Biography:

Lonnie Lincoln was born with albinism in Harlem. As a child, he was mocked and bullied
by all of his peers, with one exception. Aspiring reporter Joe Robertson, who Lonnie
came to believe was his only friend. However, Lonnie had begun a life of crime as a
high school bully, extorting students and earning the nickname “Tombstone.” Robertson
wrote an expose on Lonnie, which he took as a personal betrayal. This led to a lifetime
grudge that followed them into adulthood as Lonnie became a mob boss and Robertson
became a Daily Bugle reporter.

Over the years Tombstone’s bitterness and determination helped him rise in the
underworld. He became an enemy of Spider-Man and an ally of the Hand. Exposure to
Diox-3 gave him superhuman strength and diamond-hard skin, allowing him to go toe-
to-toe with New York’s superhuman defenders. His daughter Janice Lincoln followed
him into a life of crime as the Beetle, but in a twist of fate fell in love with Robertson’s
son Randy.

Commentary:

Tombstone is a great villain for the early phases of a campaign, or for a low-rank street
level one. He’s intelligent and well-connected, letting him pull the strings behind lower
level criminals. However, his brute strength and durability make him perfect for the
eventual boss battle, where he can bring the pain himself or boost his underlings.

Biography:

A low-level gangster known only as “Joseph” was found lying in the streets with a
gunshot wound to the head. He was saved by morally ambiguous doctor Jonas Harrow,
using metal plates to repair his skull. The only memory the man had was the last image
he saw before losing consciousness: a movie poster for “The Al Capone Mob.” This
image became his obsession, driving him to create a persona of an old-fashioned
gangster named “Hammerhead.” Creating a new mob in the style of the 1920s, he went
to war with Doctor Octopus and united the families of the Maggia under his banner.

Over the years he clashed with Spider-Man, both in alliances and opposed to criminal
figures such as Tombstone, Kingpin, the Hobgoblin, and Mr. Negative. The latter gave
him an enhanced Adamantium skeleton, which finally allowed Hammerhead to become
a physical match with Spider-Man.

Commentary:

Hammerhead has a lot of the same narrative appeal as Tombstone. He can even work
as an ally or rival for Tombstone, depending on the storyline. In combat he shares some
of Tombstone’s durability but has more of a focus on ragged attacks, courtesy of his
signature Tommy Gun.

Biography:

Billy Russo joined the mob at a young age, and was nicknamed “Billy the Beaut” for his
handsome appearance. After the family of Frank Castle was caught in the crossfire of a
gangland shootout, Billy was hired to cover it up. This attracted the attention of Castle,
now calling himself the Punisher. He threw Billy through a window, and the shards left a
patchwork of lacerations across his face. Billy took on the name “Jigsaw” to reflect his
new appearance and swore vengeance on the Punisher.

His first attempt to frame Castle for murder was foiled by Spider-Man and Nightcrawler,
but he never gave up. He rose through the ranks of the mob, but never missed a
chance to try to ruin Frank Castle's life. Despite lacking powers, his intelligent and
vicious mind has put him at odds with various heroes, and he became a high-ranking
member in the Hood’s organization.

Commentary:

Jigsaw is another example of the rank 2 mob boss archetype, but this time with a focus
on Melee Weapons. He works as an underworld player, but his personality makes him
better suited to a darker, perhaps more horror-tinged plotline.

Biography:

Mary Walker is a mutant with Dissociative Identity Disorder. Her powers allowed her to
find a role as a prominent assassin, though they manifest differently depending on her
current persona. Her default “Mary” personality is seemingly timid and shy, and has no
powers. Her “Typhoid Mary” personality is fiery and adventurous, and has access to her
powers , but the brutal and hateful “Bloody Mary” personality can use them more
acutely. Her mutation gives her enhanced reflexes, telepathic and telekinetic abilities,
and pyrokinesis.

