Declaration: By submitting this assessment (Parts 1 – 4) for marking I declare that it is entirely my own work. I understand that falsely claiming that
the work is my own is malpractice and can lead to NEBOSH imposing severe penalties (see the NEBOSH Malpractice Policy for further information).
Important note: You must refer to the document ‘Unit IG2: risk assessment – Guidance and information for learners and Learning Partners’ while
completing all parts of this assessment. Your Learning Partner should provide you with a copy, but it can also be downloaded from the relevant
resources section for this qualification on the NEBOSH website.
Part 1: Background
We can fully control the risk only when the proper responsibilities taken by each, and every
operative of the group involved in the activity. By initiating and motivating the workers to work with
caution and presence of mind. Only then it will effectively reduce the likelihood of occurrence, to
fully control the risk, and other suggested actions should be applied with this action.
Specific legal arguments As per 1910.269, Electric Power Generation, Transmission, and Distribution. States that the
inspections at electric power generation, transmission, and distribution lines and equipment and
other installations must be inspected.
As per OSHA Sub Part “S” and NFPA, 70E: Need to identify and eliminate or reduce electrical
safety hazards at the workplace. Electrical Safe Work Practices including electrical safety
Specific legal arguments As per ILO COP clause no 8.5.1: States that suitable Machinery shall be provided for lifting
operation (As per the type of load to lift, height reach, environment, and ground conditions).
The Equipment of lifting shall be considered into use by referring ILO Recommendation R175, that
says lifting appliance or item of lifting gear should not be loaded beyond its safe working load and
Limits, except on the time of testing purposes for issuing (Third Party Certificate) TPC and Load
indicators for the specific Crane and lifting gears were the examination and testing will be carried
under the close supervision of Competent persons.
Mobile Crane and all other lifting operations must follow and work as per ILO Convention C167
and its article no. 16, which says that the equipment should be used as per their rated capacity
and should not be used beyond its SWL.
Consideration of likelihood AND severity Likelihood: The likelihood of harm occurrence is Very probable. As the crane is lifting the load
30T beyond its SWL that is 20T. Due to congested/busy area all the riggers must work in the radius
• types of injury or ill health of the crane for closely monitoring of load and nearby concrete activity is also ongoing (which
• number of workers at risk cannot be suspended).
• how often the activity is carried
out Severity: Level of severity would be Disabling injury and Catastrophic. As it’s a heavy lifting
accident could cause severe effect.
• how widespread the risk is
• This may result to severe head injuries, fractures and crushed by the falling of suspended
load/Crane. That can also lead to fatalities. Beyond this there would also be severe/irreparable
damages to the equipment, load, and adjacent property due to accident.
• Around 30 operatives (4 riggers, 6 rigging helpers, 1 operator, 2 Supervisors and 17 Concrete
operatives working nearby) can be affected by this risk.
• It’s not just a One/Single time activity as this is a major project, such type of heavy lifting will be
taking place regularly on site. So, it’s more frequent to be happening.
