aspects that contribute to improving the management and quality of the road and bridge
network;
• If needed the Consultant must review and/or prepare the design and constructions details for the
project implementation;
• The Consultant must ensure the quality of the work;
• The Consultant must measure the quantities of the work on a daily basis and certify the contractor’s
invoices;
• The consultant must present the weekly, month reports and final report of the work..

1.2 Preamble
The present document constitutes the monthly report for the Supervision Emergency Works under CERC in
Sofala, Manica and Tete Provinces, Contract no 47A003041/CC/112/2023.
Stange Consult Moçambique, Lda was contracted by the National Roads Administration (ANE, IP) to
carryout supervision of the emergency works being carried out by various Contractors in each of the three
Provinces of Sofala, Manica and Tete. The works mainly consist of repairs to road sections, repairs or
replacement of drainage structures such as bridges, culverts and drifts that were damaged during floods
occasioned by Cyclone Freddy.
The Works Contracts are expected to be completed within a period of 6 months while that of the Consultant
is expected to last for 7 months.

Details of the Consultant’s Contract are presented in Apendix 1 of this report.

1.3 Programming Activities on the Road and Bridge Network.

The main tasks being performed by the Consultant are as follows:

a) Planning the activities to be carried out and supervising the work on the road and bridge repairs under
Emergency Works in the Areas Covered by Cyclone Fred;
b) Preparation of monthly progress reports;
c) Preparation of special reports for specific works and adverse situations that may occur during the
duration of the services; and the final services report
d) Preparation of engineering designs for structures in the event of their absence or deficiencies;
e) Work with ANE, IP in inspecting and monitoring the roads covered
f) Ensuring the implementation of the measures proposed in the Environmental and Social
Management Plan (ESMP) and the Environmental, Social, Health and Safety Guidelines.

1.4 Monitoring & Supervision of the Emergency Works.

The Consultant will supervise all activities arising from the works being carried out in the provinces under
this Contract within the scope of the CERC, and these include:
b) Localized improvements;
c) Repairs of unpaved roads;
d) Maintenance grading of unpaved roads;
e) Construction, rehabilitation and maintenance of drainage structures;

The Consultant is also providing the services below:


a) Monitoring compliance with work programs and construction costs;
b) Approving the materials to be used in the work;
c) Monitor and control the quality of the work, using tests and trials to ensure compliance with
contractual and quality requirements;
d) Measuring the work carried out and completed with quality;
e) Certifying and submitting the work carried out by the contractor for payment in good time;
f) Propose work variation orders and addenda for submission to ANE, IP;
g) To supervise any repair work carried out by the Contractor during the warranty period;
h) Certify and issue the certificate of satisfactory completion of the work, after any rectification carried
out during the course of the work, including the warranty period;
i) Reviewing and recommending action on any complaint submitted by the Contractor;
j) Recommend final acceptance of the work to ANE, IP, after satisfactory completion of the warranty
period;

k) Prepare the information and final drawings of the works carried out, specifically the works of art,
and provide ANE, IP with printed and electronic versions;
l) Ensure compliance with all the contractor's contractual obligations in terms of environmental and
social safeguards, namely: Protection of the environment in accordance with the Environmental and Social
Management Plan; Mitigation measures required in terms of preventing and combating HIV/AIDS, COVID-
19 and public health; Combating gender-based violence, sexual exploitation, child abuse.

1.5 Detailed Tasks for each Team member

All the supervision team members will combine their experiences and efforts in order to achieve the desired
project goals. The specific tasks to be executed by each team member as contribution to the overall
supervision objectives are detailed below.

1.5.1 Workplan for the Senior Roads Engineer

The workplan and list of tasks for each of the 3 Senior Roads Engineers include the following:

1. Manage team and resources in such a way as to produce the results specified in the consultancy contract
and ensure that the work is carried out with the quality and within the deadlines indicated in the works
contracts;

2. Supervising the execution of the tasks for which the technicians are responsible, ensuring their good
quality, taking part in inspections, site meetings and the execution of the main activities of the works;

3. Check that the quality of the work carried out by the contractors corresponds to that defined in the
specifications and in the execution standards and specifications in force;

4. Inspect frequently, , all the works under their responsibility, identify defects as soon as they appear and
ensure their prompt repair

5. Ensuring that materials are tested;

6. Supervising the verification of work situations presented by the contractor;

7. Proposing variation orders and addenda when necessary;

8. Supporting contractors in the management and execution of work;

9. Monitor the various interventions in environmental and social safeguards and the dissemination of
prevention and mitigation measures;

