Policies in the health sector are very dynamic following developments in meeting the
needs of all people related to health. Social Security for the people has been widely
implemented in many countries, including Indonesia. The existence of Health Social Security
(JKN) certainly has an impact on finances, both state finances and hospital finances which
require effective management so that this program can run by providing benefits to all parties,
both patients as participants and hospitals and the state as organizers.
The legal entity formed to administer the social security program to ensure that all
people can meet the basic needs of a decent life in Indonesia is the Social Security
Administration Agency (BPJS). BPJS Health always strives to improve the quality of service
so that the implementation can be as optimal as possible. However, in practice there are still
many problems, namely the existence of significant differences in service quality and patient
satisfaction between BPJS patients and general patients or with private financing. It was
concluded that there are still deficiencies that must be evaluated and updated by the
government in order to improve the quality of health services. One of the policies that will be
implemented is the abolition of BPJS Kesehatan classification based on class and replaced
with a standard/single class or referred to as the standard inpatient class (KRIS). The purpose
of this policy is to provide the same service for all National Health Insurance (JKN)
participants, with the intention that all participants have the right to receive the same services,
both medical and non-medical.
The standard class plan will be fully implemented in 2024. However, the government
will give until 2023, to be implemented in stages in hospitals and private hospitals. In July
2022 the government has started conducting trials in several selected hospitals. Regarding
tariffs, the JKN program will be developed based on a study of basic health needs (KDK).
Because of that, hospitals need to have strategies that are built to be able to follow and
implement programs and policies from BPJS Kesehatan effectively and efficiently with the
principle of quality control and cost control.
Hospitals as health service providers have the opportunity to be able to develop their
services, both for JKN participants and patients who are not JKN participants, especially from
abroad. This is supported by Indonesia's position as the fourth most populous country in the
world which is demographically dominated by Muslims. As a country with the largest
Muslim population, Indonesia is a very potential market for the world halal industry as well
as great potential to become a key player and producer which is expected to dominate its own
domestic market and world markets. Evidenced by the realization of investment in the halal
industry in Indonesia which is the highest in the world. This great potential needs to be
continuously developed properly so that it can contribute added value to the economy,
strengthen economic resilience, and encourage Indonesia's economic growth.
One of the steps in realizing this is to encourage the development of Muslim-friendly
tourism in Indonesia, where the tourism sector is a sector that can become a locomotive to
attract the development of the Indonesian halal industry. The factor of the largest Muslim
population, natural beauty, cultural diversity and others, should be processed and organized
into a strong basic capital for this nation to become a major player in Muslim-friendly tourism
in the world. Muslim-friendly tourism is an inclusive concept where the additional services
(extended services) provided are to be able to provide broader services to the market so that
they are also able to accommodate the unique needs of Muslim tourists in them, but on the
other hand all these additional services can also be enjoyed by all segments of tourists. with
various backgrounds. With this step, it is hoped that Indonesia will be able to properly
accommodate the Halal lifestyle that is currently developing in the world, in line with efforts
to organize the world of Indonesian tourism in general which is ongoing.
The halal lifestyle that is currently sweeping the world has not only penetrated the
world of tourism but has also begun to penetrate the pharmaceutical sector. The development
of the halal pharmaceutical industry is closely related to the halal certification of
pharmaceutical products. Halal certification requirements are important for the
pharmaceutical industry as a reference for companies to produce halal products and to be
halal certified. There are specific criteria for halal certification, namely the criteria for
materials, products and facilities. Materials that must meet halal criteria are not only Active
Pharmaceutical Ingredients (API), but also additional materials such as excipients, process
aids, facility cleaning materials, and materials to validate facility washing results. It is hoped
that the halal industry through travel and halal medicine can contribute to efforts to revive,
awaken and strengthen economic resilience, as well as encourage Indonesia's economic
growth and the halal industry ecosystem in particular.
In order to increase the capacity of all hospitals to be able to adapt to health-related policies,
especially in terms of implementing JKN and preparing strategies, as well as increasing the readiness
of hospitals to seize opportunities for Halal and Health Tourism. PKU Muhammadiyah Yogyakarta
Hospital and PKU Muhammadiyah Gamping Hospital will hold a seminar entitled " HOSPITAL
