1. Scope
This specification completes the description given in the requisitions issued by the Engineering
Company and stipulates the particular requirements for the fabrication, inspection and shipment
of flanges or hub connectors made of carbon steel, alloy steel, stainless steel, copper alloys,
duplex and super-duplex. This specification does not apply to flanges made of glass-reinforced
plastic materials (GRP) and thermoplastic (PVDF) and polyethylene (HDPE).
This specification shall apply for flanges and hub connectors within piping system design under
ASME B31.3 Code.
This specification shall be read in conjunction with GS DEL PVV 112 that stipulated
additional requirements related to the design aspect and material selection of the flanges or
hub connectors.
For flanges within equipment packages that are not ruled out by the managing entity named on
the front page of the present document, the application of this general specification shall be
decided by the entity in charge on a case-by-case basis.

3. Materials
The Engineering Company or flange manufacturer or stockiest shall issue the relevant Material
Data Sheet(s) based both on the section 11.1 of this specification and on the template and
approach applied for pipes by Appendix 1 of GS DEL PVV 143.

3.1 Carbon steel flanges


The carbon steel used for the fabrication of the flanges shall be by electric furnace, or by the
basic oxygen process.
All carbon steels, including normalized, quenched and tempered steels, used for the fabrication
of flanges shall have a maximum carbon content of 0.23%.

The carbon equivalent of these materials, calculated using the following formula:

shall be 0.43 maximum (ladle analysis).
If the content of alloying elements other than C or Mn is unknown, the formula to be used shall
be:

and, in this case, the carbon equivalent shall be less than 0.40 (ladle analysis).
All carbon steels materials shall be impact tested at -29°C (-20°F) in accordance with
ASME B31.3 (paragraph 323.3), unless more stringent requirements (including lower impact
test temperatures) are already required in the product specification. However, carbon steels
may not be tested if their nominal neck wall thickness is not above 12.7 mm (½ inch).
Carbon steels for low temperature service at -30°C and below, shall undergo toughness testing
in accordance with the requirements of the reference codes and standards. ASTM A350 LF2
shall be selected for that purpose. ASTM A105 flange shall not be used for low temperature
service at -30°C and below without written authorization from the managing entity name on the
front page of the present document.
All ASTM A350 LF2 flanges shall be of class 1 material as defined in this standard.
All flanges shall be hot forged and shall undergo an appropriate heat treatment after forging with
the following order to preference:
• Quenching and tempering
• Normalisation and tempering
• Normalisation.
Each purchase order of carbon steel flanges for service at -30°C and below will be subject to
counter-checks under the following rules:
• The selection of flanges to be tested shall be made by the Company representative or the
Inspection Agency.
• A minimum of one flange shall be tested for every 500 flanges delivered from the same
source of supply, i.e. same manufacturing premises pertaining to the forge-master
Supplier to the Vendor or to the Vendor itself, or for one every ten heats from the same
manufacturing premises. An intermediary, as defined in paragraph 4 of EN 10204, is not
considered as a Manufacturer.
• Impact testing and acceptance criteria shall be carried out according to the code and the
material relevant standard.
In case of failure, the complete supply will be suspended until further investigation is performed.
This can lead to the replacement of the supply, complete or partial.

3.2 Galvanized flanges


Where galvanized flanges are specified, electro-deposited coating of zinc is not acceptable,
instead the flanges shall be coated with zinc inside and outside by the hot-dip process in
accordance with ASTM A153.

3.3 Austenitic stainless steel flanges


Following requirements are modification to ASME B31.3:
• When ASTM A182 F321 flange is considered for line in cryogenic service the design
temperature shall not be less than -140°C, impact test shall be performed as per relevant
code and material standard whatever the stress ratio. The testing temperature shall be
-140°C.
• When ASTM A182 F304L or 316L is considered for line in cryogenic service at design
temperature above -140°C, impact test shall be performed as per relevant code and
material standard whatever the stress ratio. The testing temperature shall be -140°C.
• When ASTM A182 F304L or 316L material is considered for line in cryogenic service at
design temperature below -140°C, impact test shall be performed as per relevant code
and material standard whatever the stress ratio. Testing shall be performed at the line
minimum design temperature.
Note: Cryogenic service is defined with design temperature ranging from -46°C to -196°C and
continuous operating service temperature below -41°C.
Substitution of dual grade austenitic stainless steel flanges in lieu of either low carbon grade or
regular grade is not acceptable without a written authorization from the managing entity name
on the front page of the present document.
Material Test Report (MTR) is mandatory for dual grade materials and shall satisfy the
chemistry requirements of “L” grade and the mechanical requirements of the regular grade.
Austenitic stainless steel flanges shall undergo an annealing heat treatment in accordance with
the corresponding ASTM standards.

3.4 Austenitic-Ferritic Stainless Steel Flanges


Flanges shall be supplied in accordance with GS DEL PVV 619.

3.5 UNS N06625 grade 1 alloy Flanges


Flanges shall be supplied in accordance with GS DEL PVV 618.