10. Producing reports that must include the following and submitting them by the deadlines set:

a) An overview of the work as a whole;

b) Physical and financial progress of each contract;

c) Status report on the resolution of identified problems and recommendations for future problems;

d) Necessary actions requested by ANE, IP and others;

e) Prepare other information whenever deemed necessary and/or requested within the framework of the
implementation of the contract;

1.5.2 Tasks for the Environmental & Social Officer

The workplan and list of tasks for the Environmental and Social Officer include the following:

1. Ensure compliance with environmental and social safeguards standards with an emphasis on Gender-
Based Violence, Exploitation and Sexual Abuse/Sexual Harassment (GBV/SEA/SH) Violence
Against Children (VAW), in particular sexual abuse of minors, forced marital unions, child abuse,
labor exploitation, including accompaniment and assistance to victims;
2. Ensure awareness-raising on HIV/AIDS/STI prevention issues, as well as pandemic awareness, in
the relevant communities;
3. Ensure awareness of environmental risks and impacts in the relevant communities;
4. Assist the Project Implementation Unit (PIU) in the efficient implementation of Health and Safety in
accordance with the related approved standards, regulations and guidelines;
5. Verify that the Contractors are complying with the obligations relating to the proposed or updated
measures introduced in order to mitigate the health and safety risk during the execution of the works;
6. Keeping up-to-date records (daily/monthly) of the work completed by the Contractor and the
Supervision Consultant to verify compliance with the health and safety aspects of the contract;
7. Provide technical advice and guidance for the proper implementation of all aspects of the
Environmental Standards requested by the financing entity, including but not limited to: ESMF, RPF,
AIAS/PGAS, RAP/ARAPs, GRM, Codes of Conduct, Occupational Health and Safety Procedures,
for good environmental and social performance;
8. Provide technical advice and guidance for effective and inclusive engagement with project-affected
parties throughout the project lifecycle on issues that could potentially affect them;
9. Assisting and advising the Project Implementation Unit to ensure that the views of stakeholders are
taken into account in relation to the health and safety performance of the project;
10. Assist the Project Implementation Unit in ensuring that appropriate project information on health and
safety risks and impacts is disseminated to stakeholders in a timely, understandable, accessible and
appropriate manner and format.
11. Continuously monitor the Contractor's Team and the Supervision Consultant on the progress of the
site versus the approved work program and methods with reference to health and safety aspects;
12. Assist the Project Implementation Unit in ensuring that the health and safety aspects of the
Contractor's activities are in compliance with the Project's Environmental and Social Management
Plan, the Contractor's Environmental and Social Management Plans, the Health and Safety Plan and
the Emergency Management Plan.
13. Assisting and advising during the review and authorization of environmental and social instruments,
progress reports, action plans, SEA/SH audits.

14. Participate in and provide technical support during supervision missions;
15. Participate in internal and external coordination meetings, including with the Financing Entity,
regarding the implementation of environmental and social risk management (including the Health
and Safety Plan, emergency procedures, etc).
16. Immediately inform the Project Implementation Unit of any event that has the potential to cause
adverse impacts on the environment (i.e. pollution, soil contamination, etc.) and make proposals to
minimize and mitigate the impacts;
17. Providing technical assistance to ANE in interaction with construction inspection consultants,
contractors and inspection companies in order to comply with the recommendations of the code of
conduct;
18. Advise and collaborate on the implementation of mitigation measures, corrective action plans and
root cause analysis of reported incidents of abuse or misconduct, including for workplace and
community safety, as well as for SEA/HS, in collaboration with the GBV service provider and other
stakeholders of the multisectoral mechanism at central level;
19. Contribute to the preparation of concise monthly and quarterly reports in Portuguese and English on
progress in implementing the activities;
20. Participate in coordination meetings related to the implementation of the project, including with the
GBV service provider, contractors and supervision engineer;
21. Contribute to project progress reports, briefings, implementation support missions and feedback on
the progress of environmental, health and safety safeguard aspects.
The workplan is shown in appendix 3.

1.5.3 Tasks for the Junior Inspector of Works

The workplan and list of tasks for each of the 9 Junior Inspectors of Works include the following:

1. Checking that the quality of the work carried out by the contractors corresponds to that defined in the
specifications and execution standards in force;
2. Identify the need for variation orders and addenda and alert their superiors;
3. Instructing material testing;
4. Check the quantities of the work situations presented by the contractor;
5. Carry out the necessary inspections of roads and drainage structures as part of contract management;
6. Supporting contractors in the management and execution of work;
7. Monitor the various interventions in environmental and social safeguards and the dissemination of
prevention and mitigation measures.
The workplan is shown in appendix 3.

