1.0 INTRODUCTION
1.1 PROJECT BACKGROUND
PETRONAS is currently undertaking further development of Sepat field through Sepat
Integrated Redevelopment project. Sepat Redevelopment will be focusing on
recovering reserves from D, E, Graben, North Flank and South Flank reservoirs.
Twenty-eight (28) Oil Producers and three (3) Gas Injections are planned to be drilled
for this development. The existing 10 wells will continue to produce from Sepat A
WHP/WHSS. The development is expected to achieve 1st oil in Q3 2028.
The development concept selected for the project is based on a concurrent
development which consist of the following facilities:
 Liquid processing from satellite wellhead platforms shall be evacuated to one
(1) new Floating Production, Storage and Offloading (FPSO). Full hydrocarbon
stabilization will be done at FPSO with capacity of 30,000 blpd with gas injection
and gas lift facilities.
 Stabilize crude will be stored at FPSO storage tanks. Crude transfer/ lifting to be
done via ship-to-ship method.
 One (1) new Topside with new 12-slot at existing Sepat-A platform (8 OP)
 One (1) new satellite Wellhead Platform (WHP) for Sepat-B 16-slot (9 OP)
 One (1) new satellite Wellhead Platform (WHP) for Sepat-C 16-slot (11 OP + 3
GI)
 Intrafield pipelines and cables – 9 nos:
a) Three (3) Full Well Stream (FWS) pipelines from Sepat-A WHP, Sepat-B
WHP, and Sepat-C WHP to Sepat FPSO.
b) Three (3) Gas Lift / Gas Injection pipelines from Sepat FPSO to Sepat-A
WHP, Sepat-B WHP, and Sepat-C WHP.
c) Three (3) submarine composite cables from Sepat FPSO to Sepat-A WHP,
Sepat-B WHP, and Sepat-C WHP.

4.0 DEFINITION OF TERMS


The following terms as used in this document, assume the meaning given below:
COMPANY PETRONAS Carigali Sdn Bhd (PCSB), the purchaser of the
services or their authorized representative.
CONTRACT The legally binding documents for the WORKS.
CONSULTANT TUAH Consult Sdn Bhd (TCSB), supplier of services who shall
be solely responsible to execute the work as defined in this
document.
SUBCONSULTANT Personnel or company working for the CONSULTANT either as
3rd party or joint ventures to complete the WORK given by
COMPANY.
WORKS The Scope of Works under this CONTRACT, to be read in
conjunction with the drawings, specifications, codes and
standards, procedures and other related CONTRACT
documents.

5.0 APPLICABLE CODES, STANDARDS AND REGULATIONS


As a minimum, all equipment or items supplied shall be designed, manufactured and
delivered in accordance to the relevant sections listed below.
No deviations to the national or local codes and standards are allowed. However, if a
waiver or non-compliance to these codes and standards is considered absolutely
required, VENDOR shall immediately propose resolution and submit for COMPANY’s
review, approval and resolution.

5.1 ORDER OF PRECEDENCE


In performing and executing this project, the codes and standards shall be as follows:
1. National/ Local Statutory Laws and Regulations
2. Governing standard (previously known as PPGUA)
3. international code & standards, and IOGP Joint Industry Program 33 (IOGP JIP 33)
4. Contractor/Manufacturer/Vendor’s Specifications, Documents and Information (if
applicable).
