Brief Rationale
The preparation of the Iloilo City Executive Legislative Agenda (ELA) 2020–2022 is mandated by the DILG-DOF/BLG-DBM-
NEDA Joint Memorandum Circular No. 1 S-2007 which called for the preparation of Executive-Legislative Agenda for all LGUs
in the country. The ELA 2020–2022 was also prepared more importantly because of the urgent need to address the city’s
existing and emerging urban development issues and challenges that are results of urban blight and congestion that continue
to threaten the city’s sustainability and livability. Categorized into development sectors prescribed in the DILG guidelines, these
issues became the basis for the identification and prioritization of programs, projects, activities and legislative measures identi-
fied by the City Mayor and the Sangguniang Panlungsod.

The ELA 2020–2022 is also considered as an important implementation tool for the city’s other plans such as the 2011–2020
CLUP, 2013–2028 LCCAP, Tourism Plan, and solid waste management plan among others. Its array of legislative measures
defines the critical policies that can help enforce and implement these plans.

The ELA 2020–2022 also comes as a helpful document that can be a basis for the city government to propose to and receive
grants and technical assistance and grants from partner agencies and institutions that assist the city.

Need for Harmonized Plans and Investments


The Executive–Legislative Agenda (ELA) 2020–2022 is anchored on the harmonized implementation of such international and
national commitments as the United Nation’s Sustainable Development Goals, Philippine Development Plan, “0+10” Agenda of
Pres. Rodrigo R. Duterte, and the Overseas Development Assistance (ODA) programs. It also takes off from regional plans like
the Western Visayas Medium Term Development Plan and the Metro Iloilo-Guimaras Economic Development Council Spatial
Development Framework. The ELA 2020–2022 is also anchored at the local level on the 2011–2020 Iloilo City Comprehensive
Land Use Plan, Comprehensive Development Plan 2020–2025 and all other sectoral development plans of the city.

In order to address the city’s numerous urban issues and challenges and in order to meet its vital development targets such as
the UN Sustainable Development Goals (SDG) and “0+10” Agenda of Pres. Rodrigo R. Duterte, Iloilo City needs to draw up
bold medium term plans and strategies for harmonized investments in economic, social, environmental and good governance.
Such medium term plans include the 2020–2022 ELA which prescribes PPAs that respond to the urgent needs of its people. In
an urban setting where much of government’s basic services are barely able to cope against emerging problems of urban
poverty and decay it is important for such medium term plans to build on holistic and integrated efforts on employment genera-
tion, enterprise development, education, public health, peace and order, housing, etc.

Productivity, community participation and enhanced international competitiveness are also a priority and is seen as vital to local
economic development and enhanced international competitiveness. Such needs can be responded to through a sustained
enabling environment for business that maintains an affordable cost of doing business, peace and order and improved infra-
structure and utilities that include good roads and bridges, better port facilities, special economic zones, telecommunications,
and power facilities.

It shall take on similarly-harmonized strategic work approaches and processes advocated by the Institute for Solidarity in Asia
(ISA) Public Governance System and guided by the bio-region perspective of the Metro Iloilo-Guimaras Economic Development
Council (MIGEDC) Spatial Development Framework.

Considered as a plan document, the Agenda seeks to respond to Iloilo City’s urban development issues through City Mayor
Jerry P. Treñas and the Sangguniang Panlungsod’s three-year initiatives on Economic Development, Social Development, En-
vironmental Management and Governance and Administration.

For the next three years Mayor Jerry P. Treñas and the Sangguniang Panlungsod Members would be working together within
a sustainable development framework that integrates harmonized and interrelated development processes of economic devel-
opment, social development, environmental management and good governance and administration. Without threatening the
viability of the systems upon which these services depend, the Agenda will also be the basis for annual programs and invest-
ments that promote development and which delivers basic environmental, economic, social services good governance and
administration services to all.

As provided in the DILG-DOF/BLG-DBM-NEDA Joint Memorandum Circular No. 1 S-2007, LGUs’ ELAs and Comprehensive
Development Plans (CDP) shall be made the anchors of such annual component plans as the city’s Annual Development Plan
and Annual Investment Program.

