Subject: - TENTATIVE VISIT OF CM PUNJAB TO RAWALPINDI ON 10.11.2023.

Please refer to the above noted subject.


2. It is intimated that Worthy Chief Minister, Punjab is expected to visit under construction
site at Ring Road Rawalpindi (i.e Mouza Khasala Khurd) & Holy Family Hospital, Rawalpindi on
10.11.2023. It is, therefore, requested that following instructions as per jurisdiction may please be
complied with for safe and smooth conduct of said visit:-

1. CPO  Foolproof Security Arrangements during arrival / travel / stay /
movement & departure of said VVIP.
 Ensure deployment of extra police personnel in order to avoid any
potential protest by locals / law & order situation.
 Appropriate Deployment of Armed & Civil Personnel by Police &
Special Branch in the Route of VVIP
 Preparation of detailed Security & Contingency Plan.
 Security Audit of Travelling route of VVIP / Thorough Checking
of Buildings & Vehicles especially abandoned or under
construction in the route of VVIP.
2. Special Branch  Foolproof Security Arrangements during arrival / travel / stay /
movement & departure of said VVIP.
 Clearance of Routes i.e Search & Sweeping Activities, IBOs,
Search Operations with the help of sniffer dogs etc.
 Appropriate Deployment of Armed & Civil Personnel by Police &
Special Branch in the Route of VVIP
 Security Audit of Travelling route of VVIP / Thorough Checking of
Buildings & Vehicles especially abandoned or under construction
in the route of VVIP.

3. CTD  Foolproof Security Arrangements during arrival / travel / stay /


movement & departure of said VVIP.
 Strict Monitoring of Proscribed Persons / Organizations.
 Sharing of any threat alert to the quarters concerned received from
reliable sources specifically regarding subject visit and evolving a
joint strategy forthwith by taking all concerned departments
on board.
4. CTO  Ensure smooth flow of traffic at the route and visiting venues of
VVIP
 Ensure deployment of sufficient staff at the route and visiting
venues of the VVIP.
 Issuance of duty roaster for the said visit.
5. RDA  Shall ensure availability at the visiting venue of the VVIP.
 Briefing of projects falling in the purview of RDA.
 Shall issue duty roaster and deployment of dedicated staff during
the subject visit.
6. Assistant Commissioner  Shall ensure all security and allied Arrangements at Holy Family
(City), Rawalpindi Hospital, Rawalpindi.
 Shall be the overall incharge for the visiting site.
 Shall stay in a close liaison with Administration of Holy Family
Hospital for the purpose.
 Ensure close liaison with LEAs and allied departments.
 Receiving VVIP at the venue site.
 Shall personally ensure high alert at the said hospital and working
of all medical equipment alongwith necessary staff prior to the
visit of VVIP.
7. Assistant Commissioner  Shall ensure all completion of security and allied arrangements at
(Saddar), Rawalpindi the Project site i.e Khasala Khurd in coordination with all concerned
stake holders / departments.
 Shall act as the overall incharge for the visiting site and supervise
all arrangements regarding subject visit.
 Shall ensure establishment and fitness o Helipad at the designated
site in coordination with concerned departments / stake holders.
 Ensure security and allied arrangements at the travelling route of
VVIP in coordination with concerned departments.
 Ensure close liaison with LEAs and allied departments.
 Shall ensure uplifting / beautification of civic infrastructure / green
belts at the route
 Removal of encroachments (if any) falling at the travelling route of
VVIP.
 Ensure close coordination with all concerned departments / stake
holders.
8. Mr. Naeemullah,  Ensure his presence alongwith gardawar at the project site i.e
Tehsildar (Saddar), Khasala Khurd.
Rawalpindi.
9. Mr. Saqib Rehan, Naib  To escort the vehicles of VVIP to the visiting sites till the ending
Tehsildar (Saddar), of subject visit.

10. VC RMU / Allied  High Alert in all allied Hospitals
Hospitals  Ambulances alongwith Paramedical staff on standby position
 Ensure Cleanliness of all allied Hospitals
 Ensure presence of all necessary staff in allied Hospitals
 Ensure availability of medicines in all allied Hospitals
 Ensuring operation of all medical equipments in all allied
Hospitals.
 Issuance of Duty Roaster and preparation of contingency plan for
the subject visit.
 Ensure liaison with LEAs.
11. MS BBH  Remain on High Alert situation.
 Ensure Cleanliness of the Hospital
 Ensure presence of all necessary staff.
 Issuance of Duty Roaster and preparation of contingency plan for
the subject visit.
 Ensure availability of medicines.
 Ensuring operation of all medical equipments.
 Ensure liaison with LEAs.
12. MS HFH  Remain on High Alert situation.
 Ensure Cleanliness of the Hospital
 Ensure presence of all necessary staff.
 Issuance of Duty Roaster and preparation of contingency plan for
the subject visit.
 Ensure availability of medicines.
 Ensuring operation of all medical equipments.
 Ensure liaison with LEAs.