This made her a feared assassin, putting her into conflict with Daredevil. She developed
a “love/”hate” relationship with the Man without Fear, something the Kingpin often used
to his advantage. She also went up against Deadpool and became a member of the
Sisterhood of Mutants. Her abilities have also been put to use by Black Cat and even
the government, with Peter Gyrich using her as the agent “Mutant Zero” during the
Superhuman Registration Act.

Commentary:

Mary has an eclectic but dangerous collection of powers. She’s a great character to
bring in when things are feeling too samey, if your players are tired of street criminals
with guns and melee weapons. Her complex psychology could open up different
roleplaying-opportunities, as her different personalities could interact differently with the
party. Their plans to deal with one personality might have to change quickly if another
one emerges.

Biography:

A young girl was rescued from imprisonment by the assassin Bullseye. Believing him
to be her savior, and not realizing he was simply killing them on an unrelated errand, the
girl chose to model her life around him. She joined the Hand and arrived in New York,
using her skills as a lawyer to enact a plan designed to drive Matt Murdock to become
the Hand’s leader. Though this plan eventually succeeded, in the process Lady Bullseye
entered in a partnership with Kingpin, and the two plotted their own schemes against
Daredevil. She has remained a loyal ally of the Kingpin, but has also branched out into
other criminal operations, becoming a member of the West Coast Masters of Evil.

Commentary:

Lady Bullseye has a lot in common with her inspiration, deadly in ranged or close
quarter combat. However, her real value to the campaign might be on the narrative
level, where her legal skills can pose more of a threat to the party than her weapons.
This character is as smart as she is deadly, and a good Narrator can take advantage of
both.

Biography:

During the Dark Reign of Norman Osborne, an unknown terrorist known only as Zodiac
slaughtered 100 H.A.M.M.E.R. agents. As Osborne investigated, he was lured into a
complex trap involving an obscure collection of minor supervillains. The end result of
this plot was the theft of the powerful Zodiac Key. Zodiac claimed to be an anarchist
who admired the “supervillain lifestyle” and was disappointed in Osborne for taking
control of the government. Armed with the Zodiac Key and a blood transfusion that left
him immune to pain, Zodiac disappeared, resurfacing once as the leader of the Young
Masters of Evil.

When Moon Knight established the Midnight Mission, he soon became aware he was
being watched. A shadowy figure was observing his every move, and began organizing
criminals to steal his financial resources and threaten those close to him. The
mastermind was revealed to be a member of the Mission named “Terry,” who revealed
himself as Zodiac. He explained that Moon Knight was not “living up to his potential”
and promised to push him to his limits, regardless of the pain or destruction that would
arise in his path.

Commentary:

This is an odd and pretty obscure character, but if used right might be very interesting.
His only real appearances are in Dark Reign and recent Moon Knight comics, with the
latter showing off why he can be such an effective villain. His Zodiac Key is a powerful
item, but might be too “comic book” for a street level campaign. I think he can work just
as well as a villain without it, though the Zodiac Key can be an unexpected escalation
for your party. But even without the key, he stands apart from other street level
criminals. He’s not interested in money or power, but causing chaos and supporting the
“super villain lifestyle.” In the comics his approach is consistent: striking from out of
nowhere and racking up massive civilian casualties in the process. If you’re looking for a
change of pace from gang storylines but want to keep a street-level vibe, Zodiac opens
up a lot of possibilities.

Biography:

Raoul Bushman led a team of mercenaries that spread terror across Africa. On a
mission in Egypt he betrayed his partner Marc Spector and left him for dead. When
Marc Spector was resurrected as Moon Knight, he battled Bushman, who had set up a
drug smuggling operation in New York. Bushman became Moon Knight’s nemesis,
partaking in battles that saw Bushman work for the CIA, ally with the Egyptian god of
Death Seth, and even take over the nation of Burunda.

