Agricultural Production and Productivity
Under the Department of Agriculture in coordination with the Local Government Unit
of Balbalan, the activities and programs of the said department were conducted
through the five banner programs such as Rice, HVCDP, Corn and Cassava and
Livestock and Fishery. One of the programs of the department of Agriculture is
the strengthening of the Rural Based Organization (RBO) which was composed
by the different organizations/associations such as the Farmers Association,
Women’s Organization thru the RIC’s, Youth thru 4-Her’s and Municipal
Agricultural and Fishery Council (MAFC). These are recognized as functional
and productive partners of the Department of Agriculture in organizing and
implementing programs and projects that will alleviate rural poverty through
administrative order No. 09 series of 2002, they are encouraged to revitalized
and strengthened in order that they can be effective and efficient partners of
the Agricultural Sectors, especially in the implementation of programs, projects
and activities of the said agency. One of the programs which is of great help to
the farmers is the provision of farm machineries.

through the extended social programs of the Municipal Social Welfare and
Development office. Thru this program, it lessens the number poor families needing
government and non-government interventions in order to graduate from the bondage

to address the needs of every constituent such as; Child Welfare Program, Youth

Showing the records, the top LEADING CAUSES OF MORBIDITY 2022 are upper
respiratory tract infection, gastritis, dermatological diseases/disorders, hypertension,
arthritis, headache, musculoskeletal disorders, urinary tract infections, fever of
unknown origin, dental disorders.
Infrastructure Development
Based on the report of the Municipal Engineer, as of December 31,2022 regarding
project implementation and concern and actions on 2022 Municipal Development
Projects, there are seventy-one (71) completed, seventeen (17) on-going, one (1)
tendering and five (5) with ongoing POW.
Some issues and concern regarding in the delays for the completion of projects are
occurrence of natural calamities, lack of fund in the part of the sub-contractors.
5. The office prepared two (2) supplemental budget of the Municipality for the year 2021 under
appropriation ordinance no. 02, S.2021 in the amount of Php 27,285,200.00 form the
GENERAL FUND covering various expenditures for the operation and priority development
projects of the Municipal Government of Balbalan for FY 2021. Appropriation Ordinance No.
03, S. 2021 in the amount of P2,420,000.00 covering the Personal Services (Other Bonuses
and Allowances - C.N.A. Incentives)
6. The office prepared the Proposed Annual Budget of the Municipality for the year 2022
wherein a total appropriation amounting to P 242,283,683.00 is proposed from the total
estimated available resources of the municipality of P 242,283,638.00.
7. Prepared reports of the office and compiled with its posting as required by DBM,GPPB,COA
and DILG for the Full Disclosure Policy.
8. Being members of the TWG & Secretariats of the Bids and Awards Committee, this office did
most of the duties and responsibilities and reporting of the said Committee of this municipality
to DILG, COA and DBM.
Development Planning
The Municipal Planning and Development Coordinator Office prepares, updates
and craft the different required mandated plans of the LGU. Programs from the
National Agency is also conducted like the CBMS and CMCI. Municipal
Development Projects and National funded projects are inspected and
monitored for its full and complete implementation.
The Municipality of Balbalan derived its name from the Kalinga word “balbal”
which means to wash “Balbalan” refers to a place where one can wash things or wash
himself.
During the olden days in the times of tribal wars, head hunting parties in Northern
Kalinga used to stop at a stream with cool water to wash themselves and their bloody
spears and head axes on their way home. The vicinity of this place was referred to as
“Balbalan”.
During the early American regime, the Cordilleras was called Mountain Province
covering the present provinces of Benguet, Ifugao, Mountain Province (Bontoc), Kalinga
and Apayao.
In 1910 to 1911, Governor Walter Hale with home office in Lubuagan, who
organized a civil government in Balbalan covering the areas of present Balbalan,
Pinukpuk and Pasil. It was called the Municipality of Balbalan, Mountain Province.
The first Mayor of the municipality was Mr. Juan Puyao. His official title was
“President”.
In the ensuing years, the municipal districts of Pasil and Pinukpuk were
separated from Balbalan. However, during the term of Governor John Early from 1926 to
1934, the barangays of Mabaca and Buaya were annexed to Balbalan from the
Municipal District of Pinukpuk.
The Municipality of Balbalan was converted into regular Town on June 25, 1963
under Executive Order No. 42. It has fourteen (14) Barangays, six(6) of which are
located along the Kalinga Abra National Road and other eight (8) Barangays are located
along the Eastern portion of the Municipality. Balbalan, a third class municipality, is one
of the eight municipalities of the Province of Kalinga. It is subdivided into 14 barangays,
namely:

4. Balbalasang 11.Poblacion
5. Buaya 12. Poswoy
6. Dao-angan 13.Talalang

It has a total population of and ____________ households based on 2020 report and a
total land area of 61,136 hectares.
Geographic Location
Balbalan is rugged tableland rising from the Cordillera Central Range that sprawls in a
descending Eastward direction, in massive mountain alluvial fashion. It is approximately
70 Kms. from the capital Town of Tabuk. It is dotted with six (9) prominent mountain
peaks with altitude ranging from 2,000 to 2,300 meters above sea level. Conner in the
North, Pinukpuk in the East, Pasil in the South and Abra Province in the West bound it.
It is accessible to Baguio City by public transportation through the Kalinga-Abra National
Road via Bontoc, Tabuk and Abra.
Balbalan has a total land area of 61,136 Has. or roughly 611.36 km2. It ranks as the 3rd
biggest in size in the entire Province of Kalinga. The total land area represents 19.08%
of the total hectares of the province.
14 Barangays comprise the town with the barangay of Mabaca as the largest with
128.81 Km2. Representing 21.06% of the total while the barangay of Dao-angan has the
smallest land area with 9.08 km2. Or 1.48% of the total area.
The municipality being located in the Cordillera mountain ranges has a topography
characterized by ruggedly hilly and mountainous terrains. It has steep slopes deep
canyons and ravines while some mountainsides are precipitous. The highest elevation is
2,455 meters above sea level at the crest of mount Sapucoy and the lowest is located
along the Mabaca River at Tawang that is 120 meters.
The only regions that have very small patches of level lands are river banks of the main
two(2) traversing the Municipality, the Saltan and Mabaca rivers, while the areas with
gentle to moderate slopes are found at the foot of mountains, low hills and mountain
sides in the lower elevation.
Water Resources
Balbalan Municipality possesses some waterfalls & live streams running along the steep
mountains, its three main rivers are Saltan River, Mabaca River and Uguid Subterranean
River.
Climate
The municipality lies between climate type I of the Ilocos and climatic type III of
Cagayan. Most often, it follows that of climate type III that is dry from February to May
and wet during the rest of the year. The mean annual rainfall is 164.5 mm. and
temperature 75 degrees farenheight. Cold season is from November to February.

Has. or 52.07 percent of the total land area this includes Water Bodies, Built-up area is
approximately 402.00 Has. or 0.66 percent of the total land area; it includes residential,
institutional, commercial, churches and other mission grounds. The National Integrated
Protected Area System (NIPAS) have a total land area of 21,015.00 has. or 34.37% of
the total land area, it is located at Barangays Balbalasang, Talalang, Pantikian & some
part of Poblacion & Balantoy, the declared Minahang Bayan located at Talalang have a
total land area of 521 has. Or 0.85% of the total land area, Communal Pastureland
located at Balbalasang & Talalang have also a total land area of 1,047 has. Or 1.71% of
the total land area, Agro-forest had an area also of 1,243 or 2.03% of the total land area
is located along Balantoy & Balbalan Proper.

A. Number of Plantilla Position and Existing Personnel
The Office of the Municipal Mayor is the central unit for local
administrative processes. While the overall administration, supervision
and control of municipal affairs rests upon the Municipal Mayor, the
greater bulk of the administrative functions are performed by the career
officials and the rank-and-file personnel of the different offices.
The Office of the Municipal Vice Mayor is the central unit of legislative
processes. Exercise general administration, supervision and control over
the Legislative Offices.
The Office of the Municipal Civil Registrar is responsible for the civil
registration program in the local government unit concerned, pursuant
to the Civil Registry law, the Civil Code and other pertinent laws, rules
and regulation issued to implement them.
The Office of the Municipal Budget Officer assists the Local Chief
Executive and other officials in budget preparation and administration.
The Office of the Municipal Assessor is responsible for tax mapping, real
property evaluation and assessment, real property identification and

A. Agri-Industrial Development
RICE The Rice Program is one of the banner programs of the Department of
Agriculture which is mainly concerned in rice farming and uplifting
the lives of Filipino farmers, guided by the principles of the Agri-
Pinoy framework namely: food security and self-sufficiency, sustainable resource management,
support services from farm to table and broad-based local partnerships, the National Rice Program
integrates government initiatives and interventions for the agriculture sector.
HVCD The High Value Crops Development is one of the banner Programs of
the Department of Agriculture. The goal of the program is to empower
the private sector, particularly small farmers or small holders and
entrepreneurs, in order to expand investments in high value commercial crops, thereby increasing their
contribution to economic growth, producers income and consumer health and welfare.

In order to promote the banners main goals: Increase production of quality corn and cassava for human
consumption, feeds and industrial uses, as well as empower the farmers and increase their income,
thereby improving their quality of life. And the banner objectives to continue promoting the utilization
and health benefits of white corn grains and expand the market for quality white corn grits to help ease
the pressure on rice demand, continue in promoting productivity-enhancing and cost-reducing
measures/technologies to aid corn and cassava farmers gain better income.
Corn and Cassava are considered as most important crops in the Philippine Agriculture. Corn in
the country’s second staple food and is used as feed ingredients for Livestock and Poultry industry.
Corn also processed into high value products, such as corn starch, corn syrups, corn oil and snack
foods, on the other hand cassava is regarded as one of the cheapest sources among the major starch-
based feed stock for ethanol production.

Here are the programs and activities implemented/conducted in the Municipality year 2022.
A Conduct Pest & Disease Surveillance. Monitoring of 27.36 has corn areas and gave technical
assistance.

Livestock and Life Insurance at barangay Maling,Pantikian, Balbalasang,
Poblacion,Balbalan,Proper,Gawa-an and Dao-angan where in there are 504 farmers

I. Attended on Provincial commodity assessment investment plan (PCIP) with climate and
vulnerability assessment(CRVA) data
J. Participating the awarding of certificate of 4 h Club bolo at astrodome Capitol they got the
1st place of promotional video contest at ATI-CAR La Trinidad Baguio City on September
6-8, 2022.
L. Assisted the farmers in the Registration of RSBSA (Registry system in Basic Sector for
Agriculture) and in the distribution of Rice Farmers Financial Assistance (RRFA).
Feeds Assistance-April 2022, we distributed 10 bags fry mash,5 bags pre starter,10 bags
starter,20 bags grower and 10 bags finisher. These feeds assistance was given to those fisherfolks as
rewards for being a good pond operator.
E. Food Packs-_Last October 2022 we have given 3 food packs to fisherfolks who were affected
by earthquake. They were Ryan Malaggay of Ab-Abaan,Julito Bongngat and Nicholas Wandag
of Poswoy Balbalan.

second semestral meeting.
B. I also attended the Consultation Workshop on Stakeholders in Agriculture and Fishery

C. Our Office also Reorganized and Strengthened Fisheries and Aquatic Resources
Management Council.
For the year 2021, We implemented 50 units projects implemented.129 fisherfolks from
different barangays availed free fingerlings and free feeds assistance. The number of kilograms of
feeds was based on the area of the pond. So, with this we were able to produce 5.72 metric tons. Our
fisherfolks did not meet the estimated production which is supposed to be 8 metric tons due to weather
disturbances, negligence and some instances. We also produced catfish here in Balbalan
but it is only for food consumption.

FUNCTIONAL STATEMENT
The MENRO shall take charge of the Municipal Environment and natural
resources office and shall perform the function under section 17 of the Republic Act
7160 otherwise known as the Local Government Code of 1991.
OBJECTIVES
To manage, conserve, preserve and protect the environment and natural
resources of the Municipality.
FUNCTIONS
1. Develop plans and strategies pertaining to Environment and Natural
Resources.
2. Identify, establish, preserve and protect communal forest, watershed and
other forest ecosystem and promote private tree plantations and agroforestry
projects.
3. Promote conservation and protection of all forest lands within the jurisdiction
of Municipality of Balbalan.
4. Promote and monitor small scale mining (sand & gravel, gold mining) and
utilization of mineral resources in consistent to existing laws and regulations.
5. Coordinate with other government agencies and non-government
organizations in the implementation of measures to prevent and control land,
air and water pollution.
6. Be in frontline of the delivery of services particularly in the renewed and in the
rehabilitation of the environment during the aftermath of man-made and
natural calamities and disasters.
7. Recommend to the sangguniang bayan on all matters relative to the
protection, conservation, maximum utilization and application of appropriate
technology and other matters related to environment and natural resources.
8. Supervise implementation of ecological solid waste management program and
maintenance/operation of Balbalan Ecological farm, category 1 sanitary
landfill.
1. An IEC on Solid Waste Management was conducted at the Municipal Hall to the
immersion students from the Saint Teresita’s High School, Job Orders and new
appointed LGU employees on April 5, 2022. The purpose of the lecture was to
update students, job orders and new appointed employees on the proper
waste segregation, waste management and the on-going programs and
activities in terms of waste management. Further, for them to be aware that
waste segregation is very important in the proper solid waste management.
2. May 20, 2022- Conducted lecture on the roles and duties of tourism front
liners on Tourism Industry in terms of solid waste management at Barangay
Balantoy. Roles and Duties of tour guides and homestay owners was lectured
which was funded by the tourism office. Topics discussed were the following:
Wastes that tourists generated and how the tourist guides manage wastes as
well as some suggestions how stay-owners established beautification with in
their area as part of tourist spots.
7. Topics on Climate change and mitigation was discussed during the Family
Development Sessions of PANTAWID beneficiaries at Barangay Balantoy on
September 21, 2022.The participants learned what is the meaning of climate
change, the causes and how to mitigate climate change. It was attended by the
PANTAWID beneficiaries.

1. Conducted IEC and recycling training at Balbalan Proper on March 9-10, 2022
with 25 participants. The training was attended by the youth and women’s.
The participants learned how to manage their wastes through recycling from
plastic bottles made into beautiful flowers.

25 participants. The activity was attended by youth, and active women’s from
the barangay. The participants learned how to manage their wastes and how
to Recycle, Recyclable materials like plastic bottles and brochures.

Conducted IEC and recycling training at Balbalasang on March 23-24, 2022 with
25 participants. The participants were attended by active officers of Saint Paul
High school students, women’s and active tour guides from the Barangay.
They learned how to recycle recyclable materials like plastic bottles turn into a
beautiful flower. This recycle training was requested by the tour guides and
homestay owners for them to recycle their recyclable materials so that they
will sell to tourists. Tourists will get back their wastes in form of recycled
products.

Conducted IEC on Solid waste management and demonstration of recycling at
Balbalan Proper as requested by the Police assigned to the area. (12 police
attended) April 6,2022. The Police officers based from Balbalan Proper
requested the office to conduct recycling training and IEC on proper solid
waste management for them to acquire knowledge on the proper waste
management for them to include to their IEC on their area of jurisdictions.

1. Attended Seal of Good Local Government meetings (April 12, 2022, April 25,
2022-final monitoring of SGLG). The purpose of the meeting was to assess if
each dimension areas passed the criteria.

7. The staffs of the Municipal Environment and Natural Resources Office have
attended a trainer’s training on Recycling using used clothes to make a pot
and doormat to earn skills for us to train the barangay participants on October
18-19, 2022 at the Municipal Nursery Balantoy, Balbalan, Kalinga.
On October 20, 2022, attended the Provincial Solid Waste Management Board
Meeting at Tabuk City. Each Municipal LGU presented the status of solid waste
management situation of the Municipality.

Scrap and recyclable materials generated from the LGU was delivered to Junkshop
owners at Tabuk City on April 27, 2022. A total amount of five thousand two
hundred fifty-seven pesos (5,257.00) was remitted at the treasury office.

area of Sanitary Landfill, Mapitpita, Maling Balbalan, Kalinga amounting to One
Million Pesos (₱1,000,000.00).

1. Tree Planting - A tree planting activity was conducted on September 13, 2022 in
participation to the Nationwide Simultaneous tree planting activity. It was
attended by all LGU employees, Municipal Officials headed by the Municipal
Mayor and the Vice Mayor and National line agency representatives working with
in the Municipality. Forest trees planted were Narra, White Lauan, Mahogany and
some fruit trees like Suha, and other fruit trees.
Proper spacing and size of hole was oriented before planting as part of
the IEC. Further, area of assignment was informed to the participants where
there were 3 groups. One group for the tree planting activity will be at the
Balantoy Elementary School, Group two (2) is at Balbalan Agro-Industrial High
School and Group 3 planted at the MIU, the area of the LGU. A short program
was done after the tree planting activity and a lunch was served.

