e. Mile 147.6 - Track NB07 (Tiger Calcium) Restricted clearances and uneven walking conditions around earth
retaining wall.
f. Air Brakes - when switching in North Battleford yard, air must be applied throughout entire consist.
h. Weight Restrictions – Trains weighing more than 14,000 tons are prohibited on all tracks except Subdivision
Track.

Inbound Trains are to be backed into the west side of the Grains Connect loop track (track AB53), around the
loop until locomotives are left with the first car behind the lead locomotives on spot at the elevator load out facility.
Unless otherwise directed by CN supervisor, CN locomotives are to be left attached to empty unit train sets left
for spotting/loading. If GrainsConnect Canada personnel are not present to meet CN crews, CN crews will secure
train.
EASTWARD trains entering Grains Connect loop track will head EASTWARD through the loop to the elevator
load out.
The train will proceed around the loop until the tail end is clear of the siding and continue until the locomotives are
parked with the first car to be loaded under the elevator load out.

d. Mile 66.22 Auto Normal Switch and Derail - Auto Normal switch and derail location is equipped with a switch
route indicator light and derail indicator strobe light.
All movements must be prepared to stop at the switch until identifying the switch route indicator is
indicating GREEN for the normal route.
Advance signs are located approximately 2 miles on either side of the auto normal switch and derail.

To operate the switch: Auto normal switch and derail locations are equipped with push button boxes located on
the switch indicator mast and on the Derail indicator mast and are as shown on the layout below: INSERT PUSH

1. Push button boxes are equipped with one light to indicate the normal request and indication, reverse
request and indication, push button to toggle requested position and a knife switch to activate the local
push button mode. This box is locked with high security switch locks and can only be opened when
movement or employee have track authority over the switch.

2. To operate the switch in hand position, leave the knife switch in the ‘push button disable’ position
3. Movement must be stopped approximately 100’ from the switch positon on the main track.
4. Open the push button box located on switch or derail indicator mast and must pull the knife switch in the
up position to activate push button mode. Press the Push button to request the switch in reverse position
and the derail in non derail position. The reverse position light in the push button box will flash indicating
the request is received. Switch will move to reverse position and derail in the non derail position. The
reverse light in the push button panel will be lit solid. Switch route indicator will indicate yellow for the
customer track and derail strobe indicator will display green for the movement to proceed entering the
customer track.
5. Occupy switch points and then move the knife switch in the lower position, close and lock the Push Button
box door.
6. Once in possession of OCS Clearance, movement must be stopped approximately 100 feet from the
derail position.
7. Open the push button box located on switch or derail indicator mast and must pull the knife switch in the
up position to activate push button mode. Press the Push button to request the switch in reverse position
and the derail in non derail position. The reverse position light in the push button box will flash indicating
the request is received. Switch will move to reverse position and derail in the non derail position. The
reverse light in the push button panel will be lit solid. Switch route indicator will indicate yellow for the
customer track and derail strobe indicator will display green for the movement to proceed entering the
customer track.
8. Occupy Derail switch points then move the knife switch in the lower position, close and lock the Push
Button box door.
Once the movement has cleared the switch and derail location, the switch and derail will self restore to
the normal position.
Crew must ensure they received confirmation by radio that the switch and derail have self
restored to the normal position. The system will broadcast on channel 1 “Altex Energy Mile 66.22
Blackfoot Subdivision; main track switch normal and Derail in Derail position”.
If the broadcast message cannot be heard, the crew can use DTMF 066223# to repeat the message.
If message cannot be heard or if the message indicate that the system is defective, the RTC must be
notified. The RTC will then immediately protect the situation for the switch and/or derail and report
the defect to the S&C call desk.
In order to allow for switching movements, a 10 minutes timer is activated when switch is requested in reverse
position and derail is requested in non-derailing position allowing switch and derail to remain for the reverse
position until movement has completely passed through the track circuits. Timer resets every time the movement
occupies the track circuits (300’) on ether side of the derail or switch.

After 10 minutes, if no movement occupies the track circuits on either side of the switch or the derail, the system
self restore feature will have the switch return to normal positon and derail return to derailing position. A warning
message will be broadcast 2 minutes before switch and derail indicator change to red and a 3 minute approach
timer start prior to the system move the switch and derail back in normal position for the mainline.
9. Open the PB box located on Switch or Derail indicator masts and pull the knife switch up into push button
mode. Push the push button to request the switch in normal position, normal position light in the push
button box will flash indicating the request is received.
Switch will move to normal position and derail in derailing position. The normal request light in the push
button box will then be lit solid, switch indicator will indicate Green for the main line and derail strobe
indicator will indicate Red.
10. The system will automatically self restore after 10 minutes if movement has restore knife switch in the
lower positon, closed and locked the door, and that movement has clear any circuit 300’ from switch or
Derail position
Prior to operating of the switch, the Foreman must verify the switch route indicator is green. If not lit green, the
Foreman must operate the switch in hand position and not restore the switch to power until all track units are
clear of the switch. To use the switch in reverse position, the Foreman must always operate the switch in hand
position and not restore until all track units have cleared the switch and derail points.
If the switch route indicator is indicating Red or if the system is defective and broadcasts a message “Altex
Energy Mile 66.22 Blackfoot Subdivision: Warning, system defective”, indicting a problem, movements
must be approaching the switch location prepared to stop and may proceed over the switch/derail without
stopping only if the indicator light displays Green for main line movement or yellow along with derail indicator
green for the reverse movement. Otherwise movement must operate over switch and derail in “Hand” position
and can place the switch and derail on “power” once switch point or derail point are occupied.
e. Equipment Restrictions – Reachers must be used when setting out or lifting equipment from the following
tracks: BF06 at Delmas BF45 Marshall Elevator

