ARCHITECTURAL DESIGN BASIS REPORT


1. Project Overview

Government of Uttar Pradesh taken multiple steps to improve its existing HealthInfrastructure, by
developing various health centres across the State. However, the StateContinues to face shortage of facilities
providing good quality and reliable diagnostic servicesEssential to determine appropriate treatment, thus
compelling patients to travel long distances. Also, requisite qualified medical personnel
and resources for maintaining such Infrastructure is in shortage. Keeping the above in mind, the Government
of Uttar Pradesh envisages development of a GovernmentMedical College & 500 bedded Hospital at
Amethi, UttarPradesh.
Aim of the project is to provide be healthcare facility to all and highest quality ofMedical education to
aspiring students. Government of UP has planned to set up newHospitals in different parts of the State.

2. City Overview
Amethi is a town in the Indian state of Uttar Pradesh. It is a major town of the Amethi district, in
the Faizabad division.

Demographics
As of 2011 Indian Census, Amethi had a total population of 13,530, of which 7,093 were males and 6,437
were females. Population within the age group of 0 to 6 years was 1,850. The total number of literates in
Amethi was 6,915, which constituted 51.1% of the population with male literacy of 55.6% and female
literacy of 46.2%. The effective literacy rate of 7+ population of Amethi was 59.2%, of which male literacy
rate was 64.7% and female literacy rate was 53.5%.
The Scheduled Castes population was 3,344. Amethi had 30460 households in 2158.
As per the 2001 Census of India, Amethi had a population of 12,808. Males constitute 52% of the
population and females 48%. Amethi has an average literacy rate of 59%, lower than the national average of
59.5%; with 59% of the males and 41% of females literate. 17% of the population is under 6 years of age.

Transport
Amethi is connected to the major cities in Uttar Pradesh and North-Eastern India via Indian Railways and
roads. Amethi railway station has direct trains connecting with major cities
like Jammu, Amritsar, Ambala, Delhi, Lucknow, Kanpur, Dehradun, Haridwar, Jaipur, Allahabad, Varanasi,
Patna, Kolkata, Puri, Bhopal, Mumbai and Bangalore.
A number of Uttar Pradesh State Road Transport Corporation buses play from Amethi.
Allahabad Airport is the nearest airport which is 95 kilometers (59 miles) from Amethi.

Climatic Study
In Amethi, the wet season is hot, oppressive, and partly cloudy and the dry season is warm and mostly clear.
Over the course of the year, the temperature typically varies from 50°F to 103°F and is rarely below 45°F or
above 109°F.
Based on the beach/pool score, the best times of year to visit Amethi for hot-weather activities are from late
March to early May and from early October to early November.

PROJECT AIM & OBJECTIVES

The mission of the Government of Uttar Pradesh (UP) can be described as follows

The UP Government is determined to provide quality health care services, particularly forthose in remote
and difficult areas in order to reduce morbidity and mortality. Gender and human rights issues to
disadvantage groups and adolescents would be given highest priority, with the aim of eliminating
discrimination in the provision of health care at all levelsand in all sectors.

The UP Government vision is a sunder

1. It will give greater priority to women's health issues by following a life-cycle approach, providing
quality services, and implementing safe motherhood and emergency obstetric care strategies.

2. It will place significant emphasis on child health issues by improving health care systems,protecting
child health rights, and paying attention to nutrition issues

3. It will address gender and human rights issues related to the reproductive health of ThePopulation in
general and of women in particular.

4. It will achieve population stabilization by promoting informed choice and Involvingin family
planning.

5. It will increase the use of modern family planning methods by creating demand ThroughBehaviour
change communication strategies and by improving the quality of Servicesprovided.

6. It will enhance technical, managerial and communications kills and competencies ofHealth care
providers and health managers.

7. It will strive to achieve a convergence of services at the grass-roots level, to stablishinter -


departmental linkages, and to involve elected representatives in programme planningand
Implementation at various levels.

8. It will build partnerships with various take holders such as NGOs, the organized sector,and other
agencies to achieve synergy and develop institutional capacities.

1:- New Proposed 300 Bedded Teaching Hospital


(Conceder Extra Load for two floors for future 500 Bedded hospital )

It will be a general hospital (300 beds) with teaching facility as per the requirements of MCI. It will
Provide all kind of modern diagnosticandtherapeuticfacilitytothe patients. Itwillbefullydesigned as per
the guide lines.
• Outpatient department:clinicaldepartments.
• Inpatient departments: there will be general wards ,i.c.u. &i.c.c.u, respiratory icu, surgery
And medicine icu’s (20 beds) as per requirements
• Surgical: will have 01No’s OT for Emergency , 04No’s OT for Surgery , Orthopaedics(02 minor OT)
along with its ancillaryAreas and recovery room. The or will be ultra- modern modular type to cater to all
type of Advancedsurgical procedures.
• Casualty with 20 beds and operating area, and an examination and resuscitation area for emergency
• Centralized services: central sterilization room, laundry, central dietary unit, bio medical
wastemanagement and MGPS etc.

Central laboratories:

• This department will have a common facility lab for hospital use and will have the following sections–
Histo-pathology, cytopathology, haematology, immunopathology, biochemistry, microbiology andothers
specialized works lab etc.

• It will also have adequate sample collection room with waiting area
• It will also have rooms for professionals and technicians
• Hospital infection control program will be headed by this department doctors.
• Internal and external quality checks will be institute to make the reporting full proof and authentic
• The central lab will function round the clock.

Blood bank with facilities like

• The hospital shall have a recognized blood bank, which supports the hospital patients and all otherpatients
from the city and surrounding areas who need blood in emergency. The blood bank will also be as per
MCI/NABH standards and will be accredited.
•this will be functional round the clock

The blood bank shall have the following facilities.


• Medical examination room.
• Blood collection room
•laboratory for serology, hepatitis, syphilis, malaria, HIV testing.
• Sterilization & washing room.
• Refreshment room.
• Store &records room.
• The blood bank shall be centrally air conditioned as per recommendation

Clinical Departments – Indoor Facilities (inpatient wards)

The clinical departments comprise of the following departments:-


General surgery - 120 bedded
General Medicine - 60 bedded
Orthopaedics- 60 bedded
TB &Chest - 10 bedded
Skin - 10 bedded
Psychiatry - 10 bedded
Emergency - 30 bedded

Each department has its own ward with beds as specified by MCI and department for clinical teachingThe
planning para-meters have modular type of wards with 10beds module for each unit of clinical department.
Each unit will have the following service areas as desired by them and other relevantstandards.

• Ward cubicles, each with10 beds in each cubicle


• Nurses Station
• Nurses Duty Room
• Examination & Treatment room.
• Ward Pantry.
• Store room for linen& other equipment.
• Resident Doctors and Students duty room.
• Clean and Dirty Utilities
• Patient and Staff toilets
• Clinical demonstration room, one for each department.

Clinical Departments – Outdoor

The hospital shall have a complete floor area for the OPD, and all will be well connected for ease of
referrals etc.

The departments that will haves pace in the OPD will be as follows:

Consultant rooms will be provided for each specialty (as per MCI) for consultation apart from otherrooms

Department of Radio Diagnosis:

The department of Radio diagnosis has a major role in any

Hospital, which are also as per the recommendation of the MCI. BARC approval will be sought
At the outlet.

This department provided in basement will also be well connected with the other area hospital and
entrances.

Central Casualty Department

• Hi-tech equipment’ slikedefibrillator, ventilator etc.

• Nursing station
• Waiting area
• Triage area
• Ancillary room

Support Services:-

The following support services shall be assisting the clinical team in delivery ofQuality patient care.

Central Sterile Supplies – facility for sterilizing the instruments, gloves, small.

Medical Gas Pipeline System – with facility for Oxygen, Nitrous oxide, Vacuum andCompressed air
supplied through dedicated copper pipes to all patient beds. MGPS blockis located in centre of hospital site
plan for serve existing and proposed hospital.

Laundry – Standardization of linen used in the hospital will be done to ensure quality. Thelaundry will
provide clean and sanitized linen to all patient care areas and other areas aswell. It will also ensure
elimination of all infective organisms through quality checks incleaning procedures.

Central Hospital Kitchen – The hospital will provide clean and healthy food to all patients,it will also
provide therapeutic special diets to the patients who are very sick and needspecial diet for recovery and
convalescence. This department will also be managed byqualified dieticians and the Nursing Superintendent.

Bio-medical waste management – The hospital will follow the rules and norms laid downby the Hon’ble
Supreme Court of India regarding the handling and management ofbiomedical waste in health care
organizations. The waste will be segregated as per normsinto separate colour coded bags and transported to
separate destination for storage, fromwhere the waste will be collected by the waste treatment provider and
disposed as per rules.

Central Pharmacy – The hospital will develop its own pharmacy services for strict qualitycontrol on
medicines and surgical items. All emergency medicines will be made availableto the hospital areas round the
clock through this pharmacy. There will also be a separatechemist shop for the OPD patients, and that will
also provide good quality medicines at avery affordable cost.

Mortuary – The hospital will have facility for storing dead bodies till it is taken away bythe relatives/kin/.
Post-mortem facility will also be planned. Relatives pray area will alsobe planned.

Transportation – Internal and external transportation of patient, staff, visitors, and supplieswill be made
much planned, so that there is no criss cross of traffic and there is no energywaste due to unwanted vertical
movement.
Administration – The hospital will be managed by qualified and experienced hospitalmanagement
graduates, and will make care and cure blendwith meticulous attention to all details. The hospital
administration will provide professional inputs in managing the departments and other areas. Training will
also be akey focus of this department, so that accidents and hazards can be minimized, and staffwork to
standards and norms. Staff retention plans will try to hold the staff to the maximumand reduce turn-over.