2. REPORT ON ACTIVITIES IN THE PROVINCE OF SOFALA

2.1 Location of the Works and total extension of the Roads covered

Sofala Province, in central – eastern Mozambique, covers an area of 68,018km2. It is bordered by the
provinces of Tete to the north, Zambézia to the northeast, Inhambane to the south and Manica to the west.
The Province is also bordered by the Indian Ocean to the east which forms a long coastline between the
Zambezi river delta in Marromeu District to the northeast and the Save river delta in Machanga District to
the southeast. In recent years, the province has been repeatedly subjected to relentless battering by severe
cyclones, the most devastating ones being Cyclone ELINE in 2000, Cyclone IDAI in 2019, Cyclone ANA in
2022 and Cyclone Freddy in 2023. This has brought tremendous damage and destruction to the Provincial
road network as drainage structures such as bridges, culverts and road pavements have been washed away
leaving most areas inaccessible and isolated.

The current project is in response to the damages which were occasioned to the road infrastructure by
Cyclone Freddy in March of 2023, and it essentially covers the Districts of Beira, Dondo, Muanza,
Cheringoma, Caia, Maringue and Chemba. The table below shows the list of roads that are part of the
current emergency repair works.

2.2 Consultant Mobilization and Establishment in Sofala Province

The Consultant, Stange Consult Moçambique, Lda., effectively mobilized the supervision team on 15
February 2024, in time for the handover of the work sites to the contractor.

2.2.1 Mobilization of Personnel.

The supervision team members were mobilized and have been on site since mid February 2024. The Senior
Roads Engineer is based in Caia District Centre where office space was created. His residence is also in
Caia. The Environmental & Social Officer is based in Chimoio and is responsible for the supervision of the
projects in Sofala and Manica Provinces. The junior inspectors of work are based in the project areas, being
one in Beira, responsible for the daily supervision of the R1003 Beira – Savane and the NC Crz R1003 –
Sengo roads. The second junior inspector of works is based in Caia and is in charge of the N283 Caia – Sena
– Chemba, N261 Nhamapaza – Maringue – Macossa and the R1005 Maringue – Chauaua roads. while the
third inspector of Works will be based in Muanza to supervise the N282 Cancela Leão Safari – Matondo
road. (See organograms in appendix 2.)

Note that the junior inspectors of work will be mobile, i.e frequent visits and stays from one area to another,
in order to maximise their involvement and inputs in the ongoing activities.

2.2.2 Mobilization of Transport for the Senior Road Engineer

The Consultant hired a 4x4 Toyota double cab vehicle for use by the Senior Roads Engineer in Sofala

Province. The hired vehicle is in excellent condition. The decision to hire the vehicle is according to the
Consultant’s contract rates which are only sufficient to cover hire and operation costs as opposed to buying
new vehicles.

2.2.3 Mobilization of Transport for the Junior Inspectors of Works

The Consultant meanwhile borrowed two used motorbikes from ANE,IP Provincial Delegation for use while

is operational. The second motorbike is obsolete and can not be successfully repaired. The Consultant
intends to hire motorbikes as soon as the advance payment is paid.

2.3.2 Problems or Challenges that require Resolution

 Issue of designs for bridge structures: The Bill of Quantities in the Contract document
specifies construction of reinforced concrete structures. The Contract alleges that his price was
based on model designs for structures in stone masonry, though this is contradictory given the
fact that the same contract prices refer to structures in reinforced concrete. There is need
however, for the definition of the type of material to be used for the bridges. The Consultant
has already prepared drawings for reinforced concrete structures and these have been issued to
the Contractor and also submitted to the Client.
 The Contractor has had a slow start in mobilizing for the works especially for the bridges

construction. There will be need for the Contractor to submit a revised work program and
increase the resources such as equipment and personnel in order to meet the Contract
deadlines.

2.3.3 Substantial changes to the subject matter of the contracts of works

 So far there are no substantial changes to what was planned in the Contract Documents.

2.3.4 Detailed progress of the works in Sofala Province

There are a a total of two(2) Works Contracts for the Province of Sofala, both adjudicated to TMC
Construções, Lda. The main activities in each of the Contracts include some of the following:

(i) Construction of Concrete Box Culverts either to replace old damaged ones or to respond to
new requirements on sections that were exposed by the Cyclone Floods.

(ii) Opening of new mitre and storm water drains or improvement of existing ones

(iii) Construction of new bridge structures either to replace smaller structures that were washed
away or on new channels that were opened by Cyclone Floods

(i) R1003 Crz N6 – Savane Road:

The road condition is poor with several sunken areas and locations that require culverts. It requires
carriageway repairs and motorized grading. New culverts will also be constructed on selected points.
The Contractor has started with motorized grading on this road though there are frequent work
stoppages due to rains.