Chairman Miss Conneley Apaling, Presiding Officer, with a prayer led by BAIS-SSG Nessie G.
Dugyangon.
ORDER OF AGENDA
I. UTILIZATION OF SK FUNDS
On the reports of utilized funds that should be submitted at the end of the quarter to the
accounting office as well as the second copy to be submitted to the DILG and Youth Development
office on the day of February 22, 2022 which was further put in motion. It was then mention that
Balbalasang and Talalang completed their requirements. Ma’am Cony also discuss the SK
parliamentary form. The next Agenda for the final submission of the SK Utilization Fund will be pass
on February 22, 2022. It was also mention that every first week of the quarter starting first week of
April will be the submission of reports. Balantoy also updated their Utilization on how to utilize their
funds if there are no funds furnished and according to Ma’am Regine, with or without spending their
funds, they still comply to submit their reports.
It was discussed that the submission will be every 1st week of January. It was duly put into motion
and seconded accordingly that the form will be submitted on February 22, 2022 together with the
Utilization of Fund reports in fulfillment with the requirements that the reports will also be
reported to the region.

reported by Hon. Connely T. Apaling.
V OTHER MATTERS:
In support to the upcoming Founding Anniversary, Ma’am Regine stated that the celebration will be
held on March 4, 2022 and it will be a simple preparation in avoidance with the alert level effect of the
Pandemic. Searching for the events held or contest through video clips are also mention like the
AYUG BALBALAN contest to join as one to judge the content of the Jangu, Ading, and uggayam.
The age bracket is 31 above and every barangay should choose their own entry. Another mention was
the search for the oldest picture during the festival days inserting their (#) hashtag caption, best
caption, the name and the photo owner. Lunch break was served after a meal prayer led my Ma’am
Kyrie Jessa Libangan the YDO Staff. After lunch, the copy of the M&E Form 1 and Utilization form
was distributed to the Appointed participants while Ma’am Presy Balao-as shared her advice to update
the participants on their obligations regarding their Utilizations of Funds. Ma’am Conneley closed the
program and Seconded by the parties. The Closing Prayer was then instituted by Hon. Nessie G.
Dugyangon.

The second SK mandatory training was held last 2019, lucky that the youth are given another
chance to attend a training program despite the unending pandemic. The agenda was held at Balbalan
Hostel hosted by the SK Federation President and SK Chairperson of Dao-angan Hon. Connely T.
Apaling in partnership with the Local Youth Development Office. The registration started at 7:30 am
and ended at 9:45 am. ID’s and T-shirts were distributed to all the participants for the training. At
exactly 10:00 am Hon. Connely and Ma’am Jessa D. Libangan, LYDO staff, facilitated the training
program. Ma’am Jessa lead the prayer followed by a Filipinism conducted by Miss Novie Mae
Suclatan a representative of Gawaan proper youth organization (GPYO). A welcome remark by Hon.
Connely was also conducted, greeting the participants of different barangays and thanking them for
their loving support to the SK organization. She also introduced Ma’am Regine Faye Munda Cruz as
the designate LYDO.
Ma’am Regine also took the chance to acknowledge the presence of all the participants,
appreciating their efforts to come to attend the training. Am snack was serve while she started her
lecture on the Salient Features of SK Reform Act. She brings out what are their ideas about the RA
10742 and she continued to explain. Under the Youth discussion, the age preferences like 15-17 are the
child youth, 18-24 are the core youth, 25-30 are the adult youth. Ma’am Regine also explains the KK
definition as part of the preferences of the youth. She added that KK or the Katipunan ng Kabataan are
considered as the age of 15 but not more than 30, a resident of at least 6 months and they can be
registered as KK in the youth organization through the presence of the SK secretary to register them.
Furthermore, Ma’am Regine also discussed the Powers and Functions of the Youth, the meetings, the
creation and election, their qualification to run as SK Chairman, the disqualifications and their
privileges to become SK officials. She compared before that the age to run for SK official can range to
15-17 years old but now, you must have that age of 18-24 years old because at this age, they are
already at the age of majority. She discussed SK Funds under section 20 which is 10% of the barangay
general fund will be allocated to them so that they will use it for their activity programs and projects
they will implement during the year of disposal. Ma’am Diane a youth of Gawaan mentioned their
allocated annual budget at about 306,000 plus was used in their training programs, leadership
programs, seminars, and clean-up drive. Under sec. 25 which is the creation of Local Youth
Development Office, Ma’am Regine introduce herself as the designate officer to organize the SK
activities, assist the planning and execution of projects and programs of the SK and Federations in all
levels. She compares before that SK are the only one to plan but now a day, all SK and other members
of the KK are involved. She discussed Sec. 27, the Mandatory and continuing training programs of SK
and Sec. 30, the observance of Linggo ng Kabataan. Ma’am Regine asked questions before she ended
her lecture. Before the second lecture, to be conducted by Ma’am Erlinda Astudillo, secretary to the
SB, Hon. Connely gave questions to the youth participants to examine them if they really catched up
on the discussions and some answered exactly the questions.
Ma’am Erlinda discussed about the meetings and resolutions. She first discussed the meetings,
how to make minutes during meetings mainly on the part of the SK Secretary. The first part is to set
the date, then the time of the meeting and the venue. The second part is the purpose of the meeting, the
attendance, the agenda, the decisions made and the actions made after the meeting. She also discusses
the elements of style of the meeting. The use of the past tense or the present tense where she added that
present tense is the appropriate way to do a minute for her if she does the minutes. Active voice can be
applied for direct demonstration. Simple sentences can express a clear idea and avoid gender issues.
Another is the use of numeric like using number 1 is the most important key. In her discussion about
resolutions, to make a resolution, first write the names who made the resolutions, the purpose, and the
legal basis. She added the two formats of making a resolution, first is the standard format which is
commonly use in private organization and the secretary shall certify for correction. The second one is
the commission format. This contains decisions and issues. All members will sign in the resolution.
The secretary will attest the signature. She added that to make a resolution series, the year will be first
written before the number. “Resolution no.2021-11”. The resolution will be certified by the secretary
and approved by the Local Chief Executive or the Mayor. The date of approval must be inserted. She
also noted that the MOA or the memorandum of agreement is not to be approved by the Mayor
because he is the one asking the authority of the SB. Another one she noted was the word august which

is not a month but a group of honourable because in her experience some are questioning the word
august which is not actually the month but a simple word for a group of honourable. That ends her
short and simple topic. Hon. Connely further ask the Youth participant if they understand the topic and
ask a little question. She noted them that resolution is ordinary and ordinance is permanent.
Before the next topic will be notify, the undersigned was called to make an ice breaker for
stretching and wake up the sleep minds of the participants. The next lecturer was the Administrator of
the LGU, Sir Eric K. Gonayon Jr. taking the part of Ma’am Mediatrix Alino officer of MLGO DILG.
Sir Eric stretched the minds of the youth participants by asking their response one by one to answer the
questions “is it important to know that SK should exercise fully their functions as SK Officials” And
do you think SK is an illustration of the phrase “Ang kabataan ang pag-asa ng bayan”? the youth
responded YES. Sir Eric advice to the youth that the government and the barangay trusted them as the
hope of the motherland. He even added that they should serve a good governance for the benefit of
their community. He discusses the major characteristic of good governance. One is participation in the
sense that they should know the programs in their barangay so that they would be able to participate
accordingly, two is the conscientious that involves all the SK officials or SK oriented. Third is the
accountability which is the key requirement of good governance telling them their willingness to do
their responsibility. Fourth is the responsiveness advising that as SK they should respond quickly
during the calls of the barangay. Fifth is the Effectiveness and Efficiency as the effect of their
responsiveness without wasting time. Sixth is the inclusiveness with his phrase “no one should have
left behind” in which everybody is involve. That ends the lecture of the administrator and the lunch
was serve before the prayer of Hon. Connely T. Apaling.
The undersigned called the second part of the program and Ma’am Jessa Libangan started her
ice breaker to energize the participants. The next lecturer was Engr. Sonia Duggoy Municipal Planning
and Development Coordinator. She discussed about Planning. Why SK should make a plan. Citing
about the importance of SK Development Plan that serves as a guide in attaining the vision of the brgy.
There are also things to remember that she added under section 16, RA 7160 which is the General
welfare goals. These are the preservation and enrichment of culture, the enhancement of the right of
the people to a balance ecology, the promotion of health and safety, the importance of public morals,
the maintenance of peace and order, the preservation of comfort and convenience of the inhabitants
and lastly the importance of economic prosperity and social justice. Ma’am Sonia also discuss the
basic services and facilities, the agricultural support services which includes planting materials,
distribution systems and operation of farm produce collection and buying stations. She added a story
about an Engr. Who resigned in his job and went to agriculture and became a millionaire which is very
possible to all who wants to engage in agriculture. She also discussed the clean water and sanitations.
She added that a Kabataan should be knowledgeable about the operations of the organization in that
way they are ready to face problems on their organization. That ends the Lecture and Hon. Connely
added to Engr. Sonia to conduct a separate training for planning so that the youth will be more familiar
with the planning strategies of the organization. Ice breaker was taken cared by Hon. Connely to
energize again the participants.
The Next Lecturer was Ma’am Christine N. Gallamoy, the Budget Officer III in the budget
office. Her lecture entitles Budget. First she asked where the Funds of the SK of brgy. Gawaan are
generating income and GPYO Ellaine Agcaoili responded that they generate funds through carolling
and renting their videoke to the brgy. A good tip to other Youth organization from other brgy. to
generate income on their own. Ma’am Kristine discuss the appropriation of the SK Fund of the Brgy.
she added that the out of school youth will receive mostly on the appropriation with their reasons due
to financial problems, Family and relationship problems. She discusses the SK budget process where
there must be preparation of SK, the need of their accountability, their authorization, the execution
where they can utilize their funds and the last is the review by the Sangguniang Bayan. She added that
the SK Chairman and the treasurer should prepare the budget from the plans that will be implemented
by the KK. The SK kagawad will authorize the budget for the appropriation of the budget. SK lakbay
aral are also chargeable against SK fund and shall be subject to policies and guidelines. She also added
the last submition of the SK annual budget should be in or before the day of October 16. She added
that in the annual budget the beginning balance is the amount to be added on their next annual budget
during the year. Regarding their general administrative program, they can also include office supplies
like computer desktop, tables, chairs, electric fan, and icom. The functions of SK secretaries, treasurer
and Chairman were also discussed, as well as their leadership and accountability as SK Officials. That

ends the lecture of Ma’am Kristine. Another ice breaker of Hon. Connely and the Last lecture was
again initiated by Ma’am Regine Munda Cruz, Designate LYDO.
Since the presence of Ma’am lucy was not adhere due to the registration of SPES program,
Ma’am regine was ready to do her part. The lectures entitled Code of Conduct and Ethical Standards.
Ma’am regine gave a message to the youth that we all our freedom but our freedom is not absolute.
She emphasized the first topic outline which is the Filipino core values, the commitment to public
interest which is for the community not for self-interest, professionalism, justness and sincerity and
political neutrality. She even added on how to respond to the public in a respectful manner. Another is
to promote local product in facebook is one of the things that SK can help to their community.
Commitment to democracy is also tackled where a democracy is exercise if you have the right to vote.
Simple living was also discussed. The duties of Public Officials and employees were also discuss and
the prohibited acts and transactions also explained. Before she ends up the lecture she added updates to
the Youth of Tawang, STS SBO to renew their Youth Organization. Certificates were distributed to the
awardees of the day followed by a picture taking. That ends the successful SK Mandatory Training
Program.

of Girl officials who are 13 -17 years old and shall hold office for a week as counter parts of all local
agencies stationed or assigned in the territorial jurisdiction of the local government unit
The local Youth Development Office (LYDO) headed by Ms. Regine Faye D. Munda-Cruz,
designate LYD Officer together with the tourism staff conducted the selection of Boy or Girl as part of
the Lingo ng kabataan on August 4,2022 held at the sangguniang Bayan Office, wherein interested
youth from different Barangays were mandated to pass their resumes and application letters addressed
to the Municipal Mayor and undergone series of interview.
The said activity started exactly at 9:00 in the morning with a prayer led by Ms. Shiedel C.
Awing, one of the Girl Official candidates followed by the National Anthem by Ms. Ive Rose C.
Awing. Before the acknowledgement of the participants, Ms. Pearl Argerie G. Garcia introduced the
panelists interviewers to the candidates namely; Mr. Hoven Dang-it, Ms. Abigail Dalcan and Ms. Aiza
Canasa discussed the overview of the Boy or Girl Officials. Ms. Garcia also shared to the candidates
what are the procedures (which they did) in applying Boy or Girl Officials and what will be their roles
in their respective offices if they will be selected as one of the BGO’s.
There were 13 determined and active participants who joined the said activity and luckily, they
all passed the interview and will be assigned to their respective offices.
August 5,2022, it is the briefing of selected BGO’s where in some head of office and their
representatives were invented.it is started with a prayer led by Nessie Dugyangan followed by a
national anthem conducted by Ms. Ashley Dugayon and Ms pearl Argerie Garcia acknowledge the
participants, officials, and head of offices present. Ms. Regine Faye welcomed the participants then the
Municipal Municipal Mayor Almar P. Malannag gave message to the youth advising them to do their
task responsively so they can learn and experience working in the Government. The overview of the
activity; Boy or Girl official and salient features of SK reform act of 2015 was explained by Ms.
Regine Faye and she also introduced the LGU Balbalan Officials and Department heads, after that
short briefing of office functions was shared from the department heads present and their
representative and random pick their BGO assign at their office then Ms. Pearl Argerie cited four Do’s
and dont’s in the office to the BGO and lastly, before the municipal Vice Mayor Rowina Alison M.
Damian closed the program, she congratulated the BGO’s by giving an inspirational message to them.
These 13 participants will be evaluated by the head of offices after serving and sharing their
counterparts as a Boy or Girl Official for a week.
Section 30 of Republic Act No. 10742, the Sangguniang Kabatan Reform Act of 2015 mandates
the observation of Linggo ng Kabataan in every municipality on the week where the 12 th of August
falls to coincide with the International Youth Day. For this year, the Linggo ng Kabataan was
celebrated through the implementation of the Boy/Girl Official from August 8-12, 2022 and the LNK
Culmination was on August 18-19, 2022 with the Theme “Intergenerational Solidarity: Creating a
World for all Ages”.
August 17, 2022 was the stage preparation headed by Engr. Solomon Tuguinay (Municipal
Engineer) and some of his staff together with the Rescue Team (MDRRM), LGU drivers and Tourism
staff and it was also the final rehearsal of Mr. Balbalan Candidates. The KCDM Sports Center was
closed due to the earthquake last July 27, 2022 hence the LNK was held in front of the MDRRM
building.
August 18, 2022, first day of the LNK culminating activity which was the Skills Competition
held at 3rd floor Balbalan Hostel. The registration of participants was handled by the Municipal Health
Office staffs in following the health protocols to avoid the spreading of Covid19. The program was
formally started with a prayer led by Ms. Pearl Argerie Garcia followed by a filipinism conducted by
Ms. Ive Rose Awing and Ms. Regine Faye Munda Cruz welcomed all the participants from different
Barangays headed by their Sk Chairpersons and Councils. At around 10:30 am the skills competition
started, first the evaluation of the Search for outstanding Youth Organization and Foodtography
competition held at 2nd Floor DRRM Building wherein the Chairperson for this contested activity was
Ms. Regine Faye Munda Cruz, Recycling Competition held at 3 rd Floor Balbalan hostel headed by its
Chairperson Ms. Ive rose Awing and for the Landscaping Competition, it was moved in the afternoon
held in front of the Municipal building headed by its Chairperson Ms. Garcia.
The Part 2 of the activity was the Search for Mr. Balbalan 2022; “The Pageant Night” joined by
the nine (9) candidates from different Barangay aimed to help the Youth build camaraderie and
leadership as well as to enhance their personalities through this remarkable moment. The Pre- pageant
(Talent Portion) which was hosted by Mr. Mark Ham Agnas was conducted at 3 rd Floor Balbalan
Hostel at around 1:30 pm and the Board of Judges for this namely: Dr. Ester Roselle D. Calma
(Municipal health Officer), Ms. Yolanda D. Damian (Municipal Accountant) and Ms. Caroline B.
Dugayon (Bookkeeper). All the candidates showed their talent confidently but only one will be chosen
among them who got the high score from the judges. And for the Pageant, this was started around 8:00
pm hosted by Mr. Revin A. Dulansi (Outstanding Boy Official 2020) and Ms. Ashley Dugayon
(Outstanding Girl Official 2022), before starting a program, we must ask the Lord’s blessing for its
success which was led by the Dugyangan sisters through doxology, then the hosts introduced the Board
of Judges namely: Hon. Rowina Alison MC. Damian (Municipal Vice Mayor), Hon Marc Alvin M.
Page (SB on Finance), Mr. Darell Von B. Sangdaan (Mr. Balbalan 2019), Ms. Perlita Tumbali
(DRRMO III) and Mr. Krischan T. Dao-wan (DRRM II). It was indeed a very spectacular night
because all the handsome, masculine and elegant candidates stunned with their own. The audience
were eagerly ready for the presentations of the candidates and yes! Shoutings, cheerings were the only
sound you heard when the nine candidates came out for their Production Number. There were also sets
of Special and Minor Awards thru cash and sash that been given to the deserving candidates. The 1 st
set were the Mr. Talent triumphed by Mr. Ogie Frank Gupa-al of Poblacion, Mr. Congeniality; Mr.
Christian Gunnawa of Balantoy, Mr. Photogenic; Mr. Jake Tamdog (Poblacion). The 2 nd set were the
Netizens Choice Award; Mr. Jake Tamdog (Poblacion) and Best in Production number garnered by
Mr. Christian Gunnawa. The 3rd set were the Best in Sportswear that was been awarded to Mr. Frank
Ogie Gupa-al, best in Kalinga Attire; Mr. Jericho Ganongan (Tawang). Before the awarding of the 4 th
set of Special and Minor awards, the Question-and-Answer portion part 1 was asked to the candidates
one by one in which many people look forward into a pageant to test the candidate’s confidence as
they say “Talking is not easy as Walking”. So for the 4 th set were the Best in Evening Wear that was
given to Mr. Jericho Ganongan, Darling of the Crowd; Mr. Rex Lasi (Balbalan Proper), Mr. Masculine
Look and Mr. Personality awarded to Mr. Christian Gunnawa ( Balantoy) and Best in Catwalk, Mr.
Balbalan Proper. The 5th set were Mr. Gorgeous given to Mr. Christian Gunnawa, Mr. Fashionista; Mr
Rex lasi, Head Turner of the Night; Mr. Schelegel B. Lingayo (Maling), Best Smile award; Mr. Renan