The ELA 2020–2022 shall help provide for the following:

1. Taking the lead for the executive and legislative branch (the City Mayor and the Sangguniang Panlungsod)
towards a unified vision, mission, goals and objectives;
2. Enabling the City Mayor and the Sangguniang Panlungsod to agree on priority problems and issues;
3. Helping the city government focus on a set of interventions towards the attainment of a common set of goals
and objectives;
4. Increasing the chances for implementation of priority programs of the executive department if the legislative
branch formulates ordinances in support of the executive program of government;
5. Speeding up the implementation of priority programs, projects and activities.

Preparation of the Executive-Legislative Agenda 2020–2022


The Executive-Legislative Agenda 2020–2022is a document that defines Iloilo City’s prioritized programs and policies that can
help address its existing and emerging urban development challenges and issues. It prescribes strategic executive and legisla-
tive measures that responds to such complex issues as urban blight and congestion caused by in-migration from neighboring
provinces and municipalities. It categorizes socio-economic, environmental and governance problems with corresponding pro-
posed solutions using the city government’s limited financial, human and material resources.

The preparations for the formulation of the ELA 2020–2022was first started in 4th quarter 2019 when the CPDO culled from the
existing Iloilo City 2020–2025 Comprehensive Development Plan (CDP) the list of programs, projects and activities (PPA) that
were to be implemented for the period 2020–2022. The list included sectoral PPAs to be funded out of the city’s General Fund,
20% IRA Development Fund, Special Education Fund, DRRM Fund and other funds from the national government and the
Office of the Congressman. The culled list was then submitted to the Sangguniang Panlungsod for the initial identification of
possible SP legislations.

Organizing the Executive-Legislative Agenda (ELA) Team


Guided by the DILG Memorandum Circular 2004-64 dated June 1, 2004 (making Executive and Legislative Agenda as a Tool
in Local Development) the city government of Iloilo organized its Executive-Legislative (ELA) Team with the passage in October
23, 2019 of Executive Order No. 119 S-2019. The ELA Team is mandated to take the lead in facilitating multi-stakeholder
consultations and in preparing the updated ELA of Iloilo City. It was to involve the civil society and the business community that
have long been supporting the development and growth of the city. As references for its work, the team uses the 2011–2020
Comprehensive Land Use Plan, 2020–2025 Comprehensive Development Plan, 2013-2028 Local Climate Change Action Plan,
2013–2028 City Disaster Risk Reduction and Management Plan, Local Poverty Reduction Plan and other sectoral development
plans of the city.

The team is composed of 43 members coming from the public and private sectors. Chaired by the City Mayor and co-chaired
by the Vice Mayor, the team is mainly tasked in coordinating and taking the lead in updating the city’s existing ELA.

The 2020–2022 ELA includes the executive agenda of the mayor as defined in the CDP’s 2020–2025 PPAs and the correspond-
ing needed SP legislative agenda. Per Section 2 of the Executive Order No. 119 S-2019 the Team is mandated to perform the
following functions and duties:

1. To review available plans and documents, and gather data required in the development of the ELA;
2. To guide the development of the ELA with the approved Iloilo City 2020–2025 Comprehensive Development
Plan as basis and with the integration of the Sangguninang Panlungsod’s inputs on needed legislative
measures;
3. To assist the City Mayor in public hearings and other consultation sessions with the various LGU stakeholders
and affected sectors like the city line departments, Iloilo City Development Council, Sangguniang Panlungsod
and other sectoral organizations;
4. To assist the city mayor and the local development council in drafting and finalizing the ELA to include the
three-year Local Development Investment Program, current year’s Executive Budget and Annual Investment
Program;
5. To assist the City Mayor in his presentations of the ELA to various stakeholders;
6. To do other tasks required by the City Mayor in order to produce the desired outputs.

As an added assignment, the ELA Team is to work closely with the Local Development Council, act as referee group for the
ELA Team, and participate actively through its representative in all stages of the ELA process. The Team may call on relevant
offices and/or city government personnel for assistance in the implementation of the various activities.