a. Rule 104(o) Yard switches may be left lined and locked in either position.
Empty cars – minimum handbrake requirement. If unable to determine whether cars are loaded or empty they
must be regarded as loaded cars.
e. Air Brakes – when switching in Lloydminster yard and at Aberfeldy, air must be applied throughout the entire
consist.
f. Kicking (letting cars run free) is not permitted when switching LL03 to LL26 from both ends.
VERMILION
a. Rule 104(o) Yard switches may be left lined and locked in either position.
Extends 10.2 miles northward. Stop signs and track end signs are in place.

b. Mile 7.27 - Derail for use of P&H personnel during switching operations. Normal position of derail is in the non-
derailing position.
When derail is encountered in the derailing position, the customer is switching in their tracks and entry is not
permitted.
Rusty Rail conditions applicable at all public crossings at grade with Automatic Warning devices between Mile
10.0 and Mile 10.2. AWD must operate for at least 20 seconds prior to occupying the crossing. If they fail to
operate the crossing must be manually protected.

• Mile 17.5 - The area SOUTH of derail inside the plant is the designated loading track.
b. Alix Jct and Mile 37.0 - Movements handling cars in excess of 268,000 lbs. must not exceed 25 MPH between
Alix JCT and Mile 26.8 and must not exceed 10 MPH over bridges, Mile 35.6 and Mile 37.0.
Heaviest car permitted - 268,000 lbs. between Mile 37.0 and Ullin JCT.
c. Locomotive Restrictions - Locomotives in the Groups indicated must not operate on the following sidings
and other tracks unless necessary to set-out bad order equipment or required to reduce to tonnage account
locomotive failure:
d. Crews are required to monitor the applicable RTC radio channel in lieu of CH 1 when operating on the Brazeau
Subdivision. This does not apply when servicing the Red Deer Industrial area.
e. RADIO - Where tower codes are shown in radio column refer to special instructions for Engineering and Shared
Radio Network.
f. Mile 92.3 Bridge - Avoid heavy tractive effort or brake applications on or within 500 feet of bridge.
2 STATIONS
Speed 10 MPH
Trackage beyond the derail is used jointly by CN locomotives and track mobile. All switches must be left in normal
position after use. Only movements setting-off or lifting traffic are permitted to operate on this trackage. Smoking
and open flames are prohibited.
Mile 2.1 Public Crossing at Grade- AWD - Stop signs in place. Movements may operate south of crossing when
the following has been complied with:
No foreign cars allowed on site, crews will be directed to immediately remove cars from Nova property and then
re-enter the yard
1. Information from Nova rail crew to include route to be used and switches lined. Instructions must be
repeated to ensure correctness.
2. Movement(s) must have positive point protection when shoving cars towards plant site. On commencing
northward, when clear of crossing, Nova Rail crew is to be contacted and informed of movement location.
3. Movement(s) must not occupy this crossing unless authorized by Novacor personnel.
Extends 4480 ft north. Only cars destined to Dow - Prentiss may be stored on this site.
Maximum speed 15 MPH except on Tracks QQ37 to QQ40 - maximum 5 MPH. Movements must have an
employee positioned on the leading end.
The following instructions are in effect when operating crews are switching on the Prentiss plant site:
I. Entry to Plant: A member of the crew is to call the Control Room at 1-403-885-7154 at least 20 minutes
prior to arrival to facilitate plant personnel being in position to remove the private lock on derail and gate.
When switching completed, and movement is clear of plant and derail is restored, the Control Room must
be advised and they will apply their lock on the derail and gate. There is no access to plant after 20:00.
II. Plant Emergency: If on the plant site and the Plant Emergency horn sounds:
2. Operating crew must assemble at the Raw Water Pump House (building between pond and
railway tracks) and call the Control Room giving location and number of crew members.

Special derail - located at mile 0.07 Red Deer North Industrial Spur
In the application of Rule 104.5 (d) first bullet – “they will only be in the derailing position when unattended
equipment is present”. Stored equipment must not be left more than 300 feet from the derail.
Mile 0.09 Public Crossing at Grade (Highway 2A) - AWD: Stop signs both sides of crossing.
General - Due to gradient, movements on spur must have air throughout and sufficient operative brakes before
proceeding southward on Track QR95 beyond switch to Track QR99. Trackage between Mile 3.0 and Mile 3.4 is
used jointly by CN locomotives and CGTX Inc. trackmobile.
Equipment Restrictions - Maximum speed on curves - 6 MPH. Locomotives in Groups F, G and H may operate
between Mile 0.0 and 3.7 but are prohibited from operating on all industrial tracks
Equipment Restrictions - Movements are restricted to single locomotive operation and must not exceed 6 MPH
on curves. Locomotives in Groups F and G prohibited.
b. Mile 93.9 Lochearn LPG Terminal Tracks QT54 and QT55 – cars must not be cut off in motion and/or allowed
to move on their own, due to gravity, while movements are performing switching, spotting or lifting

