submit the following:

3. Please submit the list of administrative assignments for non-teaching


personnel on or before March 01, 2024, Friday.

4. To reiterate, school heads may choose to submit the required implementation


reports on a weekly or biweekly basis. A final report shall be submitted to the
Office of the Schools Division Superintendent (OSDS) on March 13, 2024.

INTERIM GUIDELINES ON THE


DIVISION-WIDE INITIAL IMPLEMENTATION OF
D.O. NO. 002, S. 2024

I. RATIONALE

The Division-Wide Initial Implementation is an initiative arising from


Department Order No. 002, S. 2024, titled "Immediate Removal of
Administrative Tasks of Public School Teachers." In alignment with the
directive's mandate for a prompt transition, this program is strategically
designed to facilitate a systematic and informed implementation process within
our division.

The 60-day grace period specified in D.O. No. 002, s. 2024 necessitates a
proactive approach to assess the feasibility of removing administrative tasks
from teachers effectively. To ensure a seamless transition and gather
meaningful insights, the Division-Wide Initial Implementation, spanning 20
school days from February 21 to March 13, 2024, has been proposed.

Through schools’ participation, the Division aims to comprehensively


understand the dynamics of removing administrative tasks from teachers. This
will foster a collaborative environment for necessary adjustments before the
conclusion of the 60-day grace period.

Moreover, the structured reporting mechanism, outlined in the memorandum,


seeks to collect data on various aspects, including training and support,
progress and compliance, resource utilization, challenges and solutions,
impact assessment, and feedback and suggestions. This approach aims to
ensure a systematic evaluation of the initial implementation’s effectiveness and
provide valuable input for refining the implementation strategy.

Through this initial implementation, the Division aspires to make informed


decisions, facilitate a smoother transition, and contribute to the successful
implementation of D.O. No. 002, S. 2024.

II. SCOPE

This Division Memorandum provides guidelines on the said initial


implementation within the Schools Division.

This Memorandum covers all DepEd-employed personnel, substitutes, and


SEF or MOOE-paid personnel under contractual, job-order, or casual
employment in public schools and offices.

This shall be implemented across all public schools and the Division Office.

III. DEFINITION OF TERMS

This set of guidelines follows the definition of terms as stated in D.O. No. 002,
S. 2024

IV. GUIDELINES AND PROCEDURES

A. Administrative Assignments

1. Based on the consultative meetings conducted with the school heads


and the section and unit heads of the Division Office, the following
assignments are categorized as administrative:

2. LAC (Learning Action Cell), INSET (In-Service Education and Training),


school testing coordinatorship, and any other teaching-related tasks not
specified in the list in A.1. will continue to be considered as ancillary
responsibilities for teachers.

3. All teachers shall be relieved of all administrative or coordinatorship


tasks relative to the list of assignments outlined in A.1. It must be
emphasized that only administrative and coordination aspects of these
tasks are delegated, while teachers' roles as learning area facilitators
and classroom managers remain unchanged. They are expected to carry
out program implementations in their respective classrooms and
provide consultation to school heads and non-teaching personnel for
informed decision-making, including sharing classroom and learning
area data and reports.

4. Class advisers, as Homeroom Guidance Facilitators, will continue to


fulfill their roles. All guidance and discipline issues will be addressed
and documented by the class adviser, with cases requiring higher
intervention consulted with the school head.

5. Programs such as the Implementation of Gulayan sa Paaralan,


requiring teachers' direct involvement, will be managed by non-teaching
personnel. However, teachers using the Gulayan as a laboratory are
requested to support the assigned non-teaching personnel in its
maintenance.

6. School canteens will be overseen by school heads unless categorized as


teachers' cooperatives. Home economics teachers, serving as nutrition
experts on a rotational basis, will collaborate with the school head in
planning the canteen menu and maintaining canteen laboratories.

7. Teachers involved in inter-agency programs like BSP (Boy Scouts of the


Philippines) and GSP (Girl Scouts of the Philippines), Red Cross, and
YES-O among others, are permitted to stay engaged in these programs.
Nevertheless, they are not allowed to take on coordinatorship roles.

8. Head teachers, master teachers, and those who were officially


designated to perform as such, shall continue their instructional
supervisory tasks as mandated in their job functions and key results
area. They will also assist the school head in related functions, such as
learning resource evaluation, school testing facilitation, and observation
during the hiring of new teaching personnel.

9. Master teachers can still be delegated as BAC Committee member.

10. School heads are the designated school information officers. They shall,
however, create a team including the ICT coordinator and the campus

journalism advisers to produce printed and multimedia content for


public information and dissemination.

11. No teacher, regardless of their intention, will be assigned any


administrative assignment.

B. Administrative Assignments that can be Delegated to Non-Teaching


Personnel

1. The Project Development Officer I (PDO I) is responsible for tasks


outlined in A.1.f. In the absence of the reporting PDO I, Administrative
Officers and Assistants are authorized to handle these tasks exclusively.