ELA Sectoral Groupings


The revised set-up in the seating arrangement and groupings of the Wednesday Group members (i.e. city department heads
and their assistants, heads of task forces and special work units and the SP secretariat) also helped in preparing the city gov-
ernment for the updating of its ELA. The change of seating arrangement was done during the last quarter of 2019. Based on
the sectoral groupings prescribed by the DILG ELA Handbook and as also laid out in the Philippine Development Plan, the
revised groupings in the weekly Executive Meeting included the sectors on Environment, Social Development, Economic De-
velopment and Governance and Administration. In the Executive Meeting arrangement, Governance is a separate and distinct
sector from Administration. The prioritized focus on Peace and Order also became another sector in order to put emphasis on
the city’s anti-illegal drugs and anti-criminality advocacies. The unique grouping paved the way for the ease of identifying issues
that beset the city government’s various line departments and offices. It then afforded a similar ease in identifying and prioritizing
solutions that both the mayor and department heads agreed on.

By the time the Executive-Legislative Agenda 2020–2022 was being prepared in October 2019 the following work set-up was
established as prescribed by the ELA Preparation Guidelines:

With such sectoral groupings the ELA Team was then ready to identify the critical issues that should be given priority in the ELA.

Iloilo City development framework

The preparation of the investment program document was guided by a development framework that maintains vertical and
horizontal linkages with other local, regional, national and international plans and work commitments. It was prepared for the
main purpose of carrying out the development work strategies of the city government which is focused on levelling up multi-
stakeholder efforts towards making Iloilo City the top 3 city by 2028 under the leadership of Mayor Jerry Treñas. With the end
in view of contributing to the realization of the UN Sustainable Development Goals, President Rodrigo Duterte’s “0+10” Agenda
and the Western Visayas Regional Development Plan, the investment program also harmonizes with the plans and programs
of neighboring municipalities in the province especially with the members of the Metro Iloilo-Guimaras Economic Development
Council (MIGEDC).

WHEELS for development

The development work efforts for the year is anchored on the WHEELS for Development strategy of Mayor Jerry Treñas. Work-
ing within the vision of “Iloilo City: a Premier SMART City of Excellence”, the development strategy is the present administration’s
roadmap for inclusive development and good governance. It is a 6-Point Agenda that includes Welfare, Health and Sanitation,
Education, Environmental Management, Livelihood and Sustainability.

The following are the detailed strategies designed to operationalize the roadmap:

Welfare

1. Safety, security, peace and order

6. Making the city more child, person with disability and senior citizen-friendly

Health and sanitation

1. Improved access to medical-dental aid, hospitalization and vaccination, establishment of city hospital with
medical equipment (for dialysis, ultrasound, 2D echo, x-ray, etc.), clean potable water, intensified and sus-
tainable feeding
2. Improved public sanitation facilities (establishment of properly-maintained toilet facilities, communal barangay
toilets at coastal areas and high population density zones)

Education

1. Enhanced assistance to public schools and day-care centers


2. Improvement of the Iloilo City Community College and Technical Institute of Iloilo City academic programs,
activities and facilities
3. Trainings for public school teachers and day-care workers
4. Continuing education for city government employees

Environmental management

1. Rationalization of Esplanade operations

3. Closer engagements with DENR, LTO, DOH, Academe and other stakeholders for Waste to Energy Program

Priority Issues
The priority issues were identified and prioritized during a workshop conducted by the Department of Interior and Local Govern-
ment in November 19–22, 2019 together with city government officials and some private sector representatives. Through the
facilitation of the DILG and using the city’s approved 2020–2025 Comprehensive Development Plan, the workshop’s sectoral
groupings managed to produce three concrete outputs that included a long list of problems and issues faced by the city govern-
ment of Iloilo, a detailed analysis of issues that led to the identification of core problem or general issues and their causes and
an initial short list of prioritized issues to be addressed during the present term of office of elected officials. The stakeholders
validated these issues on the second day of the workshop. A presentation of final draft Executive Legislative Agenda (ELA) was
presented to the body last December 2, 2019 at the Penthouse 2, Iloilo City Hall Building.

