Consulta, seeking an executive Order to secure Appropriate action to recommend
Resolution from the Executive Administrator of the Land Registration Authority Diliman
Quezon City Metro Manila. The Issues Raised and referred to the LRA main office were
crucial issues considered as a Dereliction of Duty and Ignorance of the law committed
by the former Designated Register of Deeds of Cebu Province which Issues had been
prolonged and remained Stagnant for almost Nine (9) years since the year 2016 Up to
this current year 2024. Supposedly the concerned Issues can be easily resolved by the
Register of Deeds of Cebu Province if this Should act Upon the Submission of the So-
called Court order, However, we presume the root Cause was the intervention of some
politicians who have a vested interest in the so-called Parties Parcel of Land in
Question and it Could be showed in the Log Book entries of Land Applicants who are
entrees to Claim over the said Partial of land Moreover, the undersigned has full trust
and Confidence to this Honorable Executive office to Issue the official Recommendation
and Approval of the So-Called ANNOTATION of the correct Lot Data and technical
Description to be inscribed and Transfer Certificate TCT No. (T-686) 102-RT-2890 of lot
No. 2466 taken from OCT-188 with Decree No. 2787 TAL-MING ESTATE under the
name of Julio Bas/Fortunata Manca Comprising a Total Area of Eight Thousand Three
Hundred Eighty-five (8,385) Hectares located at the City of Talisay and Municipality of
Minglanilla, Province of Cebu. Appreciating so much to your Appropriate action and
cooperation on the matter from your end.
Supposedly the concerned Issues can be easily resolved by the Register of Deeds of

Respectfully submitted to this Honorable Tribunal this long decade controversy a very
shameful nationwide Issue, only in the Philippines republic. This institution under the
auspices of the Department of Justice had Issued a Land title, TCT No. (T-686) 102-RT-
2890 without Indicating the Technical Description/Lot Data’s Computation of Lot No.
2466 Talisay and Minglanilla Estate Cebu Province. This Instrument has been kept for
almost Seventy (70) Decades and was not been corrected Considered as There is a
land title but no Land was been inscribed.
Herewith Attached is the petition for Consulta for Appropriate action to Issue a
RESOLUTION of this instrument with corresponding Supplemental evidence for your
Proper evaluation and Recommendation.