(ii) NC Crz R1003 – Sengo

The road is in a poor state and is not passable at km 7 and km 12 where new structures are required.
The structure for km 7 will be built under the Provincial Maintenance Contract while the one at km
12 is going to be constructed under the current Emergency Contract. The road surface requires
motorized grading to restore camber and general profile. There are a number of points that require
new culverts and these will be built under the current project. The Contractor has not yet started
with any works.

(iii) N282 Cancela Leão Safari – Matondo

The road is in very poor condition with eroded carriageway and deep pools of water during the rainy
season. Most sections of the road are below the natural ground level making it very difficult to drain
water from the road, hence the road has practically become a water channel. A lot of fill material is
required to bring the road profile to standard level above the natural ground level and enable the
opening of mitre drains and construction of culverts. The Contractor has not started with any works
on this road.

h) Evaluation Contractor’s Performance:

The Contractor’s performance is still considered poor due to late mobilization of equipment, personnel,
materials and commencement of activities.

The road condition is poor and is not passable at km 95 where a new structure is to be built. The
Contractor has started with grading and carriageway repairs on this road. The pace is slow due to
constant equipment breakdowns.

(ii) R1005 Maringue – Chauaua

The road is in a poor state and is not passable at km 51 where the collapsed masonry structure will
be replaced by a new reinforced concrete bridge under the current Emergency Contract. No other
major road works are planned for this road besides the construction of the bridge and earthworks for
the approaches.

(iii) N261 Nhamapaza – Maringue – Macossa

The road is in very poor condition with eroded and corrugated carriageway. Motorized grading and
erosion repairs are planned on selected sections.

h) Evaluation Contractor’s Performance:

The Contractor’s performance is poor due to late mobilization of equipment, personnel, materials and
commencement of activities.

3. REPORT ON ACTIVITIES IN THE PROVINCE OF MANICA

3.1 Location of the Works and total extension of the Roads covered

Manica Province, in central – western Mozambique, covers an area of 62,272km2. It is bordered by the
provinces of Tete to the northwest, Sofala to the east, Gaza to the south and the Republic of Zimbabwe to
the west. In recent years, just like the adjacent provinces of Sofala and Tete; Manica has also been
repeatedly subjected to relentless battering by severe cyclones, the most devastating ones being Cyclone
ELINE in 2000, Cyclone IDAI in 2019, Cyclone ANA in 2022 and Cyclone Freddy in 2023. This has
brought tremendous damage and destruction to the Provincial road network as drainage structures such as
bridges, culverts etc and road pavements have been washed away leaving some areas inaccessible and
isolated.

The current project is in response to the road damages caused by Cyclone Freddy in 2023, and it essentially
covers the Districts of Machaze to the south and Tambara to the north. The table below shows the list of
roads that are part of the current emergency repair works.

3.2 Consultant Mobilization and Establishment in Manica Province

The Consultant, Stange Consult Moçambique, Lda., effectively mobilized the supervision team on 19
February 2024, in time for the handover of the work sites to the contractor.

3.2.1 Mobilization of Personnel.

All the supervision team members were mobilized and have been on site since mid February 2024. The
Senior Roads Engineer is based in Chitobe, which is the District Centre for Machaze, and that is where

office space was created. His residence is also in Chitobe. The Environmental & Social Officer is based in
Chimoio and is responsible for the supervision of the projects in Sofala and Manica Provinces. The two
junior inspectors of work are based in the project areas, being one in Chitobe responsible for the daily
supervision of the R521 Chitobe – Crz Chibabava and the R522 Chitobe – Save / R953 Save – Mazissanga
roads. The second junior inspector of works is based in Tambara and is in charge of the R529 Crz N7 –
Nhacolo road. (See organograms in appendix 2.)

Note that the junior inspectors of work will be mobile, i.e frequent visits and stays from one area to another,
in order to maximise their involvement and input in the ongoing activities.

3.2.2 Mobilization of Transport for the Senior Road Engineer

The Consultant hired a 4x4 Toyota Hilux double cab vehicle (Registration number AJN 724 MP, Mileage
186626km) for use by the Senior Roads Engineer in Manica Province. The hired vehicle is in good
condition. The decision to hire the vehicle is according to the Consultant’s contract rates which are only
sufficient to cover hire and operation costs as opposed to buying new vehicles.