During one particularly intense battle, Moon Knight killed Bushman and carved off his
face with a crescent dart. Bushman was eventually resurrected by the Hood and tracked
down Moon Knight demanding his “face back.” Moon Knight defeated Bushman, this
time sparing his life, and sent him to Ravencroft Asylum. Armed with experience in all
manner of weapons and his trademark razor teeth, Bushman is always a threat to Moon
Knight.

Commentary:

Moon Knight’s archenemy brings a potent combination of ranged and melee combat
options. This is a guy who regularly keeps Moon Knight on the ropes, and should make
your party work as hard as Marc Spector does to beat him. Bushman is one of those
villains with no redeeming qualities, which is something you should make sure to
emphasize. The combination of his deadly powers and his vile personality should make
him a memorable foe.

Biography:

The wealthy aristocrat Count Nefaria was the leader of the Maggia until an assault by
the Avengers saw him defeated and deported. He later battled the X-Men with the help
of the Ani-Men, which led to the death of Thunderbird. Defeated again, Nefaria sought
superhuman abilities to allow him to oppose these heroes. Combining the powers of
Living Laser, Whirlwind, and Power Man, Nefaria’s scientists gave him what he wanted.
However, the procedure resulted in an accelerated aging process that ultimately killed
Nefaria. He came back as a purely ionic being, opposing the Avengers and his
daughter, Madame Masque.

Commentary:

Count Nefaria is someone you bring in when it’s time for the stakes to raise. Unlike
many big-time players in the New York underworld, Nefaria has a selection of
superhuman powers that make him an Avengers level threat. He is powerful in ranged
or close combat, and can deal out an impressive amount of damage from a variety of
abilities. His biggest shortcoming is his low vigilance, and a corresponding low focus
reserve. But that won’t slow him down too much, as he can get it back as quickly as he
spends it using Brain Drain in combination with Elemental Grab.

Biography:

Zebediah Killgrave took a job as a spy in a small Communist nation. On his first mission
he was exposed to a nerve gas that turned him purple, but also gave him the ability to
make people obey any command he gave. With this power he began a life of crime. He
was first stopped by Daredevil, but the nature of his powers made him extremely hard to
stop for good. He even escaped from a power dampening cell, and has repeatedly
convinced heroes that they have defeated or killed him when he really escaped. He is
also able to pull the strings of criminal groups, leading the Villains for Hire, but is not
above being manipulated himself. At one point Doctor Doom was able to harness his
powers into a device that would put the entire world under Doom’s control, as Doom is
one of the few people with a will too strong for Killgrave to control.

Commentary:

Purple Man is a very different kind of threat than your players might be expecting in a
street level campaign. He only really does one thing, but does it very well. He’s Charles
Xavier at rank 3, and your party had better figure out a way to deal with his telepathy
powers quickly. If they do, he might go down pretty quickly. He’s not much of a physical
fighter. But if they can’t close the distance quickly enough, he will take control of party
members and make them fight each other. His powers also make him a very tricky
behind the scenes villain, as he can force anyone to do what he wants, creating
complex storyline dilemmas.

Biography:

Seemingly inspired by the original Stilt-Man, Callie Ryan built a replica of his armor and
battled Spider-Man. A combination of Spidey’s witty retorts and her own clumsiness
made it an embarrassing failure. She didn’t give up, joining Purple Man’s Villains for
Hire and the Masters of Evil.

Commentary:
Stilt-Man is a fun character who translates pretty well to this system. I basically came up
with a sheet for him, then decided that since any campaign using him is going for
humor, the one thing funnier than Stilt-Man is Lady Stilt-Man. Anyway, she’s not to be
underestimated, able to take a fair amount of damage and deal it out as well. Her
massive reach means you’re never out of her grasp.

Biography:

The purpose and goals of the ninja clan known as the Hand have always been
shrouded and mystery. But at the core is a demonic entity of tremendous dark powers.
He gives them their mystical powers, though usually does not directly affect their affairs.
He seems more interested in nudging them, and humanity, on a path towards chaos
and violence. He can possess humans when he wants to take a more active role, at one
point taking control of Matt Murdock. Though Daredevil eventually overcame his
possession, in recent years the Beast has turned its dark eyes to Frank Castle.