The core and general issues identified were the following:

Multi-Stakeholder Consultation
The issues and problems being addressed by the 2020–2022 ELA was first defined in the 2020–2025 Comprehensive Devel-
opment Plan of Iloilo City that was prepared by the Executive Branch of the city government. The approved CDP document was
prepared by the planning team through an Executive Order No. 97, Series of 2019, composed of city government department
heads working on the city’s various development projects, ABC presidents, multi-sectoral partners from the business, academe,
private and public sector representatives. Said issues and concerns as well as identified strengths, weaknesses, opportunities
and threats (SWOT) were also solicited from the various city department heads.

It was for this reason that the city government of Iloilo embarked on a four-day ELA-CapDev workshop in November 19–22,
2019 under the guidance and facilitation of the Department of Interior and Local Government (DILG) Office VI and the Office of
the City Local Government Operations Officer. During the four-day workshop the ELA Team and its private sector partners
reviewed and analyzed the PPAs for their responsiveness to the call of the times .The ELA Team was properly guided in updating
the list of PPAs that was previously identified for implementation in 2020–2025 CDP and with which the SP has already lined-
up corresponding proposed legislative measures. As a result of the ELA Team’s more in-depth review and analyses and as
guided through the workshop conducted by the DILG on Prioritizing Issues, a more updated list of PPAs was then identified.
The same list was further subjected to the succeeding workshop on Capacity Development, which was conducted on the third
and fourth day.

The ELA Team then conducted a presentation of final draft at the Penthouse 2 in December 2, 2019 to finalize the Iloilo City
2020–2022 ELA and CapDev Plan.

City Vision
The Iloilo City 2020–2025 Comprehensive Development Plan is guided by the city vision “Iloilo City: a Premier SMART City of
Excellence,” where SMART is defined as Service, Manufacturing and Agri-business, Arts and Culture, Research Technology,
Tourism.

The vision is aligned and is the basis of the current city administration’s WHEELS for Development Roadmap and is:

1. Supportive of the UN Sustainable Development Goals and in


2. In consonance with the 2015 APEC Framework on Disaster Risk Reduction and Management
3. Anchored on the city’s 2011–2020 Comprehensive Development Plan (CLUP) , 2020–2025 Comprehensive
Development Plan (CDP), 2020–2022 Executive Legislative Agenda (ELA), Disaster Risk Reduction Manage-
ment Plan (DRRMP), and 2013–2028 Local Climate Change Action Plan (LCCAP)
4. Allied with the MIGEDC Roadmap

The old vision of Iloilo City in becoming a Premier City by 2015 was revisited through a series of consultations facilitated by the
USAID-SURGE Program during the last quarter of 2016. It was a delayed initiative which was caused in part by the city govern-
ment’s decision to wait for the results of the 2016 synchronized national and local elections which resulted in some changes in
the local Sangguniang Panlungsod membership.

The initial consultations started sometime in August of 2016 when Prof. Ann Gumban, UP Visayas Dean of the College of
Management facilitated a workshop at the Iloilo City Hall attended in by the City Mayor Jed Mabilog and several city department
heads and officials. The consultation centered mainly on the city’s need for a vision that should inspire enthusiasm among the
city’s constituency and encourage mass support and cooperation for sustainable urban development and growth. It responded
to the question “How would we like people to say about our city the city 5 or 10 years from now?” The one-day workshop resulted
in a draft city vision, which the mayor considered as something that has to still be consulted with the rest of the stakeholders of
Iloilo City which he said should include the expanded representations of the major sectors on government, private sector and
civil society.

The initial visioning workshop with the city mayor was then followed by a workshop conducted in September 20, 2016 by the
USAID-SURGE at the Richmonde Hotel exclusively for private sector stakeholders that included business people, NGOs and
other civil society organization representatives. It was during this workshop that the SMART descriptors (Service, Manufacturing/
Agribusiness, Arts and Culture, Research and Technology, Tourism) were highlighted.

A follow-up workshop was done in November 16, 2016 at the Iloilo City Hall again together with the City Mayor and the Wednes-
day Group (city department heads and other heads of the city government’s various work units and task forces). It was during
this consultation that the descriptor “city of Excellence” was suggested by City Tourism Officer Junel Divinagracia.