3.2.3 Mobilization of Transport for the Junior Inspectors of Works

The Consultant meanwhile borrowed two used Honda XL 125 motorbikes (registration numbers AHX 895
MP and AHX 997 MP) from ANE,IP Provincial Delegation for use while waiting for advance payment.
The old used motorbikes were sent for repairs by the Consultant and are in fair condition.

The road condition is improving on sections where motorized grading and construction of base
layers have been done.

(ii) R522 Chitobe – Save / R953 Save – Mazissanga

The road is in a poor state and requires the construction of several culverts, opening of side drains,
grass cutting and motorized grading. The other road R953 Save - Mazissanga is impassable when
the river at km 15 is in flood. Construction of a 10 barrel ventilated drift is planned in the current

h) Evaluation Contractor’s Performance:

The Contractor’s performance is reasonable on the R521 Chitobe – Crz Chibabava road but very poor on the

(i) R529 Crz N7 – Nhacolo Road:

The road condition is fair but the Contractor needs to mobilize earth moving equipment and start
repairing the carriageway and motorized grading.

h) Evaluation Contractor’s Performance:

The Contractor’s performance is not satisfactory as he has not yet mobilized all the necessary equipment for
the planned activities. The Contractor’s site camp is also not yet fully developed.

4. REPORT ON ACTIVITIES IN THE PROVINCE OF TETE

4.1 Location of the Works and total extension of the Roads covered

Tete Province, in central Mozambique, covers an area of 98,417km2 and has land borders with 3
neighbouring countries, Malawi to the northeast, Zambia to the northwest and Zimbabwe to the southwest. It
is also bordered by the provinces of Zambezia to the east, Sofala and Manica to the south. The Zambezi
river runs through Tete province from the border with Zambia and Zimbabwe in Zumbo upto the District of
Mutarara.. In recent years, Tete, just like its neighbouiring central provinces, has been repeatedly subjected
to relentless battering by severe cyclones, the most devastating ones being Cyclone ELINE in 2000, Cyclone
IDAI in 2019, Cyclone ANA in 2022 and Cyclone Freddy in 2023. This has brought tremendous damage
and destruction to the Provincial road network as drainage structures such as bridges, culverts etc and road
pavements have been washed away leaving most areas inaccessible and isolated. Flood waters from the
Zambezi river basin are the major cause of damages to road infrastructure in the eastern Districts of Doa and
Mutarara

The current project is in response to the damages which were occasioned to the road infrastructure by
Cyclone Freddy in 2023, and it essentially covers the Districts of Dôa and Mutara. The table below shows
the list of roads that are part of the current emergency repair works.

4.2 Consultant Mobilization and Establishment in Tete Province

The Consultant, Stange Consult Moçambique, Lda., effectively mobilized the supervision team on 8 January
2024, after a request by the Client to supervise on-going works.

4.2.1 Mobilization of Personnel.

The Senior Roads Engineer was mobilized on 8 January 2024 while the other supervision team members
were mobilized and have been on site since mid February 2024. The Senior Roads Engineer is based in Dôa
District Centre where office space was created. His residence is also in Dôa. The Environmental & Social
Officer is based in Dôa and is responsible for the supervision of the projects in Tete Province. The junior
inspectors of work are based in the project areas, being one in Nhamayabue responsible for the daily
supervision of the N300 Nhamayabue – Vila Nova de Fronteira, The other junior inspectors of works are
based at bridge construction sites along the N322 Madamba – Mutarara – Rio Chire road between km
110.5(Nhamavudzi river) and km 178(Macalanga river). (See organograms in appendix 2.)

Note that the junior inspectors of work will be mobile, i.e frequent visits and stays from one area to another,
in order to maximise their involvement and input in the ongoing activities.

4.2.2 Mobilization of Transport for the Senior Road Engineer

The Consultant is temporarily using a 4x4 Toyota double cab vehicle borrowed from ANE,IP Tete
Delegation for use by the Senior Roads Engineer in Tete Province. The Consultant is awaiting advance
payment in order to hire a vehicle for the Roads Engineer in Tete. The decision to hire a vehicle is according
to the Consultant’s contract rates which are only sufficient to cover hire and operation costs as opposed to
buying a new vehicle.

4.2.3 Mobilization of Transport for the Junior Inspectors of Works

The Consultant meanwhile borrowed one used motorbikes from ANE,IP Provincial Delegation for use while
waiting for advance payment. The old used motorbike was sent for repairs by the Consultant and is in fair
condition.

4.2.4 Office Space, Equipment & Furniture

The Consultant is renting office space for the Sofala team in Dôa District Centre and the following office
equipment was acquired.

(ix) Laptop

(x) Printer with fax and photocopying functions

(xi) Desk and chairs

(xii) Sundry office items & consumables(staplers, trays, calculators, etc.)