Commentary:

I like to include at least one rank 6 “final boss” character in each of these packs, and the
Beast is a rare opportunity to do one for street-level campaigns. Picking his powers was
a little tricky, as he has had only a handful of appearances in comics. Different writers
and artists have interpreted him in dramatically different ways, in terms of power and
appearance. For that reason I recommend you feel free to put your own spin on him. He
often uses what the Core Rulebook calls “Ritual Magic'' so perhaps look into that. As a
fighter he brings a combination of Martial Arts and Demonic Magic, which makes him a
pretty unique boss battle. He’s a dangerous physical threat, but you really have to watch
out and make sure he doesn't possess your or one of your teammates. He raises the
stakes about as high as they can go, without breaking the aesthetic you’ve built up over
the campaign.

Biography:

The costume designer Melvin Potter, suffering from a delusional belief that he was more
powerful than any superhero, constructed a new costume for himself as “the Gladiator.”
With his immense physical strength and wrist-mounted saw blades, he was a formidable
threat. He was first defeated by Daredevil, leading to a series of encounters between
Daredevil and the Gladiator. Potter teamed up with villains like Electro, the Purple Man,
and the Kingpin, though usually he was just being manipulated by his “partners.” He
was once accused of killing two inmates in prison, and his old nemesis Matt Murdock
took up his defense. Matt realized Potter was telling the truth about his innocence.
However, Potter escaped from his prison and went on a bloody rampage, which was
revealed to be the result of mind-altering chemicals administered by the villain Mister
Fear.

Commentary:

Gladiator is a brutal close combat fighter, right at the edge of how strong a rank 3
character can be. His unstable personality matches his physical danger, and should
push street-level heroes to the brink.

Biography:

Parker Robbins was a low-level criminal until, during a heist, he discovered a magic
hood that gave him the ability to turn invisible and boots that let him levitate. He used
this power to embark on bolder and bolder crimes, but soon discovered they got their
power from a Nisanti Demon. Nonetheless, he started recruiting street-level
supervillains until he had built an empire that rivaled Kingpin’s. This drew the attention
of Norman Osborne, who recruited him into his Cabal. Parker gained more and more
power during Osborne’s Dark Reign, but it was too good to last. After Osborne was
deposed, he set out to secure his own power, seeking the Infinity Stones, the Norn
Stones, and powers stolen from Dormammu. He recently led his own, secretive group of
villains known as the Illuminati.

Commentary:

The Hood brings a hodgepodge of powers, with plenty of options to cause your party
problems. He’s sneaky, and deadly at range. He can teleport around, and hide from
enemies. He’s also a great leader, which is represented both in and out of combat. He’s
a great puppetmaster for a campaign, leading all sorts of supervillains. But even his
array of powers isn’t enough, and I recommend building your storyline around his
pursuit of even more powers.

Biography:

The Enforcers were a trio of criminals, each with their own specialty. They fought
Spider-Man early in his career, and have remained a fixture of New York Street Crime.
Fancy Dan’s specialty was Martial Arts and use of firearms.

Commentary:

The Enforcers are a classic group of villains. They can function okay on their own, but
the real magic is when they’re together. Each has their own abilities, and together
they’re more than the sum of their parts. Fancy Dan is a slippery foe with the ability to
hurt up close or from range, and can be hard to lay a hit on.

Biography:
Ox was a member of the Enforcers, specializing in brute strength. He can go toe-to-toe
with Spider-Man, backed up with help from his allies.

Commentary:

Ox takes a much more simple approach to combat than his teammates. He’s a brawler,
able to soak up damage and dish it out with his fists. His teammates might consider
skulking behind him, as he can take a hit much better than either Dan or Montana.

