Maritime Training Institute (MTI), Powai is an institute under Shipping Corporation of India Land and
Assets Limited (SCILAL) under Ministry of Ports, Shipping and Waterways. SCILAL is the demerged
company of The Shipping Corporation of India Limited (SCI).

The Shipping Corporation of India Ltd. (SCI), as a National Carrier and the country’s premier shipping
line, Owns and Operates around one third of the Indian tonnage, and has operating interests in
practically all areas of the shipping business; servicing both national& international trades.

To fulfil the demand of Indian& International trade, SCI has diversified fleet of Crude oil Tankers,
Product Tankers, Dry bulk Carriers, Container Vessels, LNG and LPG Ships, Passenger Ships,
Offshore Fleet Vessels including AHT, PSV, MSV and MODU. SCI is also having O&M contract with
various Government Departments and Organizations.

GP Rating course leading to 2nd Mate NCV comprises of pre-sea training of 06

months at MTI, Mumbai & structured shipboard training of 18 months
thereafter on ships operated by SCI
A pre-sea training of General Purpose Rating Course (GP-Rating) leading to 2nd Mate NVC course will
be conducted at Maritime Training Institute at Powai, Mumbai. This course is approved by Directorate
General of Shipping (DGS). After completion of 06 months pre-sea training at MTI, candidates will be
posted on SCI Fleet vessels as trainee GP-Rating (Deck or Engine). He becomes eligible for Second
Mate (Near Coastal Vessel) course on completion of 18 months onboard sea service including approved
SSTP and Trainee Record Book (TRB). After clearing of Examination and Orals conducted by D.G.
Shipping, Government of India for issuance of “Certificate of Competency (COC)” for the rank of Second
Mate Near Coastal Vessel.

Job Prospects:

After completion of 06 months pre sea training ashore and 18 months structured shipboard training with
SSTP & TRB, candidate will be eligible for Second Mate (Near Coastal Vessel) examination. After
clearing of Examination and Orals conducted by D.G. Shipping, Government of India, candidates will
be issued “Certificate of Competency (COC)” of Second Mate (Near Coastal Vessel).

THE SELECTION OF CANDIDATE IS ONLY FOR ONE TIME SHIPBOARD TRAINING AND THE
SHIPPING CORPORATION OF INDIA LTD. (SCI)/ THE SHIPPING CORPORATION OF INDIA LAND
AND ASSESTS LTD. (SCILAL) DOES NOT HAVE OBLIGATION OR DOES NOT GUARANTEE ANY
FURTHER EMPLOYMENT OR EXTENSION OF SHIP BOARD TRAINING.
 Eligibility:

Candidates should have the following educational/academic qualifications and minimum

eligible criterias as follows:
1. 10thstandard pass from Government recognized board with Subjects, English, Mathematics
&Science with 40% aggregate and English 40% in 10th/12thOR
2. 12thStandard (any stream) pass from Government recognized board with 40%aggregate. English
40% at 10th/12thbut with subjects English, Mathematics & Science at 10thOR
3. Pass 02 years ITI Course (Fitter/Machinist/Mechanic/Welder/Turner) approved by DVET;
withminimum 40% aggregate marks in final year of ITI & minimum 40% in English in 10 th/12th.
4. In case of SC/ST candidates, there is 5% relaxation in eligibility marks, excluding English subject.
5. Relaxation of 5% in English marks will be applicable to candidates who are native of the
Lakshadweep and Andaman & Nicobar Island and belong to their schedules Tribes and who & both
of whose parents were born in those Islands & belong to the Schedule Tribes of those Island.
6. The candidate should have distance vision 6/6 in better eye and 6/9 in other eye and normal colour
vision shall be tested by Ishihara test chart.
7. Preference will be given to 12thStandard (science stream) passed from any Government recognized
board with 50% aggregate, English 50%.
8. Marital Status: Unmarried

Age Requirement:

As prescribed by DG Shipping, the age of candidate should be minimum 18 years and maximum 25
years on the date of admission as announced with a relaxation of:
• Five (05) years for SC/ST candidates;
• Three (03) years for OBC (NCL) candidates; and
• Two (02) years additional relaxation for female candidates on the date of admission as announced
by DG Shipping.