2. Administrative officers are tasked with responsibilities listed in A.1.a,


A.1.c.vi-ix., and A.1.d.

3. Administrative assistants and administrative aides are assigned duties


as per A.1.b and A.1.e. In the absence of assistants and aides, the school
heads or the administrative officers shall take on these roles.

4. Administrative officers will be shared among schools (excluding senior


high schools) following the clustering arrangement detailed in DepEd
Memo DM-OUHROD-2024-0123.

5. LSAs temporarily reassigned as LSB clerks and LSB clerks under job
order and contractual status are not eligible for any administrative
assignments. However, they can be assigned tasks to support non-
teaching personnel with nationally funded items

C. Clustering of Non-Teaching Personnel

1. The following schools should adhere to the additional clustering of non-


teaching personnel, as outlined in the table.

2. Non-teaching personnel are required to report to their primary school


for three days each week. The remaining days will be allocated to
partner schools, with internal arrangements to be made between the
involved schools. However, schools must inform the School Division
Office (SDO) regarding the established arrangement.

3. The clustering of PDO I personnel shall adhere to the arrangement


outlined in the previous directives.

D. Hiring of Non-Teaching Personnel

1. The Schools Division Office and the City Government, through the Local
School Board, will employ additional clerks to assist schools in
facilitating the implementation of the D.O.

2. School heads are requested to initiate the hiring process for qualified
individuals within their localities.

3. Schools may hire additional clerks based on their needs, utilizing their
MOOEs and adhering to standard auditing and accounting rules.

4. In cases where funds are available, a substitute may be hired for non-
teaching personnel on extended leave in accordance with Rule IV,
Section 9(c) of the 2017 Omnibus Rules on Appointment and Other
Human Resource Actions (ORAOHRA).

E. Transition, Training, and Support

1. To guarantee that non-teaching personnel are well-prepared for their


roles, teachers relinquishing administrative assignments should
undergo a guided transition of tasks and pertinent document handover
lasting at least one week.

2. School heads are urged to organize school-based training sessions to


provide additional support for non-teaching personnel.

3. Personnel from the School Division Office will coordinate training


sessions to enhance the capacity of non-teaching personnel. Schools are
welcome to request School Division Office personnel for customized
training to meet their specific needs.

F. Adjusting Teacher Assignment

1. Teachers whose ancillary tasks are slated for removal will receive
teaching loads in adherence to the standard six (6) hours of classroom
teaching. However, they may be assigned teaching-related ancillary
tasks, limited to an equivalent of one (1) hour teaching load.

2. During this initial implementation, school heads are exempted from


preparing and submitting adjusted and revised School Form 7 (SF7).
Finalization of teaching assignments is expected after the culmination
of the final monitoring and evaluation meeting of the initial
implementation.

3. School heads are reminded that Master Teachers are required to


allocate two hours within the school premises to engage in instructional
supervision, teacher coaching, and other curricular responsibilities.
Nevertheless, occasional work outside the school premises may be
permitted. They have the option to undertake a 6-hour actual teaching
load, provided there is a consensus on scheduling supervisory,
assessment, observation, and research functions in coordination with
all relevant

G. Unified Compliance Bulletin

1. To support school heads in managing the increasing volume of


administrative tasks, the Schools Division Office (SDO) will launch a
Unified Compliance Bulletin. This bulletin will function as a centralized
platform, serving as a one-stop shop for all monitoring schedules,
reports, documents, and other essential transactions that they are
required to fulfill. It is important to note that this initiative will not
replace the Schools Division Website, where memorandums and other
official communications will continue to be posted. Schools are
encouraged to monitor the usual posting of issuances.

2. The Unified Compliance Bulletin will be developed as a prototype


program/system utilizing Google Workspace software. A comprehensive
discussion on this initiative will be disseminated through a separate
memorandum.

3. The SDO will apply a hybrid approach in monitoring programs, projects,


and activities in schools.

V. MONITORING AND EVALUATION

Schools shall submit a report indicating the following:

A. Training and Support

A detailed account of the support mechanisms provided to non-teaching


personnel during the initial implementation.

B. Progress and Compliance

Regular updates on the progress of administrative task removal and


compliance with the outlined directives in D.O. No. 002, S. 2024.

C. Resource Utilization

An overview of the resources, including financial and personnel, utilized by


each school, assessing the efficiency of resource allocation.

D. Challenges and Solutions

Is a part of the report that outlines any challenges encountered and the
corresponding solutions implemented to address them.

E. Impact Assessment

Evaluation of the impact of administrative task removal on non-teaching staff


and the overall working environment, including insights into any positive
outcomes or areas of concern.

F. Feedback and Suggestions

Regular feedback on the experiences with the changes, along with constructive
suggestions for improvement or adjustments to the implementation strategy.
