Meaning - Appointment of officers of Central Board means selecting and designating individuals to
manage and administer social security schemes, such as provident funds, pension schemes, and
insurance schemes, under the Central Board's oversight.

- Appointed by Central Board

- Required for appointments to posts with scale of pay equivalent to Group 'A' or Group 'B' posts
under Central Government
- Exceptions:
- Temporary appointments (less than 1 year)

- Members of Indian Administrative Service
- Central Government or Central Board employees in Group 'A' or Group 'B' posts
Additional Provisions
- Social Security Organisations may assign additional functions to existing officers or appoint/engage
new officers
- Terms and conditions of discharging functions specified by Central Government
- Expenditure incurred in discharging functions borne by Central Government
- Powers of Social Security Organisation specified by Central Government
- Expenditure made by Social Security Organisation after prior approval of Central Government

The Central Government and State Governments shall frame and notify welfare schemes for
unorganized workers, covering aspects like:
- Central Government
- State Government
- Contributions from beneficiaries or employers
- Corporate social responsibility funds
- Other specified sources
- Scope
- Implementing authority
- Beneficiaries
- Resources
- Implementing agency
- Grievance redressal
- Other relevant matters