Information System – Information is the key to success and growth of any organizationthese days. The
hospital will have advanced information system which will make data to beused for key decision making
and make the patients their data of clinical details availableat any point of time. This will also ensure
research at a later stage for decision making. MISwill also be available for managerial decision making and
monitoring of hospital activities.100% computerization will be implemented and all data will be uploaded
on the collegewebsite real-time. Telemedicine will also be implemented to provide remote
healthcarefacilities to rural areas through a network of dedicated dispensaries fully equipped for thispurpose.

Lifts, Escalators, and Chutes – Adequate number of lifts, escalators and chutes will beplanned based on
traffic flow and density, and placed strategically to ease out the vertical transport within the blocks.
Separation and segregation will also be done for traffic likepatients, doctors, visitors, staff and supplies.
Dead bodies and waste will also be segregatedfrom mainstream traffic.

Transportation – The college and hospital will have its own transport system. It willseparate for faculty
and staff, separate bus for students, and adequate ambulances for patients. The ambulance will be
operational round the clock and will be under theadministrative control of the Casualty department and the
MS.

2. Medical College

• It is proposed to start a new 100 admission medical college with labs, lecture theatre and examination hall.
• Accommodations for faculty, students and staff.
• The space norms for the proposed planning will be as per the guidelines of the MCI and for thosewhich the
MCI doesn’t provide any special consideration the consultant will follow the standards andbest practices of
the country and the world. The residential accommodations for the proposed medicalcollege shall be as per
the revised recent norms as laid down by the MCI.
Medical field. It has laboratories, multi-seated lecture halls and research libraries. The college has a state
of the art library as a knowledge hub with stacking and reading area.

• Lecture Halls: - 4 well equipped lecture halls with a seating capacity of 120students will be provided. One
250 capacity examination hall provided in MedicalCollege.They are technically soundand represent the
modern teaching systems.

• Demonstration Rooms:-Every Non Clinical Department has a well-equipped demonstration room,


with an ante room and store along with a dedicated museum and library to facilitate the teaching
technique through practical specimens.

• Audio Visual Rooms:-These rooms provide modern teaching facilities to students through a mediumof
screen demonstrations, documentation and visuals from around the world to study the specificcases and their
treatments demonstrated worldwide.

• Teaching Block:-There are separate teaching blocks for all fraternity and shared lecture halls areprovided
with well-equipped technical facilities to unmark the best teaching methods using projectors, computer
terminals and literal knowledge.

Departments:-
The college will have the following departments with all its facilities and equipment’s as per the guidelines
ofthe MCI.
1. Department of Anatomy:- with Demonstration room, Dissection hall, Histology lab, Research
lab,Museum, Department library, and space for faculty and other staff.

2. Department of Physiology:- with Demonstration room, Amphibian lab, Mammalian lab,Haematology


lab, C clinical physiology lab, Department library, Research lab, and space for facultyand other staff.

3. Department of Biochemistry:- with Demonstration room, Practical class room, Department librarycum
seminar room, Research lab, and space for faculty and other staff.

4. Department of Microbiology:-with Demonstration room, BSL-II lab , Practical laboratory,


Servicelaboratories for Bacteriology, Serology, Virology, Parasitology, Mycology, Tuberculosis
andImmunology, Museum, Department Library, Research area, and space for faculty and other staff.

5. Department of Pathology:- Demonstration room, Practical lab for Morbid Anatomy


andHistopathology/Cytopathology, Practical lab for Hematology/Clinical Pathology, Service lab
forhistopathology, Cytopathology, Hematology and other specialized works, Museum, Autopsy
block,Department library, Research lab, space for faculty and other staff.

6. Department of Pharmacology:- with Demonstration room, for specimen examination, Lab


forExperimental Pharmacology, Lab for Clinical Pharmacology and Pharmacy, Museum,
DepartmentLibrary, Research Lab, and space for faculty and other staff.

7. Department of Forensic Medicine and Toxicology:- with Demonstration room, Museum,Laboratory,


Autopsy block with cold storage, cadaver store, space for 25 students at least, otherancillary areas,
Department Library, Research lab, and space for faculty and other staff.

8. Department of Community Medicine:-with Demonstration room, Laboratory for practical’s,Museum,


Research, Department library and space for faculty and other staff.

Boys Hostel
Boy’s hostel has been designed for the staying facility for Boys. Accommodation has been providedBoys
double seated room and common toilet (180no’s) an administrative office, common dinning and kitchen
along with entrance lobby and waiting has been also provided.

Girls Hostel
Girl’s hostel has been designed for the staying facility for Girls. Accommodation has been providedgirls
double seated room and common toilet (120 no’s) an administrative office, common dinning and
kitchenalong with entrance lobby and waiting has been also provided.

