On Safety Management Shipboard Procedures “Vessel Service Procedure UM-S.01”, the responsibilities and authorities of Master is
written in detail. Master's responsibility and authority with regard to the provisions of the Safety Management System (SMS) are as
follows:
5.1 Implementation of the safety and pollution prevention policy of the Company. This includes ensuring that;
 Shipboard personnel have a good knowledge of the SMS. For this purpose he shall ensure that related sections of the SMS
manual and the other Company manuals are read by the ship’s personnel
 Working practices, safety and operational procedures are adopted;
 Training of the personnel is regularly performed;
 Safety and pollution drills are carried out. He shall moreover verify the effectiveness and good co-ordination of the groups
participating in the drills;
 Ensure to be updated all controlled documents, check according to company procedures and Recording of operations, as
requested by Safety Management Manual, is regularly carried out
 For this purpose he may witness shipboard operations, discuss with crewmembers, check documentation and require
periodic reports from personnel who have received delegation of duties from him.
5.2 Crew motivation to observe that policy:
5.3 Review of the safety and pollution prevention procedures and instructions and reporting to the Company of any comment or
suggestion in this regard for the purpose of improving the Company’s policy.
 Issuing of appropriate orders and instructions to the crew 1 in a clear and simple manner so that the objectives are
achieved;
 Verification that the specific safety and pollution prevention requirements of the SMS on board the ship is observed;
 When the non-conformities are occurred, inform “Designated Person Ashore” immediately and implement the
corrective actions within established limits for the non-conformities when they occur.
5.4 Master shall ensure by viewing the documents that the newly embarked crew received adequate information about the SMS in
the office prior to joining the ship and is motivated to follow the policy established by the Company. If this session could not be
held in the office because of some reasons, the Master will make sure the crewmember will receive same information and
motivation on board shortly after sailing. Before the departure of the ships he shall make sure, that relevant essential
instructions about safety as established by the STCW have been documented and given to newly embarked crew members;

5.5 The master is the ship personnel having highest authority and represents the ship-owner aboard the
ship. He is equipped with sufficient authority in parallel to the duty responsibilities he bears.
Although the Company provides operational and emergency procedures and instructions, Master has
overriding authority to make decisions with respect to safety of the ship, cargo and crew and
pollution prevention. (OVERRIDING AUTHORITY)

5.6 The Master is responsible for reporting to the "Designated Person Ashore" any matter that, in his opinion, could affect the safe
operation of the ship or could present a risk of pollution and which requires the assistance of the Company for rectification;
5.7 Important and urgent communications to the "Designated Person Ashore" are to be made in writing and a copy kept in the Deck
Department files;
5.8 Collect the Safety Committee at least once a month and be chairman of the committee.
5.9 In the absence of ship Master, all responsibilities and authority of the master are taken over by the Chief Officer.

RECALLING Article 16(h) of the Convention on the Inter-Governmental Maritime Consultative Organization 3 concerning the functions of the
Assembly,
DESIRING to ensure that ships comply at all times with maritime safety and marine environmental protection standards and procedures
prescribed by conventions in force,
NOTING the numerous reports of contraventions of the provisions of conventions,
CONSIDERING that maritime safety and the protection of the marine environment must be the ship Master’s prime concern in all situations
which arise and that economic and other pressures on the ship Master should not at any time interfere with the decisions he must take in
that regard,
CONSIDERING FURTHER that the decisions on maritime safety and marine environment protection by the shipmaster should not be unduly
influenced by instructions given by ship-owners, charterers or others concerned,
INVITES Governments to take necessary steps to safeguard the shipmaster in the proper discharge of his responsibilities in regard to
maritime safety and the protection of the marine environment by ensuring that:
(a) The shipmaster is not constrained by the ship-owner, charterer or any other person from taking in this respect any decision which,
in the professional judgement of the Ship Master is necessary;
(b) / The shipmaster is protected by appropriate provisions, including the right of appeal, contained in, inter alia, national legislation,
collective agreements or contracts of employment, from unjustifiable dismissal or other unjustifiable action by the ship-owner,
charterer or any other person as a consequence of the proper exercise of his professional judgement.
