REGARDING: Changed Circumstances Review of the Socialist Republic of


Vietnam’s Status as a Non-market Economy Country

SUBJECT: Hearing Schedule

The purpose of this memorandum is to notify all interested parties of the public hearing date and
time regarding the changed circumstances review (CCR) of the Socialist Republic of
Vietnam’s status as a non-market economy country. At the request of interested parties, the
Department of Commerce has scheduled a public hearing to be held virtually via Microsoft
Teams, on May 8, 2024, from 2:00 pm to 4:00 pm EST.

Anyone wishing to participate in the hearing is asked to email the following information to
Chien-Min Yang at Chien-Min.Yang@trade.gov and copying Leah Wils-Owens at
Leah.Wils-Owens@trade.gov, Michael Memari at Michael.Memari@trade.gov, and Mary
Ishaya at Mary.Ishaya@trade.gov by no later than the close of business on Friday April 19,
2024:

1. The name and email address of the person(s) who will attend the hearing, along with their
title, the name of the law firm, company or government agency where they work.
2. The name of the person(s) who will speak at the hearing, along with the name and the law
firm, company, or government agency where they work.

Pursuant to 19 CFR 351.310, each party participating in the hearing may make an affirmative
presentation only of arguments included in that party’s comments and may make a rebuttal
presentation only of arguments included in that party’s rebuttal comments. Parties which have
submitted neither comments nor rebuttal comments will not be permitted to speak at the hearing.
As this is a public hearing, no business proprietary information should be discussed during the
hearing.

The hearing will begin promptly at 2:00 pm EST on May 8, 2024. All individuals who have
notified Commerce of their intention to attend this hearing will receive an invitation to the virtual
hearing via email by May 6, 2024. Please contact Chien-Min Yang at Chien-
Min.Yang@trade.gov or Leah Wils-Owens at Leah.Wils-Owens@trade.gov if you have any
questions regarding the hearing.
