I. RATIONALE:

The Department of Education (DepEd) has adopted the National Learning


Recovery Program (NLRP) to address the learning gaps among learners that were
heightened by the school closures and disruptions during the pandemic. The
critical outcome of the recovery plan is ensuring that all learning gaps are
addressed among all learners.

In line with the adoption of the said National Learning Recovery Plan, the
issuance of DepEd Order 14, s. 2023 date July 3, 2023, titled Policy Guidelines on
the implementation National Learning Camp came to life to strengthen the said
learning recovery. The NLC serves a two-fold objective: to improve learning
outcomes and enhance teachers’ competence.

Dinasan Elementary school showed commitment also to learning recovery. It


recognized learners need to be supported to address learning losses caused by the
pandemic. Wherein, it has identified 48 learners that really need remediation
activity. In line with the commitment of the school on the realization of improving
learning outcomes and enhancing teacher’s competence, Dinasan Elementary
School propose to conduct intensive reading remedial activity during the End of the
School Year.

On the other hand, pursuant to DO 32, s. 2017 “the Department of


Education (DepED) issues the Gender-Responsive Basic Education Policy in line
with its Gender and Development (GAD) mandate as stipulated in the 1987
Philippine Constitution, RA 9719 Magna Carta of Women, RA 10533 The Enhanced
Basic Education Act of 2013, and the Philippines’ International Human Rights
Commitments to the Universal Declaration of Human Rights, Convention on the
Elimination of All Forms of Discrimination Against Women (CEDAW), and the
Convention on the Rights of the Child (CRC) among others.” In line with this,
DepEd commits the integration of “gender equality, gender equity, gender
sensitivity, non-discrimination and human rights, in the provision and governance
of basic education…” to ensure access to quality basic education for all.

II. OBJECTIVES: - ALWAYS REFER TO THE BLOOM’S TAXONOMY IN


CRAFTING OBJECTIVES.

This activity aims to:

1. Bridge the gap in reading.

2. Prepare learners to transition to the next grade level.

3. Improve professional practice of teachers through collaborative


expertise and job-embedded learning.

4. Ensure a gender-responsive physical and social learning


environment that promotes respect for all people and has zero-
tolerance for all forms of discrimination, violence, and abuse.

III. ACTIVITY DESCRIPTION:

The said activity will follow the procedure as stipulated in the DepEd Order
No. 14 s., 2023 titled Policy Guidelines on the Implementation of the National
Learning Camp. The procedure involves from the general guideline, learning focus,
learner placement if necessary, teaching and learning resources, class size and
schedule, teacher training and support, assessment, assigning and giving of
incentives of teachers, funding source, advocacy and stakeholders engagement and
safety protocols.

IV. ACTIVITY CONTENT and METHODOLOGIES

The activity will follow the procedure in the End of School Year Reading
Program; The process flow of the reading program, the curriculum to be used, the
lesson guides, the class size and allotment, the organization of classes, the class
schedule, the delivery models to used, the use of resources, and its allocation.
Since the activity entails the services of teachers beyond regular school days, they
shall be provided with the following incentives, subject to government rules and
regulation: a. vacation service credits; b. certificate of recognition for teachers; c.
other incentives, subject to the availability of funds and guidelines set.

V. EXPECTED OUTPUTS – ALWAYS COHERENT WITH THE OBJECTIVES

1. Bridged the gap in reading.

2. Prepared learners to transition to the next grade level.

3. Improved professional practice of teachers through collaborative


expertise and job-embedded learning.

4. Ensured a gender-responsive physical and social learning


environment that promotes respect for all people and has zero-