The USAID-SURGE Program then facilitated another consultation in December 6, 2016 with the Sangguniang Panlungsod and
city stakeholders where the draft city vision was presented for further refinements. During the workshop-consultation the im-
portance of the vision as an image of the stakeholders’ shared image of the city’s future was again emphasized. To be shared,
it was stressed that a vision needs to be developed in a collaborative manner by the joint public-private stakeholdership. It was
during this consultation that a reality check on the vision was made to ensure that the vision is achievable, inspiring, easily
understood, distinctive and complementary. As a result, a draft final vision was then crafted for the approval and adoption of the
Local Development Council and the Sangguniang Panlungsod respectively.

The final consultation came in December 7, 2016 during the meeting of the Local Development Council composed by more than
240 stakeholders that included barangay captains, city officials led by the City Mayor, businesspersons, NGOs, POs and other
CSO representatives. The draft final vision was further enhanced when Evelyn Jover, head of the Save the Children (an NGO)
suggested the exclusion of a timeframe in the vision which she considers limiting and not as forward looking towards an endless

future. Through LDC Resolution No. 11 S-2016 the city vision was then approved. On January 24, 2017, the following vision
was adopted by the Sangguniang Panlungsod though SP Resolution No. 2017-059:

Mission
All throughout the visioning process the old mission was also analyzed for relevance. It was revisited and subjected to the
question “Why do we exist?” It was studied as to its appropriateness and how it describes the general thrusts of the city. The
basic elements of the city’s mission on What (services), How (technologies/approaches) and Who (customers/clients).

The series of visioning workshops revealed that the stakeholders still find the old city mission to be responsive and relevant. It
still answers the question Why, and for What purpose. During the reality check, the stakeholders found out that the mission still
reflects what the Iloilo City Government seeks to do, how it is strongly anchored on the vision and how it still communicates and
identifies the purpose of the city government for all its stakeholders and constituency.

With very minor refinements, the following Mission Statement, which was a result of a workshop conducted by the Institute of
Solidarity in Asia (ISA) for the Public Governance Scorecard in 2006, was crafted:

We shall be a leader in the practice of participatory governance that will speed up and
sustain growth and development, in order to open up more and better opportunities for all;
constantly upgrading standards of education, ethics and transparency in government; sig-
nificantly expanding and improving infrastructure, thereby securing a dynamic, safe,
peaceful and healthy environment conducive to learning, sports and eco-cultural tourism;
and moving forward while being fully dedicated to the preservation and further enrichment
of the city’s cultural heritage.

Goals and Objectives


The goals and objectives of the 2020–2022 ELA are presented by sectors and were culled from the goals and objectives previ-
ously identified in the city’s 2020–2025 Comprehensive Development Plan which was approved by the Local Development
Council in September 25, 2019. These goals and objectives were crafted in response to the issues raised by the Iloilo City
Government and its development partners that included national government agencies and Official Development Assistance
(ODA) agencies who participated in the various consultations and workshops at that time. The present list of goals and objectives
herein defined however, are responses to the existing and emerging urban issues and challenges identified in the recent con-
sultation-workshops undertaken by the city government. One of the more recent consultations made included the Vision-Reality
Gap analysis conducted through the USAID-SURGE Program in April 2017. The analysis resulted in three additional focuses
on anti-criminality and anti-illegal drugs, anti-corruption and sustainable land governance.

Before the final list of goals and objectives were identified, several plan documents and studies were referenced in order to
ensure relevance and responsiveness to the following international, national, regional and local commitments and framework
namely, UN Sustainable Development Goals; Sendai Framework for Disaster Risk Reduction 2015–2030; “0+10” Agenda of
Pres. Rodrigo R. Duterte; Philippine Development Plan; Western Visayas Medium Term Development Plan; MIGEDC Spatial
Development Framework; Iloilo City 2011–2020 Comprehensive Land Use Plan; Mayor’s WHEELS for development; LGPMS
and SLGR, Iloilo River Development Master Plan; 2013–2028 Local Climate Change Action Plan; Disaster Risk Reduction and

The goals of the 2020–2022 ELA are herein classified according to the sectors on Social Development, Institutional Develop-
ment, Economic Development, Infrastructure Development and Environmental Management. These sectoral goals were simi-
larly identified with sectoral objectives as follows:
