Power Transmission Enhancement Investment Program

1.0 PROJECT BRIEF

1.1 The Project

Extension and Augmentation works at 500kV Dadu New Grid Station, hereinafter
called the ‘Project’.

1.2 Location

Dadu- Sindh

1.3 Objectives & Benefits of the Project

The main objective of the project is enhancement in the capacity of the transmission
system by adding 500/220kV 3x150 MVA and 220/132kV 1x160 MVA auto-
transformers at existing 500/220/132kV Dadu Substation. This will improve voltage
and stabilize power supply to the Pepco network.

1.5 Consultants

NTDC has engaged National Engineering Services Pakistan (Pvt.) Limited


(NESPAK) as “Supervision Consultants” for the project through an amendment No. 1
to the Contract for Engineering Consultancy Services for 500kV Transmission Line
3rd Circuit Jamshoro-Moro-Dadu to Rahim Yar Khan (600km) and Moro Substation
Project. Amendment No. 1 has been signed between National Transmission and
Despatch Company Limited (NTDC) and National Engineering Services Pakistan

(Pvt.) Limited (NESPAK) on August 11, 2011 envisaging an additional cost of Pak
Rs. 21, 212,513 for providing services specific to this project.

2.0 PROJECT DETAILS

2.1 Description of the Work

The description of work includes construction of civil work including control house
building with earthing and lighting protection, equipment and gantry foundations,
trenches along with covers, transformer way including embedding of rail, in addition
to assembly, erection complete with accessories, making cable terminations and inter
connection of the equipment, dehydration (where applicable), wiring, testing and
commissioning, complete in all respects of the AIS plant comprising of the following
equipment but not limited to, the quantity of the equipment as per drawings/design
given in Volume-II of this tender documents.

 Lot-I: (500kV Dadu New Grid Station)

 500/220kV, 3x150 MVA Auto-transformer Bank along with its complete


accessories, control, protection and erection at Dadu New grid station.

 220/132kV, 160 MVA, 01 No. Auto-transformer along with its complete


accessories, control, protection and erection at Dadu New grid station.

 500kV current transformers together with supporting structures and


marshalling boxes.

 420kV surge arresters, along with supporting structures and operation


counters.

 500kV Coupling capacitor voltage transformer (CCVT), single pole, 2 core,


500/3kV/110/3V, 110V-voltage ratio, min.6900pF capacitance along with
supporting structures and marshalling boxes.

 500kV post insulators together with supporting structures.

 500kV SF6 circuit breakers together with supporting structures, marshalling


kiosk and operating mechanism.

 500kV disconnectors together with their supporting structure, operating


mechanisms and control cabinets.

 220kV current transformers together with supporting structures and


marshalling boxes.

 220kV capacitive voltage transformers along with supporting structures and


marshalling boxes.

 198 kV surge arresters, along with supporting structures and operation


counters.

 220kV post insulators together with supporting structures.

 220kV SF6 circuit breakers together with supporting structures, marshalling


kiosk and operating mechanisms.

 220kV disconnectors together with their supporting structure, operating


mechanisms and control cabinets.

 132kV current transformers together with supporting structures and


marshalling boxes.

 132kV capacitive voltage transformers along with supporting structures and


marshalling boxes.

 132kV surge arresters, along with supporting structures and operation


counters.

 132kV post insulators together with supporting structures.

 132kV SF6 circuit breakers together with supporting structures, marshalling


kiosk and operating mechanisms.

 132kV disconnectors together with their supporting structure, operating


mechanisms and control cabinets.

 Erection and installation of the grid station hardware comprising of but not
necessarily limited to the following:-

 Overhead strain bus work, line and transformer take-off conductors and shield
wires.

 Substation underground earthing system and connecting the same with the
existing mesh together with earthing mast in 500kV, 220kV and 132kV yards
of extension portion.

 Conductor/Rigid tubular equipment interconnection work.