3.6 2 ¼ Cr - 1% Mo flanges and low alloy steels


Flanges shall be supplied in accordance with GS DEL PVV 621.

3.7 Copper alloy flanges


Copper alloy flanges shall undergo heat treatment in accordance with the ASTM B369
standards.

4. Substitution of equivalent materials


Any substitution of materials shall require the prior approval of the Company
The replacement of flanges of a specified schedule by a higher schedule must be submitted to
Company for approval. In this case, internal tapering will be necessary to match the specified
schedule. The slope of this tapering shall comply with the reference standards.

5. Dimensions
5.1 Thicknesses
Standard wall thickness, dimensions and tolerances of carbon steel, low temperature carbon
steel and low alloy steel flanges at the hub welding end shall be specified in accordance with
ASME B36.10M.
The bore dimensions of socket-welding flanges shall be in accordance with ASME B16.5.
Corrosion Resistant Alloy (CRA) flanges shall be specified in accordance with ASME B36.19M.
In cases where required wall thickness exceeds the scope of ASME B16.19M, the thickness at
the hub welding end shall be specified according to ASME B36.10M.

5.2 Other dimensions


The other dimensions of slip-on flanges, lap-joint flanges, socket-welding flanges, threaded
flanges and welding-neck flanges shall comply with ASME B16.5 for NPS up to 24.
The dimensions of welding-neck flanges and blind flanges NPS 26 and above shall be in
accordance with ASME B16.47 Series A. ASME B16.47 Series B shall not be used.
For flanges in diameters and series greater than the limits set by ASME B16.5 and
ASME B16.47 Series A, the Manufacturer shall submit a dimensional drawing and its sealing
gasket details and calculation notes for Company approval.

5.3 Flanges 34.5 MPa and 69.0 MPa


The dimensions of flanges 34.5 MPa and 69.0 MPa shall be in accordance with API SPEC 6A.

5.4 Orifice Flange


Orifice Flanges shall be supplied:
• In pairs in accordance with ASME B16.36
• With two ½” NPT threaded tapings and mating round plugs compliant with ASME B16.11
for each orifice flange
• With jackscrews for the relevant sizes.
The dimensions of orifice flanges shall comply with ASME B16.36. The minimum size shall be
NPS 2.
In the case of supply of Orifice flanges of size and rating not covered in ASME B16.36,
manufacturer shall provide proposal complete with justification that calculation and dimensions

for Orifice flanges are in compliance to ASME B31.3 requirements and shall be reviewed by the
managing entity name on the front page of the present document.

5.5 Hub connectors


Hub connector dimension shall be as per Manufacturer standard. The design shall be supported
by design calculations using Finite Element Analysis (FEA). The design shall be in compliance
with ASME B16.5 or API SPEC 6A whichever is applicable.

6. Ends
6.1 Welding-neck flanges
Welding-neck flanges NPS up to 24 shall have ends beveled in accordance with ASME B16.5
Figure 7 and Figure 8 depending on specified wall thickness.
The ends of flanges NPS 26 and above shall comply with ASME B16.47 Series A Figure 1 and
Figure 2 depending on specified wall thickness.

6.2 Socket-welding flanges


The ends of socket-welding flanges shall comply with ASME B16.5.

6.3 Threaded, galvanized flanges


Threads of galvanized flanges shall be free of galvanizing and shall in accordance with
ASME B1.20.1 and ASME B16.5.

7. Manufacture
Flanges machined from forged bar are not be accepted. The flanges shall be machined from
parts forged closed to the final shape.
After forging, by stamping or circular rolling, all flanges shall undergo the following main
machining operations:

7.1 Finishing of gasket contact faces


The gasket contact faces of the flanges may be of three main types:
• Flat face
• Raised face
• Grooved for ring joint.

indicated by the table hereafter:

Notes to Table:
1) Minimum hardness of ring joint grooves and maximum hardness of ring joints shall comply with
API SPEC 6A.
2) The minimum Brinell hardness of the grooves of RJ flanges shall be:
• 110 HB for carbon steel flanges
• 180 HB for alloy steel flanges (3.5 % Ni) - Gasket material SS316L
• 150 HB for alloy steel flanges (2.25%Cr-1%Mo) - Gasket material 5%Cr-0.5%Mo
• 180 HB for austenitic stainless steel flanges - Gasket material SS316L

In any case, the hardness of the groove shall be as a minimum 20 Brinell harder than the
gasket.
Imperfections in the flange facing finish in excess of those permitted by ASME B16.5 or
ASME B16.47 is not acceptable.

7.2 Bore
The bore diameter of welding neck flanges according to ASME B16.5 and ASME B16.47 Series
A shall match the nominal inside diameter of connecting pipe based on the outside diameter
and nominal wall thickness.

7.3 Internal threading


The internal threading of threaded flanges shall comply with ASME B1.20.1 (NPT).

7.4 Drilling
Bolt holes shall be made by multi-spindle drills.
Drilling shall comply with ASME B16.5 for sizes up to NPS 24.