4.3 overall progress of the works in Tete Province

4.3.1 Summary of Global Physical & Financial Progress of Contracts

There are a total of two separate works contracts each with one road section. One of the contracts was
awarded to China State Construction Engineering Corporation Mozambique, Lda., while the other was
awarded to HALE-Construções & Investimentos Lda. The main activities in these contracts are construction
of reinforced concrete bridges, ventilated drifts and box culverts.

4.3.2 Problems or Challenges that require Resolution

 The initial drawings for the structures at km 121(Dzimba river), km 163(Ngoma river), km
171 Ngoma 2 river) and km 178 (Macalanga river) were not compactible with the reality on
the ground as the river channels at these locations are wider and shallower/deeper than what
was initially prescribed. New drawings were prepared for the necessary structures at the above
sites. A meeting was held between the Client, Consultant and Contractor where it was agreed

 The Consultant has already prepared drawings for reinforced concrete structures and these
have been issued to the Contractor and also submitted to the Client.
 The Contractor has had a slow start in mobilizing for the works especially for the bridges
construction. There will be need for the Contractor to submit a revised work program and
increase the resources such as equipment and personnel in order to meet the Contract
deadlines.

4.3.3 Substantial changes to the subject matter of the contracts of works

 So far there are no substantial changes to what was planned in the Contract Documents
besides the issues cited above, which have already been resolved without any requirement for
changing the Contract value.

4.3.4 Detailed progress of the works in Tete Province

There are a a total of two(2) Works Contracts for the Province of Tete. The main activities in each of the
Contracts include some of the following:

(i) Construction of Concrete Box Culverts.

(ii) Construction of 1 simple drifts and 3 ventilated drifts on the N322 Madamba – Mutarara –
Rio Chire road and 1 vented drift on the N300 Nhamayabue – Vila Nova de Fronteira.

(iii) Construction of 3 bridge structures on the N322 Madamba – Mutarara – Rio Chire road and 1
on the N300 Nhamayabue – Vila Nova de Fronteira.

(iv)Construction of fill layers on sunken areas or to repair erosion damages

(v) Construction of gravel base layers

g) Evaluation of Road Condition in View of Works being carried out

The road is only passable through a detour that was opened at km 27 after the collapsing of old
structure at Nkuleche river. There is deep erosion on the river bed and side drains down stream of
the site for construction of structure at km 32.6(Nkande river). There is need to carry out erosion
repair and protection works to safeguard the new structure that is planned for this point.

h) Evaluation Contractor’s Performance:

The Contractor’s performance is not satisfactory as he has not yet fully mobilized the equipment and
material required for the construction of the structures. There is only an excavator which the contractor is
using to dig the foundations for the structure at km 27.

5. QUALITY CONTROL AND LABORATORY TESTS

It is necessary that quality control in the form of both field and laboratory tests is performed on all works
implementated by the contractor. To this end, the Consultant will work closely with the ANE,IP Provincial
Laboratories to carry out all necessary quality control and monitoring. The Contractor will also be tasked
with ensuring that all material brought to site has quality assurance certificates. Examples of key tests to be
performed on the works include:

(i) Slump tests for fresh concrete for structures

(ii) Compression tests for concrete

(iii) Compaction tests for fill and gravel layers

(iv) Sieve analysis and atterbeg tests for soil from borrow pits

(v) etc.

5.1 Quality Control Activities in Sofala Province

The Sofala ANE,IP Delegation does not have a functional soil Laboratory and currently depends on the
ANE,IP Laboratory in Manica Province for quality control tests. Several tests where requested by the
Supervision team and these include gravel prospecting in areas where existing gravel pits are waterlogged
and unusable at the moment and soil compaction tests for the works on the R1003 Crz N6 – Savana road.
The Laboratory is yet to travel from Chimoio for the tests. More tests will be requested in due course,
especially for concrete works once the contractor commences the construction culverts and bridges.

5.2 Quality Control Activities in Manica Province

The Manica ANE,IP Delegation has a functional soil Laboratory and will be used the Consultant for quality
control tests.

Samples were collected and worked on for determination of soil quality from gravel pits being used on the
R521 Chitobe – Crz Chibabava road under TMC Construções Contract.

5.3 Quality Control Activities in Tete Province

The Tete ANE,IP Delegation has a functional soil Laboratory and will be used the Consultant for quality
control tests. Laboratory tests will be requested in due course, especially for concrete works once the
Contractor commences the construction culverts and bridges.

6. REPORTS

During the current project, the Consultant will prepare the Inception Report, Weekly Reports, Monthly
Reports, draft Final Report and the Final Report.

