WHEREAS, Republic Act No. 10254 otherwise known as the Responsible Parenthood and
Reproductive Health (PRPH) Act of 2012 was enacted for all Filipinos to exercise their reproductive
rights, including the right to decide freely and responsibly on their desire number and spacing of
children, within the context of parenthood and informed choice and to access needed reproductive
health care information and services;
WHEREAS, The Philippine development Plan 2017-2022 has likewise included in the achievement
of demographic dividend as a key strategy in harnessing the country’s potential growth;
WHEREAS, President Duterte issued executive Order No. 12 which mandates department of Health
(DOH), Commission on Population and Development (POPCOM), Department of Interior and Local
Government (DILG), and other relevant Agencies, including Local Government Units (LGUs), to
attain and sustain zero unmet need for modern family planning;
WHEREAS, in compliance to Responsible Parenthood and Reproductive Health Law and its IRR a
Barangay Implementing Team (BIT) for RPRH Law need to be created.
SECTION 1. COMPOSITION –The Contact Tracing Team (CTT) shall be composed of following:
SECTION 2. FUNCTIONS. The Barangay Implementing Team (BIT) shall perform the following
duties
and functions:
SECTION 3. SECRETARIAT – The Secretariat to the Barangay Implementing Team (BIT) shall be
headed by the Barangay Secretary and to be assisted by the Barangay Health Workers and Barangay
Nutrition Scholars. It shall be responsible for providing technical support, documentation and
proceedings, preparation of reports and such other assistance as may be required in the discharge of
its functions.
SECTION 4. MEETINGS – the Barangay Implementing Team (BIT) shall conduct regular quarterly
meetings when necessary.

14. Formulate policies necessary to promote the Programs on Population and Family
Planning which cater the basic needs of men and women;
15. Prepare Annual Work and Financial Plan AWFP;
16. Prepare and submit Semestral Accomplishment Report based on AWFP;
17. Prioritize socio-economic development programs and projects; and
18. Perform other functions as may be required by law or other issuances.
