1. Objective
To provide a comfortable, convenient, safe company transport service for all regular full-time
employees of Qualcomm Bangalore on a sharable basis. These transport services are provided to
those opting to avail the same, within the identified transport boundaries and as per feasibility (refer
annexure A).
This document provides the policy guidelines for providing and availing company transport. Unless
otherwise specified the word “employee” refers to “regular full-time employee”
The Qualcomm transportation facility is available to all regular, full time employees (except for
employees under car lease program). The night cab/weekend door-to-door service is available for
regular full-time employees and onsite personnel who are not regular full-time employees.
In addition, requests for availing the transport services can be raised by the below mentioned
personnel with approval from BU Head and HR (provided there is feasibility):
Transport facility is a benefit extended to regular full-time employees by the company. It is the
responsibility of the employees to register for the service, to use the transport services responsibly
and also ensure that the services are not mis-used. Any such cases are subject to disciplinary action.
Any regular full-time employee of Qualcomm is entitled to temporary/one-off use of the transport
service. Repeated use without registration, will be raised by Transport manager to the employee
and the employee will be requested to register or refrain from adhoc usage
3. Transport services
Overview
Transport service is available as per the scheduled time, 365 days a year for official purposes only.
Qualcomm provides transport service to its regular full-time employees for day (nodal point
pickup/drop) & night (door-to-door) commute. Besides this the company also gives an option to use
2|Page
ORRCA Bus pass, transport service to / from Byappanahalli metro station and a 24*5 door-to-door
service to its IT Support team (DECIFER).
The transport service is provided for regular full-time employees across all facilities in Bangalore
from designated pick and drop locations as communicated by the Transport Manager from time to
time.
Transport services extended to regular full-time employees and other onsite personnel can be classified
into the following segments:
i. Primary service:
Pick-up and drop from nodal points upto 2kms from the regular full-time employee’s residence
– subject to no access related constraints
Night drops commence from 20:00 hours for women and 21:00 hours for men and run until 06:00
hours at 15 minute intervals.
Night operations use AC cabs and the service is provided to all regular full-time employees and other
onsite personnel, irrespective of whether they are registered transport users or not.
An eligible person wanting to avail the Night drop facility has to raise a request through the online
transport portal (TMS) at least 1 hour prior to the requested time for departure. (TMS tool is a
transport management software wherein the requestor can get information about route/vehicle and
schedule their pick and drops as per the defined Service Level Agreement without waiting for the
approval. However in case of the manager declining approval within 48 hrs of use the user has to
bear the cost towards the trip. )
The entitlement is for a drop only to the requestor’s home address for this Service. In case of female
user an escort is also provided by Qualcomm
In order to ensure optimum utilization of cabs and to ensure greater efficiencies TMS will, wherever
necessary, club common route commuters during pickups and drops.
In case of any delays in pick up / drop, TMS will inform the commuters and advise further course of
action. Alternatively, commuters can contact transport coordinator in case the vehicle does not
report on time for a scheduled pick up.
3|Page
The designated pick up points for night cabs will be at defined transport dispatch area. Users shall
not instruct the cab drivers to stop the vehicle at any other points / gate(s) leading into / out of
office.
This service cannot be utilized for airport pickup/drop, ad-hoc travel or spot rentals.
3.5 No Shows
Users shall cancel the night cab booking at least 15mins in advance by communicating to transport
team. Cancellation of the trip has to be done through the TMS tool, online portal or by an SMS/email
to transport team within cutoff timings or else it will be considered as NO SHOW.
Night cab trip will be automatically cancelled after 15 minutes of no-show.
In-case any registered user is consistently having no shows (at least 7 rides per week - out of 10),
then an intimation email copying the immediate reporting manager will be sent to the user
3.6 Metro-feeder service
Company also provides regular metro-feeder service to / from Byappanahalli metro station
with timings as defined in Annexure B. Additionally transport vehicles deployed on routes
where Byappanahalli is enroute can also be utilized as a metro feeder. Pickup/drop locations
at Qualcomm Bangalore offices will be intimated by Transport Manager from time to time
4. General guidelines
The Company will (as far as practically possible) provide point pickup and drop to regular full-time
employees for commuting to and fro, the place of work in shared vehicles. However, this would not
entitle any regular full-time employee to demand exclusive transportation arrangement. The
Company reserves the right to withdraw this facility on under-utilized/unviable routes.
Nodal points will be decided keeping in mind the adherence to 2km distance between the nodes and
home of the regular full-time employee. However if the deviation of the vehicle to+from the nodal
point is more than 5 km, the final decision will be at the discretion of transport team depending on
the accessibility and registered users in that area.
While defining a route, a fan-out situation is to be avoided. In case of a fan-out situation at the end
of a route, a common nodal point will be identified near an area where employees can park and
board.
For inclusion of new route, atleast 60% of vehicle capacity should be used.
Regular full-time Employees who have registered for company transport service are not eligible to
claim fuel reimbursement, driver salary and other personal vehicle expenses.
4|Page
Cabs picking up people from gated colonies shall report to the colony gate and regular full-time
employees would be required to board/offboard the vehicle from there.
The maximum number of people to be planned in one vehicle is as follows : excluding driver
o Hatchback: 4 per vehicle.
o Sport Utility Vehicle: 6 per vehicle.
o TT: 11 per vehicle. (Tempo traveler or Mini buses)
Transport service will be divided in two zones based on defined landmarks with each zone having
different vehicle type and separate chargebacks.
For routes within “Near Zone” (as defined annexure A) the vehicles deployed will be TTs/Buses and
for routes beyond this and upto the service boundary, i.e “Far Zone” the deployed vehicles are SUVs
or Hatchback.
Annexure A gives an approximate map of the service territory with the major landmarks/location
names defined for the outer boundary limit as well as the inner “Near Zone”.
Further details about the route and coverage can be obtained through the online portal, TMS tool or
by directly contacting the transport team.
The vehicle will reach the 1st-pick up point 10 minutes before scheduled departure time. Employees
are advised to board the vehicle at their scheduled time.
For subsequent Pick-up points, if the employee to be picked up is not at the pick-up point at the
scheduled time, the vehicle will not wait and will move to the next point. Employees can check the
location/status of their pickup vehicle on the TMS and plan accordingly.
During drops, all vehicles will leave the departure sites at the time defined in Annexure B.
Employees who want to take a different route on any particular day can take seats based on
availability, however preference will be given to dedicated employees of that route.
Trip sheets: All employees on-board the cab must login through trip sheet in the TMS (Transport
Management System) application on the driver device while entering the cab and logout on the device
while exiting the cab.
Keeping in view the safety of the employee travelling, the cabs will not stop anywhere along the route
at the time of pick up or drop other than the designated pick up or drop points.
For any medical emergency transport team shall provide a cab with due approval from their function
head/Transport in-charge/Security manager as per availability of cab.
All routes ply only on major arterial roads, connecting various predefined points in the city. These
will not provide connection/stops on by lanes/access roads/inner streets etc. as the case may be.
ID cards and valid Bus Passes (as applicable), are mandatory requirements for utilizing transport
service.
Failure to display an ID card and /or a bus pass (as applicable), would be brought to the notice of
the employee’s immediate Manager or the HR upon recurrent instance(s).
Fleet vehicles are not permitted for use during personal travel.
Transport services cannot be used for ridership by families of users (FTEs and Non-FTEs)
All requests for scheduling or cancellation of transport services should be raised through the online
portal or TMS tool within defined cutoff timelines.