restoring.
A 4 minute warning message will be broadcast prior to the gate restoring. A broadcast will be made if the gate fails
to open, in which case, crews are to contact the Kinder Morgan Switchtender for assistance.
HAY LAKES
a. Siding North and South switches - Unless in possession of OCS Clearance with permission or warning for the
switch or a TOP, the employee must obtain verbal permission from the RTC prior to handling the switch.
CAMROSE
a. North switch on Track CB58 which connects Alliance Spur with the Camrose long lead, is normal when lined for
the Alliance Spur.
c. Entering or operating in Camrose yard beyond CB51 track south end is not permitted from the main track.
Access to and/or leaving from CB56 lead must be made by entering or leaving via CB58 track to Alliance spur.
Entering or leaving Camrose siding (CB51) from the main track is still permitted.
LOOMA
a. Rule 104(o) - All switches between Mile 93.0 and Mile 95.1 and between Mile 0.0 and Mile 3.0 Three Hill Sub,
may be left lined and locked in either position.
b. Rule 104.5 Self-Restoring Derail - Track OR05 South Lead. Operation of hydraulic self-restoring derail as
follows:
1. Red strobe light and red target indicate derail is in the derailing position
Green flashing strobe light and green target will indicate derail is in the non-derailing position.
2. Activate Derail
Approaching derail location press DTMF *010 to move derail to the off position.
3. Upon completion, the derail will self-restore within 2 minutes and broadcast on CH 1, “DERAIL MIRROR
YARD RESTORED TO DERAILING POSITION.”
If the track circuit is not activated, the derail will remain in non-derailing position and must be restored as
follows;
o To return to the derailing position, DTMF *020 may be used. CAUTION: Ensure derail is not
restored if another movement is in the vicinity of the derail.
Switching Operations: Remove bar from its holder. Manually move derail to non-derailing position. DO
NOT RETURN BAR TO HOLDER until after switching complete; then replace manual bar to its holder.
4. If the derail fails to restore for any reason, a broadcast message will be transmitted indicating that derail
has failed.
5. In case of failure, use radio DTMF *010 again. If that should fail again, push-buttons are located on the
front panel of derail control case. They are labeled NORM and REV. NORM - derail position. REV - non-
derailing position.
6. Should the push-buttons fail, remove bar from the control case, place in receptacle on back side of
machine housing and move level 90 degrees to move derail to the non-derailing position. Moving bar
in opposite direction will return derail to the derailing position. To ensure derail does not restore while
movement is occupying derail, DO NOT REPLACE BAR IN ITS HOLDER UNTIL THE MOVEMENT IS
CLEAR OF THE DERAIL.
7. A positive track circuit has been installed to prevent derail operating while train movement is oocupying
derail. This track circuit extends 50 ft on either side of derail. If a car is within this area, derail will not
operate remotely or via the push-buttons.

CP movements initiating a DTMF signal request will restore permissive CN Interlocking signal to STOP after a 12
minute time limit. 10 minutes after the DTMF request by CP has been initiated, a talker message will provide a 2
minute warning that the interlocking signal will be restored to STOP
First message after 10 minutes – “CN East Edmonton interlocking, 2 minute warning, repeat, 2 minute warning “
Second message after 2 minutes – “CN East Edmonton interlocking, signal cancelled, repeat, signal cancelled”
CP request will then be initiated. After the signal timing is complete (4 minutes), CP request will be processed.
Southward movements entering Camrose Sub at Mile 47.4 must approach southward Interlocking Signal 476 at
Mile 47.6 prepared to stop. Timing circuit extends from northward approach Signal 485 to a point 950 ft south of
Interlocking Signal 477. This location is marked by crossing Circuit sign. Northward movements occupying timing
circuit for a period in excess of 4 minutes 30 seconds must proceed prepared to stop at interlocking signal.
Lunar Lights - Public crossings at grade at the above mileages are equipped with lunar lights on the signal
bungalow or on crossing warning devices. If lights are observed extinguished or flashing the RTC must be notified
immediately.

When switching at Weyerhaeuser, sound locomotive whistle signal 14(f) at the following locations:
I. before entering the northwest gate crossing (past switch No. 2) leading into Sterling Chemical;
II. before passing lock-out switch No. 8 leading into the Chemical Prep. and
III. before entering the main private crossing leading into the Planer Mill.
Besides standard CN required PPE, employees are also required to wear side impact hard hats at all times when
on Weyerhaeuser property, with the exception areas designated as not requiring hard hats, or while employees
are within the cab of the locomotive(s). Employees are also required to wear hearing protection in areas so
designated.
All rail movements must contact the ERCO Plant Operator, using the assigned ERCO Pulp Chemical Radio,
prior to entering the plant site. Rail movements must also report clear of the property to the Plant Operator after
securing the gate. Only bottom loading cars may be spotted at the west shed. The Plant Operator will advise by
car number, the cars to be spotted.

0.2 Assiniboine Sub.
Interlocking equipped with permanently fixed gates that can be positioned to indicate occupancy.
Gates are equipped with STOP signs. The normal position for the gates is to indicate a STOP sign on the
Assiniboine Sub Connecting Track and on the Yorkton Sub Connecting Track at the same time. Both gates
must be in a locked position indicating that the manual interlocking is in use prior to a movement occupying the
conflicting route of the interlocking. After use, the gates need not be restored to their normal route. Regardless
of gate position, all movements must approach this manual interlocking prepared to stop. In the application of
840.1/40.1, red signals must be placed to the outside of the gates and not between the gates and the conflicting
route of the interlocking.
b. Mile 61.9 - Wadena - (CP Tisdale Sub) Automatic. Rule 611 applicable. Eastward and westward movements
occupying approach to interlocking longer than 4 minutes will cause interlocking signal to indicate Stop but when
eastward movement is within 2000 ft and westward movement within 500 ft of interlocking signal it should indicate
proceed providing no movement on the conflicting route.
c. Mile 96.5 - Watson - (CP Melfort Sub) Automatic. Rule 611 applicable. Westward movements occupying
approach to interlocking longer than 2 minutes will cause interlocking signal to indicate Stop but when movement
is within 340 ft of interlocking signal it should indicate proceed providing no movement on the conflicting route.

