TESDA CIRCULAR

In the interest of the service and in support to the Build, Build, Build Infrastructure Program of the
government, the following Guidelines in the deployment of the Competency Standards (CS) for
Construction Trade Supervision Level IV and Construction Site Supervision Level IV are hereby
issued:

I. BACKGROUND/LEGAL BASIS

1. TESDA Circular No. 16 s. 2018 "Guidelines on the Implementation of TESDA's


Train to Build, Build, Build Project".

2. The abovementioned Competency Standards (CS) were initiated and developed with
the Philippine Constructors' Association (PCA) to meet the immediate industry need for
construction supervisors.

II. OBJECTIVES

1. To respond to the expected skills requirements for supervisory level positions in the
construction industry in anticipation for the roll-out of 75 high-impact Infrastructure
Flagship projects of the administration.

2. To provide world-class and competent human resources to the construction industry


supervisory level to work in infrastructure projects under the "Build, Build, Build"
Program.

3. To ensure that the education and training providers shall deliver the programs in
accordance with the above-mentioned CS as required by the construction industry.

III. COVERAGE

1. These CS shall be the basis for the development of the Competency-based Curriculum
(CBC) which shall be submitted by the education and training providers registering their
programs in all TESDA Provincial/District Offices.

IV. IMPLEMENTATION MECHANICS

A. Utilization of the Developed CS

1. To ensure utilization of these CS, all Regional/Provincial/District Directors shall


immediately advocate/encourage and facilitate the registration of abovementioned
programs;

2. Copy of the CS can be downloaded from the TESDA website;

B. Program Registration

1. All Regional/Provincial Directors are hereby instructed to process applications for


program registration as "No Training Regulations" (NTR ) in not more than ten (10) days
as indicated in TESDA Circular No. 16 series of 2018;

2. To standardize the program implementation and ensure that they are in accordance with
the CS, the Competency-Based Curriculum (CBC) Exemplars shall be immediately
developed by the PCA-member companies with the National Institute for Technical
Education and Skills Development (NITESD). The CBC Exemplar shall be uploaded in the
TESDA website and maybe used by the education and training providers in program
registration and program delivery.

C. Trainer's Qualification

The Trainer shall have the following qualifications:

1. Must be a holder of TMI Certificate or COC1 of TMI or any Trainer's Training Certificate;

2. Must have at least two (2) years teaching/training experience;

3. Must have at least (five) 5 years job/industry experience, two (2) years of which are in
supervisory level;

4. Preferably a graduate of any construction-related courses; and

5. Preferably with training on construction safety guidelines and procedures conducted by


OSHC and DOLE accredited Safety Training Organizations.

D. Institutional Assessment of Graduates

1. The education and training providers shall ensure the conduct of institutional
assessment after the completion of the training program;

2. The education and training providers (including the enterprises where trainings are
conducted) shall issue the Training Certificate after completion of the training and
institutional assessment of graduates.

E. Scholarship Provision

1. A scholarship training subsidy of P15,000 per capita cost shall be allocated/provided to


enrollees of the registered training program chargeable to the TWSP funds;

2. The existing Guidelines for the TWSP shall be the basis for implementing these
programs.

IV. MONITORING

1. The Regional and Provincial Offices (ROPO) shall closely monitor the implementation of
the program;

2. The ROPO shall report the enrolled, graduates and employed as part of the regular
monitoring system.

V. EFFECTIVITY

This Circular shall take effect as indicated. Wide dissemination of this Circular by all
concerned is hereby enjoined.