3. Staff Residential Zone:

Type-II to Type-V Residences


There is a need to provide accommodation for married doctors, nursing-staff admin, Admin Staff
with-in the campus with the aim of fulfilling the medical demand of the area round- the-clock, as also
the proximity to the work-place required for officers/staff.

The Campus shall have various categories of Flats (Type II to Type V). There shall be residential for
staff& faculty which shall be accommodate in multi – storied apartments building block.

Bungalow for Principal (Dean):- Bungalows for Dean are designed in a way that there is amplegreen and
open space around the block. It will also have servant quarter and garage facility. Sereneand quiet ambience
will be maintained through planned greens and boundaries. These bungalows will be for the Dean and the
Director of the Institute.
Additional number of residences shall be provided for like resident Doctor, and Internshostel.
Resident Doctor Hostel: - Resident doctor's accommodation has been designed for the stayingfacility for
resident doctors. Two types of accommodation has been provided bacheloraccommodation with single room
attached toilet (31no’s) and married accommodation with twinroom suite with attached kitchenette and toilet
(31no’s)with provisionAn administrative office, Common room, with entrance lobby and waiting has
beenalso provided.
Intern Hostel: -Intern hostel has been designed for the staying facility for Intern. Two types of
accommodationhas been provided Girls Intern single room withAttached toilet (25no’s) and Boys Intern
single room with attached toilet (25no’s)
An administrative office, Common room, common dinning and kitchen along with entrance lobby and
Waiting has been also provided.

External Development with Landscaping: -


The hospital campus and Medical College is proposed with road network, pathways, services
layout,streetlight layouts, inter connecting all the buildings as per site plan provided. All other
servicelayouts such as STP, ETP, Underground water tank, Fire tank shall be suitably located and
connectedto respective service lines. It would also include the landscape and horticulture works as perthe
detailed landscape specification. The un-utilized site for future development will be neatly dressedwith
grassing and plantation as required. If there is any level differences in site the connecting roadswill be laid to
appropriate slope and will be designed as per IRC Standards.
Note: The detailed engineering service requirements for all the building and individual rooms and site
development are being provided in the concept DBRs and service requirements, scope of work.

MASTER PLAN
SCOPE OF WORK

• Mobilizing of Design Team:


The EPC developer shall mobilize the design team required to design the project and intimate the
EPCconsultant with the detailed CV of the design team within 15 days of the award of the contract.The
design team shall closely work in association with EPC consultant's head office at Lucknow andthe approval
process willinclude signing of the final concept plan and detailed drawings from EPC consultant.

Preparation of submission drawings:


The EPC developer would be required to prepare, submit and obtain all necessary statutory approvals before
Commencing any construction activity at site.

• Preparation of Detailed Design drawings for construction


The EPC developer will prepare submit and seek approval from EPC consultant for allmaterials for
Construction drawings for architectural, structural, MEP, Medical services, etc. The listof drawing and
documents deliverable is listing in RFP Documents.

• Site Acceptance and Mobilization/Demobilization

a) Acceptance of Site: In accordance with these specifications, the EPC Developer shall have examinedthe
site and familiarized himself with all existing conditions. He shall accept the site in its existingcondition at
the time of award of contract.

b) Mobilization: Upon award of the Contract and within a reasonable time but not exceeding 45 daysthe
EPC Developer shall mobilize all such labor, equipment and materials that are necessary tocomplete the
project in due time.

c) Demobilization: Upon due performance of the Contract and before the Taking Over Certificate isissued
to the EPC Developer, he (the EPC Developer) shall demobilize all such labour, equipmentand materials
that are necessary to clear the site within one (1) month to the EPC Consultant/Employer’s satisfaction.

d) Access: The EPC Developer shall provide and maintain adequate access to the project site and allareas
related to the works at his expense. If existing roads are to be used for access to the site, the EPC Developer
shall maintain such roads to the satisfaction of EPC Consultant/ Employer for theduration of their use.

e) Permits and Licenses: Except as expressly stated in the Employer’s Responsibilities, the EPCDeveloper
shall obtain all permits and licenses necessary for the execution and completion of theWorks. The EPC
Developer shall pay all associated fees including royalty. He shall also give the Employer a copy of all
relevant

Correspondence and other documents relating to the EPC Developer’s permits and licenses.

Temporary Works
The EPC Developer shall design, install and maintain all temporary facilities required for theconstruction of
facilities under this contract Package, which he requires on or at the site throughoutthe execution of the
work, and remove the same on completion of the works. He shall provide all such buoying, fencing,
watching, lighting, connections to public utilities etc. as he needs or asrequired by authorities and shall
install and use his temporary facilities inaccordance with all statutory regulations and the requirement of the
relevant authorities.

The EPC Developer shall submit his plan for temporary works to the Employer/ EPC Consultant, for
approval,within 30 days of award of contract.