Reservation of Seats:

Total40 (Forty) nos. seats are available which are distributed as per below categories,
1. Unreserved (UR) – 16
2. Economical Weaker Section (EWS) – 04
3. Other Backward Class-Non Creamy Layer (OBC-NCL) – 11
4. Scheduled Caste (SC) – 06
5. Scheduled Tribe (ST) – 03
Course Fees:

Fees for training are Rs. 4,50,000.00 (INR Four Lakhs Fifty Thousand only) for male and
Rs. 3,60,000.00 (INR Three Lakhs Sixty Thousand only) for female candidates. Candidate will pay fees
to the SCILAL- Maritime Training Institute (MTI), Mumbai. Fees once paid are not refundable at any
stage either in full or part. Consolidated stipend of INR 10,000/- (INR Ten Thousand only) per month
will be paid to candidates for structured shipboard training. No stipend will be paid to candidates during
shore based training.

Medical Standard:

Candidate must have good health and be fit for sea service as per existing MS Medical Rules 2000/MLC
2006 applicable to seafarers. Medical fitness check will be done only through Directorate General of
Shipping`s (DGS) approved Doctors. No waiver will be given for the above standard. Medical
examination fees shall be borne by the candidates.

Selection Criteria:

Eligible candidates will be required to appear physically at any one of the examination centers located
at Delhi, Mumbai, Kolkata and Chennai. All expenses for appearing in the examination have to be borne
by candidates. Candidates qualifying in the examination will be called for physical Personal Interviews
in the ratio of 1:3 (3 candidates called against 1 vacancy) keeping the provision of reservation for SC,
ST, OBC–NCL & EWS category. The Shipping Corporation of India Land and Asset Ltd. (SCILAL)
reserves the right to shortlist the candidates for the examination and personal interviews without issuing
any further notice or assigning any reason thereof.

About The Examination:

The examination shall be of two (02) hours duration, which will be in the form of multiple choice
questions (MCQs). The examination will focus on Professional Knowledge test, English Language Test,
Quantitative Aptitude test and Reasoning Ability Test. The questions of the test will be bilingual (English
and Hindi).The passing Marks in each test will be decided on the basis of the performance of all the
competing candidates in each test. The details of online examination will be informed to only ELIGIBLE
candidates. The candidates who does not possess the valid documents and passed in examination
shall not be invited for personal interviews. The Shipping Corporation of India Land and Asset Ltd.
(SCILAL) reserves the right to cancel or change the examination procedures or criteria including time
schedule without issuing any further notice or assigning any reasons thereof.
 Examination Centres:

The examination will be held at Mumbai, New Delhi, Kolkata, and Chennai only. Candidates will have
to choose a test center of their choice and the same cannot be changed after submission of online
application form. However, The Shipping Corporation of India Land and Asset Ltd. (SCILAL) reserves
the right to cancel or add any test center or change the center chosen by the candidates without issuing
any further notice or assigning any reasons thereof.

Application Fees:

1. General/Unreserved (UR) , OBC-NCL and EWS candidates: INR 1000.00 (INR One Thousand only)
excluding payment gateway transaction charges as applicable
2. SC, ST and Female candidates: INR 700.00 (INR Seven Hundred only) excluding payment
gateway transaction charges as applicable

will be conducted physically at Mumbai and the candidate selected before Medical examinations will be
published on the MTI website and/or their respective Emails. The Shipping Corporation of India Land
and Asset Ltd. (SCILAL) reserves the right to cancel or change the process including the dates and
venue of Personal Interviews without any further notice or assigning any reasons thereof.

Selection Procedure, Examination & Interview Schedule:

• The examination will be conducted tentatively on 02.06.2024 (Sunday) at 1030 hrs. Expenses
incurred in online examination shall be borne by candidates.
• Short listing criteria will be based on higher percentage of marks obtained in examination.
• The Personal Interviews of candidates will be conducted physically in the month of June 2024. All
selected candidates are required to appear for the interview at their own expense, as applicable. The
details about the actual Interview schedule will be communicated to all eligible candidates through
our website and/ or Emails in due course of time, keeping the provision of reservation for SC, ST,
OBC –NCL and EWS categories.
• Only candidates qualifying in both examination and the personnel interviews are required to undergo
Medical Fitness test by only DGS approved Doctors. The all expenses for medical examination shall
be borne by the candidates. The Shipping Corporation of India Land and Assets Ltd. (SCILAL)
reserves rights to nominate the Doctors, if required, for the STCW medical fitness test of the
candidates.
 Note: The final list of selected candidates will be published on the SCI- MTI website and /or candidates
will be intimated through emails about the Medical examination and joining date and other formalities
in due course.