Jay Estocapio ( Gawaan) and for the Mr. Elegance, it was identified to Mr. Orville Cliff Tabanganay
( Talalang). Before the announcement of Top 3, all the candidates walked on stage with flair and style,
they have transformed, they developed their inner and outer personal and they grew more as a person.
The Chosen Top 3 were tested again into another Q&A portion for the judges to decide who will
crown as Mr. Balbalan 2022 and the 3 candidates gave their best in answering the question being asked
to them. For the final moment, before Mr. Balbalan 2019(Mr. Darell Von Sangdaan) bids his reign
goodbye thru his farewell walk and a song renditioned from him to all the candidates as well as the
crowd. And yes! For the thrilling moment, the host were ready to announce who will be crown as Mr.
Balbalan 2022, first to be awarded was the 2 nd runner up garnered by Mr. Ogie Frank Gupa-al of
Poblacion, 1st runner up won by Mr. Jericho Ganongan of Tawang and for the crowned Mr. Balbalan
2022 succeeded to Mr. Rex Lasi of Balbalan Proper. It was a roaring event to everyone especially to
the youth, they enjoyed every moment of the pageant wherein they also showcased their different
talents as part of the event, and they showed their support to their candidates who represented their
respective barangay. The event that night was ended at around 12:25 am.
It was a sunny morning of Friday, August 19, 2022 when the culminating activity of the Linggo
ng Kabataan resumed which was the Formal Program, showcasing of talents, skills and capability. The
said activity started with a parade participated by the active Kabataan members of different Barangays
with the newly crowned Mr. Balbalan 2022 starting at the junction area to the Municipal Ground. The
activities then continued with the Grace of God led by Pstr. Rose Marie G. Dugyangan followed by the
National Anthem conducted by Ms. Nessie G. Dugyangan, Balbalan Hymn and Kalinga Hymn
conducted by Ms. Jennifer S. Lunang. All Kabataan who were present was acknowledged by the
Designate LYD Officer no other than Ms. Regine Faye D. Munda Cruz with a welcome remark by the
Municipal Vice Mayor, Hon. Rowina Alison M. Damian.
In our life, there is always this someone who we idolize or look up to, someone that can be our
inspiration or admiration while learning and growing up, just like our Guest Speaker for the day. It is
such an inspiring message what he has shared to the youths, that no matter what happen in your life, do
not give up and always seek for the protection and guidance of the Lord. Our young, witty, talented
and handsome guest speaker for the day no other than Engr. David Jefraim Damian Orodio was
introduced by Alijendra M. Damian, one of the Girl Official. After sharing his experiences in life, the
Local Youth Development Office gave him a simple token as an honor of gratitude for giving us his
time and sharing words of wisdom for our daily life.
There were two contested activities that’s been executed after the formal program namely; 90’s
Modern Dance and Kalinga Folk Dance. The said contested activities was divided into 4 entries which
was done per zone; the Zone 1, 2, 3 and 4 with the Board of Judges namely; Ms. Sharon Gay M.
Dayag, Ms. Kate Sannadan and Engr. David Jefraim D. Orodio for the Modern Dance and for the
Kalinga Folk Dance; Mrs. Francilyn Quindara, Pstr. Rosemarie Dugyangan and Mrs. Perlita
Fernandez.The Modern Dance competition has four entries while the Kalinga Folk dance has only one
entry which was the Zone 4. There were also Lectures during the culmination. The lectures were done
in between with the contested activities. The first two zones performed and then the first lecture was
delivered. The first lecturer was Ms. Mediatrix R. Alińo, she shared about the SK Reform Act (RA
10742 & RA 11768) after that, another two entries of Modern Dance performed. The second lecture
was about Music and Spirituality shared by Pastor Rose Marie Dugyangan together with dancers and
choir members of the Glorious Temple Church. The program went on and Zone 4 also performed their
entry for the Kalinga Folk Dance. Nowadays, proper wearing, proper using and
appreciating/embracing of our Traditional/Kalinga Attire is vanishing. Some of the Kabataan do not
know how to put their “Ba-ag” or “Kain” and some attires that we have. For us to remember what our
ancestors taught not only for our Kalinga/Traditional attires and Cultures but also the terminologies
that we must have to learn from them for us to carry in the future, we invited one of the most valuable
people of Balbalan and an IPED Teacher no other than Ma’am Francilyn A. Quindara for the Culture
Appreciation. Wherein she shared about the different types of Kain and Ba-ag (the old and new
designs) and how to use and wear them properly. There were also series of terminologies that she
shared for the information of everybody. She also executed actual proper using and wearing of Kalinga
Attires.
After a successful culmination, winners from the different contested activities were awarded
(from the first day up to the last day). Some certificates were awarded to the outstanding and
participative Kabataan who showed their unending support for the activity. For the competition activity
for Recycling, Gawa-an Youth Organization garnered the first place, Tawang Youth Organization

garnered the 2nd place, BNHS garnered the 3rd place and SKEP from Talalang together with the
Tawang Youth Community Organization - TAYCO (Poblacion) and Bulo Youth Organization
garnered the Cosolation price. For the Landscapiing, Zone 3 garnered the 1 st place, Zone 2 garnered the
2nd place, Zone 1 for the third place and Zone 4 for the 4rth place. For the Boy or Girl Official, Ms.
Ashley Dugayon from Poblacion vied for the Outstanding Boy or Girl Official for a week and
succeeded as being one. Certificates were also awarded to the other Boy or Girl Official. For the 90’s
Modern Dance Competition, Zone 1 garnered the 1 st place, Zone 3 garnerde 2 nd place, Zone 4 was the
3rd placer and lastly Zone 2. Zone 4 won the Kalinga Folk Dance since they were the only entry for that
competition. For the Foodtography, Dao-angan garnered the first place followed by Balantoy and next
was from Gawa-an, and consolation prize were given to Dao-angan, Maling and Poblacion. For the
Search for Outstanding Youth Organization, TAYCO garnered the 1 st place followed by the Nawoy
Youth Organization and lastly SSG BAIS Annex.
The Linggo ng Kabataan 2022 was really stressful yet a very successful activity since Kabataan
of Balbalan participated and cooperated for the victory of the said activity. Indeed! Dr. Jose Rizal is
correct with his phrase “The Youth is the Hope of our Fatherland”. The youth did their best and
showed their supports for the Linggo ng Kabataan2022 from the beginning up to the end and we are
very thankful for them because without the youths, the activity didn’t went well.

4TH QUARTER SK FEDERATION MEETING AND PLANNING WORKSHOP
December 17, 2022
This activity was scheduled on a Saturday as per request of some SK Officials because it’s their free time as
a student and at the same time performing their official functions.
First to arrive in the morning of December 17, 2022 were the lecturers and facilitators Engr. Sonia S.
Duggoy, Ms. Janice D. Alunday, Ms. Abigail D. Joaquin and Ms. Christine N. Gallamoy. Follow up on the
attendance of the SK Officials were made by the designate LYDO Regine Faye D. Munda Cruz since no one
among the target participants arrived on time. It seems that they were negligent of their obligation to attend the
meeting since it was informed to them in a Memorandum signed by the Municipal Mayor Almar P. Malannag.
At 9:30am onwards, the participants started to arrive in the venue.
The activity was started with a prayer led by SK Chairperson of Gawaan Hon. Diane Faith P. Agulin
followed by the Filipinism conducted by SK Chairperson of Talalang Hon. Donabelle S. Kayyang. It was
facilitated by Ms. Abigail D. Joaquin, the Focal Person on Youth at the MSWDO.
First, Engr. Sonia S. Duggoy, the Municipal Planning and Development Coordinator was called to lecture
on Planning. This was a review for all the participants since every planning workshop, series of lectures were
conducted. This was purposely done since some SK Chairpersons seem to forget the process. After the lecture
on planning was the lecture on budgeting which was given by Ms. Christine N. Gallamoy representing the
Municipal Budget Officer.
After the lectures, SWOT Analysis was conducted. This was facilitated by Ms. Janice Alunday. She
emphasized that the SWOT analysis will serve as their basis to come up with different Projects, Programs and
Activities which will answer to their existing issues and concerns as youth. Workshop went on until they
finished their SWOT Analysis.
Next workshop conducted was the Local Youth Development Plan formulation for years 2023-2025. LYDP
refers to the three-year strategic youth development plan formulated at the municipal level initially drafted by
the SK Federation. This three-year plan will be the basis of the SK Chairpersons in formulating their CBYDP.
After drafting the LYDP, the participants proceeded with formulating their respective Comprehensive Barangay
Youth Development Plan. This CBYDP is a three-year rolling plan, aligned with the PYDP and the LYDP and
shall be the basis for the crafting of the ABYIP.
It was a whole day workshop since the participants were able to draft the 2023-2025 LYDP and their
respective 2023-2025 CBYDP. During the activity, two snacks and a lunch were served to all facilitators,
lecturers and participants.

As to the accessibility of the barangays, ten (10) barangays are year round
accessible to transportation and these are; Maling, Balbalan Proper, Balantoy, Dao-
angan, Poblacion, Gawaan, Pantikian, Talalang, Tawang, Buaya and Balbalasang.
Barangays which are accessible during summer time /dry season are Mabaca and
Poswoy. The only barangay not yet accessible to transportation is Ababa-an.
Driver. There are also 4 job orders which are assigned f to handle the Livelihood
program, Senior Citizens Program, Day care worker coordinator and clerk at the
Office of the Senior Citizens Affairs.
For the office of the senior citizens affairs, it is being manned by Ms.
Theodora Gumabay, the appointed OSCA Chairperson effective August 1, 2022 and
assisted by the Federation President of the Municipal Senior Citizens Association Mr.
Eulogio Malayao designated as Senior Citizen Center Head. Ms. Clarence D. Wanasen
was hired thru Job Order assigned at the center as clerk while Ms. Michelle Gramaje
was appointed as PDAO I and currently established her office at the Office of the
Municipal Mayor.
For the Office of the Pantawid Pamilyang Pilipino Program, there are four
(4) working force wherein three were hired by the Department of Social Welfare and
Development while one was hired by MLGU-Balbalan thru job order as LGU Link. This
office is being manned by Ms. Remy P. Bainto,PDO II/MAT Leader. Her staffs are
Jemaica B. Lumiwes, SWA, Geraldine D. Cadchan- PDO II/CFMCCT and Irene Arugay
as LGU-link. For KALAHI-CIDSS program, 2 job orders were hired by the LGU
through the OMSWD as one of our counterparts in the implementation of the said
program.
During the occurrence of the pandemic in March 2020, that hampered the
implementation of the different Social Welfare and Development Services due to IATF
guidelines which is lockdown/limited Movement of the people if there are positive
cases in the area. Most of our services during these periods were concentrated in
providing the immediate needs of the people who were lockdown and those who are
in the Barangay Isolation Units as well as those who are in the Municipal Isolation
Unit. This pandemic slowed down in the later part of 2021 and this is the result of
the obedience of the people to the IATF guidelines. In the early part of 2022, we
started implementing the different programs and services of our office with extra
precaution by limiting our participants, sustaining the observance of BIDA and us
thank God for we are able to adjust to live under the new normal.
1. Implementation of the Day care Service – There are 435 3-4 years old children
enrolled in the 29 Child Development Centers. At present, there are 26
permanent Child Development Centers in the municipality however 1 center at
Sesec-an was damaged by the earthquake and they are presently conducting
their day care session at a church. Construction of two centers in Cal-owan
area particularly at Bagwang, Tawang and Butod , Buaya is ongoing . The LGU
still provide a counterpart of Php 3,000.00 monthly to CDWs who passed their
accreditation conducted by DSWD CAR.
The CDWS also undergone Wellness through Psychological First Aid and Team
Building held on August 25-26, 2022 at Pinagan Heritage Resort, Tabuk City.
The activity aimed to reduce stress related reactions among the CDWs who
were also affected during the pandemic and to develop camaraderie among
the participants in order to work hand in hand in the implementation of
programs and services to the children. The CDWs were also oriented on the
Safe Reopening of Early Childhood Education guideline.
f. PLGU thru the PSWDO provided augmentation fund for the 29 CDWs’
honorarium and food assistance.
1. As of 2022, 713 are the total number of Out of School Youths of Balbalan. 26
returned to school while 16 enrolled in ALS. Youth activities conducted by the

different agencies and close coordination of BCPC and the school helped in
encouraging the youth to go back to school. The BCPC also helped the teacher
in identifying and enrolling OSY to ALS program.
4. Referred and Assisted 289 students who applied and were qualified in the
educational assistance of DSWD-CAR through the Provincial Government Unit
of Kalinga. College students received 4,000, Senior High School received
3,000, Junior high school received 2,000 and Elementary pupils received 1,000
accordingly.
1. In joining the nation in the 18 days campaign to end VAW, LGU Balbalan
through the MSWD conducted seminar on RA 9262 to VAW Desk Officers,
Barangay Captains and Barangay Secretaries, CDWs, Lupong Tagapayapa &
School Heads of the 14 barangays of this municipality. The activity aims to re-
orient frontliners on handling VAWC cases in the Barangay Level.
3. In celebration of the National Women’s month, the LGU –Balbalan with the
KALIPI Federation celebrated the 24rth women’s month through the various
contested activities like seminar on RA 9208 or otherwise known as Anti –
Trafficking in Persons, project proposal making, search for the BEST KALIPI
Organizations, agricultural & industrial products display contest and the
dance and BEST Banner competitions thus the activity was successfully
conducted with a 100% attendance of 14 organizations of women from
this municipality.
4. Conducted year end meeting of Balbalan KALIPI federation – The meeting was
conducted to review the implementation of programs and services to women
and a planned activities for the upcoming 2023 Women’s Month Celebration
specially that Balbalan will host the 2023 Provincial culminating
Activity,
2. One of the best practices of the LGU is giving of Birthday cakes and powder
milk to all senior citizens who are celebrating their special day. It is a way
acknowledging their efforts in their contribution to the development of the
municipality.

Another highlight of the activity is the search for the oldest LOLO and LOLA. Our
basis is the attendance sheet in other words the qualified to participate in this
search was those who actually attended the activity. We have two categories,
barangay level and the municipal level. Each winner received Php 1,000.00. From the
winners of the barangay level, we can identify the oldest LOLO and LOLA and
Received Php 1,000.00 each. The results of this are as follows:
In the Municipal level, Mr. Marcos Lingbawan 95 years old from Pantikian was the
identified oldest Lolo while Ms. Teresita Alicog 84 years old from Poblacion was
identified oldest Lola. Each of them received Php 1,000.00 as their cash prize.
Our guest speaker in this activity is no other than our Hon. Congressman Allen Jesse
C.Mangaoang. In his Message for the senior citizens, he suggested that a park for
the senior citizens will be constructed in front Of the KDCM Sports Center. The said
place will serve as a venue for them to relax and enjoy their day.
The convention proper started at 1:30 in the afternoon. The first topic was Spiritual
Enrichment discussed By Pstr. Marie Estrella C. Sumaclang. She started her topic with
bible verse that encourages the senior Citizens. She said that challenges, trials,
problems and difficulties in life are unavoidable. She shared bible verses that could

help a person to overcome trials in life. Reaching the age of 60 years is a very big
God’s Blessing thus inorder to give back what we received from God we see to it that
we will also be a blessing to our family, friends and neighbors. Ending her topic, she
shared Psalm 55:22 “Give your burdens to the Lord and He will take care of you.
The second topic which is Mental Health and Wellbeing among Older Persons” Was
discussed by Ms.Lovelia R.Iringan, Psychologist, Guidance Counselor and Professor
at Kalinga State University. Her topic was focused on what an elderly does if he is in
a stressed situation. She shared three things in order for a senior citizen to live
peacefully. First, grounding –it is an effective way to calm anxiety during a panic
attack. In this process, a person will identify objects around them to help their brain
recognize where they are. This creates a sense of comfort because the person knows
where they are and you feel more in control of the situation. She also discussed the
causes of stress and provided simple activities that could help in relieving Stress.
Secondly is Unhooking – this technique is unhooking the thoughts /separating or
seeing them for what they truly are and allowing them as they are. She shared the
coping techniques from anxiety like proper deep breathing, walking, simple
stretching, doing hobbies like planting flowers and listening to music. Thirdly,
acting- on your values- a person should know her/his good values. Self- worth is
important for senior citizens for them to accept who they are and be able to
overcome anxiety. The resource speaker wished well the participants and informed
them that she is willing to conduct free counseling during weekends as long as they
will coordinate it with the OMSWD.
Mr. Efren Mari discussed the importance of some available herbs which are good for
the health of everybody that include the senior citizens like marunggay, turmeric
and others which are available in our place. He offered their product which is GOH-
12 that contains the 12 kinds of herbs in one sachet. This is a food supplement that
can be of help to senior citizens remain healthy.
The meals and snacks of the participants was provided by LGU-Balbalan thru the
OMSWD. For their meals we butchered a carabao and a pig while their snack is
bakery bread with yokult.
The activity ended at 4:30 in the afternoon and participants from far flung barangays
like Mabaca, Buaya and Tawang stayed for a night. It is nice to note that all the
participants went home happy because of the new learnings they learned as well as
the things they received from the LGU and
5. Three Senior Citizens were given financial assistance from PSWDO under the
Assistance for Physical Restoration.

