Guide for the Submission of Good Practices of the Sangguniang

Kabataan
Eltis (2019) defines good practice as a “real world example (case study) of where a
method or technique has been applied that has consistently shown results superior to
those achieved by other means.”1

This project aims to identify good practices from the SK officials in conducting programs,
projects and activities with superior results in their respective areas of jurisdictions.

Each Area Office should identify four (4) good practices from the SK officials in Barangay,
Municipal, City or Provincial level. One (1) good practice should be identified and
submitted every month starting August until November. There shall be no duplication of
entries per area (e.g. Cluster 1 has featured teen centers for August; they may no longer
feature teen centers in September until November). Good practices may be selected
from projects implemented by the SK starting 2021.

The following are the pre-requisite in identifying good practices:

- Project must be anchored on the PYDP


- SK must have used the process of financial independence using the DBM-DILG-
NYC JMC No. 1 s. of 2019, and other pertinent guidelines
- SK must have submitted M&E Forms (Form 1 if Barangay-level, Form 2 if
City/Municipal level, or Form 3 if Provincial level)

Good practices must comply with the following criteria:

1. Social Relevance and Impact. The project is relevant to the local issues in the
community, geared towards addressing the community needs, and creating
clear positive changes in the mindset and behavior of the community members
and in the SK officials. This also entails that the project has reached the target
number of beneficiaries/community members (if applicable).
2. Sustainability. The SK has ensured longevity and continuity of the program.
3. Meaningful youth participation (community engagement). This pertains to
partnerships formed with relevant groups and engagement of stakeholders, and
level of participation of youth in the project’s success.

Applicants must submit the following:

• Concept Paper or Activity Design or other relevant documents. This


document should include the background of the project, its objectives,
program flows (if needed) and other relevant information.
• Activity Report. This document should highlight the implementation of the
project, with specific details on the title of the project, implementation
date, time, venue, list and/or number of participants/beneficiaries,
highlights of the project, and result/output.
• Photo documentation. Two (2) to three (3) action pictures of the project.

1. A one (1) page narrative, composed of two (2) to three (3) paragraphs or more,
of the good practices based on the submitted documents and interview
validation. This document, together with the photo documentation.

2. In coming up with the narrative, they may use the fill-able template provided with
this document, which can be answered by going through a list of prepared
questions stated below:

a. For the record: Introduction (Name, Name of Barangay and


Municipality/City and Province/Region)
b. On the Description of the Project:
i. What are the objectives of the project?
ii. Can you give us a background on the situation of
__________________? (this question is context-specific and depends
on the answered objectives of the project. For example, if the
project is about teen centers, you may ask them about the situation
of safe spaces for the youth in their localities. If the project is about
voter’s education, ask them about the situation of registered voters
in their barangay, etc.)
iii. Who are the recipients/beneficiaries? Who were the implementers,
including volunteers?
iv. What were the hindrances or challenges in the implementation of
this project?
v. How did you resolve the hindrances or challenges you
encountered?
c. What are some points of improvement that you or the
beneficiaries/recipients identified?
d. Do you plan on continuing this project?