How to Apply:

1. Applications will be accepted only in online mode from 16.4.2024 (0001 hrs) to 22.5.2024 (1800

2. The application fee of INR 1,000.00 for General (UR), OBC-NCL and EWS candidates and INR
700.00 for SC,ST and Female candidates shall be paid to SCILAL-MTI at the time of submitting
online applications without which candidates’ application forms will not be considered
3. Eligible candidates are required to present physically at examination centers. It is mandatory that the
candidates should have a valid e-mail id and mobile number while applying in order to facilitate faster
communication. All future communications and correspondence will be through emails and our
official website only.
4. Detailed instructions for filling the application form will be given under the “General Instructions”.
Candidates should read all instructions before filling application form carefully.
5. Before applying, candidates should ensure that they fulfil all the eligibility criteria and norms
mentioned in this advertisement.
6. Upon saving the on-line application with registration number, candidate has to download the printout
of application form. Candidates are advised to keep one copy each of application form and bank
transaction fee receipt with him/her. This copy will be required to submit before interview during
documents verification, if qualified in the on line examination.

General Information and Instructions:

1. Candidates must be in possession of valid Indian Passport at the time of personal interview.
Without valid Indian Passport, candidates shall not be given admission to General Purpose Rating
(GP-Rating) course, as INDOS (Indian Nationals Data for Seafarers) number of candidates will not
be generated without passport. INDOS number is required to update the name and details of
candidates in Directorate General of Shipping`s website. Without updating the details of candidates
in DGS website, the admission procedure to GP-Rating course shall not be commenced. Candidates
who do not possess valid Indian passport are requested to initiate process of generating passport at
the soonest or if required in ‘TATKAL’ mode also.
2. Only Indian Nationals are eligible to apply.
3. An application fee once deposited is NOT refundable in any circumstance.
4. If any information provided by the candidate is found to be false or incorrect or not in conformity with
the eligibility criteria, then his / her candidature is liable to be rejected at any stage of the selection
process or after selection or joining.
5. No modifications are allowed after submission of the application form. Incomplete application form in
any particulars is liable to be rejected. Write “NA” for whichever is not applicable.
6. Candidature is also liable to be rejected if the Original application form received unsigned or without
photo or received with wrong application fees or received without application fees and received after
the last date of receipt of applications.
7. Candidates employed with Government departments / PSUs / Autonomous bodies have to produce
NOC at the time of interview if called for the same. If such candidates cannot provide the NOC, they
will not be allowed to appear for the interview.
8. The Shipping Corporation of India Land and Asset Ltd. (SCILAL) reserves the right to change
the number of vacancies and cancel/restrict/modify / alter the recruitment process, if required,
without issuing any further notice or assigning any reason thereof.

10. All Instructions and important information regarding recruitment will be available on only MTI website
and as such, candidates are advised to visit same frequently for necessary instructions.
11. Candidate should bring all the original valid documents and one set of self-attested photocopies of
all certificates at the time of interview, if applicable. Candidates failing to produce original documents
for verification will not be allowed to appear for the Personal Interview.

14. After 03 months of commencement of pre-sea training course at MTI, Powai, candidate will not be
permitted to switch over the Company/Training Institute. You will not be eligible for the issuance of
any “No Objection Certificate” for completion of your pre-sea training or shipboard training. However,
issuance of “No Objection Certificate” is at the sole discretion of the SCILAL/SCI Management.
15. Once you join any other company without completion of your pre-sea or onboard training as required
by the scheme in SCILAL/SCI, you will not be permitted join back again for completion of your
remaining training period.
16. The offer of admission of pre-sea training (at MTI, Powai) and shipboard training (on SCI Fleet
vessels) by SCILAL shall not be considered as GUARANTEE of employment on completion or
cessation of such training.
17. Prior commencement of shipboard training on SCI Fleet vessels, you are required to furnish an
Indemnity Bond to SCI for agreeing to serve on SCI fleet vessels if required by SCI, for a period of 3
years meaning thereby three (03) years (i.e. 1095 days) of sea service put on board vessels after
completion of onboard training with Certificate of Competency (COC). In the event of breach of
Indemnity, you will be liable to pay Rs. 3,000,00.00 (INR Three Lakhs only) towards the expenses
incurred on the skill development during onboard training on SCI Fleet vessels.