The most easterly track between Mile 4.5 and Mile 5.8 is the through track.
Retainers: In the absence of a functioning brake pipe pressure maintaining feature, pressure retaining valves
must be used on southward movements between Mile 5.8 and Leyland. Southward movements must make a
brake test.
• When ambient temperature is -25C or colder, authority must be received from the local Transportation
supervisor or other proper authority before departing Luscar Industrial Spur
• When ambient temperature is 0C or colder, the movement must not depart with less than 95% operative
brakes
• No 1A brake test must be completed on loaded equipment with the following additional procedures:
o Brakes which do not set up must not be cut out, only identified on the BSR
This instruction pertains to trains handling aluminum car coal sets (series FURX 960 and CN Series 192, 193 and
194) on the Luscar Industrial Spur.
Locomotives - Trains must be powered by 3 six-axle locomotives or a combination of 3 six axle AC/DC
locomotives or 2 AC locomotives equipped with working dynamic brakes Loaded trains must not operate

In an effort to assist in eliminating the possibility of a string-lining effect during train handling, movements
operating on the Judah hill that are handling empty cars in their consist, must have these cars marshaled to the
rear and behind all loaded cars. This instruction does not supersede the requirements for the marshalling of
dangerous goods as outlined in current Transportation of Dangerous Goods instructions.
e. Locomotive Restrictions
Movements with SD60 series locomotives in the consist should avoid maximum acceleration (RUN 8) and/or an
emergency brake application while such equipment is operating on the following bridges: Mile 47.7 and Mile 49.0.
In the event of this occurring on any of the bridges listed, the RTC must be notified, who will notify the Manager
- Bridges and Structures to arrange for an inspection of the floor system. All further movement over the affected
bridge(s) will be suspended until the inspection has been performed.

f. Snow Conditions
When snow accumulates to the level of the rail or is expected to be higher than the level of the rail, Engineering

RAM RIVER
Crew arriving Rocky Mt house must advise RTC of their estimated arrival time at Ram River. RTC will advise
Husky Oil and arrange for a taxi. Split-rail derail at entrance to plant to be operated by CN crew. Minimum
handbrakes required to a maximum of 3 handbrakes applied on equipment left. Arriving and departing
movements at Ram River must sound 2 long blasts of the locomotive whistle alerting Husky plant workers.
Movements To Be Loaded On Arrival: Stop must be made prior to the loading tipple and a member of the
crew must communicate with plant employees. When plant employees are in position to inspect cars, pull ahead
at 5 MPH. Conductor must be with plant employee(s) for pull-by inspection in case a stop is required. After
inspecting 50 cars, a cut should be made prior to the crossover switch and pulled clear of the crossover. Taxi to
engine, cutoff, and run-around via Track QU24. Take SBU and couple on locomotives. Taxi to crossover and line
crossover for Track QU24. Move forward at 5 MPH for pull-by inspection of remaining 50 cars. When clear of
crossover, secure with 3 handbrakes. Proceed over crossover and couple onto first cut of cars and change ends
on locomotive consist. Plant employees will take over and load train.
After loading has been completed, proceed to mail box at crossover for list of train. Taxi to head-end, drop off
locomotive engineer, release handbrakes and grab SBU. Taxi to tail-end, install SBU, and do applicable air test.
On return to head end check cars equipped with manual empty - load feature and set to “LOAD”. On departure,
the derail will be restored by plant employees.
Movements Yarded For Later Loading: After movement is yarded and secured, the derail must be restored by
the CN crew.
Extends 5.2 miles south and west to Strachan Sulphur Plant. Switch points face north.
Snow plows and flangers must not be operated under loading tipples.
TGBO applicable.
Speed - 20 MPH.
Derails located on entrance and departure tracks. For loading, movements will stay to the right and must stop 1
car length before the loading tipple.
Loading Train - When plant employees are in position to inspect and load cars the conductor must be with plant
employees in case a stop is required. Speed past the loading tipple 5 MPH. After inspection is made, back-up
1 car length clear of tipple, check manual empty-load feature, and set to “LOAD”. Plant employees will indicate
speed required for loading. After train is loaded, stop clear of loading tipple. Proceed to crossing No. 1, secure
movement, and cut crossing. With remaining portion of movement, proceed to crossing No. 2, stop clear and
secure head-end portion.
List for departure is found in the Control Room. Plant employees will restore derail after departure.
Storing Cars - Track Qu16 must not be used for storage of cars. Strachan Spur must not be used for storage of
cars between Mile 0.0 and Mile 5.2.

Arriving and departing movements must contact Walker Control for yarding and routing instructions.
Switch point indicator light will always indicate “red” STOP until a route is selected and confirmed by radio
message. Indicator lights are route indicators only and do not convey operating authority.
To establish a route:
Failure to Obtain Route, Signal or Radio Message: Switch(es) must be placed in “hand” position and
then be governed by Rule 104.2 (b).
Capacity 230 ft Switch points face west. Equipment must not be allowed to run free.

