STANDARD OPERATING PROCEDURE FOR USER ID CREATION IN GST BO

In pursuance of the Board’s decision vide BMB No. 04/2023 dated 18.10.2023 to shift from
ACES GST Back Office (BO) to GST Back Office (BO), it was decided to create System Admins at
various jurisdiction levels in the GST BO before porting in order to distribute the volume of user
creation and role mapping.

2. Various level of System Admins being proposed as per the CBIC jurisdiction structure are as
follows:

L1 CBIC (99) National System Admin (State Admin)

L2 Zone Zonal Admin (Sub-State Admin)

L3 Commissionerate Commissionerate Admin (Sub-State Admin)

L4 Division Divisional Admin (if required) (Sub-State Admin)

L5 Range No administrative role

3. The operating procedure for creation of user id is narrated below:


a) GSTN shall create one National System Admin for CBIC at the time of migration to GST BO
System.

b) The National System Admin will create user id for Zonal Admin in each of the 21 Zones as
well as DGGI, which is enumerated pictorially as below:

c) Zonal Admin will create users for CCO, CPC and Commissionerate (COM) Admin under the
zone (Executive Set-up, Audit and Appellate Commissionerates) and assign respective roles to
them as explained in the Concordance Table . All the role mapping would have to be done
top-down (from Chief Commissioner to Inspector) as per the jurisdictional hierarchy.

d) COM Admin will create user id for all the officers in the Commissionerate and assign them
the required role. All the role mapping would have to be done top-down (from Commissioner
to Inspector) as per the jurisdictional hierarchy.
e) COM Admin will create user id for officers in all Divisions and Ranges under their
Commissionerate and assign them the required role. All the role mapping would have to be
done top-down (from Asst.Commissioner to Range Officer) as per the jurisdictional hierarchy.

f) No Admin will be created at the Division level for the process of migration to GST BO System.
However, COM Admins may create Division level admins if required after completion of
migration process. This should be strictly adhered to.

g) Audit and Appellate officers will have to be given role in the executive Commissionerate
handled by them and there shall not be a separate Commissionerate jurisdiction structure
created for Audit and Appeal in the GST BO System.

h) Audit Commissionerate Admin created by Zonal Admin will create users in the GST BO
System for all officers of Audit Commissionerate and assign them Audit roles as required in
executive Commissionerate hierarchy.

i) Appellate Commissionerate Admin created by Zonal Admin will create users in the GST BO
System for all officers of Appellate Commissionerate and assign them Appeal roles as
required in executive Commissionerate hierarchy.

j) DGGI Admin created by National System Admin will create users in the DGGI hierarchy and
assign them respective roles.

k) Remaining non-executive verticals and user ID for their officers will be created after the
migration process is completed.

4. The user id creation work flow is as follows:

Click GSTN BO URL: https://boweb.internal.gst.gov.in/ > log in with user id and password and
captcha. The following screen will be displayed:

Click Create and Update of records of Officials under Jurisdictional Admin. The screen will be

displayed as below:

If bulk upload is required click Upload bulk data, the following screen will be displayed

The Bulk upload will work only if all the data is validated perfectly. (For example the date
should be in dd/mm/yyyy format only. In any of the field except designation there should not be

any space. The header is general format and all the other rows will be in text format.) These are not
exhaustive.) The list of designation ids will be available in the drop-down box. Upload the validated
data for creation of user id. The user id will be created and a success message will be displayed.

If there is any discrepancy in creation of user id “Failure Message” will come to the
Zonal/Com (Admin) who created / uploaded the details for creation of user id. Those discrepancies
have to be corrected and uploaded again.

After creating user id, the Zonal / Com Admins have to assign roles by clicking User Role &
Jurisdiction Administration under Jurisdictional Administration>click “Advanced Search”,
the following screen will be displayed:

Type the first 3 characters of any user and click “Search” and the List of Tax Officials will be
displayed.

On choosing the correct user, roles can be assigned.

On Clicking Add New Role Button, the following screen will appear.

Roles to be assigned will appear in the drop-down box “Role Type”.

Zonal / Com Admin can assign the roles as per the concordance table furnished with the
SOP and all the fields may be filled and click “Assign” Button. Success message will come as pop-
up.

Respective Admins are requested to be careful while assigning the roles since any mistake in
the role mapping may lead to wrong assignment of GSTINs / ARNs and tasks.

Directorate of Systems (Chennai) has created 14954 users in GST BO by using bulk template
from the data collected from the zone. The zone wise details of the users created and the users not
created is uploaded in antarang.icegate.gov.in. The Zonal Admin/Com Admin can create the user’s
id in GST BO for whom users’ id have not been created so far by following the above steps.

This is issued with the approval of the Competent authority.
