 ADMISSION POLICY

2024-2025
The Jawaharlal Nehru University constituted under the Jawaharlal Nehru University Act 1966, (53 of 1966)
came into existence in 1969. Its objectives, as defined in the First Schedule to the Act, are as follows:

"The University shall endeavour to promote the principles for which Jawaharlal Nehru worked during his
life-time which included national integration, social justice, secularism, democratic way of life, international
understanding and scientific approach to the problems of society.

Towards this end, the University shall:

(i) foster the composite culture of India and establish such departments or institutions as may be required for
the study and development of the languages, arts and culture of India;

(ii) take special measures to facilitate students and teachers from all over India to join the University and
participate in its academic programmes;

(iii) promote in the students and teachers an awareness and understanding of the social needs of the country
and prepare them for fulfilling such needs;

(iv) make special provision for integrated courses in humanities, science and technology in the
educational programmes of the University;

(v) take appropriate measures for promoting inter-disciplinary studies in the University;

(vi) establish such departments or institutions as may be necessary for the study of languages, literature and
life of foreign countries with a view to inculcating in the students a world perspective and international
understanding;

(vii) provide facilities for students and teachers from other countries to participate in the academic
programmes and life of the University."

In the light of the above, the approach of the University has been to evolve policies and programmes which
will make the Jawaharlal Nehru University a distinct addition to the national resources in higher education rather
than a mere quantitative expansion of facilities which already exist. The University has identified and is
concentrating upon some major academic programmes, which are also of relevance to national progress and
development.

The basic academic units of the University are not single discipline departments but multi-disciplinary
Schools of Studies. A School has been visualised as a community of scholars from disciplines which are linked
with each other organically in terms of their subject-matter and methodology as well as in terms of problem areas.
Each School will be made up of a number of Centres which constitute the task forces operating within the broad
framework of a School. A Centre has been defined as a community of scholars irrespective of their disciplines
engaged in clearly identified inter-disciplinary programmes of research and teaching.

Unless otherwise specified in the question paper, the JNU being an all India University, the medium of
instruction for all programmes of study (barring Languages) is English.

In order, however, to facilitate students coming from varying backgrounds with medium of instruction other
than English at their Bachelor's/Master's level, the University has in-built facilities for remedial courses in English
Language in order to enable them to strengthen their foundation in English as well as to cope up with their
academic and research programmes adequately.

The University includes the following Schools of interdisciplinary research and teaching besides some special

In matters relating to enrolment, steps have been taken to ensure that students from all parts of the
country are able to join the University so that it becomes a national University in the true sense of the word.

The admission policy of the University is governed by the following principles:

(i) to ensure the admission of students with academic competence and potentialities of high quality so that its
alumni may be able to play their role in the process of nation building and social change in a meaningful
manner;

(ii) to ensure that adequate number of students from the under-privileged and socially handicapped sections
of our society are admitted to the University; and

(iii) to maintain all-India character of the University by having on its rolls a fair representation of students from
different regions of the country especially the backward areas.

In the light of the objectives of the University as spelt out in the First Schedule of the Act, steps have been
taken to ensure that students from outside India, especially from the developing countries join the rolls of the
University in adequate number.

The number of seats being limited, admission will be made on the basis of merit. Merit lists will be drawn in
accordance with the provisions of Admission Policy of the University.

No Candidate shall be eligible to register himself/herself for a full-time programme of study if he/she is
already registered for any full-time programme of study in this University or any other University/Institution. As per

resolution of 161 (A) meeting of Academic Council, JNU will allow any registered student to pursue any other
programme under open and distance learning mode as per National Educational Policy (NEP) – 2020.

Admission in Ph.D. programme shall be governed by the JNU Ph.D. Ordinances 2022 in compliance with
University Grants Commission (Minimum Standards and procedures for Award of Ph.D. Degree) Regulations,
2022.

1 Admission Notice:

The Admission Announcement for admission to various programmes of study at UG/COP, PG & Ph.D. level is
published separately in appropriate media by JNU/NTA for information of prospective candidates.

The candidates shall be considered for admission to the following programmes: -

Ph.D., M.Tech., MPH., PGD, M.A., M.Sc., MCA, MBA, B.Tech., B.A. (Hons.) in Foreign Languages, B.Sc.
programme and Part-Time courses.