 Installation of the indoor equipment comprising of but not necessarily limited to


the followings:-

 Relevant control, relay panels, in the control and relay rooms.

 All other panels necessary for successful/smooth operation of the grid station.

 Laying and connection of all cables A.C. and D.C. distribution systems for
auxiliaries of plant involved in the scope of work.

 Laying in trenches and connection of all control cables, for control and protection
systems and connections between oscillograph and event recorder.

 Necessary interconnection wiring of all switchyard and indoors equipment as per


specification drawings.

 Construction of cable trenches, draw pits and culverts in the switchyard along
with cable supports inside the trenches as detailed in drawings.

 Construction of foundation for steel structures as detailed in relevant drawings,


and erection of steel structures according to the approved drawings.

 Embedding of rail on transformer way, laying of gravel in switch yard in extended


portion (if any) along with any other civil work not mentioned above but
necessary for successful completion of switchyard indoor/outdoor equipment and
including construction of control building.

 All other ancillary items for the completion of the work not specifically
mentioned above.

 To provide technical staff, labor, contractor’s equipment and consumables in


testing and commissioning of all plant and accessories for satisfactory operation.

 The quantities for both electrical and civil work have been indicated in the
schedule of prices. Single line diagrams, switchyard layouts and other relevant
drawings will also help in understanding the scope of work for the substations.

 All necessary provisions in context of civil works shall be made/carried out for
ready connection of SCADA and remote control system, if required.

 To provide technical staff, labor, contactor’s equipment and consumables in


testing and commissioning of all plant and accessories for satisfactory operation.

 The quantities for both electrical and civil work have been indicated in the
schedule of prices. Single line diagrams, switchyard layouts and other relevant
drawings will also help in understanding the scope of work for the substations.

 Sub soil investigation of the site including laboratory tests and preparation and
submission of sub soil investigation report. In case of change in soil bearing
capacity the cost will also changed accordingly.

 The Contractor/Bidder is required to design the civil works according to the


requirements (Building Code) of the relevant seismic zone issued by Government
of Pakistan. In this context the Contractor/Bidder may obtain he relevant
information from Earthquake Rehabilitation and Reconstruction Authority
(ERRA).

3.0 SCOPE OF WORK

3.1 Scope of Work by Consultants

The scope of Services to be provided by the Consultants encompasses only Site


Supervision of Civil Works, Erection, Testing & Commissioning of Extension and
Augmentation Works at 500/220/132kV Dadu Substation as elaborated here below:

Consultants will supervise site work to ensure that the works are being carried out in
compliance with the Client’s approved drawings and provisions of the construction
contract between Client and the Contractor within the scheduled time stipulated in the
construction contract. Following tasks are envisaged in this regard:

 Review and monitor construction, erection, testing and commissioning plans


of the Contractor to ensure that these conform to the implementation schedule
stipulated in the construction contract.

 Review and monitor Contractor’s safety programs and conformance thereof to


the applicable provisions of the construction contract.

 Coordinate and keep close liaison between various formations of Client and
the Contractor.

 Check demarcation and layout of the grid station in accordance with Client’s
approved drawings.

 Supervise construction of civil works in accordance with Client’s approved


drawings including checks of the Contractor’s work methodology, concrete
aggregates and sources thereof, collection of the test samples during
concreting by the Contractor, witnessing of the tests on the samples and
review of the test reports to be submitted by the Contractor.

 Supervise erection of steel structures, stringing of conductors, installation of


auto-transformers and outdoor & indoor equipment and laying of cables and
termination thereof in accordance with Client’s approved drawings for
installation; schematic diagrams for control, protection, metering &
monitoring systems; cable schedules and wiring diagrams.

 Supervise testing and commissioning of the works, to be carried out by the


specialists of the Contractor/vendors, as per the requirements stipulated in the
contract between Client and the Contractor, and pursuant to Client’s approved
test procedures and test protocols.
 Provide requisite information to Client for preparation and issuance of the
variation orders (if required) by Chief Engineer (Design) NTDC.

