SECTION 1. Short Title. – The Act shall be known as “Iwas Shift Act”

SECTION 2. Declaration of Policy – It is the policy of the State to improve the quality of education it’s countrymen are
receiving relevant to the gaols of national development.

SECTION 3. Definition of Terms. – For purposes of this Act, the following terms and phrases shall apply
Selection of Program: Students will choose the program that they desire.
Secondary Education: This where the program will be implemented (Gr. 7- Gr. 12).

SECTION 4. Early Program Selection.


(A) Pupils in the seventh grade shall be presented a wide variety of alternatives for academic and professional
programs, categorizing into groupings such as comprising vocational and technical courses in addition to courses
in the humanities, arts, social sciences, science, technology, engineering, and mathematics (STEM).
(B) The Education Department, in cooperation with the competent career counsellors and business experts, that shall
create and execute comprehensive career programs for guidance. These courses will involve aptitude
examinations, counselling sessions, exposure to a range of vocations, and information of the educational
requirement and chances for employment connected to each program.
(C) Pupils shall have access to individual counselling sessions to look at their strong points and interests &
aspirations, aids them when choosing programs intelligently.
(D) Pupils shall be allowed to change their chosen program before end of grade nine and for after grade nine, change
will not be allowed. Requests for program changes shall be subject to review and approval by designated
educational authorities.

SECTION 5. Parental and Guardian Development


(A) Schools shall provide organize orientation program for the parents or guardians to Inform them of the value of
career counselling and early program selection. This program shall highlight the part parents play in helping their
children in their academic endeavours.
(B) Parents and guardians must receive regular information from schools about their child's academic development,
program choices, and possible professional routes. Parent-teacher meetings shall cover talks about the student's
academic and professional growth.

SECTION 6. Teacher Training and Professional Development


(A) The department of education shall establish ongoing training programs for educators to improve their capacity to
assist learners in making program choices. Training sessions shall employ trends, new educational opportunities,
and efficient counselling strategies.
(B) Instructors shall have an opportunity to through internships, engage with professionals in the industry,
workshops, and seminars to stay informed about current industry requirements and advancements.
(C) Instructor who demonstrates exceptional dedication to career development process will be acknowledged and
given rewards to promote ongoing dedication.

SECTION 7. Infrastructure and Resources.


(A) Enough resources and career assessment centers, learning stations, and learning materials, shall be given to
schools to give support to the implementation of the early program selection and career guidance.
(B) Schools shall take advantage of technology to improve and learn more about career guidance, giving students
access to online learning materials, assessment exams, and virtual job fairs.

SECTION 8. Career Evaluation and Improvement.


(A) The Department of Education will provide a data collection analysis system to monitor the efficiency of early
program selection in minimizing college shifters.
(B) Feedbacks will come from students, parents, and teachers. Adjustment to the program may be based on this
feedback.
(C) The Department of Education shall encourage and fund the early program selection to further and continuous
improvement of the system.

SECTION 9. Collaboration with Higher Education Institutions.


(A) The Department of Education shall communicate with tertiary institutes to align secondary education program
with the tertiary education.
(B) Collaboration with higher education institutes may develop dual enrolment program, allowing students to earn
college units while still in secondary schools.

SECTION 10. Special Programs for Underprivileged Students.


(A) The Department of Education shall communicate and join forces with government agencies to provide scholarship
programs for underprivilege students pursuing a specific career choice.
(B) Financial assistance programs shall be made to help underprivileged students in acquiring the needed resources
for their choses program.

SECTION 11. Inclusivity and Diversity.


(A) The Department of Education will secure that the program will tackle the student’s interests, abilities, and
learning styles, promoting inclusivity.
(B) Schools will implement an act to prevent discriminations based on gender, ethnicity, and status.

SECTION 12. Public Awareness Campaigns.


(A) The Department of Education will manage awareness campaigns to give information to the public, the students,
parents, and the community, about the benefits of early program selection and career guidance.
(B) Partnership with social media influencers and media outlet will be also be included to strengthen the range of
awareness campaign.

SECTION 13. Ethical Standards for Career Guidance.


(A) The Department of Education will build a code of ethics for career guidance professionals.
(B) A transparent system will be established for students or parents to file their complaints regarding unethical code of
conduct in the guidance process, with proper disciplinary actions.
SECTION 14. International Best Practices.
(A) The Department of Education will conduct research for the best practices in early program selection and career
guidance.
(B) Partnership with international education and educational institutions to share knowledge in the field of career
guidance.

SECTION 15. Technology Integration for Career Planning.


(A) The Department of Education will develop online platforms that will provide students to access career
assessments, educational resources, and information.
(B) Enhance student’s digital literacy skills related to online research will be part of the curriculum.

SECTION 16. Research and Development.


(A) The Department of Education will create programs that give money to schools and researchers. This money is
meant to encourage them to study how well early program choices and career guidance programs work.
(B) Projects that come up with new and creative ways to improve the early program selection process can get these
grants, so that things can keep getting better.

SECTION 17. Mental Health Support.


(A) Schools shall provide access to mental health counselling services to help students managing their stress and
anxiety related to school activities.
(B) Career guidance counsellors shall receive specialized training in addressing mental health concerns.

SECTION 18. Recognizing Other Achievements. – Looking at the Whole Picture: Besides how well students do in
school, we should also notice and appreciate the things they're good at outside of classes. This includes being a leader,
doing things for the community, and being creative.

SECTION 19. Separability Clause. – If any provision in this Indenture or in the Securities shall be invalid, illegal or
unenforceable, the validity, legality and enforceability of the remaining provisions shall not in any way be affected or
impaired thereby, and there shall be deemed substituted for the provision at issue a valid, legal and enforceable provision
as similar as possible to the provision at issue.

SECTION 20. Repealing Clause. – All laws, decrees, orders, rules and regulations, or other issuances or parts thereof
inconsistent with the provisions of this Act are hereby repealed or modified accordingly

SECTION 21. Effectivity Clause. – This Act shall take fifteen (15) days from the date of its publication in at least two (2)
newspapers of general circulation in the Philippines