 2 Computer Based Test (CBT):
The Entrance Examinations (CUET) for admission to various programmes of study (UG, PG, COP and ADOP) in
JNU are held at the pan India centres. This enables the University to have a far wider regional outreach giving an
opportunity to a larger number of candidates to seek admission in JNU.

3. Viva Voce Examination:

No viva voce examination is held for admission to any programme except for Ph.D. The candidates are admitted
to UG/PG/COP/ADOP on merit on the basis of their performance in the Computer Based Test (CBT) and the
deprivation points added to their score in accordance with the approved admission Policy and Procedure of the
University.

Admission to Ph.D. programme through UGC/CSIR NET Examination and through GATE Examination:
The candidates seeking admission into Ph.D. programmes have to appear in the UGC/CSIR NET Exam and
GATE exam. It is to be noted that mere qualifying in UGC/CSIR NET Exam or GATE Exam does not entitle the
candidates to be shortlisted for viva voce Examination. Short listing of the candidates for viva voce shall be done
as per criteria mentioned in point No. 3.4 on the basis of their NET percentile of the NET Examination of
UGC/CSIR June 2024 Cycle and valid GATE score.

Admission to DOP in Bhasha Indonesia, Mongolian, Uzbek, Pali and Hebrew, the merit shall be finalized as
per the performance in Certificate of Proficiency in respective languages.

N.B: The candidates must apply separately for admission to DOP programme in the above languages failing
which they will not be considered for admission merely on the basis of their merit in COP.

Merit lists are prepared for each category i.e. candidates belonging to SC, ST, OBC, PWD and EWS categories
separately as per the approved admission policy and procedure of the University.

3.2 (ii) The weightage for MBA, B.Tech examination is given as under:

3.3: To be eligible for being invited for viva voce examination (for Ph.D. programmes), candidates must
have appeared in the NET examination of June, 2024 cycle conducted by UGC/CSIR. A valid GATE
score is required for admission into Ph.D. programme in School of Engineering. In case a candidate
does not appear in the viva voce then he or she shall stand disqualified & shall not be considered
for admission to the concerned Ph.D. programmes of study.

3.4 The maximum number of candidates to be called for viva voce for admission to each programme of
study for Ph.D. programme shall be as follows:

(2) For SC/ST/OBC/EWS Categories Intake x 10 times
(3) For PWD Category 10 times – wherever available

With regard to (1) above, it is further, clarified that in case of reserved category scoring equal or more
marks than General, then such reserved category candidates shall be called for viva-voce as per seat
matrix given for (1) above.

In case a candidate does not appear in the viva voce then he or she shall stand disqualified & shall
not be considered for admission to the concerned Ph.D. programmes of study.

4. Deprivation Points:

Deprivation Points (upto a maximum of 12 points over the CBT score/marks on scale of 100) are
given to the candidates of the following categories:

The benefit of deprivation points will be given only to UG/PG/COP/ADOP programmes except B.Tech.,
M.Sc. (Biotechnology), M.Sc. (Computational and Integrative Sciences through GAT-B), MBA, DOP and
Ph.D. programmes.

List of Districts quartile drawn from each state in the form of Quartile 1 & Quartile 2 by using the following
four parameters as per the provisional figures of the Census of India 2011 are listed below for information
of intending candidates:

i. Percent female illiteracy;

ii. Percent agricultural workers;
iii. Percent rural population, and
iv. Percentage of household having no latrine within the premises.

Candidates hailing from Districts of Quartile I or 2 (The Districts in which the candidates reside) and have
passed and/or appearing in their respective qualifying examination through Distant Education programme
are also eligible for award of deprivation points, as the case may be. They should indicate the State,
District and District Code under respective column of the Application Form. They should also indicate in
respective Column of the application that they have passed and/or appearing in the qualifying
examination through Distant Education programme.

4.2 All Kashmiri Migrants are eligible for grant of 05 (five) deprivation points on production of registration
documents from the notified authorities certifying their Kashmiri Migrant Status.

4.3 All female/Transgender candidates are eligible for deprivation points as per details given below:

5. Supernumerary seats

a) Widows/Wards of Defence Personnel

The University reserves 5% reservation of supernumerary seats for widows/wards of Armed Forces
Personnel killed/disabled in action or during peace time for Admission to University programmes shall be
in order of following priority:

Priority I : Widows/Wards of Defence personnel killed in action.