Smoking and open flames prohibited. All employees within the plant area, not confined to the locomotive, must
wear hard hats. A spare supply is available in the yellow box located between the first 2 main crossings near
Track SB31 and SB33 switches.
Extends 5.4 miles northward. Connected off east end North Yard.
Trackage between Mile 4.8 and Mile 5.4 is used jointly by CN movements and ANC trackmobile.
Retainers - In the absence of a functioning brake pipe pressure maintaining feature, pressure retaining valves
must be used on northward movements from Sulphur plant and run-around track.
Brake Test Requirement - Northward movements at the Sulphur plant must perform a brake test. Loads must
not be moved northward from the Sulphur plant unless the route to be used is clear of other equipment.
Switching - Due to heavy ascending grade and sharp curvature, forward pushing movements must exercise
caution to prevent excessive side thrust and possible derailment.
Speed - 15 MPH.
Derails -Conductor on departing movements must contact the shift foreman on-duty who will arrange to drive a
crew member to the derail. Once restored the crew member will be driven to the head-end of their movement at
Mile 0.6.
Handbrake Requirement - When spotting a unit train for bulk sulphur load-out, a minimum of 12 handbrakes
are to be applied.
Retainers - In the absence of a functioning brake pipe pressure maintaining feature, pressure retaining valves
must be used on northward movements leaving Loop Track.

Switch crews are required to contact SLP Control Room at (780)-849-7748 a minimum of 30 minutes prior
to their arrival at the SLP mill site to advise the mill of their intent to enter onto SLP property. Crews are also
required to contact the SLP control room once they have departed the mill site.
Tolko Switch HA03 must be left lined and locked in normal position after use.
When setting out 4 cars or less to HA10, 100% handbrakes are required. When setting out more than 4 cars, 2
handbrakes must be applied to each end of HA10.

must come to a rest before the next car/cut of cars are let run free into that same track.
II. The maximum number of car bodies that can be released to run free into a track is four (4), regardless of
loads or empties.
Cars to be let run free (kicked) must be cut off no more than four car lengths west of the VC63 switch when
kicking toward tracks VC63 through VC70 and no more than four car lengths west of the VC71 switch when
kicking toward tracks VC71 through VC75. Cars must not be let run free (kicked) at a speed greater than 2 MPH.

Derail self restore timer - Restores after 10 Minutes. After 8 minutes there will be a 2 minute warning.
Crews must monitor channel CN01 to ensure the derail restores to derailing position. If the talker is not heard crews
must immediately contact the RTC.
*Note: When departing, the movement must occupy the derail circuit prior to entering the DTMF code for non-
derailing position.
STURGEON
BEAMER JCT
Cars are not to be cut-off in motion within the plant site. Rail movements must not be spotted foul of plant
crossings, crossovers or other tracks within the plant.
Speed 5 MPH.
Crews must be on the lookout on these tracks for cars left foul by Albchem employees.
Extends north from Scotford Yard and is joint trackage with CP. Connects to lead at east end of Scotford yard.
Entrance Signals located 430 ft east and 1635 ft west of main gate. Train, locomotive or car movements must not
be made until a RED OVER GREEN signal is displayed. When a RED OVER RED signal is displayed, contact
Scotford yard office who will then call the plant security office.
Switching - Cars must not be kicked or running switches made on Shell Oil Co. trackage.
III. Mile 2.9 - VC 44-45 - (S.I.L.). SHELL STYRENE AND MEG. - Switch points face north and south.
Rule 104(o) – all switches equipped with a lock may be left lined and locked in either position.
Connecting Spurs:
Road Crossing inside plant area must not be blocked by standing equipment. All movements over this crossing
must be manually protected.
Switching - Cars must not be kicked or running switches made on this trackage.
Speed 10 MPH
Switch Confirmation - All movements pushing equipment whether entering or after exiting the Dow Chemical
Plant must comply with the following:
The employee handling switch VD27 must, from the location of the switch, communicate with all other crew
members to confirm the position in which the switch has been lined. Other crew members must repeat the
confirmation back to the employee who handled the switch before the reverse movement is commenced.
Communication may be achieved by personal contact, radio or telephone. In addition, once the reverse has
commenced, a crew member must remain at the switch in a position on the ground until at least one piece of
equipment has moved over the switch points to visually ascertain that the movement is properly lined for the
intended route to be used
Locomotives must not move over the track scale. Derails may only be applied or removed by Marsulex
employees.
Speed 10 MPH
Alarm System - More than one short horn blast on the Agrium plant alarm system signifies an emergency. In
case of emergency, crews are to uncouple from their movement and exit the plant with their locomotive consist.
Switching - Equipment shall not be cut-off in motion within the plant. All movements must have an employee
positioned on the leading end of the movement. Rail cars must not be spotted foul of plant crossings, crossovers
or other tracks within the plant. Rail movements shall not enter buildings where blue flashing lights have been
activated.
Plant Access - CN will contact Agrium Security, 780-998-6690, 15-20 minutes prior to arrival at plant, and
advise which gate they will require unlocked and what time they will arrive. CN crews will stop clear of gates and
not proceed into plant until met by Agrium personnel who will review switching requirements with crew prior to
their proceeding into plant site.
Leaving Plant - CN crews must advise Agrium when all work is complete and they are clear of the plant. If no
Agrium personnel are on hand when crew is ready to depart, the TMC at Scotford can contact Agrium Security at
780-998-6690 to advise that CN is clear of the plant site.
IV. Mile 3.34 VD03. (F.S.I.) PRAXAIR - Switch points face west. Capacity is 3 cars west of scale.
Access - Track is protected by 2 derails. The derail outside the gate is equipped with a railway lock. The gate
is equipped with both a railway and a private lock which allows access to the plant by railway employees. The
derail inside the gate is equipped with a private lock and blue flag. Only PRAXAIR employees are authorized to
remove this derail and blue flag.
Scale - Locomotives are prohibited from moving onto or over the track scale. The scale is equipped with 2
separate weight rails and cars spot with a pair of wheels on each rail.

