Hamilton’s Financial Plan: BE FAT (During the Washington’s Presidency)


Bank of the United States=1st BUS (1791-1811) Jefferson believed that Constitution did not give
Congress the power to create a bank (strict interpretation). Hamilton had a loose interpretation. He
argued that the Constitution’s “necessary and proper” clause authorized Congress to do whatever was
necessary to carry out its power
Excise taxes on whiskey
Funding at Par=pay off the national debt at face value
Assumption of State Debts=makes federal government more powerful than state governments
Tariffs=protect young nation’s infant industries and collect additional tax revenue to pay off national
debt

Federalist Era(1789-1800)
B ig Bill of Rights=put in 1791 due to pressure from Anti-Federalists, protects against
government abuses of power
Jolly Judiciary Act of 1789=established the Supreme Court and lower courts
H amilton Hamilton’s Financial Plan, 1789-91 (BE FAT)
Found French Revolution=US had an alliance with US French Alliance during Revolutionary War,
Jefferson and most Americans supported the French
Nervous Neutrality Proclamation, 1793=Washington declared neutrality between French and
England war, led to Jefferson resigning as Secretary of State
Jefferson Jay Treaty, 1795=US tried to get England to stop seizing and impressing US ships,
England didn’t agree but agreed to evacuate its posts on US western frontier
Entering Election of 1796 (2 parties: Federalists and Democratic-Republicans)=Federalists
(Hamilton) were strongest in northern states and advocated strong federal government and BE FAT,
Democratic Republicans (Jefferson) were strongest in southern states and western frontier and
wanted strong state governments