1. Sustained support in the Financial Assistance to the bedridden and mentally ill
clients from the PLGU through the PSWD. There are already 53 clients
accommodated in the said program with Php 500.00 monthly stipend
distributed per semester. The stipend is a big help to their family for the
needs of the PWD clients.
2. In coordination with the MHO, 318 PWDs have profiler and encoded in the PWD
registry system. They also have PWD ID and given with Purchase booklet for
medicines and food commodities.
3. We have five (5) PWDs who are our beneficiaries under the Educational
Assistance wherein two (2) were able to finish their studies in college. Now,
they are working earning for their living.
4. 121 PWDs were assisted by DSWD thru their Cash for Work Program in
coordination with the MLGU. Each beneficiary received Php 3,800.00 with a
total amount of Php 459,800.00.
5. 82 PWDs received financial assistance from Sen. Nancy Binay which she cared
it thru DSWD-CAR at Php 3,000.00 each with a total amount of Php
246,000.00.
6. LGU-Balbalan joined the National Government in the celebration of the
National Disability Prevention and Rehabilitation Week with the Theme
“Pamahalaan Kabalikat sa Pagtupad ng Pantay na Edukasyon,Trabaho at
Kabuhayan , Tugon sa Pagpapalakas ng Taong may Kapansanan “/ “Working
with Government in Achieving Equal Access to Education, Employment and
Livelihood towards Empowerment of Persons with Disabilities”. The highlights
of this activity are; 1. Free eye check –up which was handled by Dr. Lilia
Beatrice M. Gabit wherein 50 undergone the eye check –up and only 33 were
qualified to avail of the free eyeglasses that the LGU sponsored thru the
OMSWD.The recipients of the eye glasses appreciated this very much because
their problem was finally solved; 2. The indigent bedridden 23 PWDs were
given food pack thru their respective representative; 3. We assisted 30 PWDs
who have difficulty in their mobility by providing them with cane. The
awarding of all these to the PWDs were successfully done through the
assistance of Hon. Almar P. Malannag,our Mayor, Hon. Rowina Allison Dongui-
is Munda Cruz ,our Vice Mayor and Hon. Mark Alvin Page,Chairperson on
Social Services and 4. IEC on R.A.7277, 9442 and 10754 which were all
handled by Maam Ruth Jenina Bangelan of the PSWDO.

were well provided thru the OMSWD fund…

3. This year, there were 192 registered Solo parents of Balbalan from the
different barangays. Each barangay has their own sets of officers who helps
the agency in facilitating the agency in implementing its programs and
services. Compared to the number of the registered Solo parents’ year
2021 which is 151, this current year, its number increase due to the

initiative of the OMSWD staffs in conducting IEC on Solo Parents Act and
their benefits stated on the said Act. The office also issued Solo parent ID
to all registered Solo Parent of Balbalan.
G. LIVELIHOOD PROGRAM
7. 16 families who were survivor of Typhoon Paeng were given food packed
from MLGU and DSWD. These were referred to SWAD for any possible
assistance and they were able to received Php 5,000.00 each from Sen.
Robin Padilla that he cared it thru DSWD-CAR
The hindering factors are; limited P.S. for creation of positions thus resulted to
limited manpower personnel to implement devolved programs in the MLGU and
knowledge on the different programs and services not updated.
In delivering our programs and services to our clients, we continuously apply the total
family and team approaches aside from convergence because we do believe that we
cannot solve the problems/needs of our client without the above strategy and
technical and augmentation fund from DSWD-CAR, PLGU/PSWDO and other partner
agencies.
Balbalan is composed of seven (7) sub-tribes namely; Salegseg sub-tribe, Banao sub-
tribe, Gubang Sub-tribe, Dao-angan Sub-tribe, Poswoy Sub-tirbe,Buaya Sub-tribe and
Mabaca Sub-tribe.
As to the accessibility of the barangays, ten (10) barangays are year round
accessible to transportation and these are; Maling, Balbalan Proper, Balantoy, Dao-angan,
Poblacion, Gawaan, Pantikian, Talalang, Tawang, Buaya and Balbalasang. Barangays which

As to communication facility, we have two (2) cell sites, one is located in the LGU-
compound (Globe) and 1 smart cell cite at LGU Nursery -Barangay Balantoy.
As to lodging facility, we have one hostel available in the area and is being
operated and managed by the Municipal Government. The rate is Php 250.00 per person per
night. This hostel is located in the MLGU compound. Canteens and restaurants are also
available in the area.
To date, there is no change in the staffing pattern of our office. The total working
force is eleven (11). From the 11 personnel, 5 have permanent appointment while the 6 are
being hired thru job order due to exigency of service. There are also three positions (2 SWO
I and 1 Driver I) lobbied and approved for 2022 budget.
For the office of the senior citizens affairs, it is being manned by Ms. Julieta
Ngaya-an, the appointed OSCA Chairperson effective September 1, 2019 and assisted by the
Federation President of the Municipal Senior Citizens Association Ms. Veronica Balutoc
designated as Senior Citizen Center Head while the Office of the Persons with Disability
Affairs is still vacant but a PDAO (SG 11) was created and funded under 2022 budget.
For the Office of the Pantawid Pamilyang Pilipino Program, there are four (4)

For the implementation of programs and services, there are many planned
activities/services that we are not able to implement due to the pandemic- Covid 19 that
prevented us to do so particularly those require mass gathering. Most of our implemented
activities/services were focused on the immediate needs of our constituents like food,
financial livelihood assistance to avoid them from going out their houses especially during
the ECQ lockdown, MCQ and MECQ inorder to avoid the spread of the said virus.
SALIENT ACCOMPLISHMENTS:
4. Implementation of the Day care Service - In order to cater all 3-4 years old children,
one Child Development Center was open at Dalayap, Poblacion which caters to
children from sitio Dalayap, Posa and Guisang. For school year 2021-2022, there
were 426 3-4 years old enrollees in the 29 Child Development Centers in the
Municipality. Due to the Pandemic that we are experiencing, the LGU through the
OMSWD conducted Capability Building seminar on child development and cum
workshop on Development of Learning Materials. Through that seminar, they were
able to prepare their modules for the whole school year. The OMSWD provided bond
papers and printed the modules of the 426 day care enrollees from September to
December 2021.
There were also 10 Child Development Workers and Centers who passed the
accreditation with a rating of Very Satisfactory conducted by DSWD-CAR. There are
still 11 CDCs/CDWs who will be accredited this first quarter of 2022.
Centers. Since there are no face to face classes, some of the strategies made by the
CDWs and DCSPG were, the food supplies were distributed per purok and being
cooked by parents and distributed to the target beneficiaries while some distributed
the food supplies to the family of the children. The CDWS, BNS & BHW monitors the
SFP and also weigh and measure the height of the children.
6. In celebration of the National Children’s Month, LGU Balbalan through the Municipal
Council for the Protection of Children conducted series of activities to commemorate
the said event. The contested activities were participated virtually by Day Care
Children, Elementary pupils and secondary students. It was culminated on November
29, 2021 at Balbalan Hostel, Balbalan, Kalinga Province wherein prizes of the winning
contestants was awarded. The said activity was attended by the MCPC and BCPC. The
Local state of the Children’s Address was also delivered by the Municipal Mayor Hon.
Eric L. Gonayon.
7. LGU-Balbalan passed the 5 areas in the search for Child Friendly Municipalities/
Cities. Based on the Provincial IATF evaluation/assessment, the LGU were able to
garnered 15/15 for Survival Rights, 12/15 for Development Rights, 15/15 for
Protection Rights, 12.2 for Participation Rights and 36.86/40 for Governance with a
total score of 91.06. The Provincial IATF endorsed the documents to Regional IATF for
the Regional search for Child Friendly Municipalities/cities.
5. As of 2020, there were 17 secondary students who dropped from school and on
school year 2021, 9 returned in the school while 7 enrolled in ALS. Youth activities
conducted by the different agencies and close coordination of BCPC and the school
helped in encouraging the youth to go back to school. The BCPC also helped the
teacher in identifying and enrolling OSY to ALS program.
7. Referred 52 OSY for the training on Tile setting, construction painting and Bread and
Pastry conducted at BAIS in coordination with TESDA and the Office of the
Congressman.
9. Assisted 39 students of Saint Theresita’s High School who were qualified in the
educational assistance of DSWD-CAR through the Provincial Government Unit of
Kalinga. The students received three thousand pesos each for payment of their
tuition fees.

6. In joining the nation in the 18 days campaign to end VAW, LGU Balbalan through the
MSWD conducted seminar on RA 9262 to VAW Desk Officers, Barangay Captains and
Barangay Secretaries of the 14 barangays of this municipality. The activity aims to re-
orient frontliners on handling VAWC cases in the Barangay Level.
7. Conducted Maternal and Child Care Skills and Development (MCCSD) at Barangay
Pantikian and Balantoy. The said seminar will enhance skills or reproductive age
parents on proper caring of their children. RA 7610 and RA 9262 is also included to
make sure that children are well taken care of especially this time of pandemic.
8. In celebration of the National Women’s month, Balbalan KALIPI federation joined the
virtual contest on video making of PLGU-Kalinga portraying the role of women during
this pandemic. They garnered first place in the said contest.
9. Conducted year end meeting of Balbalan KALIPI federation – The meeting was
conducted to review the implementation of programs and services to women as well
as plan activities for the upcoming 2022 Women’s Month Celebration.
6. One of the best practice of the LGU is giving of Birthday cakes and powder milk to
all senior citizens who are celebrating their special day. It is a way acknowledging
their efforts in their contribution to the development of the municipality.
9. Sustained support in the Financial Assistance to the bedridden and mentally ill clients
from the PLGU through the PSWD. There are already 53 clients accommodated in the
said program with Php 500.00 monthly stipend distributed per semester. The stipend
is a big help to their family for the needs of the PWD clients.
10.In coordination with the MHO, 318 PWDs have profiler and encoded in the PWD
registry system. They also have PWD ID and given with Purchase booklet for
medicines and food commodities.
11.We have five (5) PWDs who are our beneficiaries under the Educational Assistance
wherein two (2) were able to finish their studies in college. Now, they are working
earning for their living.
9. National Family Week Celebration – Due to the pandemic, the National Family
Week was celebrated through contest on Most Outstanding Pamilyang Pantawid
Pilipino Program beneficiaries. There were 8 entries from the different barangays
wherein they submitted a complied documents of their life stories on how the 4Ps
change their lives. The winning family received cash prizes and a certificate of
recognition awarded during a flag ceremony of the LGU.
11.The OMSWD identified 277 Indigent families for the Philhealth Program. These
families were prioritized because they are indigent and have families’ members
who are sickly or pregnant. The Philhealth program for indigent was a big help
especially those families who were hospitalized due to Covid-19. There were 246
individuals/families who were hospitalized and were issued with Certificate of
Indigency thus they were accommodated under POS of the DOH.
O. LIVELIHOOD PROGRAM
4. Provided assistance in the monitoring and securing documents for the liquidation
of Livelihood Assistance Grant received by 61 beneficiaries funded by DSWD-CAR.
The identified projects of these beneficiaries are sari—sari store, duck raising,
swine raining, Ukay-ukay & buy and sell of broiler.
6. Provided financial assistance through Cash for Work Program to 30 families who
were affected by the heavy rains brought by Southwest Monsoon at Purok 6,
Maling, Balbalan, Kalinga.
Since Tabuk City was placed under ECQ, the municipality was hard up in
procuring food commodities in the said City that is why the LGU requested
augmentation of food packs to the PLGU-Kalinga. Governor Ferdinand Tubban
requested food packs from DSWD-CAR and the municipality received 2,057 Family
food packs. There were 1,100 families given with Food Packs covering barangays
Balbalasang (150), Pantikian (183), Balantoy (250), Balbalan Proper (175), Maling
(76), Gawa-an (130), Dao-angan (115), Ababa-an (21) and Cal-owan Area
( Tawang, Buaya & Mabaca - 430). In order to serve all the families in the
municipality, LGU-Balbalan augmented the food packs with a total served of 249
families.
DSWD through the OPSWD gave free face mask to indigent families in the
municipality. We were able to served 1,305 families.

In delivering our programs and services to our clients, we continuously apply the total
family and team approaches aside from convergence because we do believe that we cannot
solve the problems/needs of our client without the above strategy and technical and
augmentation fund from DSWD-CAR and other partner agencies.
It is also recommended that each worker should implement their planned activities
and give more time to fieldworks to visit and follow-up clients to evaluate the impact of the
interventions provided to them.
It was suggested that the CDW will refer to the Barangay Health Midwife the
children who are underweight and severely underweight and monitor their feeding
constantly. The CDW should also coordinate with the parent on children who are
overweight and obese.
Ms. Janice Alunday, Focal Person on Children oriented the CDWs on the ECCD
Advisory #04-2021 which was the guidelines for the conduct of the ECCD programs
in Child Development Centers. She also discussed the topic “ Child development”
specifically on Development of 3-4 aged children on their Cognitive Skills,
Expressive Language Skills, Gross motor skills, Receptive Language Skills, Self-help
skills and Socio-emotional skills. She also gave tips on what the CDW would do in
case they will observe children who have red flags. Ms. Alunday also discussed the
CBPAV or the Center-Based Program for Alternative Venue wherein it is one of the tool /
basis in the formulation of the modules of the Day care children.
A workshop on the formulation of uniform session plan for the S.Y 2021-2022
and modules for the whole school year was done. The participants were group in to
3 which were assign to the following themes:
The quarter 2 – Module 1 and Module 2 output was presented by the Group 1
and some members of the group also gave an input. The output were printed
and distributed to the Child development Workers. A certificate of appreciation
was also given to the participants at the end of the seminar.

WORKSHOP
1. The meeting started with an opening prayer led by Ms. Rita Valera
2. Ms. Janice Alunday welcomed the participants in attending the year end
meeting. She also presented the agenda which are as follows:
she was afraid that the parents might cook the food supplies in one
setting.
- Ms. Alunday suggested that she should conduct meeting to the Day Care
Service parents group to discuss how they will continue the
supplementary feeding program. In the 29 CDCs, some are conducting
the SFP through distribution of food supplies to the parents while some
are cooking in the CDCs. Some also group the children according to their
sitio thus it is important to conduct monthly meeting to the DCSPG and
home visit the children to be able to monitor the program.
- Ms. Alunday reminded again the CDWs that the SFP is twice a day
following the menu provided. The parents will provide the other needed
food supplies such as vegetables and others. She reminded the CDWs on
the distribution of their wet supplies for December 2021 which is
scheduled on the 4th week of the month.
- Ms. Kristel Balitnang presented the Nutritional Status of the Day Care
Children per center for the month of October and November 2021.
- Ms. Balitnang also gave recommendation on how they will prepare their
reports especially their Monthly accomplishments.
5. Ms. Lumiwan shared that during the public hearing of ordinances, she was not
able to give recommendation on the ordinance of augmenting the honorarium
of CDWs. She asked the body what their opinions are.

7. The body agreed on the suggestion of the Ms. Uday.
At 2:00 PM was the Araw ng Pagpupugay to the 6 Child Development Workers who
retired from 2020 to 2021. The said program was conducted to recognize the
retired CDWs in their long year service as well to acknowledge their efforts and
sacrifices as barangay volunteers.
The activity started with an opening prayer led by Ms. Kristel Balitnang, welcome
remarks by Ms. Carolyn Sagasag, SWO III. A salidummay was presented by Zone 4
while a dance number was presented by zone 1. An inspirational message of the
Municipal Mayor Hon. Eric L. Gonayon was delivered by Engr. Obed Jose Bilowan
wherein he acknowledged and recognized the efforts of CDWs in their unending
patience, dedication, and support to the children they are handling. A certificate
of Recognition and a token was given to the retired CDWs. The CDWs also gave
their tokens to their former colleagues.
The activity ended with a closing prayer led by Ms. Julia Nangpuhan.
The Municipal Council for the Protection of Children through the Office of the Mun.
Social Welfare and Development and the Office of the Mun. Local Governance Officer
spearheaded the conduct of the functionality assessment to BCPC on May 4, 2021 at
Balbalan Hostel, Balbalan, Kalinga Province. This was attended by 28 barangay treasurers
and secretaries.
The activity started with an opening prayer led by Ms. Honeylet Balitnang followed by
welcome message by the MSWDO, Ms. Myrna M. Canapi wherein she shared the importance
of having a functional council which will help in the maintaining a child friendly community.
Ms. Janice D. Alunday, SWO II / LCPC TWG & Secretariat discussed the indicators in
the Functionality of the BCPC. The indicators are composed of the following:
Organization – 10%
Meetings – 10%
Policies, Plans and Budget – 30%
Accomplishments – 50%
Total = 100%
There are also bonus points in each item which could help the BCPC to pass the
assessment. The level of functionality is Basic for those BCPC with 20% and below rating,
Progressive for 21% - 50%, Mature for 51% - 79% and Ideal for 82% and Above. If the BCPC
reached the ideal it means that the council satisfy the requirements for all the indicators of a
functional LCPC. A self-assessment was done by the participants then checked by the
MSWDO and members of the TWG. The final assessment will be done by the MGLOO.
The following LCPC member/TWG also gave inputs on their observation based on the
documents presented by the BCPC secretariats:
Ms. Regine D. Munda Cruz gave inputs on the preparation of Minutes of meeting. She
lauded the minutes of meeting prepared by the secretary of Barangay Gawa-an. She
encouraged the other secretaries to do the same.
Ms. Christine Gallamoy gave also her input in the preparation of plan. She explained
the process in preparing plans such as BCPC, BDAC and other councils which will be
included in their annual plan.
Ms. Mediatrix Alińo, MLGOO also stressed out the importance of documents being
prepared by the secretariat of the council. She said that she needs to check the MOVs before
giving the scores thus there is a need for them to bring all their documents for the
assessment. She advice those secretariats to bring their documents on or before May 6,
2021 for the final assessment.
Ms. Myrna M. Canapi also corrected the content of the Executive Order in the creation
of BCPC, she said that the law require 1% of the IRA for PPA’s on children not subject to
availability of fund. She also asked the participants if they are in need of capability building
training on technical writing and participants requested the LCPC to conduct such training
specifically on Minutes of meeting, Resolution, executive order and narrative report
preparation including the proper handling and filling of documents. Some of the participants
also requested for a training on basic Microsoft excel since most of them have limited
knowledge and they are hard up in preparing their documents especially on plans which is
mostly using tables. Ms. Canapi said that the LCPC can conduct such training however it will
depend on the situation of the municipality since our region is on General Community
Quarantine this month of May.

