4(a)

It is recommended that any electrically conductive materials that are not normally carrying current but
could become energized due to faults (like exposed metal parts), should be properly connected to the
ground. This helps to ensure that in the event of a fault (like a short circuit), a safe path is provided for
fault currents to flow, preventing electrical shock hazards and reducing the risk of fire or equipment
damage.

Here are key points to consider:

1. Grounding of Non-Current-Carrying Conductive Materials:

o Metal parts of electrical equipment that are not meant to carry current under normal
operation, such as enclosures or supports, must be grounded.

o This is to prevent them from becoming energized in the event of an insulation failure or
other faults. If these parts were to become live, they could pose a serious shock risk.

2. Effective Ground-Fault Current Path:

o The grounding system must ensure that, in the event of a fault (like a short to the
exposed metal part), the fault current will flow safely through the ground and back to the
electrical supply's source.

o This effectively prevents the energized part from remaining "live" for an extended period,
which could lead to electric shocks or cause fire hazards.

3. Connection to Electrical Supply Source:

o Proper bonding and grounding should connect these materials to the ground system of
the electrical supply to ensure that fault current has a low-resistance path to return to the
source.

o A good ground path reduces the potential for electrical arcing or fire and ensures that
circuit breakers or fuses trip in a timely manner to clear the fault.

Sinsina Implementation Measures:

 Proper Bonding: All non-current-carrying conductive materials have been properly bonded to the
grounding system. This includes the bonding of metal enclosures, cable trays, and equipment
frames and structural supports, ensuring full compliance with electrical safety standards.

 Sizing of Grounding Conductors: Based on the NEC and SAES-P-111 standards, the 25 mm²
grounding conductors have been appropriately selected for internal components to effectively
handle fault currents, ensuring there is no risk of overheating or damage to the system.

 Continuity Verification: The grounding system has been thoroughly tested to confirm a
continuous, low-resistance path from all electrical equipment back to the electrical supply source.

 Inspection and Testing: Regular inspections and tests have been conducted to verify the
grounding system’s effectiveness, ensuring it meets all relevant safety standards and
requirements.
B. 32-SAMSS-038 Clause 7.8 Electrical installation shall be in accordance with 16-SAMSS-512, 17-
SAMSS-515, and NFPA 70 (NEC).

Referring to 17-SAMSS-515, it references 16-SAMSS-512 as follows: Grounding provisions for the skid
structure shall be made at the diagonally opposite corners, in accordance with the switchrack structure
grounding requirements specified in 16-SAMSS-512.

Looking at 16-SAMSS-512, Clause 18.1 states that the switchrack structure must be designed to
accommodate two two-hole compression connectors, one at each end of the switchrack. Unless
otherwise specified in Data Schedule 1, these lugs will be provided by the supplier and must be designed
to fit a 70 mm² (2/0 AWG) copper grounding conductor.

Additionally, Clause 18.2 specifies that conduit, cable armor, wireways, raceways, or cable trays cannot
be used as grounding paths for equipment. A separate grounding conductor must be installed within
each conduit or cable.

Sinsina Implementation Measures:

In response to 16-SAMSS-512, Clause 18.1, we would like to clarify that the Switchrack structure is not
part of the Rev.8 of the Gas Modular Package. In addition to that refer to Rev.8 GMS RFQ drawing TA-
498579, sheet 001, Rev.D, it specifies a 70 mm² grounding connection for the ground grid at the site. We
have also received a comment from SLFE indicating that the Master Safety Ground (MSG) should be
suitable for accommodating cable sizes up to 120 sq.mm for the ground grid connection.

To meet the requirements of SAMSS, RFQ, and SLFE, we have provided 120 mm² UL-listed double
compression connectors diagonally mounted on the main skid frame, fully complying with the
specifications outlined in 16-SAMSS-512, Clause 18.1.

In response to 16-SAMSS-512, Clause 18.2, we would like to confirm that dedicated grounding has been
provided for Metal enclosures, cable trays, conduits, cable armors, equipment, and bolted structures, in
accordance with the specified requirements.
