This Learning Activity Sheet is a project of the Curriculum Implementer Division
particularly the learning Resource Management and Development Unit, Department of
Education, Schools Division of Mountain Province which is in response to the
implementation of the k to 12 Curriculum.

II. Background Information

HEALTH RELATED LAWS IN SAFEGUARDING PEOPLE’S HEALTH

Ignorance of the law is no excuse. Be aware. Be knowledgeable. Practice your rights.


As an adolescent, you experience numerous health issues that pertain to your well-being. In
connection to this, you have to be aware of the following existing laws and understand how
the government works with various institutions to address issues and concerns that will
protect your welfare and well-being. Let us recognize them one by one.
The Republic Act No. 7394 or the Consumer Act of the Philippines has three
objectives:
1. Protect the interest of the consumer
2. Promote his/her general welfare
3. Establish standards of conduct for business and industry
This act aims to protect the people against hazards to health and safety, and deceptive
and unfair sales acts and practices. The policy mandates for information dissemination and
education to facilitate sound choice and proper exercise of rights by the consumer. The
Consumer act also covers the quality and safety of products and promotes the protection
against hazardous substances that maybe in sale. Therefore, proper labeling and fair
packaging shall be required for all the products being sold.
Health services were also covered under the Consumer Act which includes
complementary and alternative medicine. Republic Act 8423 or the Traditional and
Alternative Medicine Act of 1997(TAMA) provides for the improvement of quality and
delivery of healthcare services in the country through the development of traditional and
alternative healthcare and its integration into the national healthcare system. The policy also
identifies medicinal plants that are readily available and shall be given care by different
agencies.
Reproductive health is one of the issues that alarms adolescents like you. To aid the
reproductive health needs, the government mandates the RA 10354 or known as Responsible
Parenthood and Reproductive Health Act that builds its foundation on four pillars which

include informed choice, respect for life, birth control and responsible parenthood. In this
light, the government also puts its effort to eradicate these sex-related diseases, most
especially AIDS.
The Republic Act No. 8504 or the Philippine AIDS Prevention and Control Act of
1998 promulgates “ policies and prescribing measures for the prevention and control of
HIV/AIDS, instituting a nationwide information and education program, establishing a
comprehensive monitoring system, strengthening the Philippine National AIDS
Council( PNAC), and for other purposes “The act also provides for education and
information dissemination in various institutions and agencies, safe practice and procedures
in health organizations and associations, monitoring of cases with confidentiality, and
programs for anti-discriminatory acts.
Gateway drugs may be considered as windows to unprotected sex. Republic Act No.
9165 or the Comprehensive Dangerous Drugs Act of 2002 protects citizens from harmful
effects of dangerous drugs to their physical and mental well-being. Under this policy, there
are unlawful acts and are subject to penalties and fines.
On the other hand, Republic Act No. 9211 or The Tobacco Regulation Act of 2003
protects people from sale, use, and advertisements of hazardous tobacco products; The act
absolutely bans smoking in public places. It also restricts access to sale of tobacco products to
minor also provisions the printing of health warning signs on cigarette packs.
Regarding Social health concerns, the Republic Act No. 10175 or the Cybercrime
Prevention Act of 2012 mandates the prohibition of cybersex, child pornography, unsolicited
commercial communications, and computer –related identify theft . The Republic Act No.
9775 or the Anti-Child Pornography Act of 2009 defines the crime of child pornography
which can be prevented by established inter-agency programs.
The government also protects the youth through the RA No. 8949 or the Anti-Hazing
Law. The act penalizes those who will go too far during initiation rites resulting to severe
physical and emotional pain and suffering
Being proactive citizens, you must willingly help in ways that will not harm you. The
RA No. 7719 or the National Blood Service Act of 1994 aims to promote and encourage
voluntary blood donation, provide adequate, safe and affordable and equitable distribution of
blood and blood products.
When it comes to safety in the environment, The RA No. 9512 or the National
Environmental Awareness and Education Act of 2008 was mandated. It promotes
environmental awareness through environmental education through integrating in the
curricula.
Road accidents are one of the frequent causes of death. In line with this, the RA No.
8750 or the Seat Belts Use Act of 1999 was created to secure and safeguard passengers and
drivers from injuries and other effects of vehicular accidents. This act also prohibits children
from sitting in front seats. The RA No. 10586 or the Anti-Drunk and Drugged Driving Law
also penalize those who will be caught driving under the influence of alcohol, drugs, and
other similar substances.