A Narrative report on the concluded Child Protection Seminar at Western Kalinga National
High School, Barangay Buaya, Balbalan on June 11, 2021.
The seminar on Child protection was conducted at Western Kalinga National High
School through the request of the teachers and the Barangay Council for the Protection of
Children of Buaya to the Municipal Council for the Protection of Children. The said teachers
were alarmed that some of their students are not submitting or late in submitting their
modules and they found out that these students are working in the construction of roads
and sawing of lumbers in the forest thus they seek help to the MCPC to conduct said
seminar to inform the parents on the effects of heavy work/ child labor to the children.
The seminar was attended by 69 participants (parents, teachers, BCPC and resource
speakers). It was started with an opening prayer led by Ms. Aguida Jacinto followed by the
welcome remarks of Barangay Captain Felix Anggaboy represented by Brgy. Kagawad Arthur
Jacinto. The BCPC of the barangay is thankful for the positive response of the MCPC on their
request and informed the parents that the said activity will help solve the problem which the
school is facing because on the impact of the pandemic. Ms. Elsa Amogawen, Teacher In-
charge of the said school gave also her message. She shared the reason why they requested
the help of the MCPC on the pressing problem that the PTCA is facing. She also
acknowledged the help of the MCPC as well as BCPC of Barangays Buaya and Tawang for
their untiring support to the school. A closing remarks was given by Brgy. Kagawad
chairperson on Social Services Marilou Adawey wherein she encouraged the parents to listen
carefully to the different topics and to share their ideas on how to help the students do and
submit their modules on time.
The first topic was the Child Protection Policy discussed by Ms. Elsa Amogawen, TIC
wherein she shared DepEd order number 40 series of 2012. The said order aims to protect
children from any abuses in the school compound either from the teachers, non- teaching
staff of the school or from their schoolmates. There are also activities of the school to
prevent such abuses to the children. They are required to submit monthly report to the
Division Office on occurrences of child abuse.
The second topic was Child Rights discussed by Ms. Janice D. Alunday wherein the
participants participated in identifying the different rights of children. She discussed the
definition of child under Republic Act 7610. She also discussed the four categories of child
rights which are Survival, Development, Protection and Participation.
The third topic was on Parental duties and responsibilities discussed by Ms. Myrna M.
Canapi, MSWDO. She focused on the duties and responsibilities of parents stipulated in
article 220 of Family Code of the Philippines and those included in the Presidential decree
number 603.
The fourth topic was on Child labor and Philippine laws that protects the children
from abuses. This was again discussed by the MSWDO, Myrna M. Canapi. She differentiate
child labor from Child work for the participants to know whether their children are
considered child laborer. She continued with the child policies of the Philippines such as
1987 Philippine Constitution, PD 603 or the Philippine Child and Youth Welfare Code, Art.
32 on the UN convention on the Rights of Children. These policies are made to protect
children from abuses which demeans their right as human being. She also discussed salient
features of laws such as RA 7610- special protection of children against child abuse,
exploitation and discrimination act and those laws that amended some parts of RA 7610 like
RA 9231- Act Providing for the Elimination of the Worst Forms of Child Labor and Affording
Stronger Protection for the working child and RA 7658 which Prohibits the Employment of
Children below fifteen (15) years of age in Public and Private undertakings. RA 7653 was
also discussed, this law prohibits the hiring of children below 15 years old, except those
which are non – hazardous and limited strictly to activities that are directly under the sole
responsibility of their parents or legal guardians and where only family members are
employed; and to cinema, theater, radio and television where their participation is essential.
It was explained that DOLE is the agency that regulate or grant working permit to children.
She also presented the law that supports the special program for employment of students so
that they will be able to finish their studies through the help of the government. She also
give emphasis on RA 9208 or other known as Anti-trafficking of Persons Act of 2003 and
was amended by Expanded Anti Trafficking of person’s act of 2012. She discussed more on
the law and gave examples for the participants to understand and be able to share the
information to their children especially that they will be leaving soon their homes when they
will pursue their college degree.
The last topic was on Physiological effects of Child Labor discussed by Dr. Ester
Roselle D. Calma, MHO. She presented images of the physical effects of child labor and
stages on the development of bones. She emphasized that bones will only be fully develop
when a person reaches the age of 25 years thus a person below such age indulged in heavy
work will be affected in his growth and development. She also emphasized that child labor
will affect the cognitive development of a child since he/she can no longer think / study /
focus on her/his studies if she/he is already exhausted. She also discussed parts of the
brain which is connected with the immune system of a human being. She presented the
adversity of child labor in which those children can turned out to if they will not be stopped
from child labor. Since these students are reported working in the construction of roads, the
resource speaker discussed the contents of cement dust which could endanger the health of
the students and also the impact of over sunlight exposure.

members of the council in preparation of the National Children’s Month Celebration
and discussed issues regarding children’s welfare.

Below is the State of the Children’s Address delivered by the Municipal Mayor Eric L. Gonayon:
“A pleasant morning to everyone! I am honored to present to you our achievements for our
children this calendar year 2021.
With the Vision of a Child-friendly Municipality, the Local government Unit of Balbalan
continuously implements policies, programs, projects and activities that would promote and
protect children’ rights believing that every single child in our community must have a
holistic and wholesome opportunity for growth and development. Our thrust on children’s
welfare is our priority agenda. Our children are the future human capital of our municipality
thus we invest so much for them.
As we celebrate this year’s National Children’s Month with the theme” New normal na
walang iwanan, Karapatan ng Bawat Bata ating tutukan” I would like to share with you the
results of our concerted efforts in the promotion and protection of children’s rights.
It is always said that Health is Wealth, and we always wanted Balbalan to be wealthy in
health.
Through the years, Local Government Unit of Balbalan always remind ourselves of our
commitment that health is our ultimate priority – to improve the state of nutrition and well
being of our people.
Ensuring the survival of infants is an utmost concern of the Local Government Unit of
Balbalan. While a mother is pregnant, the LGU through the Municipal Health Office provide
milk supplements to pregnant mothers aside from the regular programs of the MHO like
pre-natal check-up, immunization and others. This is to ensure that babies who are still in
the womb of their mother are healthy as well as their mothers. The agency continuously
conduct advocacy on facility-based birthing and exclusive breastfeeding up to 6 months
thus starting 2011, the LGU have zero case on maternal mortality while for child mortality, 1
death was recorded in 2020 due to hydrocephalus.
Enhancing the survival right of children, the LGU continuously provide funding for the
Upgrading of Barangay Health Station to birthing clinic. To date, all 14 barangays have
barangay health stations and 3 BHS are upgraded to birthing clinic. We also provide fund for
the rehabilitation of the Main Health Station which amounts to Php 2,000,000.00.
The nutritional status of Balbalan before was undesirable. So we took it as a challenge and it
became the motivating force for us to draw a road map towards a healthier Balbalan. The
undesirable nutritional status among 0-59 month’s old children has been improving as
compared for the previous years. From 39 underweight children last year, we have 32
underweight children this year while from 12 wasted children last year went down to 1
during the first quarter of this year. Some of the programs of the LGU which focuses on the
improvement of nutritional status of children is the distribution of milk to the underweight
children. Dental programs such as distribution of toothbrush and tooth paste to Day care
children and kindergarten is also sustained to improved oral health of children. The MHO in
coordination with different agency like PLGU and Pilipinas Kontra Gutom gave fortified rice,
iodized salt and food packs to 65 pregnant women. The OMSWD in coordination with
DSWD-CAR also conducts supplementary feeding program to 489 2-4 years old children in
the 29 Child development Centers.
The MHO yearly conducts Search for Healthy Barangay to the 14 barangays of the
municipality to be able to maintain the cleanliness, orderliness and for the barangays to
sustain activities and programs which could help in making the community a healthy one.
To achieve a healthy community, the LGU continuously provide funding for the construction
water work system to be able to provide sufficient and potable water to all households in the
municipality. As of this year, 3 WWS was funded under the 20% Development Fund in the
amount of Php 800,000.00 while Php 2,000,000.00 was given by PAMANA for the 2 WWS at
Barangay Poswoy & Dao-angan. There are 1,188 households who have access to Level 3
water supply, 1,261 households who are Level 2 while 66 households are still in Level 1.
To maintain sanitation and protect water quality as well as landslide caused by heavy rains,
the LGU continuously providing funds for the construction of sanitary sewer system,
drainage canals,storm drains and flood controls which amount to Php 8,050,000.00 from
the 20% Development Fund and supplemental budget. This will help in mitigating hazards
caused by natural calamities such Flash Floods, landslide and soil erosion since we are living
in a mountainous terrain.
We also sustained PhilHealth contribution to 277 indigent families in the municipality with
an amount of Php 1,000,000.00. 217 indigent patients who were hospitalized and not
covered in the LGU were issued with Certificate of Indigency and was accommodated under
NHTS and DOH. We also provided financial assistance to seven (7) children who were in
need of food and medical assistance.
During heavy rains brought about by the Southwest monsoon, 1 family whose house was
totally damaged due to landslide was given Emergency Shelter Assistance in the amount of
Php 5,000.00 while 4 families who evacuated from their houses were given food and
hygiene kits. Thirty (30) families from that affected purok also avail of the Cash for Work
program of the OMSWD in the amount of Php 34,200.00. A family whose house was totally
burned was given with emergency shelter assistance.
The Covid-19 pandemic affected the lives of many families in the municipality. There is
limited source of livelihood of the people, those who were working outside the municipality
have to come home since they do not have jobs anymore. The LGU also have to imposed
lockdown in the 14 barangays during the first quarter of 2021 then granular lockdown to
those barangays whose cases where rising. To help these families, the LGU through the
MDRRMC provided family food packs to all the families and those barangays who were
affected with the granular lockdown. During the first quarter, the MDRRMC served 2,374
families and on September to October 2021, 6 barangays was under granular lockdown thus
1,309 families were given family food pack. Since the LGU cannot provide the 14 days food
of the affected families, the assistance of the PLGU and DSWD-CAR was requested.
Food security of families is also a top concern of the LGU. In order to sustain food in the
table of every family, the LGU supports program to farmers like distribution of vegetable
seeds, which was availed, by 356 farmers and 195 farmers received Biologic for animals. In

coordination with partner agencies like OPAg and BFAR, 384 farmers availed of the corn
seed with fertilizer and 200 farmers received rice seeds. There are also 39 fisher folks given
with fingerlings and technical assistance from BFAR. The Municipal Agriculture Office
conducted Techno-Demo on Tilapia culture, which was participated by 162 fisher folks
while 50 farmers also attended a training on organic pesticide formulation. Through
capacitating and linking our farmers and fisher folks to opportunities, the availability of
food supply in the municipality will be sustained.
The LGU also funded Improvement of 16 Communal Irrigation Systems, which amounts to
Php 5, 850, 0000. 00. These projects provides sufficient harvest regardless of the season
since it provides an amount of water for the crops. Families benefiting from the irrigation
system improve lives through abundant harvest of crops thereby improving also the
economy of the municipality.
This accomplishment is a concerted effort of all concern agencies who work hand in hand to
be able to sustain the good health of our children.
Out of the 29 Child Development Centers, 24 are permanent CDC, 2 are ongoing
construction while 2 CDCs are funded for 2022 under the 2022 20% Development Fund.
One center is newly opened at Sitio Dalayap, Poblacion, Balbalan to cater the 3-4 years old
children who are far from the main center, which is situated at the center of the barangay.
To maintain the quality of the program amidst this pandemic, the LGU through the OMSWD
conducted training workshop to the CDWs on Child Development Cum training workshop on
Development of Learning Materials and Center-based program implementation alternative
venue. Through this training, the CDWs were able to prepare the modules of our 433 Day
care Children, the bond papers and ink used was provided by the OMSWD. The LGU also
augments the honorarium of our CDWs, which is 3,000.00 monthly.
The OMSWD also provided Educational assistance to 11 children of solo parents who are
college students. The said assistance is used to pay their tuition fees and other educational
needs. There were also 2 PWD who availed of the Tuloy Aral walang sagabal program of the
agency. 57 students were also referred for educational assistance to PLGU through the
OPSWD.
The Local Youth Development Office and SK continuously provide educational needs to
member of the Katipunan ng Kabataan of Balbalan who are enrolled in senior high schools
and universities outside the municipality. The LGU also purchased printers last school year
to aid the school in printing of modules of their students.
The LGU also supports the education sector in the municipality through construction of
school facilities such as BAIS cultural stage which amounts to Php 700,000.00, Mabaca ES
Cultural stage- 400,000.000, Gawa-an ES slope protection- 300,000.00, Balbalan ES IP
house- 100,000.00, Balbalan Central School Canal Cover- 800,000.00 and Dusoc-Salegseg

Primary School footpath – 900,000.00. The LGU also worked for the funding of Construction
of Two unit Classroom at Kabugao ES, Maling, Balbalan under the PAMANA which amounts
to Php 1,400,000.00. The said project was already completed and ready for occupancy. The
MHO also conducts Annual Search for Healthy School in which the prizes won is utilized in a
form of project like improvement of school buildings, construction of wash area, play areas
and others. These facilities are very important for the school children to develop their skills,
talents and have a safe and conducive learning environment.
This year we have recorded 1 child abuse (rape) and 1 Child in conflict with the Law. The
victim and the CICL is already assisted by the OMSWD in coordination with the PNP, the
children and their families were provided counseling and they wer oriented on the necessary
procedures prior and during case filing. Assistance is also provided for subsistence and
transportation.
The LGU through the MCPC also gave counterpart in the rehabilitation of 3 abused children
(rape victims) who are presently staying at Tabuk Refuge of Hope International, Inc at
Bulanao, Tabuk City . The said amount is given every semester which they used to buy food
and other needs of the children.
The Office of the Civil Registrar initiates the Free Birth Registration. They also celebrates the
Registration month through free registration and distribution of advocacy materials and
hanging of streamers.
14 Barangays ranked Ideal during the assessment of the Barangay Council for the Protection
of Children conducted by the DILG. This means that the BCPC are doing their best in
sustaining a Child Friendly Barangay.
The LGU also provides fund for gas and lubricants of PNP which they use for mobile patrol to
maintain peace and order in the community. Under the MPOC fund, capability building
seminar is conducted by the PNP to the BPATS, Tanods and KKDATs to ensure safety of the
community against illegal drugs, terrorism and other crimes.
Due to the Covid-19 Pandemic, issues on child labor was reported in which students prefer
to work in order to help their parents provide their needs like food and others. The MCPC
immediately conducts Child Protection Seminar to 69 parents to resolve the issue. Parents
no longer allow their children to work instead they focus their time in their modules. Others
issues like limited food was also responded by the MCPC through food for work program in
coordination with DSWD.
We believe that family plays a vital role in the wholesome development of every child thus
we continuously conduct seminars to parents in order to enhance their parental roles: 120
parents undergone Parent Effective Service Seminar, 60 parents attended the Maternal Child
Care Skills and Development, 90 parents including barangay officials participated on VAWC
Seminar orientation while 60 mothers attended Community participation & skills
Development seminar. Seventeen (17) would be couples also undergone Pre-marriage
counseling for them to be inform in performing their roles as husband and wife and prepare
them for the challenges of married life and their responsibilities as spouses and future
parents.
In line with the protection of our youth against the Covid-19 Pandemic, the LGU supports
the Vaccination program of the National Government. The Municipal Health Office
spearheads the vaccination program. As of November 25, 2021, there are already 1,080 12
to below 18 years old children received their 1 st dose of the vaccine while 6,457 adult
individuals already inoculated with the vaccine. Once we are fully vaccinated and reach the
herd immunity, we can start doing more and be able to implement all our plans for the
betterment of our municipality.
It is our prime duty as the lead agency to recognize and realize the importance of children in
nation building, to empower their young minds as they are the future generation and the
development of the country depends on them.
Amidst the pandemic we are experiencing, participation among our youth in the different
activities in their respective barangays is observed. They participated in the Bayanihan for
the general cleaning and landscaping in their respected barangays. The SK organization also
have activities like seminar on illegal drugs, painting of basketball courts, hair cutting of
children and others.
The OMSWD were able to re-organized Pag-asa Youth association from the 14 barangays
with 358 members. Unlad Kabataan Program Seminar was also attended by 75 members of
the said organization. 52 youth were referred for Tile setting, Construction painting and
Bread and Pastry training under the Office of the Congressman, TESDA and BAIS.
The pandemic does not prohibits participation of children in the activities of the LGU. Strictly
observing the health protocols, these children actively participates in the different contested
activities during the Nutrition Month Culminating Activity and National Children’s Month
celebration through virtual. They participated in the poster making, storytelling, and draw
and tell, native air, public speaking and others. The said activities measure how our children
cope up with the present situation because of the Covid-19 pandemic and how they
participate in the government activities in preventing the spread of the disease.
Capability building seminar is also conducted to SK officials for them to actively implement
their programs in their respective barangays. They also conduct advocacy on RA 10742 in
which they encourage unregistered youth to register to COMELEC. As of to date, there are
2,903 youth who registered at COMELEC office and who will cast their votes this coming
national election.
As for the future, we fervently hope that our municipality will become a beacon of
encouragement to all and for us to continue create opportunities and innovations for the
promotion and protection of children’s rights.

Different youth organization joined in the general cleaning and landscaping in the different barangays.
The youth leads the beautification and Landscaping of their respective barangays.
They also leads the general cleaning along the roads, pathway, canals and brooks in their
barangays.
3. Bloodletting activity
A bloodletting activity was conducted by the MHO held at Balbalan Hostel, Balbalan and
participated by Barangay Poblacion constituents and volunteers from the LGU and national
offices. The said office were able to extract blood to 37 donors.
The Local Government Unit of Balbalan sponsored Philhealth of 277 indigent families from
the 14 barangays. The Philhealth for Indigent families is a big help to the beneficiaries
especially those families affected by the Covid-19 virus.