Biography:

Montana was the third member of the Enforcers, and often served as the brains of the
operation. He was a master user of the lasso, making him a tricky and unpredictable
opponent.

Commentary:

While Ox specializes in brute force and Fancy Dan fights with finesse, Montant takes a
completely different approach. He’s not about dealing damage, but slowing down his
enemies. He can hold someone down while his partners deal out damage for him,
serving as the glue that holds the Enforcers together.

Biography:

The Muse is a mysterious serial killer who is obsessed with creating works of “art” with
the bodies of the people he slaughters. His identity and origin are unknown, but he
seems to possess superhuman strength and agility. His body acts as a sort of vortex
that removes any sensory trace of him, rendering him imperceptible even to Daredevil.
His pursuit to create a “masterpiece” has made him an enemy of Daredevil and has a
particularly personal enmity with Daredevil’s ally Blindspot.

Commentary:

The Muse is a pretty creepy guy, and is suited to a mystery-themed campaign with a
slight horror element. He’s sneaky and unpredictable, both in narrative and combat.
After your players finally start piecing together the pieces of this madman’s vision, they’ll
find he’s unforgiving in combat. He hits hard and fast, and his Illusion powers give him
the opportunity to hit you while you’re off guard.

Biography:

The Matt Murdock of Earth-65 had a similar childhood to his Earth-616 counterpart, but
his life path took a very different direction. After his father’s death he was taken in and
trained by the Hand. He later became chief legal counsel to Wilson Fisk. When the
Kingpin was arrested by Captain George Stacy, Murdock took over his operation. At first
he was disgusted by the corruption he was participating in, but he found a new sense of
purpose when he saw the vigilante Spider-Woman in action. Viewing her as a kindred
spirit, he set out to make her his apprentice, by any means necessary. When she turned
him down, he sought to destroy Gwen Stacy and everything she held dear.

Commentary:
Matt Murdock is the Kingpin. It’s a simple idea, but incredibly effective. Murderdock
brings all the strengths of the sheets for Daredevil and Wilson Fisk. He’s a driven and
powerful opponent. Involving him in the story probably requires some multiversal
shenanigans, but he’s perfect for adding a touch of omniversal craziness to an
otherwise grounded campaign.

Biography:

Soldier Frank Simpson was a test subject of the Weapon Plus program, which was
behind the creation of Captain America and Wolverine. He was a less promising result
than those two, but extremely dangerous in his own right. Equipped with cybernetic
augmentations and performance enhancing pills, he was employed as a secret
operative. A corrupt general offered his services to the Kingpin, who sent him after
Daredevil. Dangerously unstable, Simpson failed to kill Daredevil, but accumulated
massive civilian casualties in the process. Daily Bugle coverage of his massacre sent
him into a berserk state, in which he escaped his handlers. He has gone on to continue
to attempt to kill Daredevil, and also gone into battle against Wolverine and Captain
America.

Commentary:

Nuke is a character who hits above his weight class. Bringing the Anger power to the
table as a rank 3 character helps him stand out, and makes for a special kind of battle.
He doesn’t have a ton of logic to spend on his anger, but at lower ranks he might not
need much. The high amount of damage he can deal to weaker characters is a great
way to capture his unhinged fighting style, and makes for a threat players will have to
find a way to take out quickly.

Biography:

A mysterious assassin named Ikari, after the Japanese word for “fury” was sent to help
Lady Bullseye kill Daredevil. During the fight Daredevil realized Ikari had the same
sensory abilities as him, but had not been blinded. Their fight ended in a brutal defeat
for Daredevil. He has since been sent by Bullseye to attack Matt Murdock through those
close to him, proving to be his equal in every skill.

Commentary:

Ikari is basically a powered up version of Daredevil’s sheet, bringing the same martial
arts skills and sensory powers, and adding a touch of bladed weapons. The end result
is a mean close-quarters fighter. He has a ton of offensive options, and is a great threat
to any party that likes to rely on stealth to gain advantages in fights.
