1. Scope
This standard applies to all parts which include main/subsidiary materials for vehicles/parts and
service/accessory parts, and which are supplied for MMC and MMC affiliates (including the offices
and affiliates out of Japan).

2. Definitions of Terms
The terms used in this standard are defined as follows:
2.1. Substances of Concern
The substances which cause environmental load from industrial activities, etc., in general. In
MMC, these are classified into Prohibited Substance, Declarable Substance, or Declarable/
Prohibited Substance
2.2. GADSL(Global Automotive Declarable Substance List)
The list of chemical substances which can be included in the parts, materials, etc. supplied
for automobile manufacturers through the supply chains and are applicable to the following (For
more information, refer to the GADSL’s website: http://www.gadsl.org/ ).
(1) Regulated substances
(2) Substances having a possibility to be regulated in the future
(3) Substances proved scientifically to have significant harmful influence on human health
and/or the environment.
2.3. GASG(Global Automotive Stakeholder Group)
The association that consists of automobile manufacturers, part manufacturers, material
suppliers, etc. in order to sustainably conserve the global environment. This has created
GADSL and maintains it.
2.4. Prohibited Substance
The collective name of the following substances. Definitely, this substance is classified as
“P” (= Prohibited) in Attached Table.
04
(1) The substances of which the use is prohibited

(2) The substances which GASG has classified into “Prohibited Substance”; because that
they have significant harmful influence on human health and/or the environment has
been proved.
2.5. Declarable Substance
The collective name of the following substances. Definitely, this substance is classified as
“D” (= Declarable) in Attached Table.
(1) The substances of which the use is regulated in the current and will be regulated in the
future in all major industrial countries (1) or a part of them by the regulations, etc.(2)
(2) The substances which GASG has classified into “Declarable Substance”; because that
they have significant harmful influence on human health and/or the environment has
been proved.
Note(1) They are Japan, South Korea, USA, and EU countries.
Note(2) These include such as the self-regulation of Japan Automobile Manufacturers
Association, Inc. (hereinafter, this is referred as to “JAMA”), etc.
2.6. Declarable/Prohibited Substance (“D/P”= Declarable/Prohibited)
The substances which are classified into either of Declarable Substance or Prohibited
Substance depending on the intended use.

3. General Compliance
All MMC products shall be to comply with every regulation, protocol, etc. relating to the
environment in order to sustainably protect the global environment. Thus, the parts, materials,
surface finish, etc. conforming to the requirements in this standard shall be used/applied in MMC
product. Even in case of using or applying the parts, materials, surface finish, etc. which are
defined in such generally recognized standards as JIS, JASO, ANSI, etc., the requirements in this
standard shall be prioritized more than any generally recognized standards.

4. Requirements
4.1. Compliance with GADSL
The parts, materials, surface finish, etc. shall be used for or applied to MMC products in
accordance with GADSL in the latest version. However, Lead, Cadmium, Mercury and
Chromium (VI)-salts are excluded from the rule of this article, because that it complied with the
regulation (EU-ELV direction, 2000/53/EC) is specified clearly and concretely and required,
even if not in accordance with GADSL.
(1) Any Prohibited Substances shall not be used.
(2) To use Declarable Substances is allowed if they conform to the following requirement:
Requirement: The following confirmation shall be made with the supplier(s):
In case of using declarable substance(s) in the condition of exceeding the
threshold, the supplier(s) shall declare it to MMC through IMDS (3) or a prescribed
application form until delivering the relevant part(s)/material(s). (In case of not
making a confirmation, any declarable substances shall not be used)
Note(3) Short for International Material Database System.
This is the standard management system for Substances of Concern and is
used in the automobile industry (For more information, refer to the website:
http://www.mdsystem.de/ ).
(3) Declarable/Prohibited Substances shall be used in accordance with either requirement
specified in Item (1) (for Prohibited Substance) or (2) (for Declarable Substance) above,
depending on the intended use. 04

4.2. Requirement for Substances of Concern which aren’t listed in GADSL
Even in case of substances which aren’t listed in GADSL, the following substance shall be
handled as Prohibited Substances listed in GADSL:
(1) A brominated fire retardant: HBCD (Cyclododecane, hexabromo-) shall be classified
into Prohibited Substance.
(2) A brominated fire retardant: Deca-BDE (Decabromodiphenyl ether) is classified into
Prohibited Substance from Jan. 1st, 2014.
5. Indication on Drawing
The following shall be indicated on drawing(s) in order to classify each part into the applicable
conformity with the requirements defined in this standard.
5.1. Case of conforming to all requirements in this standard
In this case, the following description for parts, which are newly released or revised, shall
be indicated on drawing(s).

Control Criteria of Substances of Concern
5.2. Case of not conforming to the requirements in this standard
In case of not partly or wholly conforming to the requirements in this standard, the following
description shall be indicated on drawing(s). Then, in principle, the name and CAS-No. (4) of
the substance(s), which is/are inapplicable to the requirements in this standard, shall be quoted
from Attached Table to indicate them in the note column on the drawing(s). However, if the
CAS-No. is never assigned, only the substance’s name shall be indicated. If there is a SPEC
corresponding to indicate the name and CAS-No., the SPEC shall be indicated instead of the
name and CAS-No. of the substance(s).
Note(4) The numbers American Chemical Society assigns to chemical substances.
Every CAS-No. is applied to GADSL.