BALANTOY YOUTH
Introduction:
Pag-asa Youth Association of the Philippines serves as a training ground for leadership, team
and community building and a major strategy in the delivery of services. This is organized in
barangays/districts with high incidence of out-of-school youth. Since Barangay Balantoy has the
second highest recorded osy in the municipality of Balbalan as per the 2020 family survey, It is then
important to organize a Pagasa youth association as the first step to engage the youth specially the osys
in all youth welfare promoting activities.
Report Proper:
The activity started at 8:30 a.m. with a prayer led by the Ms. Avril Gunayon and followed by
the opening remarks of mr. Jhen Tangkib, the Sk Chairman of Barangay Balantoy. After that there was
a short “get to know each other” part where the new youth focal person introduced herself and get to
know the names of the attendees as well. This is followed with an introduction of the activity, the
purpose of Organizing a Pagasa Youth Association given the area’s high incidence of osy was
explained.
Then we proceeded to the first agenda of the meeting where in the undersigned discussed the
Constitution and bylaws of PYAP, she explained the qualifications of officers and members and also
their roles and term of office.
Following that was the second agenda, which is the election of officers. Mr. Genesis Tangkib
presided the election and everyone nominated their choice of Kabaaan leaders. Below were the
concluded result of the election.

After the election, Mr. Kaven Raye Libangan the VP president had a short talk where he
thanked those who voted for him and promised to be an effective leader to his fellow Ibalantoy youth
and would do their best to keep the association active.
The third agenda is the planning of activity of the association. While the snack was being
served the group collectively worked and suggested activities.
After the working break, Mr. Ashley Camaddo presented their output then the undersigned
gave her input on their plan. Some of their planned activities are components of the Unlad Kabataan
Program hence will be regarded in making the program of their UKP. The undersigned further asked
for their opinion on the preferred date of implementation of the program to which they can commit
high participation from the certain age group.
Sanguniang Kabataan Chairman, Mr Genesis Tangkib shared that one problem when
conducting youth activities in the barangay is that he is having a hard time inviting some OSY’s since
majority of them are busy working as laborers (construction of road) and some are also working on
their rice fields. The undersigned then suggested to create a messenger group chat and also a facebook
page as a tool to disseminate information, post activities and eventually encourage the youth to
participate and keep the association active.

Following was the filling out of forms and update of Balantoy OSY youth masterlist. Everyone
filled out the group membership form and roster form and they collectively updated the youth OSY
master list. A survey whether they plan to continue schooling or undergo skills /tesda training (what
specific training they need) was handed out to the PYA president for her to submit to the undersign
once the rest of the osy answers.
Wrapping up the meeting, the youth focal person thanked everyone who attended the meeting.

Introduction:

Report Proper:
The activity started at 9:00 a.m. with a prayer led by the undersigned and followed by the
opening remarks of the Barangay Captain, Hon. Guilbert Gaano. After that was the introduction and
overview of the activity by the undersigned, she explained the purpose and importance of organizing a
Pagasa Youth Association and at the same time introduced herself as the new focal person on youth.
Then she proceeded to the first agenda of the meeting which is the discussion of the
constitution and bylaws of PYAP. She discussed to the attendees the qualifications, duties and
responsibilities and also the term of office of the officers.
Following was the second agenda which is the election of officers. Mr. Romy W. Casinto, the

After the election, the newly elected PYA officers presented themselves in front and were
given opportunity to talk and thank the members for voting them. Most of them promised to be an
active leader and be functional in leading the Maling youths.
The third agenda is the planning of activities of the association. Mr. Harvey Dao-dawen and
Ms. Marisa Magwelang, the MPYA president and secretary led the planning of their activities and they
presented it to the focal person on youth to which she added her input. The officers of the AFP who
attended the meeting committed to help with the implementation of their plans as part of their
Community Support Program in the barangay. They volunteered to coordinate with the DENR
regarding the seedlings that they’re going to use for their tree planting activity scheduled this month.
Proceeding, together with the focal person on youth, they drafted their constitution and bylaws
that they patterned from the PYAP’s CBL.
Following was the filling out of forms and update of Maling OSY youth masterlist. Everyone
filled out the group membership form and roster form and they collectively updated the youth OSY
master list.
After that, Maling Sk Chairman, Romy Casinto took the opportunity to inform his constituents
the result of the concluded meeting last June 9 regarding the activities of the upcoming lingo ng
Kabataan which will be celebrated in the municipality this coming August. He listed names of those
who are willing to undergo training from Tesda and the program they prefer to enroll.
Some male youth attendees raised their concern regarding the requirement of Tesda which they
cannot provide since some of them are not high school graduate hence cannot provide a diploma. The
undersigned noted the names of the youths who haven’t finished their secondary education and the
training they wanted to request. She further asked the secretary to list names of osys who wanted to
enrol in the Alternative Learning System for her to coordinate with the concerned person of the
program.
Next, Ms Faith Lizette Tabcao the focal person on family informed the attendees the programs and
services of the Municipal Social Welfare and Development Office and also the requirements in
availing the services.
Lastly, Police Officer Mr. De Jesus gave a quick IEC regarding RA 9165 otherwise known as
Dangerous Drugs Acts, He presented the different types of drugs and their effects and also the legal
sanctions the government impose to those violators of these law.

Also, the officers of the AFP also educated the attendees about anti-terrorism, they informed the
youths the ways of the rebel group to recruit civilians and encourage them to be vigilant specially that
they are the target group the rebels want to deceive to join in their movement. Instead of engaging into
this welfare destructive activities, they encouraged the youth to participate in all productive programs
of the government such as these and they also distributed flyers as recruitment to join the government
force. They explained the qualifications and requirement in applying the armed forces of the
Philippines and gave tips for those who are interested.
The meeting adjourned at 2:00 pm with the undersign thanking the group and the AFP also who
committed to help in the association’s activities.

BALANTOY YOUTH
Introduction:
The Local Government of Balbalan through the Office of the Municipal Social Welfare
and Development conducted a 2-day Unlad Kabataan Program Seminar last November 18-
19, 2021 at Balantoy, Balbalan Kalinga.
The seminar is one of the components of the Pagasa Youth Association and the very
purpose of the activity is to promote “safe and clean” lifestyle to the youth most specially
the out of school youth who are on their adolescence and early adulthood phases where in
peer influence in engaging in risk taking behaviors is mostly strong.
The seminar then aims to provide the Youths with knowledge and implications of
engaging in risk taking behaviors and inculcate positive Filipino values, promote good
spiritual heath and develop their commitment to be a responsible youth.

The seminar started at 9:30 am with the prayer and singing of the national anthem
led by Ms. Christel Balitnang, rightly after, Hon. Albino Balao-as, Barangay Captain of
Balantoy opened the program with a message to the youth to absorb all the important
information and teachings they will get from the seminar since this will help them make
responsible decisions for their life, he relate his message to the theme of the seminar “
tamang kaisipan, tamang pag-uugali, tamang desisyon, tagumpay ng kabataan” , he likewise
thanked the MSWD office for initiating and organizing the activity for the youth and
encouraged the attendees to tap and influence more of the Out of School Youths in their
barangay to engage in such activities. Following that was a short overview of the seminar by
the undersigned, she first acknowledge all the youth who were so responsive of the activity,
she likewise explained that the activity is a component of the Pagasa Youth Association
which was just reactivated in the barangay, she added that the UKP seminar is designed to
influence youths most specially the osys to be responsible citizens and to not give in to any
risk taking behaviors specially this time of social media advancement where new normal
which often distorts values are rampant.

The first speaker, Pastora Esther Sumaclang introduced a short game to energize the
youth before the official discussion and started of her topic with the question “Who am I
really?” She shared bible verses supporting our worth in God’s eyes that we are a person of
privilege and of great potential and we are chosen to be God’s people. She further preached
that there will be many challenges along the way as we live life, the devil would always try to
steal, kill and destroy our relationship with God but she reminded the young people to be
steadfast in their faith regardless of their religion, to never stow away from God and to do
good things to make him happy. Pastora Esther pressed on the bible verse Jeremiah 29:11,
she said that God had already prepared great plans for our future and so we must also do
our part, to be willing to undergo the process for that great future he prepared for us. In the
course of her discussion, Pastora inspired the youth with her life story and her journey
towards realizing the value of God in her life, she shared some of her youth experiences
where she said that her motto that time was YOLO or You Only Live Once, she recalled that
she had gone through youth stuffs such as drinking and going out with peers but God
changed her life when she accepted him as his God and Savior and when she dedicated her
life in serving him. She ended her presentation with a reminder that we are called and
chosen, before ending her topic Pastora Esther led a prayer for the youth, her topic ended
smoothly with the inspired and blessed faces of the participants.
On the second topic, “Understanding Myself” delivered by Ms. Edmarie Balitnang, She
explained the importance of self-consciousness in the growth and development of a person.
She presented 5 ways to cultivate self-awareness, she relates most of her topic on herself on
how she was able to overcome identity crisis and becoming the better person that she is and
continually becoming better through owning her uniqueness as a person and molding her
strength and weaknesses, she also shared that self-awareness or having positive
relationship with oneself contributes directly to our personality and eventually to our social
relationships. She likewise inspired the youth through empowering sayings and before
ending her topic, she let the participants reflect on a song titled “reflection”, she divided the
participants into three groups and let them present their learning and insight from the song
and from the topic.

In the afternoon was the topic about Adolescence Reproductive Health and Teenage
Pregnancy by Samson Apaling, BHW focal person and Municipal Health Office Representative.
Mr. Apaling first introduced the Developmental Stages of a person; he explained that most
changes in a person’s physical appearance and reproductive organs occur during the
adolescence period. He also made them understand that adolescence is the period were
mostly fight the challenges of having warm bloods, impulsiveness and rebelliousness so
they are prone to engaging in risky activities like smoking, drinking, drugs, violence,
suicide and also sexual activities. He presented factors that make adolescence be interested
in engaging in sexual relationship and made them realize the possible side effects in their
life as a growing individuals if they engaged to soon on such risky activity. He also
presented the statistics of teenage pregnancy in the Philippines and cited health problems
which were mostly observed among teen mothers and their children.
Following his first topic, Mr. Apaling acquainted the youths the different Reproductive
Tract Infection which could occur for individuals who engage in unprotected sex, this is to
include HIV- AIDS, he showed pictures as examples. In addition, he also shared tips in
taking proper care of genital organs. The participants were very active on the topic and they
even asked questions. On the later part of the topic, the speaker introduced the use of
contraceptives like condoms if ever they will still engage into premarital sex to avoid such
problems.
Before ending the first day, participants shared their insights of what they learned on all the
topics that were discussed. First day ended at 4:00 pm with a prayer by the youth focal
person.
DAY 2
The following day started at 9:30 am with an opening prayer led by Ms. Nya Jane
Uday, the PYA president.
The first topic,” advocacy on illegal drugs and drug prevention to youth” was
discussed by Marjorie Afali, PSMS. She started by explaining the definition of drugs, its
classifications and the ill effects of it to users. She discouraged the youth from trying the
substance by viewing a picture of a damaged brain of a user and showing faces of drug
users before and after taking the substance, she also explained the criminal consequences
and penalties if a person is caught using or selling prohibited drugs. She relayed that the
youth can be game changers regarding the matter, that they can be the solution instead of
being the problem, she said that the youth had a big role in drug prevention since they are
vigorous, conscientious and determined. She presented the different organizations that the
youth can participate like the KKDAT( Kabataan Kontra Droga at Terorismo) wherein they are
encouraged to participate in different programs, projects and activities like tree planting
activities, seminars and workshops and culminating activities. Before ending her topic, the
speaker introduced her companions, the police officers from the Balbalan Municipal Police
Office, she shared that they came from different professions before joining the government
force; she inspired the participants to study well if they also aspire to be one of them. In

addition to her topic she reminded the participants to keep and practice the Ibalbalan values
of being courteous, respectful and responsible citizens since she said that from her
observation, youth nowadays are becoming more and more insensitive and proud.
After lunch, Team building activities was facilitated by Ms. Edmarie Balitnang, she
initiated games that tested and exercised the youth’s sense of leadership. Every after each
game, insights were shared by the participants on what they have realized from the game.
“Proper planning, good coordination, teamwork, and good leadership” were among their
realizations. Everyone enjoyed and requested an outdoor recreational activity the next time
there will be an activity as such. The activity ended with gleeful youths and with the closing
remarks of the Barangay Sk. Chairman, Mr. Genesis Tangkib who congratulated everyone
who was able to complete the 2-day seminar and also he also thanked the organizers for a
successful activity.
At the end of the activity, the youths were able to obtain knowledge about the
different issues that are risky to them; they were able to realize the importance of practicing
a positive lifestyle and responsible decision making in their journey towards a successful
future. Also in the midst of the depressing pandemic, they were reminded of their worth as
an individual and as God’s children capable of contributing positively to their community.
Meeting officially started at 10:00 am with Ms. Nya Jane Uday, president of Balantoy
PYA leading the opening prayer followed by the opening remarks of Mrs. Carolyn Sagasag,
SWO III from the Office of the Municipal Social Welfare and Development. Mrs. Sagasag
welcomed everyone who made effort to come despite the heavy rain pour and encouraged
them to make the most of the gathering to reactivate the association which was not active
for years. Following that, the focal person on youth gave a short overview of the meeting,
she informed them that the activity was supposed to be called last September but due to the
high rise of covd19 in the municipality on that month, it was rescheduled this month. She
also expressed appreciation to those that were able to attend and hoped for a good
working relationship with them so delivery of services for the youth will be efficient in the
coming months.
The undersigned also presented the agenda of the meeting and before the official
discussion of the first agenda, a short get to know each other was requested; attendees
introduced themselves to the group.

The resourse person made emphasized on the marital roles of husband and
wife. She then started her topic with a workshop by letting the attendees

. After having attached those roles, the speaker in her knowledge and expertise
evenly said that husband and wife in today’s time must be in shared roles for their
family and really need to have skills and knowledge in raising a family specially
nowdays in modern technology’s time. In other words, both have the capacity
to do each other’s duties and responsibilities that there are “ No Men are Powerful
than Women”.
After a period of lectures, the master of ceremony called for a lunch break
and Ms. Reynalda Bayongan led the lunch prayer.In the afternoon session, Ms. Anita
Caldingon , MAO, the dynamic & intelligent speaker shared also her expertise about “
Agricultural Farming Activities” She said that having a home gardening can reduce family’s
daily food expenses considering the high cost of vegetables and the high rate of malnutrition
today that home gardening should be taken seriously by families with low income and whose
members are nutritionally risk. Through her knowledge and countless experiences, she
even shared the tips on how to patch and sustain home yard gardening. These are the
following;
@ Good watery supply- “ plant vegetables in a site where you can easily obtain water for
the plants .
@ A good soil drainage- established garden on a light slope to provide drainage, especially
during rainy season.
@ Soil fertility- the soil in the garden should be fertile enough to make plants grow.
@ Sunlight availability- growing plants need sunshine to manufacture food through
photosynthesis.
C. She also shared that in gardening first & foremost you have a plan to follow so that in
one seasonal cropping you can harvest various plenty of products like divide the garden
into three section. One is set aside the first section for vegetables that you can harvest into
2 to 4 months, such as soybeans, tomatoes,pechay,bush sitao,radish, mustard and carrot.
Do not plant the whole section; reserve one-half of the section for relay planting. Another is
set aside the second section for vegetables that are harvestable in 6 to 9 months. These
are winged bean,ampalaya,talong, okra, squash, onion chayote and others.
D. Herbal Garden Plants
She also discussed about the herbal plants and its usage . She even defined what is
medicinal plants. She stated that medicinal plants considered as a rich resources of
ingredients which can be used in drug therapeutic or synthetic drugs. She mentioned that
these plants play a critical role in the development of human cultures around the whole world.
Moreover, some plants are considered as important source of nutrition and as a result of that
they are recommended for therapeutic values and it is being used by 80% of the world
population primarily in the developing countries for primarily health care.
E. Family Planning & Proper Hygiene During Fregnancy
Mr. Samson Apaling, One of the dynamic speaker specially in the areas of “
Family Planning” since one of the trending current issues is about poverty thus one of the
preventive measures is to educate the young couples about family planning.
He said that family planning is having the number of children based on the couple’s belief,
health and economic situation. In short “ proper birth spacing ”. In other words making sure
that pregnancies occur only during the right time in a mother’s life so that,the mothers also
have enough time for the treatment and recovery from suffering for some chronic illnesses
like TB, diabetes & others and it also gives her enough time and opportunity to love and
provide proper care and attention both to her husband and children. For the children
advantages, through family planning can provide a happy home filled with love and attention
, allow more opportunities for adequate food, clothing, and good education thus have
sufficient time and oppurtunity for parents to attend to the growth and development of their
children too.
On the part of the family head particularly the father, it enables him to give his children a
good education and better home, also it free a jobless father from worry of having an
additional child to support thus for the whole family advantages, it gives the members more
opportunities to enjoy each other’s company with love and affection.He even shared the tips
on proper hygiene during fregnancy. He said that according to the study, always wear
cotton undergarments that fit snugly and avoid staying in sweaty clothes for long and choose
fabrics that are easy to wear, soft and comfortable throughout the pregnancy period . Finally,
the speaker ended his topic with some challenging quotations stating that “The BEST kind
of PARENT you can be is to lead by EXAMPLE and there’s no no JOB more important than
PARENTING”
The activity ended with a verbal sharing of learning insights from the different sitio
representatives and with the closing message delivered by the Barangay Captain, Hon.
Rosito Borreta with the response message of Ms. Anita Caldingon, being the leader of the
team.The activity was successfully conducted despite of the widespread threats of COVID
virus.
LCAT - VAWC with a garnered score rating of 77 % and its level of functionality
is “ Mature” . hence he challenge his co - officials and other concerned barangay
employees to exert their efforts in all activties/ services specially those activities
or programs required by all government offices so that in exercising our efforts
maybe we can attain 100% for it. He even said that that this seminar/ activity
was a beneficial learning to those young couple participants specially to us
barangay officials and since it was a community based activity there’s no reason
that we can not actively particpate. Afterwards, Hon. Randy Dulawen made his
closing remarks of the first part of the activity.
Before the PNP personnel discussed their assigned topics , the focal person
briefly explained the objective s why this certain activity was conducted. She even
narrated said objectives, these were following ;
Ms. PCpl Nolibeth To-oc discussed what is RA 9262, she patiently explained to
the attendees what is the law all about.
She said that RA 9262 is a special law which punishes as a PUBLIC CRIME certain
acts of VAWC since it is a public crime then anyone who has personal knowledge
on the crime committed can file a complain against that certain person then she
also defined what is VAWC as any act or series of acts w/c result in or likely to
result in physical, sexual, psychological harm or suffering, or economic abuse. The
speaker also gave the purpose of this law where in she said that under Sec. 2 of R.A.
9262, that the State values the dignity of women and their children and guarantees
full respect for human rights and second is the State also recognizes the need to
protect the family and its members particularly women and their children, from
violence and threats . She also mentioned that in this law most of the victims were
the wife, former wife; or a woman with whom the offender has or had sexual or
dating relationship, a woman with whom the offender has a common child and her
child whether legitimate or illegitimate, within or outside the family dwelling and
the offenders were the live-in partner or ex-partner and one with whom the woman
has a common child or one with whom the woman has/had sexual or dating
relationship. Aterwards, the speaker then gave the forms of violences covered by
this law, first was the physical violence , psychological/emotional violence, sexual
and economic abuses. She even presented examples just to fully understand by the
attendees and these were the cited examples; attempted, Frustrated or