To date the Consultant has prepared and submitted 2 weekly reports on the progress of each contract in the
three provinces.

The current report is the Inception report prepared by the Consultant.

7. MEETINGS

During the execution of the project, several meetings will be held between all stakeholders as an integral
part of tools for efficient project management.

7.1 Meetings in Sofala Province

The first meeting held in Sofala Province was on the 19 th of February 2024, between the Supervision team
and ANE,IP Provincial Personnel for presentations and planning of the approach to the execution of the
project.

The second meeting was held on the 5 th of March 2024, between the Client, Consultant and Contractor
representatives to find a solution to the issue of type of bridges to be constructed. The Contract specifies
reinforced concrete structures while the Contractor alleges to have received designs specifying masonry
strucxtures during the tender period.

7.2 Meetings in Manica Province

The first meeting held in Manica Province was on the 4 th of March 2024 between the Supervision team and
ANE,IP Provincial Personnel for presentations and planning of the approach to the execution of the project.

7.3 Meetings in Tete Province

The first meeting held in Tete Province was on the 8 th of January 2024 between the Supervision team and
ANE,IP Provincial Personnel for presentations and planning of the approach to the execution of the project.

The second meeting was held on the 19 th of February between the Client and Consultant after a site visit to
all the project sites with a view to revise and update the designs and BoQs for the works. Several changes
were agreed upon on the need to construct structures that meet the current situation on each site.

8. MITIGATION OF ENVIRONMENTAL IMPACT AND SAFEGUARDING AGAINST
SOCIAL, OCCUPATIONAL HEALTH AND SAFETY RISKS

All the project contracts have a component for mitigation of environmental impact and safeguards against
social, occupational health and safety risks which all Contractors and the Consultant must strickly observe
and adhere to. The Contractor and the Consultant are required to have a qualified person to monitor and deal
with issues related to the environment and social aspects on the project.

Some of the aspects are briefly indicated below:

8.1 Social Aspects

Some of activities being emphasized at all construction sites in conformity with social safegurads include:
1. Labour relations and Code of conduct
2. Higiene e and safety at work
3. Promotion of the recrutament/employment of female workers
4. Prevention of HIV/SIDA and COVID 19
5. Prevention of Abuse and Violence against women and Children
6. etc.

8.2 Implementation Social Safeguards Program by Contractors

8.2.1 Employment of Female Workers

The Contractors approach the local community leadership before recrutment of workers in order to inform
them of opportunities that exist for women who may be interested in working on the project both in field
activities and administrative work. This has been done in all the three provinces covered by the current
project in some women have already been employed as shown in the information tables for each contract.
The recruitment of female workers help in the combat against poverty within the communities.

8.2.2 Fight against HIV/SIDA e other STDs

All the BoQs of the works contracts have an item and amount specifically for the Contractor to hire
qualified individuals or organizations to carryout HIV/AIDS & COVID – 19 awareness campaigns and
conscientize not only the workers but also members of the local communities of the dangers, preventive
measures of the pandemics. The contractors also buy and distribute for free both male and female condoms
and give demonstrations on the correct and safe way of using them.

8.2.3 Gender Based Violence and Violence against Children

On each project site, both the Contractor and Consultant’s personnel are required, as an obligation, to
understand, sign and abide by the Code of Conduct which stipulates the correct behaviour and expected

ethics with regards to Gender Based Violence and Violence and Sexual Abuse against minor Children.

8.2.4 Occupation Health, Higiene and Safety at Work

Observance of health and safety is a requirement at each construction site and both the Consultant and
Contractors are tasked with ensuring the following conditions exist on site:

(i) That all workers are provided with Personal Protection Equipment(PPE) and that they are trained
in the proper & correct use of the same. No worker should be allowed to carryout any work
without PPEs. Examples of PPEs include safety helmets, masks, boots, gloves, belts, googles,
work-suits, reflective jackets or vests, etc.

(ii) There should be a trained and experienced First Aid officer at site and there should also be an
adequately equipped First Aid kit and fire extinguishers.

(iii) The camp sites should have safe portable water for use by workers

(iv) Site camps should have adequate and separate clean toilets for male and female workers.

(v) There should be a proper mechanism for waste management on site to avoid spreading of
diseases and pests.

(vi) etc.