Derail installed on extreme south end of the lead VE76. Applicable handbrakes are to be applied at the south
end of the track nearest the derail.
The derail is programmed with a timer, if the circuit is not occupied within 5 minutes after the non-derailing DTMF
code is sent, the derail light will turn red indicating a 2 minute warning until the derail self-restores to the derailing
position.

Access - CN will contact Agrium Redwater at 780-998-6215 or 780-998-6282 at least 30 minutes prior to arrival
at plant gate to advise time of arrival and number of cars to be set¬off. CN crew will stop clear of derail and gate
at Mile 6.1 Beamer Spur until met by Agrium personnel who will review yarding and lifting instructions prior to CN
crew proceeding into plant site. Agrium personnel will then unlock derail and open gate and escort crew through
plant.
Road Crossing - Movements must stop at Stop sign located at main crossing between Administration building
and Guardhouse. Movements may proceed if crossing is clear. Engine bell must be rung before fouling and until
crossing fully occupied.
Departing Plant - On departure of plant site, it will be the responsibility of Agrium personnel to close gate and to
line and lock derail in the derailing position as soon as CN movement has cleared this location.
Contact Information:
Inbounds – Contact Scotford Yardmaster who will then contact Bruderheim Energy Terminal to provide 20
minutes warning before arrival.
Use Call Box at Gate to Contact Operations. Savage Services will provide a pilot to assist with yarding Train in
the Terminal.
Switching Restrictions - Cars must not be cut off in motion (kicked) within plant site.
Equipment must not be spotted foul of crossovers or other tracks within the plant unless instructed by Savage
operations.

West Tracks AM05 and AM06 only. Grade runs south from Vegreville Sub connection to the north end of the

CN Movements entering AMRT may back into AM05 from EAST switch or head into AM01 from WEST switch
and pull around “Loop” Designated CN arrival track is AM05. When lined up and connected to AM01, both tracks
together provide for 7640’ of capacity.
When AM01-05 are not available, AMRT will advise CN crews to use AM02/03 for CN inbound.
Capacity of track AM02 is 3070’ AM03 becomes designated run around. Overflow to AM05 if required.
Pulling Traffic from AMRT – CN has access at anytime to pull from tracks without permission from AMRT: AM01,
AM02, AM03, AM05, AM11, AM12, AM13, AM14, AM15, AM16. Instructions given at Scotford or by CN proper
authority on specific tracks to pull. MAXIMUM SPEED in Terminal: 10 MPH
Inbound trains will enter the Inbound Wye track (“west leg”) which connects with loop track VB50 and can
proceed westward through loop, twice depending upon train length, to clear main track and Inbound wye switch.
Leave equipment spotted at signs located near entrance to loadout. Do not block Private Crossings within the
facility – marked by signage.
As required by Rule 112, equipment on a grade over 0.4% must be secured by using the table in 112(g). The
grade at GrainsConnect Vegreville is 0.62% GrainsConnnect personnel will utilize CN locomotives to load trains
at the Vegreville terminal.
Outbound trains will use the Outbound Wye track (“east leg” – track VB51) to proceed westward on Vegreville
Subdivision.

ILTA
Dual controlled-auto restore switches are located at the facility entrance. These switches are linked with the
control signals to allow movements to enter the facility without requiring them to be placed in hand position or
DTMF activated. Movements departing the facility must use the appropriate DTMF code to advise the RTC
that the movement is requesting the signal. The switch will be lined 60 seconds after the RTC has entered the
request for the movement to depart.
The RTC will signal movements into Ilta. When signalled the yard switch will be thrown automatically for the Ilta
loop track.
When operating on signal indication arriving or departing, the yard switch will be automatically lined.
Movements wishing to depart must call the RTC, have the circuit occupied and enter in the appropriate DTMF
code.
BIGGAR

Clearance on this track is sufficient for regular hoppers. Account curvature, units must not operate on
Concentrator Track at Norco Mine. Movements must use reachers to shove cars in the clear on this track and
mine trackmobile will spot them. Empty cars must not be used as reachers.

e. Mile 170.2 Agrium Spur - WS82 Speed 3 MPH through unloading shed.
Rule 103.1 (d) applicable, STOP signs for westward movements located east of crossing. Warning devices will
activate 13 seconds after the crossing circuit is occupied. A movement which may block crossing due to length
must not proceed beyond crossing circuit sign until Signal 1783-1 is requested to display a permissive indication
or is in possession of authority to pass Signal 1783-1.
To assist in train handling, the crossing may be activated with a DTMF code:
Movements must not obstruct the crossing until the warning devices have been operating for 21 seconds.
This action takes approximately 34 seconds. The crossing circuit MUST be occupied within 3 minutes; if the
movement fails to occupy the crossing circuit, the warning devices will deactivate. When a movement is delayed,
the warning devices are to be deactivated.