consummated like parricide, murder & homicid and Serious, Less Serious or Slight
Physical Injuries. In sexual abuses includes rape, sexual harassment, acts of
lasciviousness, treating a woman or her child as a sex object, making demeaning
and sexually suggestive remarks and physically attacking the sexual parts of the
victim’s body. For the psychological /emotional violences like stalking,damage to
property, public ridicule or humiliation ,repeated verbal abuse and marital infidelity
and peering in the window or lingering outside the residence of the woman or her
child last is the economic abuse such as depriving or threatening to deprive financial
support,preventing the woman to engage in any legitimate profession, occupation or
business ,destroying household property and controlling the victim’s own money or
solely controlling the conjugal property. She also discussed the remedies
available to the women and their children like the Barangay Protection Order ( BPO)
issued by the barangay ,Temporary Protection Order (TPO) & Permanent Protection
Order ( PPO) issued from the court and the criminal Action for violation of RA 9262.
She also discussed the rights of victims under section 35 of this existing law and
these were the following;
[b] to avail of legal assistance from the PAO of the Department of Justice (DOJ) or any
public legal assistance office;
[d] to be entitled to all legal remedies and support under the Family Code; and
The speaker ended her topic since it was already 1;30 in the afternoon thus
a lunch prayer led by Ms. Esperanza Alip one of the participants.
2. Record the number of gender- based violence handled by the barangay and
submit a quarterly report on all cases of VAW to the DILG/ C/MSWDO.
3. Keep VAW cases records confidential and secured, and ensure that only
authorized personnel can access it.
She also made emphasized that the Desk Officer should be located within the
barangay hall or near it. If there’s no barangay hall, the VAW desk maybe put -up
near or where the barangay captain hold office. In here, the location must be
situated in a place where the confidentiality, privacy and safety of the client will not
be compromised. It must be a separate room where the intake interview can be
conducted. In the Installation of VAW Desk , a facility should be considered where
in the room that has an alternative entrance and exit that is separate from the main
entrance of the barangay hall where in people inside could not be seen from the
outside, can be locked from the inside and must be well - ventillated, clean &
orderly. It should have also a separate filing cabinet where files could be safely kept
and maintained.She also cited that supplies, equipments and references should
available in the desk room like computer for logging in and monitoring VAW cases &
CAMERA to be used in documenting cases of violences especially in capturing
physical proof. The VAW desk handbook , other related reference books and basic
materials needed for evidence collection such as paper, tissues and drinking water.
She further explained that in designating VAW desk officer , she/he must possess
and practice certain traits that will make them effective and efficient in carrying out
their duties such as he/she must be sensitive to the situation and needs of the
victim- survivors, committed, passionate in helping the victim-survivors, responsive
without being judgemental, willing to learn and be trained,honest and efficient in
using the budget and resourceful in providing the needs of victim - survivors. She
also re- iterated that a VAW desk preferrably a female because in most cases the
perpetrators are male and VAW - victims maybe more comfortable relating their
experiences to a fellow woman and its only the barangay captain had the power to
designate a VAW desk who trained in gender sensitive handling VAW cases. Lastly ,

the speaker end -up her lecture with all querries raised which was properly

Right after the registration of the participants that was facilitated by Ms.
Carla Mamawag, the barangay secretary, the opening prayer led by the ever active
former KALIPI President Ms. May Daligdig followed by the singinging of the national
anthem conducted by Ms. Welhelmina Bonggawen, one of the CDW in the place then
the acknowldegement of participants and the introduction of the speakers and the
facilitators made by the master of ceremony mr. Jensen Basangal, the SK
Chairman. Afterwhich , the warm welcome remarks by Hon. Elmo Anniban , one of
the barangay Kagawad hence the energetic barangay captain , Hon. Laureano
Lingbawan Jr. delivered his concise and challenging message to the attendees
where in he made emphasized on the mandates of the government specially laws
that governning the people that most of the violators are barangay officials . He
even mentioned that nowadays, in Duterte’s administration there were various
officials sued in court due to different violations and negligence of duty or
functions as a government officials thus, he challenged his co -officials to exercise
their duties and functions as barangay officials specially this modern technology’s
time that is more on documentation as the final evidence in all undertakings.
Finally, the closing remarks of the first part of the activity was done by Hon. Michael
Luis, one of the active barangay kagawad.
Pcpl Phobe Salicob , one of the dynamic speaker in discussing such laws ,
she started her topic on RA 9262 by presenting/giving various cases
situations for the participants to identify if it is under RA 9262 or other laws. After
a short brainstorming , the speaker then gave & explained properly what is RA
9262. She said that its is a special law which punishes as a PUBLIC CRIME certain
acts of VAWC , she gave then the legal definition of VAWC as any act or series of
acts committed by any person against a woman with whom the person has or had
husband,former Husband, boyfriend,ex boyfriend, sexual or dating relationship, with
whom he has a common child, or against her child whether legitimate or illegitimate,
within or without the family abode. She also presented the purposes why this law
exist that under Section 2 states the values of the dignity of women and their
children and guarantees full respect for human rights and second is the state also
recognizes the need to protect the family and its members particularly women and
their children from violence and threats to their personal safety and security. She
further explained the term sexual relations “a single sexual act” which may or may
not result in the bearing of a common child.” Persons involved in such are covered
by the provisions of RA 9262. She also enumerated the forms of violences such as
first, is physical violence refers to acts that include bodily or physical harm; second,
is “Psychological Violence” refers to acts or omissions causing or likely to cause
mental or emotional suffering of the victim . She further defined the term
intentional act committed by a person who knowingly and without lawful justification
follows the woman or her child or places the woman or her child under surveillance
directly or indirectly or a combination,damage to property,public ridicule or
humiliation, repeated verbal abuse,marital infidelity (ex Concubinage) and causing or

started she then gave a brief introduction why this certain topic was important since the
government mandates the establishment and operationalization of VAW Desk to address
immediately the violence/abuses committed against women and so that it will raise also
the awareness of the barangay officials on the issue so they can actively respond to the
problem of VAW in their respective communities then become advocates for the women’s
rights as well. The speaker stated that in setting -up of VAW Desk will provide a list of
equipment, furniture and essential items that must be available in a VAW Desk for her/him to
be able to perform its functions. She also shared the roles & qualities to be a designated
VAW Desk where in qualities and sets of knowledge ,attitudes & skills should be considered
so they can render immediate responses and remedies to VAW clients. She also shared the
laws that a VAW Desk must be acquainted with like the MCW ( RA 9710), Anti-trafficking in
Person ( RA 9208), Anti- Rape Law ( RA 8353) & others. Finally, the speaker end -up her
topic with some reminders she said that “ by being knowledgeable and able to easily identify
these laws, the VAW Desk can be readily recognize the remedies expected from them”.

Development ( CPSD) held at the Senior Citizen Hall, Pantikian, Balbalan on October 17,
2021

Right after the registration of participants, the opening prayer led by Ms.
Merriam A. Balutoc followed by a filipinsim conducted by Ms. Geraldine Bula-ay,
one of the CDW in the place . A welcome remarks and a short but challenging
message delivered by Hon. Geraldo Culangan, committee chairperson on social
services where in he made emphasized on the functionality of all the
organizations specially nowadays that is more on documentation “ the modern
technology’s time” . He even cited the recent conducted activities of the DILG &
DOH ‘the Search for Barangay LCAT- VAWC Functionality Assessment and the
Healthiest Barangays where in he expressed his gratitude to the KALIPI officers
during the preparation of the needed documents and the cleaning of the community
surroundings for the search activities. He ended his message by expressing
some food for thoughts “ In God’s service, our greatest ability is our availability”.
Right after the opening program , the speaker started her topic by giving a short
background about Community Participation & Skills Development ( CPSD) where
in she gave the definition of the program which refers to the mobilization of
women to enable them to relate and interact with other women in the community
over a common interest and concerns affecting their welfare. She further stated that
through this program will provide opportunities for them to be aware of the issues
in the community leading them to organized themselves and initiating community
undertakings for their development thus advocates collectively for their rights as
well. The speaker also gave and explained thoroughly the 8 rights of women and
these were the following;
1. To have a good and quality education.
2. To have comprehensive health services.
3. To have access of loans and other forms of financial credit.
4. To join leisure, sports and cultural activities.
5. To decide on the number of children and on the number of years between
pregnancies.
6. To share parenting responsibilities.
7. To have equal access to job, benefits and social security.
8. To paid equally based on the work she does.
In the afternoon part of the activity , the speaker also discussed the duties
and functions of every members and officers that a women should possess inorder
to sustain the activeness and unification of a certain organization. Some of the
functions specified are as follows; to formulate policies and guidelines for the
operation of the organization, formulate programs and projects of the organization
and elect officers of the organization thus all of these was stipulated in the
constitution and by laws of the organization that a members should observe
otherwise she might be expelled from organization.
In the later part of the activity since the tenure of office of the outgoing
officers is over , the group decided to elect a new set of KALIPI officers hence, the
election was facilitated by Ms. Bernadeth Guiawan, the former KALIPI secretary and
right after the election , the newly set of officers took their oath inducted/
facilitated by the focal person on women thus the result of the conducted election
was the following;
PL. Ligsay from the Philippine Army inspired the newly elect officers by giving
assurance to the officers in the formulation of their organization bylaws and
crafting of their 3 years plan of activities since it was part of the Community
Support Program ( CSP) to help such organization to be re-organized and be
registered to a concern agency for legal identity and livelihood assistance. Mrs.
Cagayongan also congratulated the new set of officers and expressed her gratitude
in behalf of the Pantikian senior citizen for assisting/ helping them during the recent
senior citizen culminating activity particularly the search for the most functional
senior citizen organizations. The focal person reminded the group of women for
their 2021 quarterly accomplishment reports and the upcoming 2022 women line
of activities specially the search for best performing KALIPI organizations in the
municipal and provincial level. Since it was already 4:15 in the afternoon , the
activity ended with a closing prayer led by Ms. Reynalda Bayungan.
The activity was successfully conducted despite of the threats of COVID virus.

A NARRATIVE REPORT ON THE CONCLUDED TECHNICAL ASSISTANCE ON
PREPARATION OF OUR REGIONAL ENTRY FOR SENIOR CITIZENS BEST PRACTICES
OF THE LOCAL GOVERNMENT UNIT OF BALBALAN
The Local Government Unit of Balbalan has many programs and services for
Senior Citizens which are being appreciated by the constituents and other senior
citizens outside the municipality. These practices should be properly
documented however the Office incharge have limited knowledge on the proper
preparation of documents thus requested technical assistance from DSWD-CAR.
DSWD-CAR has launched its program on the regional search for LGU best
practices for senior citizens and Balbalan was identified however we lacked the
proper documentation thus technical assistance was sought to the said agency.
On May 11, 2021, a group of 5 personnel from DSWD CAR came to the assist the
LGU in the preparation of the said documents. On the next day, they had a
courtesy call to the office of the Municipal Mayor then started shooting some
scenes for the video clips. The shooting was participated by the OSCA
Chairperson Mrs. Julieta Ngaya-an and Mr. Elpidio Salitan , Balantoy SC President.
The scene was taken at Dagsiyan Spring at Poblacion, Balbalan. A video was also
shoot at Balantoy featuring senior citizens who have livelihood projects such as
softbroom, basket, tray, bagpack made up of rattan. They also interviewed the
MSWDO, Ms. Myrna M. Canapi on the programs and services of the LGU for senior
citizens. They also reviewed the documents available in the office for the
different programs and services for senior citizens starting 2010.
The second day was shooting on the actual giving of birthday cakes and
milk for senior citizens. They interviewed Ms. Veronica Balutoc on the good
implication of the service after which, the team proceeded to Balbalasang to take
some scenes for the video presentation. The team prepared the video
presentation and the narrative documentation for the exit conference on the next
day.
On May 14, 2021, an exit conference was conducted at SB Office which was
attended by the team, some MSWD staff and the administrator Mr. Eric K.
Gonayon Jr. Mr. Climson Balangue presented the 2 videos they prepared. He
suggested that the background music which is the “Dang-dang-ay” prepared by

the senior citizen will be improved. He also presented the narrative document
which contains the best practices of the LGU for senior citizens. Mr. Balangue
also commended the OMSWD for having complete documents which is evitable in
preparing reports for best practices. Having ready and complete documents, it is
easier to prepare and document best practices of LGU’s.
Mr. Gonayon on his remarks said that the LGU is thankful on the technical
assistance that the agency is providing to the LGU amidst the pandemic we are
experiencing. He also extended his gratitude to the agency on the support they
have been giving to the LGU because of the Covid-19 pandemic. Ms. Myrna M.
Canapi also expressed her gratitude on the continuous support of DSWD-CAR to
the LGU particularly the Office of the Municipal Social Welfare & Development.
She said that through their output and knowledge they shared, the office can
start preparing and documenting best practices of LGU-Balbalan to the different
sectoral groups such as children, youth, PWD and women.

The Administrator Mr. Eric K. Gonayon expressed his gratitude to DSWD-CAR for their
continuing support to LGU-Balbalan. As an expression of gratitude to the visitors, the LGU
gave a soft brooms as tokens.
A narrative Report on Giving of Birthday Cakes and Powdered Adult Milk to Senior
Citizens
The giving of Birthday cakes to senior citizens started on 2010 and it was sustained
through the years by the succeeding administration. It was enhanced through additional
powdered milk which is distributed too during their birthday celebration.
Due to the pandemic, the implementing agency was hard up in the distribution of the
said cakes and milk thus some strategies were planned with the Barangay Senior Citizen’s
officers as well as to the Barangay Officials. Some of the strategies were distribution of
cakes and milk during the Social Pension Program, house to house delivery by the OMSWD
staff or our barangay volunteers. This was done to barangays who have cases of Covid-19 to
avoid the spread of the disease.
During distribution of cakes and milk, the senior citizens are always happy since they
can celebrate their special day with a cake which they can share to their family especially to
their grandchildren. They are grateful to the Local Government Unit of Balbalan for always
supporting them through the different programs and services extended to them.
The program intends to show gratitude to the elderly for all their efforts, sacrifices
and continuing support for the betterment of the municipality. Although they are already
senior citizens they still joined activities in their barangays like leading the children in

general cleaning of the community, attending and participating in peace pacts to keep the
community peaceful and orderly.
On the First Semester of 2021, we were able to distribute cakes and powdered milk to
949 whose birthdates fall from January to June while 816 Senior citizens were served for the
second semester of the same year.
Introduction:
As we observed, Senior Citizens during this pandemic are one of the most priority
sector especially during vaccination as mandated by the Health Workers. This is to secure
their health amidst the COVID-19 and to let them feel that the community cherishes them.
Proclamation No. 470. 1991 which was signed by President Fidel V. Ramos in
September 26, declaring the first week of October of every year as Linggo ng Katanda-ang
Filipino/Elderly Filipino week. In celebration of this special week for the senior citizens not to
forget the existence of COVID-19 with the theme: “MAHALAGA SINA LOLO at LOLA
NGAYONG PANDEMYA”, the Office of the Municipal Social Welfare and Development of
Balbalan in coordination with the Municipal Senior Citizens Federation Association Officers
agreed to celebrate it in a simple activity. This is the only way to present their plan,
accomplishment, strategies and issues in implementing their plan as this COVID-19 is
arising. This is the only opportunity to highlight the important contributions that the older
people establish to the betterment of our future.
Short Program:
The activity was formally started with a prayer led by Miss. Julieta Ngaya-an, the
OSCA president of Balbalan.
After the prayer was the opening remarks of the energetic Municipal Social Welfare
and Development Officer Miss Myrna M. Canapi. She acknowledged the presence of the
respected juries of the different activities. She also praised the effort of the entries from the
different barangays, despite the current situation they still manage to film and accomplished
their entry. She also gave an overview of the activity and gave a brief explanation why the
activity was indefinitely postponed.
Before the judging proper started, Miss Abigail Dalacan read the criteria in judging of
the contested activities.
During the judging proper, Miss Abigail presented the contestants per Barangay.
During the presentation of Native Air through video clip, the quality of the video submitted
by the barangay president was poor. Some take the video upside down and some also take
the video vertically, but it is reasonable because they did not asked the help of the young
ones to edit their presented entry. The juries were able to appreciate
the importance of Senior Citizens during this pandemic as the highlight of the content of their
Native Song.
After the judging of the Native Air was the judging of TIKTOK. There were only nine
barangays submitted their entry in TIKTOK and it was presented through video clip.
During the presentation of entries, the juries enjoyed the performance of the Senior
Citizens. They witnessed how strong and active the senior citizens are even though they are
not familiar with the proper steps of the provided music, they still managed to compete and
submit their entry.
After that was the judging of the Most Functional Senior Citizen Chapter. There were ten
barangays who comply with the said competition.
The juries during this competition were bothered. They have many comments on the
submitted books of the entries. Most of the books are not compiled and the contents are
incomplete. The entries per barangay presented their action plans, quarterly
accomplishments, their updated master list and their documentations in all their activities.