Temporary construction shall be adequate for intended uses and for all loads imposed withoutexcessive
settlement, deflection or deformation. All parts and members shall be properly strengthenedto prevent
displacement or failure. Before or upon completion of work, unless otherwise required ordirected,
preparatory structures, installations and utility services shall be disconnected and removedfrom the site.

Utilities
Temporary utilities used for construction shall have to be adequate for the intended use sand not tobe
overloaded or otherwise used or arranged in any manner end angering persons, premises or
works.Connections shall be properly made, lines and wiring securely anchored in place and protectedagainst
accidents.

a) Water
The EPC Developer shall provide his own arrangements for sourcing and for distribution adequatesupply
water for the Project including: Drinking water: providing and maintaining canisters, coolersor connected
drinking fountains of sufficient number to reasonably serve the Project. Construction
water: providing and maintaining temporary water service and distribution of adequate capacity
forconstruction.

b) Electricity
The EPC Developer shall make his own arrangement for power supply. If found necessary, the
EPCDeveloper shall provide and maintain generators including a stand-by generator of adequate capacityto
meet his additional Power requirements.

The EPC Developer shall make his own arrangements as outlined hereunder:

Distribution of adequate capacity for power, lighting and other construction needs.
As necessary to properly and safely perform work at enclosed spaces or under hazardous
conditions.Likewise, providing lights for night work/ protection as necessary.

Temporary electrical systems shall comply with the local codes and regulations.

c) Waste and Rubbish


The EPC Developer shall provide regular daily clean-up and removal of trash, waste, scraps,construction
debris, etc. from site and temporary work yard and shall arrange for disposal of wasteand rubbish to
appropriate disposal areas.

d) First Aid and Fire Protection


I. Emergencies: The EPC Developer shall maintain the lists of nearest available police, hospital ormedical
services at the EPC Developer’s Site Office and the same are to be displayed at a number oflocations &
work places.

II. Fire Protection: The EPC Developer shall establish and submit the following measures to the
EPCConsultant/ Employer.
Establish appropriate emergency escape routes and procedures.

Maintain fire extinguishers, connected hoses and other facilities necessary for reasonable fire fightingaction
at the site and temporary work yard

Provide and maintain a first aid kit containing bandages, medicines and sterilized materials forfirst aid
treatment of minor injuries at the EPC Developer’s Site Office.

e) Excavations

Trenches intersecting roads shall have to be provided with crossings suitable to carry the type of traffic
involved. Vehicular curbs and pedestrian railings shall be provided as necessary. Open pitsand in openings
in floors and other accessible surfaces shall be protected by barricades or railings.

f) Access:Access to structures such as scaffolds, ladders, ramps, hoists etc. shall be provided, maintained
and operatedas necessary.

g) Storage Areas:Storage and shop areas shall be provided, arranged and maintained at approved locations
as necessaryto properly store, handle and fabricate the various materials and equipment required.

h) Protection of the Public:The EPC Developer shall provide barricades and enclosures as necessary for
public protection.

EPC Developer’s Laboratory & Equipment:


The EPC Developer shall provide site laboratory in order to carry out the specified tests. Thislaboratory
shall be completely staffed and properly equipped to the satisfaction of the EPCConsultant/ Employer to
carry out the tests as specified. The EPC Developer’s site laboratory shallbe available for the use of or
inspection by the EPC Consultant/Employer as required by him. TheEPC Consultant/Employer may require
his representative to be present during any test and at anytime during the working hours of the laboratory.
The EPC Developer shall furnish and maintain thelaboratory, apparatus and supplies necessary to permit
execution of the tests required by theSpecifications. The EPC Developer shall submit to the EPC
Consultant/Employer for his approval,within 28 days after award of work, a complete list of the equipment,
apparatus and supplies heproposes to furnish theLaboratory. The list shall include the manufacturer’s name
and descriptive literature.

Environmental Protection

The EPC Developer shall comply with all the conditions stipulated by the relevant statutory and regulatory
Organization of Govt. of Uttar Pradesh / Govt. of India.

Fires
Fires and burning of rubbish on the Site are not permitted. Where fires or burning is permitted, theEPC
Developer shall prevent the structures which are to be preserved from staining, smoke anddamage. The EPC
Developer shall restore, clean and make good stained or damaged work to newcondition.
Disposal of Waste and Cleanliness
The EPC Developer shall not bury rubbish and solid waste materials on the Site and he shall notdispose of
waste or volatile materials, such as mineral spirits, oil or paint thinner into the waterways, storm water
drainage or sanitary sewers. The EPC Developer shall keep all pavements and areasleading to and from the
site, clean and free of mud, dirt, and debris at all times for movement ofvehicles and pedestrians.

Drainage
The EPC Developer shall provide temporary drainage and pumping facilities as necessary to keep theareas
of work site and adjoining areas free from water logging and flooding.