At certain locations, the DV plate is only added to the signal governing the departure of the siding or other track at that
location and not on the entrance signal to the track. When the departing signal provides for 25 mph speeds, trains or
engines may accelerate to that speed once the lead locomotive has passed the signal regardless of speed posted for
that siding.
Example: Time Table does not indicate a speed for a siding. Rule 105 (b) requires 15 mph for this track. If departing
signal is DV equipped, movement may accelerate to 25 mph once lead locomotive has passed signal.
Note: Speed restrictions for equipment or track conditions posted for that track must always be applied regardless of
signal indication displayed.
a. To enter main track from yard - passing over self restoring derail: When the CTC signal leaving a yard is
displaying a permissive indication, a member of the crew will enter the code for the derail location on their DTMF
radio. This will cause the dual control mechanism to place the derail in the non-derailing position. A green strobe
indicator light located atop the derail marker will operate to indicate that the derail is now in a non-derailing
position. Movement must not advance to within 100 feet of derail until indicator strobe light is operating.
b. To enter yard from main track - passing over self restoring derail: When the CTC signal to enter yard is
displaying a permissive indication, the occupancy of the approach circuit will cause the dual control mechanism
to place the derail in the non-derailing position. The movement must approach the derail prepared to stop, unless
or until the green strobe indicator light located atop the derail marker is operating to indicate that the derail is
now in a non-derailing position.
c. Indicator Light Not Illuminated - When a train or transfer is required to move over the self restoring derail when
the indicator light is not illuminated, movement must not be made until:
II. the hand throw lever is operated until the derail point moves in both directions with the movement of the
hand throw lever; and
III. the derail is lined by hand for the non- derailing “power” position and locked, but not before the
movement has occupied the derail point.
Note: In the application of Rule 115, the indicator strobe light must be “seen or known” to be operating
before movement commences. If not illuminated, items (i), (ii), and (iii) must be complied with. If reported not
illuminated, the RTC must report this condition to the S&C department immediately.
d. Derail Restoration and Failure - The self restoring derail mechanism will restore the derail to the derailing
position when the movement has left the location of the derail. This will indicate to the RTC through the CTC
display in the RTC office. Should the system indicate that the derail has not been restored to derailing position,
the RTC must immediately advise S&C.
e. Change in Operation - The operation of the SELF RESTORING DERAILS has been changed at the following
locations:
• Jasper East Mile 234.3 Edson Sub. (North & South Track)
The CTC signal to enter the main track WILL NOT display a permissive indication until the derail is in a non-
derailing position. “To enter main track from yard” for these locations is revised to read:
To enter main track from yard - passing over self restoring derail:
II. Member of crew will enter the code for the derail location on their DTMF radio.
III. A green strobe light on top of derail will indicate when in non-derailing position.
IV. CTC signal that was on request should now indicate a permissive indication.
V. Movements must not advance to within 100 feet of derail until the indicator strobe light is operating and a
permissive indication is provided on the CTC governing signal.
a. To move over a self-restoring derail in non-signalled territory, the following instructions apply:
II. A member of the crew will place the selector lever in “hand” position.
III. The hand throw lever must be operated until the derail point moves in both directions with the movement
of the hand throw lever.
V. The selector lever must be restored to “power” position and locked, but not before the movement has
occupied the derail point.
Note: During switching operations, the derail must be left in “hand position”.
VI. When the movement has departed the derail track circuit, the mechanism will restore the derail to
derailing position. The crew will be advised that this has taken place by a “Talker” message stating: “CN
derail Mile “XXX”, “YYY” Sub, restored to the derailing position, repeat restored to the derailing position”,
broadcast on the end-to-end channel.
VII. If the message is not received, the crew will contact the RTC to inform that the derail was not reported
reset. The RTC must immediately report the condition to the Signals and Communications department.
In the event, that the message is not received, the crew will contact the RTC immediately to inform that the derail has not
reported reset. When such condition has been reported or is indicating on the control system within the office, the RTC
must take immediate action to prevent movements from entering the limits of the malfunctioning derail and arrange to
have a responsible employee, such as another train crew, TMC, yardmaster or even the departing crew restore the derail
to derailing position.
The incoming crew of a cabooseless train will provide an inspection of both sides of the train for the outgoing crew,
unless otherwise instructed. When hours of service will be affected or a RX claim will be generated should the
incoming crew perform the inspection on any train, the crew is to contact the RTC as per GOI 5.8(e)(ii). The RTC or
Company Officer may then relieve the incoming crew of this requirement provided the required inspections for ERAP/
LPS trains are performed prior to the train departing the crew change location. Inspections procedure for Trains handling
rail cars containing dangerous goods for which an ERAP is required and/or rail cars identified as loads prone to shift
(LPS) (requiring an inspection as per 5.8(e)(i)) • Pull-by inspection must be performed If not ordered on connection
or will not depart within 30 minutes, incoming crew will be governed by instructions from the RTC or company officer.
Instructions may be issued which govern these situations at individual locations.
All other trains: • Roll-by inspection If train will not depart within 30 minutes, incoming crew is relieved of inspection
requirement unless otherwise instructed by the RTC or a company officer. Instructions may be issued which govern these
situations at individual locations.