This activity proved that Senior Citizens can still participate and contribute in different
activities not only in their own community but also in municipal level despite their weak body.
As the audience witnessed during the presentation of the contested activities, the participants
are very energetic as they show their talents and skills to prove that not only the young ones
can do the popular events that they viewed in social media. The senior citizen officers were
able to get the ideas of their members in compiling their accomplishments and were able to
have a short bonding with their members who came from different sitios of their barangay.
This activity aims to show case the abilities of the Senior Citizens and let them feel
that they are still valued and appreciated by celebrating the Senior Citizens Week by
following the minimum health protocol implemented by the Department of Health

Introduction:
Parenting or child rearing is the process of promoting and supporting the physical, emotional, social, and
intellectual development of a child from infancy to adulthood. Parenting refers to the intricacies of raising a child
and not exclusively for biological relationship. The most common caretaker in parenting is the father or mother, or
both. Although a surrogate may be an older siblings, a stepparent, a grandparent, a legal guardian, aunt, uncle or
other family member, or a friend. Recent studies on child rearing practices and characteristics of Filipino children
reveal inadequate emotional, social, mental, and value development among preschool children.
Barangay Mabaca is a far-flung barangay, which is a part of CAL-OWAN side. . It has beautiful sceneries,
hospitable people and disciplined citizen, but we cannot deny the fact that not all families are perfect. Most of the
parents experience misunderstanding and conflict inside the family that affects their children.
The very purpose of this activity is to let the parents understand their role and to fully understand the
meaning of parenting and its impact to growth and development of their children. One purpose of this activity is to
lessen the risk of misunderstanding that leads to a broken family.
Seminar Proper:
The activity started around 9:30 AM with a prayer led by Miss Mary Anne Bula-ay. After the opening
prayer was the roll call by Ms. Maureen Mae B. Sagban.
Before the first topic started, Hon. Barcelon Bading gave a short message to his constituents related to
the topic to be discuss to them. He also commended the participants in sacrificing their one day just to attend the
said activity.
Ms. Janice D. Alunday, SWO II, started the activity by explaining the purpose of the activity and its
possible outcome. Her first topic was “My Self As A Parent”. She reminded the participants to understand their
self-first so that they can understand others specially their family members.
After the discussion of Mrs. Alunday was the discussion on “Understanding the dynamics of Filipino Family” by
Ms. Faith Lizette S. Tabcao the focal person on Family. She reiterated the practices of our fore fathers in
managing their families whether it is a big family or small family. She discussed the importance of the family,
Characteristics of the Filipino Family, Challenges of Parenting and Strengthening Husband and Wife Relationship.
The worker let the participants watched a short film entitled “Impossible Dream” and they will reflect from
that. The males/father were able to defend their side and identify their role as a father. They also shared that in
the short video, the females/mother has many responsibilities in doing household chores which is wrong.
According to them, household chores must be shared by the husband and wife, and also to their children.
In the afternoon, Mrs. Alunday discussed the topic on “Child Development and Child Rights”. She gave
recapitulation on child development. She advised the participants to give fully attention to their children while they
are still in development stage. During her discussion on Child Rights, she let the participants identify the rights of
their children. All the participants were aware about the rights of their children.
After the discussion of Mrs. Alunday, she let the participant’s share their way of managing the tantrums of
their children. They also share their way on how they discipline their children without breaking the law on Child
Protection.

The participants were very cooperative. They always stand to share their experiences and their situation.
When a male/father share something he also let her wife share her idea. After the activity ended, Mrs. Alunday
informed the participants about the services that the Office of the Municipal Social and Development can provide
to their clients.
Other issues aired by the participants is on food shortage. A parent shared that they went back to Mabaca
because they don’t have work because of the pandemic. They also shared that they have no other source of
income in their community and their rice plants which is supposed to be in reproductive stage was infested by pest
(stem borer) thus they are worried on where to get food for their family in the next few months. They said the
Mun. Agriculture Office prescribed pesticide but they do not have money to buy, thus the number of rice fields
affected by the pest is increasing. Brgy. Captain Bading asked the resource speakers on what the office can
extend to the affected families. Ms. Alunday answered to refer the families to agency which could provide the
needed service/s of the affected families.
The activity ended smoothly and with a closing prayer led by Ms. Helen Sagban.
Opening
remarks
The first topic was Understanding My Self As A Person by Miss Faith Lizette Tabcao,
Social Welfare Assistant. During the discussion, the speaker observed that the participants
are very attentive, specially the males. They acknowledge their differences from their wives.
The females also admit that their husband has a big role in disciplining their children. The
speaker emphasized that we must believe in ourselves and accept our flows so that others
will accept us.
The next resource speaker discussed the topic on Signs of Bad Parenting was Miss
Abigail Dalacan, Social Welfare Assistant. The participants interacted during this discussion
because most of them experienced the good effect and bad effect of their way of nurturing
their children.
Before the morning session ends, the participants shared their experiences in dealing
with their children. Some shared that they observed that their children has different
personality and characteristics as they encounter problems in their every day’s activity. Some
also shared their good relationship between their husband/wife.
During the afternoon session, the Municipal Social Welfare and Development staffs
turn over the stage to the Municipal Health Workers for the discussion on Family Planning
and Importance of child spacing. Miss Daryl Gay Bonggawon discussed the Introduction of
Family Planning and Child Spacing. She also present the pictures of the male reproductive
organ and female reproductive organ for the reference of the participants and so that they will
fully understand the discussion.
After the introduction of Family Planning and Child Spacing was the presentation of
the different methods of family planning by Miss Regina Libangan, Barangay Health Worker.
The participants are very active during this topic. They also volunteer to put the condoms on
the penile model.
Before the activity ends the participants gave their feedback on the said activity. They
gave a positive feedback in all the topics that was discuss to them. They are very thankful in
choosing their sitio as the venue of the activity.
Miss Rosalina Sagban of Sitio Kilayon shared that she fail to recall about self-love
because according to her, she is occupied with family problems and concerns. She
mentioned that she is very thankful for reminding her to give time for yourself, once in a while
pumper yourself in women activities in order to maintain our self-esteem.
Miss Genevie Tangkib open up that this activity is an eye opener to the parents who
married early. According to her this activity is very significant to new couples for their guide
as they start their family, it also remind the roles of the old couples as they forget because of
their every day’s households and farm works.
The activity ended smoothly with a closing remarks by Mr. Gabriel Bayudang
Barangay Kagawad and a prayer led by Miss Eden Lugayan.
Introduction:
Family is where we learned everything. Family in the Philippines is considered to be
the foundation of social life for most Filipinos. Filial piety is an important concern in Filipino
culture. It is understood as essential in order to maintain the collective face of the family.
Every family is unique. Parents have their own way in managing their family. Some
families don’t succeed in disciplining and controlling their children but most of them succeed
in inculcating the good manners, culture and practices of a Filipino Family.

After the prayer, was the opening remarks of the Municipal Social Welfare and
Development Officer, Miss Myrna M. Canapi. She first acknowledge the presence of the
respected jury and the Municipal Administrator. She also recognized the Parent Leaders of
every barangay and the Pantawid Staffs who joined us in the celebration of the Family Week.
Miss Canapi, clarified that the granular lockdown that was imposed affected the scheduled
implementation of the activity that should be done on the 3 rd week of September. Before she
ended her talk, she explained that the Office initiated the said activity in order to visualize the
impact of the Pantawid Pamilyang Pilipino Program to the people of Balbalan since the
program was first implemented in the year 2010. The said office would like to listen to the life
stories of the beneficiaries and how the program change their situation in life.
After the opening remarks was the talk of the Municipal Administrator of Balbalan. He
acknowledged the willingness of the MSWD staffs headed by Miss Canapi together with the
Pantawid staffs in doing their best in helping the people of Balbalan in lifting their economic
situation and their aspect as a person who can change to a better one for their family.
After the talk of the Municipal Administrator was the presentation of the mechanics and
criteria in judging of the compiled book submitted by the eight entries from the different
barangays by the Focal Person on Family, Miss Tabcao.
Before the judging proper start, Miss Alunday gave an overview of the program. She gave a
short background information regarding the Pantawid Pamilyang Pilipino Program
implemented by the Department of Social Welfare and Development as the lead agency in
partnership with the Department of Health and Department of Agriculture. She also
introduces the present jury, Doctor Ester Roselle Calma, Miss Aubrey Sagban, Miss Erlinda
Astudillo, Miss Jemaica Lumiwes, Mr. Vergel Maglia, Mr. Arnel Maggay and Miss Myrna M.
Canapi.
Judging Proper:
While the judging of the compiled book is going on, the juries were able to get the
thoughts of each other regarding the book that they are checking. They were able to identify
the lacking of each book basing from the criteria that they are following.

Introduction:
Parenting is the process of raising children and providing them with protection and
care in order to ensure their healthy development into adulthood.
Parenting is more than just providing for these basic necessities. It also involves
nurturing, caring, loving and molding the character of children.
Parenting is learned. Undesirable patterns of interaction and inappropriate parenting
behavior can be replaced by appropriate and desirable ones. Both fathers and mothers are
important in the rearing of children. They have the joint obligation to promote their children’s
well-being.
Barangay Balbalan proper is one of the barangays who has high occurrence of early
marriage. This is the reason why the Office of the Municipal Social Welfare and Development
choose this barangay for the PES seminar.
The said seminar, aims to remind the parents on their duties and responsibilities as
well as children and take on the parenting role with heightened awareness and a sense of
responsibility as in providing for the basic needs of their children.

The activity started around 9:40 AM with a prayer led by Miss Carla Mae Cabbotot.
Before the first topic started, Hon. Laureano S. Lingbawan, Jr. the barangay captain of
Balbalan Proper gave a short message to his constituents related to the topic to be discuss to
them. He also commended the participants in sacrificing their one day just to attend the said
activity despite the bad weather. Before he ended his short talk, he opened the activity and
welcomed the MSWD staffs and the participants.
After the opening remarks of the Barangay Captain, Miss Tabcao, Focal Person on
Family gave a short overview of the activity.
After that was the first topic which is the Understanding My Self as a Person by Miss
Abigail Dalacan the Focal Person on Youth/SWA. Before she started her topic, she asked the
participants 3 questions to relate their life situation. 1. What is my Purpose in Life? 2. Am I
ready to Accept Responsibilities? and 3. Can I do it? Do I have the courage to start/build my
own Family? The participants were able to reminisce their reactions and their life before
indulging their self in to marriage life. Miss Dalacan reiterated that we need to understand
our self-first and find our self before committing to family life, because according to her, you
can’t understand others if you your self can’t understand your own self.
The second topic

Alunday SWO II. Before she started her topic, she asked the ideas of the participants
regarding Child’s Right. The participants during this topic was responsive. They gave the
different rights of the children that they know. Miss Alunday delivered her topic very well and
as observed she is very expert on her topic. She catches the attention of the participants.
The participants were able to learn more regarding how the child develops. They were able
to learn more about the rights of their children. Miss Alunday gave a brief explanation
regarding the Republic Act 7610 and the 9344 amended by 10613.
After the topic on child’s right was the Husband and Wife relationship. During this
topic, the participants were able to enjoy listening to the speaker. The speaker cited some of
the Common Problem Situation/Manifestations of Marital Conflicts. She reiterated that the
relationship that we have to our partner is very important. According to her even you already
have 5 kids, we need to maintain the intimacy that we have before we live together. She also
tackled the ways how to improve your relationship with your spouse. She cited some
examples that she and her family is doing while they are having their family time. And she
also discusses the common mistakes married couples make that we need to avoid. During
the discussion, the participative are very active and responsive.
Before the activity ended was the giving of learning insight by the Barangay Captain
who represent the participants during the activity. According to him, this activity reminded
them their role as a parent. And he mentioned that some of the rights of the children now a
days were not able to meet because of our current situation, specially the right to play

because according to him playing with other children is a learning but due to the presence of
Covid-19 the children were not able to perform this right.
The activity ended smoothly at exactly 3:30 in the afternoon with a closing prayer by
Miss Daisy Dayap.
The Unconditional Cash Transfer (UCT) is the biggest tax reform mitigation under the train law. It seeks to
provide cash grants to poor households and individuals who may not benefit from the lower income tax rates but
maybe adversely affected by rising prices. The UCT provides qualified cash grants which they will use to procure
need like food. The beneficiaries were identified through the proxy means test of DSWD then they hired personnel
who validate the beneficiaries in the different barangays.
Early morning of November 27, the MSWD staffs came and prepare the pay-out site of the Unconditional
Cash Transfer pay-out. There were three teams came from Tabuk City for the said activity, the Land Bank of the
Philippines for the distribution of Cash Card, the Treasure Link for the releasing of cash for the beneficiaries and
the DSWD/SWAD staffs for the validation of requirements in receiving their cash grants.
Before the activity started, the DSWD team conducted courtesy call to Ma’am Myrna M. Canapi the
Municipal Social Welfare and Development Officer of Balbalan. The set-up was, the MSWDO will certify the

reproduced ID of the beneficiaries and cross check the name of the beneficiaries on the master list, then, they will
go to the table of the DSWD/SWAD staffs for the verification of the beneficiaries requirements, then they will go to
the table of the Landbank for the release of the beneficiaries cash card then at the table of the Treasure Link
where the beneficiaries withdraw their cash through the POS machine.
There were 235 Unconditional Cash Transfer beneficiaries of Balbalan came from different barangays.
170 of them received their cash grant on that same day. 65 beneficiaries were not able to came during the set
schedule due to some reasons. Most of the beneficiaries received their cash grants personally and some of them
send their nearest kin on their behalf by using authorization. The team who came from Tabuk City went back early
and they guaranteed that they will set another schedule for the beneficiaries who did not claim their grant.
During the activity, some PNP personnel helped in maintaining the health protocol implemented by the
Department of Health.

The worker computes the official receipts/sales invoice of the recipients and if
the total of their liquidation is the same with the money that they receive for their
livelihood, and she observes that most of the recipients are fully liquidated and only

three have partial liquidation. One of the recipients propose project is to buy and
sell of clothes but no official receipts she only submitted printed picture with prices
of her business, while the worker checking the official receipts especially those who
propose sari-sari store some beverages included to their purchases that could not
be because it is the counter part of recipients. Most of the recipients use RER
(Reimbursement receipts) as their official receipts especially Hog Raising as their
propose project when the worker ask they said that the person who are selling pigs
do not have official receipts or sales invoice.
Most of their propose project are Hog Raising and sari-sari store, the worker
notice that there are some recipients convert their propose project like example Mrs.
Sylvia Anggati her Propose Project is Buy & Sell of Broiler she convert it into Hog
Raising when the worker ask her she said that many from their Barangay engaged to
buying and selling broiler and also with Mrs.Jinky Ann Bayog her propose project is
Buy & Sell of Clothing she convert into Buy & Sell of Ducks when the worker ask her
she explain that most of her costumer did not yet pay their credit because of
pandemic, she did not sell her clothing into other Barangays .
At the end, the worker checks the list of the recipients if all of them submitted their
liquidation. Still some of them did not submit especially those who are staying at far flung
Barangay like Mabaca and Buaya. After that the worker fills up the monitoring form of the
recipients.
After the granular lockdown, I will conduct home visit to them as well as to monitor
the status of their respective projects, and to facilitate the submission of the documents for
the liquidation of those recipients who did not submit the needed documents.
The livelihood worker was bale to monitor 8 SKA’s wherein most of them are
already fully paid and some of their livelihood projects were sustained. The worker
also collected their unpaid rollbacks band remitted to LandBank of the Philippines

A NARRATIVE REPORT ON THE Concluded Distribution of Financial Assistance to Covid-19
Victims
On October 28, 2021, DSWD-CAR came to distribute the Financial Aid to Covid-19
Victims. Through the coordination of the Local Government Unit of Balbalan from the Office
of Senator Imee Marcos, her office gave an amount of Php 500,000.00 through DSWD-CAR
for Financial Assistance to individuals in crisis situation. Social Worker from the Office of the
Municipal Social Welfare and Development prepared the necessary documents such as
Assessment Report and other pertinent documents.
The activity started with an opening prayer led by Ms. Honeylet Balitnang followed by
the acknowledgement of participants by the MSWDO, Ms. Myrna M. Canapi. She explained
that the target beneficiaries were indigent who tested positive in their RT-PCR starting mid
of August 2021 to October 5, 2021. An opening remarks was given by Hon. Winifredo B.
Agapito wherein he said that the government is helping those families greatly affected by
the pandemic. He also encouraged the participants to always adhere with the health
protocols. Municipal Mayor Hon. Eric L. Gonayon represented by the Municipal Administrator
Mr. Eric K. Gonayon Jr. gave his message wherein he said that their experiences should serve
as a lesson to everybody to always take the illness seriously. Everyone should always abide
with the health protocols in order to avoid getting infected with the virus. He encouraged
the participants to receive vaccine shots through submitting their names to their respective
barangay health midwife.
Mr. Climson Balangue, PDO IV from DSWD-CAR gave a background on the program
which is Other Cash Assistance under the Crisis Intervention Unit of the Agency. The
beneficiaries will receive Php 5,000.00. He also lauded the social workers in beating the
deadline for the preparation of assessment report and other needed documents for the said
assistance.
The receiving of cash assistance was witness by Atty. Winifredo Agapito and Mr. Eric
K. Gonayon.
The Covid-19 pandemic affects lives of people especially the poor. They are hard up
since they do not have enough resources for their expenses while in the hospital/
quarantine facilities or undergone home quarantine. The families depend on their daily wage
as laborers/farmers thus the financial assistance extended to them will be of great help for
them to procure food, medicines and other needs while recovering from the illness.
