The terminal preferentially camps on the LTE network. If no LTE coverage is available or the signal quality on the LTE network is poor, the
terminal camps on the UMTS network. If no UMTS coverage is available or the UMTS network coverage is insufficient, the terminal camps
on the GSM network.

Measure Scenario:
eNB sends the UE the measurement configuration, according to which the UE performs measurements on the specified system. The measurement configuration