13. MS DHQ  Remain on High Alert situation.


 Ensure Cleanliness of the Hospital
 Ensure presence of all necessary staff.
 Issuance of Duty Roaster and preparation of contingency plan for
the subject visit.
 Ensure availability of medicines.
 Ensuring operation of all medical equipments.
 Ensure liaison with LEAs.
14. MS RIC  Remain on High Alert situation.
 Ensure Cleanliness of the Hospital
 Ensure presence of all necessary staff.
 Ensure availability of medicines.
 Ensuring operation of all medical equipments.
 Ensure liaison with LEAs.
15. MS RIU  Remain on High Alert situation.
 Ensure Cleanliness of the Hospital
 Ensure presence of all necessary staff.
 Issuance of Duty Roaster and preparation of contingency plan for
the subject visit.
 Ensure availability of medicines.
 Ensuring operation of all medical equipments.
 Ensure liaison with LEAs.
16. CEO District Health  Remain on High Alert situation.
Authority  Ensure Cleanliness of all BHUs, RHCs, especially THQs
 Ensure presence of all necessary staff in all health facilities
especially THQs.
 Issuance of Duty Roaster and preparation of contingency plan for
the subject visit.
 All MSs of THQs be informed thoroughly about the said visit and
necessary directions be issued to avert any unforeseen
circumstances during the said visit.
 Ensure availability of medicines in all health facilities falling under
the domain of District Health Authority.
 Ensuring operation of all medical equipments in all health facilities
falling under the domain of District Health Authority.
 Ensure liaison with LEAs.
17. DEO, Rescue 1122  Remain on High Alert situation.
 Ensure availability of adequate number of ambulances alongwith
para medical staff on standby position during the said visit.
 Issuance of Duty Roaster and preparation of contingency plan for
the subject visit.
18. Civil Defence Office  Remain on High Alert situation.
 Ensure availability of Bomb Disposal Squad on standby position.
 Issuance of Duty Roaster and preparation of contingency plan for
the subject visit.
19. RWMC  Cleanliness Activities in Rawalpindi City especially Civil Line
Area &Gymkhana, Rawalpindi.
 Ensure proper uplifting of garbage from the garbage containers.
 Ensure availability of all necessary staff during the aforementioned
visit.
 Issuance of duty roaster for the said visit.
20. WASA  Checking of open main holes on the route of VVIP and any found
be covered immediately.
 Checking of sewerage system at the route of VVIP and any
loopholes be rectified immediately.
 Issuance of duty roaster for the said visit.
21. PHA  Maintenance of Green Belts along roads and enhancement of green
infrastructure in area especially around the visiting venues of the
said VVIP visit.
 Issuance of duty roaster for the said visit.
22. District Council  Removal of encroachments at the route and visiting venues of the
said VVIP.
 Any patchwork leftover at the route of VVIP be completed
immediately.
 Ensuring cleanliness on the route and venues falling under
jurisdiction of District Council.
 Removal of Wall Chalking and irrelevant Banners, posters and
streamers at the route and visiting venues of VVIP.
 Uplifting of the route and visiting venues of VVIP through paints.
 Issuance of duty roaster for the said visit.
23. IESCO  Ensure Un-interrupted Supply of Electricity.
 Issuance of duty roaster for the said visit.
24. SNGPL  Ensure Un-interrupted Supply of Sui Gas.
 Issuance of duty roaster for the said visit.
25. Highway Department  Ensure Fitness of Roads, Culverts, Bridges & Underpasses at the
route and visiting venues of VVIP.
 Issuance of duty roaster for the said visit.

3. It is further requested that live updates and any emergency situation (if occurs) may also
be intimated to the District Emergency Operation Centre, Rawalpindi already established at Civil
Defence Office, Rawalpindi with telephone no. 051-9292963 & 051-9292589.
4. Beside above, all department are requested to stay on high alert during the subject visit
and all the Head of Departments alongwith mandatory staff should made themselves available during
the subject visit.