Priority II : Wards of Defence personnel disabled in action and boarded out from service with
disability attributable to military service.

Priority III : Widows/Wards of Defence personnel who died while in service with death attributable to
military service.

Priority IV : Wards of Defence personnel disabled in service and boarded out with disability
attributable to military service.

Priority V : Wards of Ex-Servicemen and serving personnel including personnel of Police

Forces/Paramilitary who are in receipt of Gallantry Awards:

The candidates for these seats will be selected on the basis of securing highest marks among the remaining
candidates after the final list.

NOTE: Wards of Police Forces/Paramilitary (Former and Serving) will only be eligible for Priority V x)
and V xiii) above.

 The applicants seeking admission under this category need to produce a certificate in the prescribed format
(Annexure-I), issued by any of the following authorities:

1. Secretary, Kendriya Sainik Board, Delhi

2. Secretary, Rajya Zila Sainik Board
3. Officer-in-charge, Record Office
4. Ministry of Home Affairs (For Police Personnel in receipt of Gallantry Awards).

(Supernumerary seats meant for Widows/wards of Defence Personnel are earmarked for
UG/PG/Part-time programmes except B.Tech., M.Sc. (Biotechnology), M.Sc. (Computational and
Integrative Sciences through GAT-B), MBA, DOP and Ph.D. programme).

b) Wards of JNU Employees (Group B, C & D)

c) CANDIDATES FROM JAMMU & KASHMIR AND LADAKH

The University has decided to provide 02 seats under supernumerary quota for candidates from Jammu &
Kashmir and Ladakh Union Territories. Out of 02 seats, 01 seat will be allocated for Under Graduate
programme and another 01 seat for Post Graduate programme. The candidates for these seats will be
selected on the basis of securing highest marks among the remaining candidates after the final list.

d) CANDIDATES WHO HAVE LOST BOTH THEIR PARENTS DURING THE COVID-19 PANDEMIC

The University has decided to provide for 05 supernumerary seats in UG programme against which such
children could be admitted against these supernumerary seats with PM Cares for Children Scheme
Certificate 2021 issued by the Ministry of Woman and Child Development, GoI. The candidates for these
seats will be selected on the basis of securing highest marks among the remaining candidates after the
final list.

e) Foreign Nationals:

The University offers up to 20% (Supernumerary) of the seats in each programme of study (except Ph.D.
programme) to Foreign Nationals. These seats are over and above the intake fixed for each programme of
study. The Supernumerary Seat split for International Students is 10% under In-absentia and 10% through
Entrance Examination. In case, the ceiling of 10% seats in respect of any split remains vacant, it may be
filled vice-versa from in-absentia or Entrance Examination.

The Intake for Ph.D. under supernumerary seats for Foreign National is recommended by each
School/Centre/Special Centre as per UGC Regulations 2022.

Note: Merit for admission for above mentioned Supernumerary Seats (a to e) will be drawn on the basis
of CBT score of such aspirants in CUET – 2024.

6. Selection of Candidates:

6.1 Separate merit lists are prepared for candidates belonging to the General Category, Scheduled Caste
Category, Scheduled Tribe Category, OBC Category, EWS category and PWD Category and also in
respect of Foreign Nationals for each programme of study.

6.2 The final selection of candidates for admission to various programmes of study is made on the basis of
inter-se merit of candidates in their respective categories based on their performance in the Entrance
Examinations and viva voce (wherever prescribed) and after incorporating the Deprivation Points,
wherever applicable. The candidates not appearing in the viva voce are not eligible for being
considered for admission to that programme of study for which viva voce is prescribed. A provision in
the application form is made for giving preference wise options upto a maximum of three disciplines for

 the same level of programme. The preference wise option given by the candidates at the time of filling
in the application form is kept in view e.g. (a candidate who has been selected for a discipline falling
under the category of first preference will have no claim for other disciplines of the same level of
programme falling under the category of second or third preferences, etc. as the case may be. In other
words, if one gets selected in higher option, he/she will be offered admission only in that).