RTC’s are required to verify the length of all trains or transfers on departure from crew change points. Operating crews
departing terminals and crew change points must contact the RTC and supply this information, in particular any train or
transfer that will be oversiding length.
Avalanche zones will be identified in timetable subdivision footnotes and identified in the field by avalanche warning
signs.
The Engineering Supervisor or designate will obtain guidance from the Avalanche Coordinator regarding level of
avalanche hazard.
The Engineering Supervisor or designate will obtain guidance from the Subdivision’s Avalanche Coordinator prior to any
Engineering response to avalanches affecting the right-of-way.
1. The RTC must advise all foremen holding TOP’s or Rule 42 whenever Moderate, High or Extreme hazards are in
effect, and again when the hazard status changes.
2. The foreman holding track protection must then advise all personnel working under his/her protection whenever
Moderate, High or Extreme hazards are in effect, and again when the hazard status changes.
3. Personnel must know the current hazard level prior to entering avalanche zones.
4. A foreman responsible for any extended work that will continue for greater than one day and is located within an
avalanche path, will notify the Subdivision’s Avalanche Coordinator prior to initiating the project.
Hazard Definitions
MODERATE - Small avalanches (up to size 2 on 1 to 5 scale) may affect the right-of-way, while larger avalanches (size
3 and larger) are expected to stop above the right-of-way. Appropriate restrictions will be in place for personnel, and may
or may not apply to Movements within the zone.
HIGH - Large avalanches may affect the right-of-way at isolated locations. Appropriate restrictions will be in place for all
personnel and Movements within zones, including zone closure.
EXTREME - Large or very large avalanches are expected to affect, or are affecting, the right-of-way. Zone closure is in
effect for both personnel and Movements.
Low Hazard:
1. No restrictions.
2. Personnel must not enter a zone without wearing a personal avalanche transceiver.
Moderate Hazard:
1. No work or travel is permitted in the zone without first obtaining guidance from the Avalanche Coordinator.
2. Personnel must not enter a zone without wearing a personal avalanche transceiver.
3. Personnel may only work in an avalanche path when visibility is unrestricted and an avalanche spotter is used.
4. Heavy duty machinery must not work in an avalanche path without guidance from the Avalanche Coordinator
and unless accompanied by an employee who either maintains visual and radio contact from a nearby
• observe any avalanche activity above the right-of-way and immediately notify the machinery operator of
that activity,
• initiate a timely response in the event of any type of incident involving the operator.
5. Personnel must not travel on foot within a zone without first obtaining guidance from the Avalanche Coordinator.
Movement must be made on the downhill side of equipment whenever practical.
High Hazard:
1. No work or travel is permitted in the zone without first obtaining guidance from the Avalanche Coordinator.
2. Personnel must not enter a zone without wearing a personal avalanche transceiver.
3. Personnel must not travel on foot in the zone without the guidance of the Avalanche Coordinator, and in case of
emergency.
5. Location monitoring must be maintained with the RTC or another employee outside the zone.
Extreme Hazard:
2. Personnel inside the zone when the Extreme warning is issued must obtain guidance from the Avalanche
Coordinator before proceeding in any direction.
Low Hazard:
1. No restrictions.
Moderate Hazard:
Movements required to stop within an Avalanche Zone during a Moderate hazard (no stopping) will be governed by the
following instructions:
• Stop movement.
• Having the crew wait at present location within the locomotives until conditions change.
• Having the crew cut-off power and clear the avalanche zone.
High Hazard:
3. Personnel must not travel on foot within the zone without first obtaining guidance from the Avalanche
Coordinator.
4. Location monitoring must be maintained with the RTC or other employee outside the Zone.
Extreme Hazard:
3. Movements in the Zone when the Extreme warning is issued should request the RTC to obtain guidance from
the Avalanche Coordinator.
The following exemption from the requirements of GOI 7.9 (c) (ii) The application and release of each car brake to be
tested when conducting a No 1A Brake Test on loaded grain trains released to depart at customer elevators.
• Equipment must not be off air for more than 24 hours (calculated between spot time to time cars are lifted)
• A roll by inspection of the cars, integrity and continuity tests must still be performed.
Instructions for crews: Spotting: On completion of the tour of duty, a copy of the ‘Brake Status Report’ must be faxed to
the TMC at 1-855-318-3870. The spot time / date must also be included.
Lifting: Crew will be provided with a copy of the Brake Status Report with the WOPRT, including the spot time/date for the
empty train.
The required roll-by inspection is to be performed while assembling the train at location.
Independent Motoring
The following is applicable on the Wainwright, Edson, Foothills and Mountain Park Subdivision.
1. Locomotive Engineer must peruse the WOPRT (train journal) profile page(s) to know the train make up and in
particular the number and location of any EOC (end of car cushioning) cars.
2. Locomotive Engineer must know the location of the remote consist in the train, which can be determined off the
WOPRT (train journal) for effective use of the DMD (distance measuring device) while independent motoring.
3. The throttle and dynamic brake settings must be constantly monitored between the lead consist and the remote
consist with the following adhered to:
a. To keep the train compressed, the remote consist should remain in a higher throttle position than the
lead consist except when compressing only from the lead consist while in DB.
b. At no time should the lead consist be in a traction setting with more than 5 notches difference from the
remote consist.
Wainwright Subdivision Train Handling Guides (Subdivision Profiles) have been modified to include some guidelines on
when, where and how to apply these principles when running eastward.
Western Region HPTA
The 15 minute grace period in the 8960 which allows crews to use more throttle than restricted as per the HPTA, is not
applicable on any Subdivision (review new System Operating Bulleting for the 8960).
There is a list of locations where there are exceptions to the throttle restriction listed below.