Pollution Control
The EPC Developer shall cover or wet down dry materials and rubbish to prevent blowing dust anddebris,
and provide dust control for temporary roads and yards. The EPC Developer shall take all measures
necessary to ensure that no pollution of the waterways or any land areas occurs as a resultof his activities.
He shall undertake at his own expense all measures necessary to clean up orotherwise rectify any pollution
arising from his activities under this Contract to the satisfaction of theEPC Consultant/ Employer.

Environment
The EPC Developer prior to the commencement of works shall prepare and implement a
EnvironmentManagement Programme. The EPC Developer shall deploy most suitable construction
equipment tominimize the suspension of fine sediments at the work site.

Submission of Documents during Project Execution

Programme of Works
The EPC Developer shall prepare and submit (both hard copy and soft copy) to the EPC Consultant/
Employerwithin 30 days of receipt of Letter of Award the following:

Detailed CPM Schedule showing the various activities of the Work using MS Project Listof
designs/drawings/documents along with their schedule of submission.
The above shall be updated every month and submitted to the EPC Consultant/Employer.

Work Schedules, Survey Data & Drawings


The EPC Developer shall prepare and submit construction schedules, survey data, and field drawingsto
illustrate the appropriate portion of work. The work items shall be described and related toresponsibility,
fabrication, layout, and setting or erection details as specified in appropriate Sections.The EPC Developer
shall keep allowance in program of works for any stoppages during monsoonperiod, and he has to take all
necessary measures to protect his equipment and the partly completedstructures. The EPC Developer is
expected to build such stoppages ofWork during monsoon in his overall schedule for completion. The EPC
Consultant/ Employer willnot entertain any claims from the EPC Developer on this account. All the
drawings shall be submittedin six sets in hard copy and a soft copy (in AutoCAD format).

Maintenance Plan
General
The EPC Developer shall prepare maintenance plan covering all aspects of the works for the reviewof the
EPC Consultant/ Employer. This plan shall be prepared to ensure that the design life periodsstated are met in
full and where no design life periods are stated, the maintenance plan shall be prepared to maximize the
serviceable life.

Maintenance Document
The EPC Developer shall provide six copies of the maintenance plan and manuals to the EPCConsultant/
employer to retain by the EPC Consultant/ Employer upon the request of the VolumeII

EPC Consultant/ Employer or following receipt of attention to the EPC Consultant/ Employer'scomments.

Weekly and Monthly Progress Reports


The EPC Developer shall maintain a daily log describing the important events pertaining to theWorks, (the
working hours, the number of labours employed, effective operation time of equipment,overtime hours),
progress made in the Works. This daily log shall be submitted to the EPC Consultant/ Employer by 1:00 PM
of the following day. Compilation of these logs and their summary shall be submitted to the EPC
Consultant/ Employer as Weekly Progress Report in three (3) copies by middleof the next week. The
monthly progress reports shall include progress
photographs taken at a fixed point and angle. The photographs shall be sufficient in numbers andlocations to
record the exact progress of works. The colour photographs shall be in size 200 mm x250 mm and the soft
Copy containing the digital version of the same shall be provided. The EPCDeveloper shall furnish the EPC
Consultant/ Employer with three (3) copies along with soft copy ofthe monthly progress reports within
seven (7) days after the end of every month.

Design & Drawing Submissions

Design Submissions – General


The scope of drawings listed in this Volume is issued for information and guidance to the extentmentioned
in the Tender document. EPC Developer shall make all arrangement and design drawingsand submit the
same for approval to the EPC Consultant/ Employer after getting vetted by IIT/ otherapproved institution.
Detailed Engineering shall be done by the EPC Developer. The EPC Developershall not be entitled to any
extension of time for completing construction/commissioning or any otherrelief on account of delay caused
due to providing any clarifications or in resubmitting any designsand drawings. The EPC Developer shall
not change any design and drawings reviewed by EPC
Consultant / Employer, without submitting such revised designs and drawings for the review of
Employer.

The EPC Developer shall submit for the approval of EPC Consultant/ Employer, progressively from
the date of receipt of the Letter of Award, Six (6) copies along with soft copy(AutoCAD) of thefollowing:

a) Detailed Design Basis reports for Architectural, structural, MEP and Medical services

e) Elevations (all), sections (as required), 3D views of all the buildings with actual finishing schedule,
interiorviews with actual finishing schedule, bird's eye view, fly around and walk through
f) Concept drawings oflandscaping and horticulture drawings along with plantation plan
g) Detailed drawings of landscaping and horticulture drawings along with plantation plan
h) Detailed site development drawings showing road cross sections, road slopes, coordinated services
layouts
i) Area calculation
j) General arrangement drawings of all structures
k) Cross sections and other details showing important particulars such as overall dimensions, clearances, etc.
l) Specification/catalogues of all standard bought-out items.

m) All drawings including shop fabrication/manufacturing drawings. These will include, but not belimited to
assembly, sub-assembly, key components, etc. However, two week prior to fabrication, fabrication and part
drawings shall be made available to the EPC Consultant/ Employer.
n) Wiring drawings andequipment inter-connection diagrams of local control panels & Single Line Diagram
of facility powerdistribution.
o) All design calculations pertaining to all structures along with STAAD/E-tab models and services.
p) A further digital copy (in AutoCAD format and other relevant format) of the submission shall be given on
soft editable format. This digital copy shall include the full submission with scanned copies of any
documentsprepared by hand.
q) Technical data sheet for all the equipment’s/ fixtures
The list of submission will however be discussed with the EPC Developer after the award of work.

