CASE OPERATION PLAN NR ____ (Code Name of Case Activity)


PROJECT REFERENCE: Code Name of PRO/NSU Intelligence Project under
which the case operation shall be undertaken.

Reference: Maps, charts and other relevant documents.

1. SITUATION.

a. Background.

This subparagraph contains information of the general overall


situation leading to the justification of the case activity. It should contain
historical facts/ data pertaining to the involvement of the target person/group to
any criminal acts resulting on the current state of affairs. This should include
latest developments, activities, and status of the target individual/ group that
would explain the significance of the Project Proposal. Intense research is
highly advice to convince the Special Project Review Board (DI level) or
other project sponsor for approval of the Project.

b. Operational Conditions.

This subparagraph contains the operational circumstances and


limitations for which would affect the mission. This should explain the current
situation(latest updates) of affected areas of the target person/group. It includes
the following:

- Political factors
- Psychosocial factors
- Economic factors
- Geographic-ecological factors
- Techno-scientific factors
- Threat and other opposition factors

2. MISSION.

a. Purpose.

A clear, concise statement of the task to be accomplished by the


case activity. It is the final goal, which when achieved, resolves the case.

b. Objective(s).

The specific outcome or a series of interrelated outcomes that can


be achieved by the case activity.

c. Targets.

The specific person or groups of persons, organizations,


installations to be neutralized or otherwise rendered operationally incapacitated
by the case activity. This subparagraph includes all pertinent information
available about the targets.

3. OPERATIONAL PLAN.

a. Concept of Operations.

This is the case officer’s visualization of the execution of case


activity from start to completion. It describes how the case activity is to be
accomplished and accurate provides subordinates the case officer’s intent in
order that mission accomplishment is possible in the time available and in the
absence of additional communications or further instructions. The concept
clarifies the purpose of the case activity and is stated in sufficient detail to
insure appropriate action by subordinates. Style is not emphasized, at the
expense of substance, but clarity and conciseness must prevail. The amount
and detail must be sufficient to indicate what is to be undertaken by the case
task organization. The concept of operation may be a single paragraph, may
be divided into two or more subparagraphs or, if unusually lengthy, may be
prepared as an annex. When the case activity involves two or more distinct
phases, the concept of operation may be prepared in subparagraphs describing
each phase.

b. Placement of Action Agent (AA)

This should include the circumstances behind the recruitment of


AA. Relationship, affiliation, connection of AA to the target will determine his
accessibility and capability to monitor and provide first hand info to Case Officer
which will determine the feasibility/ viability of the project. Proper Agents
Documentation should also be provided.

c. Tasks.

In subsequent separate subparagraphs, the specific tasks to be


accomplished by each element of the case task organization within a prescribed
time frame are given. If unusually lengthy, the tasks may be prepared as an
annex. In delineating a task, the following elements shall be included:

- Who performs the task?


- What task is to be done?
- When to start the performance of the task and for how
long?
- Where the task should be done?
- How the task should be done?
- When found appropriate, why should the task be done and
what is the expected output?

d. Coordinating Instructions.

This subparagraph generally contains details of coordination and


control applicable to two or more elements of the case task organization.

(1) Operational Support.

This section refers to other specific operational activities


other than logistical support and communications which will assist in achieving
the objectives of the case activity, such as:

- Surveillance (physical or technical)


- Casing
- Special investigation (background or neighborhood

(2) Plan or Arrangement on Coordination.

This section refers to plans or arrangements in coordination


with other intelligence agencies.

(3) Security.

This section refers to security operations covering the


following:
- Physical security
- Personnel security
- Operational security

If lengthy and detailed, this section is published as


annexes.

4. ADMINISTRATION.

This paragraph contains a statement of administrative instructions and


arrangements supporting the case activity that are of primary interest to the
case task elements being supported. It also gives the case officer’s direction to
supporting elements. If lengthy, details are included in an annex or annexes
and covers the following:

a. Personnel.

This sub paragraph contains information on personnel involved in


the case activity, including those not available and are contemplated to be
employed for the purpose, such as:

- Case officer
- Agent handler
- Action agent/s
- Support agent/s
- Personal history statements
- Special personnel qualifications
- Plans for termination/disposition of agents
- Others

b. Finance.

This subparagraph contains data on the estimated quarterly


expenses of the case activity as a whole. It covers information on
remunerations (per diems and operational expenses) and salaries of personnel
involved, including those not available and are contemplated to be employed for
the purpose.

c. Supply and Equipment.

This subparagraph contains information on equipment and


supplies (and the expenditures) required for the case activity. Equipment
already existing which will be utilized are not included.

d. Transportation.

This subparagraph contains information on transportation vehicles


and petroleum, oil and lubricants (POL) requirements of the case operations.

e. Miscellaneous.

This subparagraph refers to information on other administrative


data not covered in the preceding subparagraphs, covering disposition of
arrested/captured/recovered personnel, documents and other materiel.

5. COMMUNICATIONS.

This paragraph contains instructions relative to the plan of


communications and other communications arrangements. It is normally
includes as an annex and covers the following:

a. Channels and variations of communications between:

- Headquarters and case officer


- Case officer and agent handler
- Agent handler and action agent/s
- Headquarters and other elements of the case activity

b. Instructions on recognition and identification, electronic, electronic


policy, codes, indicators and similar related issues.

6. REPORTS.

This paragraph contains information and instructions on the type and


frequency of reports required from personnel involved in the case activity. It
includes the following:

a. Development Report - Periodic (weekly or monthly)


b. Special Report - As required
c. Spot Report - As obtained
d. Information Transmittal Sheet - As obtained

The following are the required documents needed to be included in


any Project Proposal/ Case Operation Plan in order to be approved by the
Special Operations Review Board (SPRB), DI. Only COPLAN/PROJECT
PROPOSAL with complete attached documents will be processed and
forwarded to the board for approval and fund support.