8.3 Mitigation of Environmental Impact

8.3.1 Environmental Safeguards

The implementation of any project, somehow is likely to have negative impact or risks to the immediate
environment. In many cases this is not avoidable and there is need for the project implementers to come up
with ways to properly manage and mitigate against these risks so that their overall effect is minimal.
Examples of risks and mitigation measures are listed below:
(i) Pollution caused by dust from project equipment & activities: - This being mitigated by using
water bowsers to regularly water detours and gravel roads used by both construction equipment
and the public.
(ii) Land degradation due to opening of gravel and borrow pits: - The Contractors have instructions
to either close or rehabilitate the pits after exploration. This is done using the correct and
standard guidelines which are provided in Client’s manuals.
(iii) Pollution of the ground or water sources by fuels, oils, empty containers: - The Contrators are
required to have a waste management and disposal plan where by they are encouraged to use bio-
degradable containers as much as possible and avoid discharge of any waste close to water
sources. There should be well managed rubbish pits and oil disposal facilities on site camps.

(iv)Veld fires: All site personnel are required to avoid at all costs, starting fires which can spread to
the communities and/or nearby forests.
(v) Vegetation removal & deforestation: -The current project is being implemented on already
existing roads. Therefore bush clearing or land clearing is very minimal and the Contractors are
instructed to avoid unwarranted cutting down of trees. They are also required to demolish and
rehabilitate the land where they currently established their site camps.

9 PROJECT CHALLENGES AND RECOMENDATIONS

8.3 Challenges

There is generally late mobilization of equipment, personnel and material by all the Contractors in the three
project provinces of Sofala, Manica and Tete. All contractors are working at a very slow pace, and those
with more than one road in their contracts have not mobilized sufficiently on all roads. Specific examples of
the challenges are;

a. Sofala Province
 TMC Construções has 3 roads under contract number RFB 47A003041/CP/95/2023 in
Sofala Province and they only managed to mobilize equipment and materials on 1 road
during the month. The other two roads are still without equipment and the Contractor
was instructed to mobilize more resources in order to comply with Contract deadlines.
 Again, TMC has 3 roads under contract number RFB 47A003041/CP/96/2023 in Sofala
Province and they only managed to mobilize reasonable equipment on 1 road where
they are carrying out earthworks while on the other roads have no equipment at all.
 TMC is refusing to construct reinforced concrete bridges alleging that they were
supplied with designs of bridges in stone masonry during the tendering process. This is
despite the Contract specifically indicating that the structures should be in reinforced
concrete.

This may affect the completion dates of the contracts.


b. Manica Province
 TMC Construções has effectively 2 roads under contract number RFB
47A003041/CP/97/2023 in Manica Province and they only managed to mobilize
equipment on 1 road during the month, No materials for construction of culverts were
mobilized. The other road is still without equipment and the Contractor was instructed
to mobilize more resources in order to comply with Contract deadlines.
 JE Construções, Lda. has 1 road with earthworks and culverts under contract number
RFB 47A003041/CP/101/2023 in Manica Province and they only managed to mobilize
material for construction of culverts and no equipment for earthworks is on site.

This may affect the completion dates of the contracts.


c. Tete Province
 China State Construction Engineering Corporation Mozambique, Lda. has 1 road with 3
bridges, 3 ventilated drifts/causeways, 1 simple drift and 3 culverts under contract
number RFB 47A003041/CP/102/2023 in Tete Province and they only managed to

construct detours for 2 bridge sites. If the contractor continues with this slow pace, there
is high risk of not completing the contract on time.
 Hale Construções e Investimentos, Lda. has 1 road with 1 bridge, 1 box structure and
protection works under contract number RFB 47A003041/CP/103/2023 in Tete Province
and they only managed to do foundation excavations for the bridge. Though the
Contractor mobilized few quantities of cement and steel for the bridge, this is not enough
even for the bridge footings and the contractor should mobilize relevant equipment such
as concrete mixers, concrete vibrators, compaction equipment, formwork and more
cement. If the contractor continues with this slow pace, there is high risk of not
completing the contract on time

9.2 Recomendations

 Generally, there is need for all Contractors to increase the pace of the works.

 Regular progress monitoring meetings will be held between all parties involved to put pressure on
the Contractors so that they speed up the execution of the works.

 For the case of structures in Sofala Province, the Consultant has presented to the Client sugestions on
possible solution to the current impasse. Deliberations on the issue should be quickly done to allow
the works to start as soon as possible and avoid loss of time. It should be made a requirement in
future tenders to include a specific detailed BoQ with individual quantities for the construction of
bridges and avoid lumpsum quotations for such work.

9.3 Consclusion

It was evident during the first site visits, that the contractors did not have enough resources to carryout the
works simultaneously on all their contract roads, even those who received advance payments. Regular
payments for Contractor’s invoices will be necessary in order to maintain their cash-flows and ensure timely
completion of the project.