Submission of Calculations

All calculations submitted for the EPC Consultant/ Employer’s approval shall comply with the
following:

A. Each calculation page shall be uniquely numbered.


B. Each section of calculations shall have a cover sheet, listing the subject of the calculations, document
numberand date of submission, name and qualifications of the Designer(s), the name and qualifications of
the DesignVerification engineer(s), and the relevant Standards, books and drawings which are the basis of
thecalculations.
C. Each section of calculations shall have a Table of Contents, including page numbers.
D. Calculations shall be accompanied by all necessary sketches or extracts from drawings.

E. Calculations shall include introductions explaining the purpose of the calculations and the methods
anddesign philosophies adopted. This shall clearly state the Standards on which the calculations are based.
F. Equations and values from International Standards and Codes of Practice are to be clearly referenced
whichare used in the design shall be attached to the submission.
G. Where values used in the calculations are brought forward from previous calculation pages, the page
reference shall be included.
H. At the end of each section there shall be a summary, listing the conclusions of the calculations, and
referringto construction drawings.

I. If calculations are revised due to design changes or corrections or comments of the EPC Consultant/
Employer, the calculations sheets shall be clearly marked with a revision letter.
J. All calculations shall be signed / initialed by the designer and design verification engineer.
K. The design calculations shall be written in English. In case any software is utilized to perform the
calculationsa sample set of manual calculations with references of various formulae used shall also be
submitted forproper verification.

Submission of Drawings
All drawings submitted for the EPC Consultant/ Employer’s approval shall comply with the following:
A. All drawings shall be in metric (mm) dimensions, and be finally prepared in ink with legible lettering
on appropriate size drawings using AutoCAD format compatible with AutoCAD 2014 or lower version.
The submitted prints shall be clearly legible throughout and there shall be no ambiguity.
B. All drawings shall be submitted in digital format in soft copy, as well as Six (6) hard copy print outs.
C. Drafting Standards employed in the preparation of all drawings shall be sufficient to produce legible
drawings.

D. Drawings from various sub-contracting services, specialist suppliers etc. shall also be presented in
asimilar manner (identical title blocks/ format etc.) to provide a matched set of drawings.
E. All drawings shall clearly show the status and revision of the drawings. Revised drawings shallclearly
indicate the nature and details of the revision work and also revision cloud & revision markshall be marked
wherever revised.
F. All drawings shall clearly identify the drafts-person responsible together with the identity of thedrawings
checker.
G. Each drawing shall show the scale(s) of the components illustrated by the drawing related to the
Original drawing size, A0, A1, A3 etc.

Inspection of Drawings at Site


The EPC Consultant/ Employer shall have the right at all reasonable times to inspect all drawings at the
premises of the EPC Developer or call for any drawing to be given to EPC Consultant/Employer’s office.

Manuals and Technical Data


A) Manuals
The EPC Developer shall supply Five (5) hard copies along with One (1) soft copy (in editableformat) of
Erection & Installation Manuals, Operation Manuals, Spare Parts Manuals and Inspectionand Maintenance
Manuals and safety manual prior to the starting of erection. Recommendations ofthe manufacturer in respect
of preventive maintenance, troubleshooting, and breakdown maintenanceand over haul shall be brought out
in the inspection and maintenance manuals. Soft copies of all drawings shall be supplied.

B) Technical Data
(i) On completion of the works and before handing over possession to Employer, the EPC Developer shall
supply Five (5) hard copies together with One (1) soft copy of the following:

O Shop drawings of all wearing parts and also major assemblies and minor assemblies which require unit
Replacement.

O All “As Built” Drawings of equipment, civil / structural, all engineering and medical services.

(ii) Complete technical data and dimensional drawings of all bought out product/ items in the system, shall
be furnished - Six (6) hard copies together with One (1) soft copy of the following:
• List of recommended spare parts.
• Parts catalogues in the case of all equipment /assemblies illustrated with part numbers in drawings both
for electrical and mechanical items
Tools and Maintenance Equipment
A list of complete set of tools/tackles and instruments required to be provided for satisfactory maintenance
of
the Works shall be furnished.