 Review and monitor Contractor’s progress and prepare and submit to Client
monthly progress reports on physical progress of works. Also provide relevant
information for preparation of financial progress report by NTDC.

 Provide relevant information to Client in respect of the defects, deficiencies


and pending works for issuance of the certificate(s) of substantial completion.

 Verify drawings submitted by the Contractor for conformance to the as-built


status based on the marking by the Contractor on the working drawings used
during installation, testing and commissioning of works. Review of operation
and maintenance manuals will be done by Client.

 Measure and determine quantities for certification of payments due to the


Contractor in accordance with the provisions of the construction contract.

 Review and check Contractor’s Monthly Statements and issue Interim


Payment Certificates to the Client for Payment to the Contractor.

 Measure final quantities and prepare final statement of payments due to the
Contractor.

 Assist in liaison and final settlements of the claim between the Client and
Contractor except in case of litigation and arbitration.

3.2 Scope of Work by Contractors

The Contractor’s scope of work under this Contract comprises, but not limited to, the
following:

 Construction of equipment foundations, trenches along with covers,


embedding of rail on transformer way and associated Civil Works etc.,
shifting of plant and equipment from NTDC warehouses to the site of work(s),
erection, testing and commissioning of equipment at civil works, erection,
testing and commissioning at 500kV Dadu New grid station shall be
constructed and completed, in accordance with the Contract Documents,
BOQs and drawings. These works are further elaborated here below:

 The main electrical equipment including but not limited to that given at
Clause 09, Section 6 “Employers Requirements” of the Contract Documents
to be installed, tested and commissioned at the grid station will be provided by
NTDC, however, it will be the responsibility of the Contractor to transport the
equipment from NTDC Warehouses situated at Lahore and/or Multan and/or
Faisalabad to the project site and store the same in a safe environment/custody
till completion/installation of it and successful testing/commissioning of the
project.

 Supply, installation, testing and commissioning of HVAC (as per


specifications) in control and PLC room shall be responsibility of the
contractor.

 Supply, installation, testing and commissioning of Fire Extinguishing system


(as per specifications) in Control House building shall be responsibility of the
contractor.

 For all kinds of civil works the contractor shall follow SPECIFICATION
revised, up to date referred in technical provisions of this tender but not
limited to it.

 Any other work not mentioned above but deemed necessary by the contractor
or Employer for the completion of the work and its successful/smooth
operation will be considered as part of the scope of work under the contract.

 Design (civil works) of the project is not a part of the scope. As such all the
relevant civil work, drawings have been made a part of the bidding document.
Any drawing missing will be provided to the successful bidder on if and when
required basis.

 The quantities mentioned in the BOQ are estimated quantities. These


quantities are to be used for bid evaluation purpose only. The actual quantities
can vary depending upon the approved design and soil bearing capacity.
However, the unit rates for material and services quoted in the offer shall
remain firm and final.

5.1 Civil Works

The completed and balance of Civil Works at 500/220/132kV Grid station at Dadu is
attached as Appendix 1.

5.2 Extension of Control House Building

Control House Building work completed.

5.3 Erection Works of 500kV, 220kV & 132kV Equipment

The completed and balance of Erection Works at 500/220/132kV Grid station at Dadu
is attached as Appendix 2.

5.4 BOTTLE NECKS


5.1 Civil Works
 Civil work on Transformer Way of 3*150 MVA Auto Transformer Drawing
No. PDD/CG-399 still not started.
 Trench covers only 40% concreted.

5.2 Erection Works

 Reclamation expert attending the oil leakage points by lowering the oil level
220/132kV 160MVA Auto-Transformer, refilling of oil not carried out.
 Testing of Sergi system, installation of Nitrogen panel and applying of
galvanized paint on rusty parts by M/s TBEA.
 Sergi system indoor annunciation with cables by M/s TBEA.
 Rectification of deficiencies of 500/220kV 3×150 MVA & 220/132kV
160MVA Auto-Transformer.