Drilling shall comply with ASME B16.47 Series A for NPS 26 and above.
The spot facing of the flanges at the bolt holes shall be in accordance with MSS SP-9.

7.5 Repairs of defects


Repairs of defects shall only be permitted if performed fully in accordance with the reference
codes and standards.

8. Inspection
8.1 Quality control
The inspection and tests necessary to confirm that the products meet the requirements of the
standards, specifications and requisitions shall be carried out in the Manufacturer's plant by
personnel of the plant. This personnel, specially-qualified, shall be independent of the
production department of the plant.
Products shall be guaranteed by an inspection certificate (conformity, material, etc.).
If the Manufacturer does not have the necessary means of examination, these tests may be
carried out by an Inspection Agency and in a place approved by the Company.
The Inspection Agency shall conduct inspections in the Manufacturer's plant in order to make
sure of the proper execution of the order and of the quality controls. It shall also witness final
shop acceptance.

8.2 Acceptance
The Inspection Agency shall not grant any acceptance unless the certificates concerning the
products submitted have been made available to it in advance.
In addition to reviewing the certificates, the Inspection Agency shall check the quantities
presented and shall have checked, by sampling, the following characteristics:
• Shapes and nominal dimensions
• Dimensional tolerances
• Surface treatment and finish conditions
• Marking and finishing conditions.

This sampling shall cover each of the items submitted for acceptance with following rules:

Notes to Table:
(1) Description of Inspection Grade:
• Inspection Grade A: 60 to 100% random inspection of the parts forming the batch shall be
inspected (minimum four piece)
• Inspection Grade B: 25% to 60% random inspection of the parts forming the batch shall be
inspected (minimum three piece)
• Inspection Grade C: 10 to 25% random inspection of the parts forming the batch shall be inspected
(minimum two piece)
• Inspection Grade D: 5 to 10% random inspection of the parts forming the batch shall be inspected
(minimum one piece)
(2) Including Duplex/Superduplex flanges and UNS N06625 Grade 1 Alloy flanges.
The non-conformity of any or all of the products submitted for acceptance may give rise:
• Either to a second submission after the products have been brought up to specifications, if
this is possible
• Or to final rejection.

9. Documentation
Manufacturer documentations shall be available in digital format unless otherwise specified.

9.1 Certificates of conformity


The Manufacturer shall submit certificates of conformity with the standards specified in the
requisitions for flanges.

9.2 Material certificates


The Manufacturer shall submit EN 10204 3.1 material certificates giving the results of the
chemical analysis and of the mechanical tests carried out in accordance with the requirements
of the reference codes and standards. This documentation shall also include the test report
relating to the random check required for low temperature carbon steel flanges for service at
-30°C and below.

10. Preparation for shipment


10.1 Marking

10.1.1 Identification of material and main characteristics


In addition to the markings required by MSS SP-25, the following information shall be marked by
cold stamping on each flange:
• The specification and grade of material
Dual certified flanges shall be marked showing both grades (i.e. 304/304L)
• The heat number
• The batch number
• The rating
• The diameter
• The ring joint number, in the case of RTJ flanges.

10.1.2 Markings specific to the order


All flanges shall be identified by marking with color marks and code numbers as and if specified
in the purchase order.

10.2 Protection

10.2.1 Carbon steel flanges


The threading of threaded flanges shall be oiled or protected by a non-peel varnish.
The beveled ends and contact faces of the flanges shall be protected by a peel-off varnish.

10.2.2 Austenitic stainless steel flanges


All stainless steel flanges shall be protected against the risk of saline corrosion during cleaning,
transport, fabrication and storage.

10.3 Packing
In order to prevent damage during transport and storage, flanges shall be properly protected;
packing must meet the adequate conditions at all stages of transport (rail, road, air, etc.). Water-
proof protection is required during the transport or storage of stainless steel components.

11. Use of This General Specification


The present document is designed to allow the use of individual Material Data Sheet (MDS) for
procurement and manufacturing stage.
The MDSs identify additional requirements deemed necessary by Company in order for the
materials to meet their duty conditions. The MDS shall be developed similarly to the MDS of
pipes that are included in GS DEL PVV 143.

11.1 Material Data Sheets (MDSs)


The Material Data Sheets shall be used as supplementary requirements to existing Material
Specifications (ASTM…).
These reflect the additional requirements of Company imposed on the manufacturers, stockiest,
suppliers in order to maintain a quality level that is consistent for the material being supplied.
The MDSs shall not be used as a stand-alone document for procuring and manufacturing
flanges.
The following minimum information shall be detailed to the manufacturer at the bid stage:
• Product description
• Applicable Piping Class
• Service
• Fluid
• Design Pressure and Temperature
• Corrosion allowance if any
• Dimension and tolerance
• Quantities with additional materials for qualification testing purposes
• Weld Overlay
• Coating
• Color Coding
• This General Specification requirements
• Any other project requirements.