As Built Drawings, Design and Final Construction Report


Before submitting a request for Taking over Certificate, the EPC Developer shall ensure that it hasfurnished
to the EPC Consultant/ Employer all required documents including but not limited to Two(2) sets of as-built
drawings in hard copy and One (1) set in soft copy, final design report in thesupporting of as-built drawings
and a final construction report as draft. And within thirty (30)calendar days after receipt of comments from
the EPC Consultant/Employer, the EPC Developershall submit Six (6) sets of the Final Construction Report
and Six (6) sets of Final As-built drawings& Design documents. As-built drawings of the works consists of
two (2) sets of original size copies(white print) and six (6) sets of bound copies reduced to A3 size. All
documents and drawings willbe also delivered in editable soft copy(drawings in Auto-CAD format,
documents in other requiredformats and soft copy of the file used in software on which design was carried
out).Before submittinga request for Taking over Certificate, the EPC Developer shall ensure that it has
furnished to the EPCConsultant/ Employer all required documents including but not limited to six copies of
manuals forequipment installation, commissioning, operation and maintenance and the drawings/ documents
etc.,covering all aspects of the Works for review. This plan shall be prepared to ensure that the design
lifeperiods stated are met in full and where no design life periods are stated, the maintenance plan shallbe
prepared to maximize the serviceable life. In the event the EPC Developer makes any changeseffecting such
submission the EPC Developer shall submit afresh such document duly revising tothat extent.

Quality Control and Assurance


The EPC Developer will be required to adopt a system of self-certification in accordance with his
general quality plan and the appropriate detailed quality procedures. The quality system shall comply
with Standards of ISO 9001. The EPC developer shall submit quality control manual for ready
reference for quality procedures for construction.

Quality Plan and Quality Procedures


The EPC Developer will be required to submit his complete General Quality Plan to the EPCConsultant/
Employer within four weeks of the Commencement Date. A designer’s quality plan willbe accepted as an
interim measure to permit design work to be started in advance of the preparationof the General Quality
Plan. Detailed Quality Procedures for each element or item of work must besubmitted to the EPC
Consultant/ Employer for review at least four weeks before that work is due tocommence. Detailed Quality
Procedures are required for all items manufactured prior to delivery to site. The EPC Developer shall
monitor his performance of executing his Works against two levels ofcertification:

The completion of individual work items


The completion of activities listed in the Programme.

In addition to the certification of the completion of work items and activities, the EPC Developershall be
required to issue the Quality Assurance (QA) certificates concerning the Quality Plan,Quality Procedures
and Construction Documents. The EPC Consultant/ Employer may monitor theEPC Developer’s work
against the EPC Developer’s Quality Plan andQuality procedures. The EPC Consultant/ Employer may do
this by spot checks, and/or by continuousmonitoring of the work. The EPC Consultant/Employer may also
do this by carrying out complianceaudits periodically against the EPC Developers Quality Procedures. The
frequency and intensity ofsuch checks will depend on the proven reliability of the EPC Developer as work
progresses. Eachnon-compliance with the Quality Plan shall be notified promptly to the EPC Consultant/
Employerby the EPC
Developer, together with proposals for remedy of the non-compliance. The absence of monitoring ofor
commenting on quality aspects as above by the Employer shall not absolve the EPC Developerfrom any of
its contractual obligations and/or shall not entitle the EPC Developer for any claim.

Improper Certification of Unsatisfactory Work


If the EPC Developer or its personnel repeatedly confirms/declares a work as being satisfactory whensuch
work is not satisfactory, the EPC Consultant may reject such work any time during the currency of the
Contract and instruct the EPC Developer to re-execute such work in full or a part thereofwithout any
implication to the EPC Consultant/ Employer. In case of improper certification and/orEPC Developer’s
failure to rectify, the EPC Consultant/ Employer may proceed as per the Contractincluding terminating the
Contract.

Submission and Certification of Construction Documents


The EPC Developer shall submit a Design Certificate (in duplicate) and Design Check Certificatewhenever
he is submitting Construction Documents to the EPC Consultant/Employer for review. Construction
Documents submitted without the relevant Design Certificate will not be reviewed.The EPC Developer is to
ensure that all Construction Documents submissions are in a form that enables the EPC Consultant/
Employer to review the Construction Documents as required by theContract without delaying completion of
the Works.Certificates for Work Item CompletionReadily identifiable Work Items must be certified as
checked and found satisfactory by
a)EPC Developer’s surveyor responsible for checking and certification
b) EPC Developer’s supervisor responsible for checking temporary works, material cleanliness,dimensions
(not checked in (a) above), workmanship and all other matters to enable him to certifythat the item of work
complies in every respect to the contract.The Work Item Completion Certificate shall be checked and
approved by the EPC Developer’s QualityManager.
Each Work Item Completion Certificate must be identified by a unique and appropriate reference number.If
the EPC Consultant/ Employer is not satisfied that the works have been carried out satisfactorilyas certified,
the EPC Consultant/ Employer shall raise a non-conformance report to which the EPC Developer shall
respond stating
his proposals for rectifying the non-conforming item and what action will be taken to prevent recurrence.
