BUDGET OVERVIEW

• Budget estimate (Consolidated Fund) Rs. 3,71,383 crores


• Total revenue receipts (income that a government generates through its regular
operating activities) of Rs. 2,63,178 crores is estimated for 2024-25

KARNATAKA’S ECONOMY
• GSDP: In 2022-23, Karnataka’s GSDP (at constant prices) is estimated to grow at 7.9% as
compared to 11% in 2021-22. In 2022-23, India’s GDP is estimated to grow at 7.2%.
• Sectors: In 2022-23, the state’s services sector is estimated to grow by 9.2% followed by
agriculture (5.5%) and manufacturing (5.1%). Agriculture, manufacturing, and services
are estimated to contribute 16%, 20%, and 64% to Karnataka’s economy respectively (at
current prices) in 2022-23.

• Per capita GSDP: The per capita GSDP of Karnataka in 2022-23 (at current prices) is
estimated at Rs 3,31,981 an increase of 13% over 2021-22. In comparison, the national

‘KARNATAKA RAITHA SAMRUDDHI YOJANE’


• Comprehensive agriculture
o Inclusive of agriculture, animal husbandry, horticulture and dairy farming
o Involves selection of crops based on soil characteristics and market demands
o Raising awareness about new agricultural practices and technologies, and market

Minimum Support Price (MSP) is a government-announced price at which it commits to
purchasing the agricultural produce from farmers, providing them a guaranteed income for
their crops
There has been criticism that the announced MSP often does not cover the full cost of

production, especially when calculated using the C2 cost concept. Farmers' organizations
have sometimes demanded MSP at levels recommended by the Swaminathan Committee.
The Swaminathan Committee, officially known as the National Commission on Farmers
(NCF), was formed in 2004 to address issues related to agricultural policies, farmer distress,
and overall rural development in India. The committee was chaired by Professor M.S.
Swaminathan, a renowned agricultural scientist. One of the key recommendations of the
Swaminathan Committee was related to Minimum Support Prices (MSP) for agricultural
commodities.
The Swaminathan Committee submitted its reports in 2004 and later in 2006, highlighting
the need for agrarian reforms and providing recommendations to improve the economic
condition of farmers. One of the significant recommendations was the concept of "C2 cost
plus 50 percent" as the basis for determining MSP.
The C2 cost includes:
1. A2 Cost: This covers actual paid-out costs directly incurred by the farmer, including
expenses on seeds, fertilizers, pesticides, hired labor, fuel, irrigation, etc.
2. FL Cost (Family Labor): Imputed value of unpaid family labor.
3. C1 Cost: Sum of A2 and FL costs.
4. C2 Cost: C1 plus the imputed rental value of owned land and interest on the value
of owned capital assets.
The Swaminathan Committee recommended that MSP should be set at a level that is at
least 50 percent more than the comprehensive cost (C2). This was aimed at providing
farmers with remunerative prices and ensuring that their income covers not just the cost of
production but also provides for family labor and capital investment.
The implementation of the Swaminathan Committee's recommendations has been a subject
of discussion and debate. While there have been periodic increases in MSP by the
government, achieving the recommended MSP based on C2 costs has been a challenge.
Critics argue that the actual MSP announced by the government often falls short of the
Swaminathan Committee's suggested levels.

The issue of MSP and agricultural reforms continues to be a significant aspect of policy
discussions in India, with ongoing efforts to address the concerns of farmers and improve
the overall economic condition of the agricultural sector.

GOVERNANCE

KARNATAKA AGRICULTURAL PRODUCE MARKETING (REGULATION AND


DEVELOPMENT) (AMENDMENT) BILL, 2023
• Seeks to undo the changes that were brought by the BJP government in 2020
• Legislative Council had referred the Bill to the select committee headed by APMC
Minister Shivanand Patil
• Committee Visited Four APMCs at Kolar, Shivamogga, and Raichur who welcomed the
government move to amend the Act restoring the old provisions

Recommendations

• Protect the properties of APMCs whose value is estimated to be about ₹15,000 crore
• Introduction of online facility in the market yard to bring quick and transparent

ASHADEEPA SCHEME
The Government of Karnataka has framed a Scheme called “ASHADEEPA SCHEME”.
The Scheme is being implemented through “Karnataka State Workers Welfare and
Social Security (Ashadeepa Scheme) Society (R)” to encourage employment
opportunities in the private sector factories and establishments, to the candidates
belonging to Schedule Castes and Schedule Tribes.
Objectives of the Scheme :
1) To create employment opportunities to the candidates belonging to SC and ST
categories in the private sector.
2) To improve the socio – economic conditions of SCs and STs
3) To encourage the employment of SCs and STs, in private sectors
establishments/factories etc., by reimbursing the contribution paid by the employers
towards ESI and EPF paid by them, thereby providing financial assistance.
4) To reimburse Stipendiary amount paid to the apprentice trainees by the employer.
5) After completion of Apprenticeship, if the employer recruits the same candidate,
50% of wages subject to maximum limit of 7000/- p.m. will be reimbursed
Benefits under the Scheme :
1. Reimbursement of ESI and EPF contribution to the employers:-: The private sector
employer, who newly employs SC and ST candidates, will be reimbursed the ESI and
EPF contribution paid by them for a period of 2 years, subject to the maximum limit
of Rs.3000/- p.m. per candidate.
2. Reimbursement of Stipend paid to the apprentice trainees:-: The stipend amount
under Apprenticeship Act, 1961 paid to the Apprentice Trainees belonging to SC and

belonging to SC and ST categories, employs the same candidates in permanent posts,

4. Skill Development :-: To organize skill trainings for the Scheduled Castes and

The Karnataka Sakala Services Act was passed in 2011 to provide guarantee of services to