In case of bunching of aggregate total (NET percentile/GATE score + Viva voce) marks for Ph.D.
programmes, merit shall be drawn in the following order –
(i) Candidates having higher percentile/score in the UGC/CSIR NET/GATE will be preferred
(ii) In case of further tie above candidates having higher marks in the qualifying Post-
graduation degree will be preferred. The candidates whose results have been declared,
would be given preference over those whose result have not been declared.
(iii) In case of further tie, the candidates having higher marks higher marks in the graduate
degree examination shall be preferred.
(iv) In case of any further tie, the marks secured by the candidate(s) in the 10+2 examination
shall be the basis for determining merit.
(v) In case of bunching in the JRF categories merit shall be drawn according to the marks
obtained in the qualifying Post-Graduate degree, and for further tie, the same procedure
will be adopted as mentioned above at (iii) & (iv).

In case of bunching in M.A., M.Sc., MCA, MPH, M.Tech, PG Diploma and Advanced Diploma in
Mass Media programmes, merit shall be drawn on the basis of the higher marks secured in the CBT
conducted by NTA and further, if need be (in case of tie), according to the marks obtained in the
qualifying Graduate degree will be given preference. In case of further tie, the higher marks obtained
by the candidate (s) in the 10+2 shall be considered. In case of any further tie, the marks secured by
the candidate(s) in the 10 examination shall be the basis for determining merit. In case of bunching in
MBA admission, first, the CAT percentile will be compared and then the previous qualifying marks of
the candidates. The candidate whose result has been declared, would be given preference over those
whose result has not been declared.

In case of bunching in Under Graduate and COP programmes merit shall be drawn on the basis of
the higher marks secured in the CBT conducted by NTA and further, if need be (in case of tie),
according to the marks obtained in the qualifying 10+2 examination will be given preference. In case of

further tie, the higher marks obtained by the candidate (s) in the 10 Class shall be considered. The
candidate, whose result has been declared, would be given preference over those whose result has
not been declared.

6.3 Candidates selected are required to block their seats through online mode within the time period
permitted by the Admission Branch after payment of requisite fee and uploading of required
documents. Subsequently, the seats left vacant in each course will be offered to the candidates next in
the merit list to block the remaining seats in order of the merit. Considering the fact that admissions are
required to be closed on or before the deadline mentioned in the SCHEDULE in the e-prospectus,
such offers in batches shall be offered accordingly depending on the time left and number of
vacancies/available for qualified candidates.

No candidate is eligible for admission unless he/she secures a minimum overall score in CBT as given
in the table below:

6.4 Admission to Ph.D. programme through NET Examination of UGC/CSIR:

The Final merit list of admissions for the Ph.D. programmes through UGC-NET and JOINT CSIR-
UGC NET Exam of June 2024, will be prepared on the basis of their NET percentile of the NET
Examination and viva voce marks.

 Through GATE Score

The Final merit list of admissions for the Ph.D. programmes through GATE Score will be prepared
on the basis of valid GATE Score and viva voce marks.

Under JRF category:

The Final merit list of admissions for the Ph.D. programmes under JRF categories with valid JRF
certificate will be prepared on the basis of marks obtained in viva voce.

The candidates not appearing in the viva voce (wherever prescribed) are not eligible for being considered
for admission to that programme of study for which they do not appear in the viva voce.

6.5 The EWS vacant seats may be converted to unreserved seats with reference to DoPT letter dated
19.09.2022 (FAQs no. 13) as approved by Advisory Committee meeting dated 03.04.2023 and also

approved in 162 (A) meeting of Academic Council.

7. Reservations:

7.1 Reservation of Seats: 27% seats for OBC, 15% seats for SC, 7.5% seats for ST and 5% seats for person
with disability (PWD) as per the reservation policy of the Government of India (with minimum disability to
the extent of 40%) in pursuance of Provisions of Rights of Persons with Disabilities Act 2016.

Reservation of 5% seats in respect of PWD candidates shall be done horizontally, as per the Government
of India Guidelines/Policy.

a) Reservation for EWS: The persons belonging to EWSs who are not covered under the scheme of
reservation for SCs, STs and OBCs shall get 10% reservation in Admission to various programmes of
study.

b) PWD category reservations shall be implemented/operated grouping seats wherever seats are less than
10 and keeping it floating by clubbing such seats to ensure at least 1 seat for PWD category. Wherever
qualified candidate is available within these 10 seats and adjusting his/her category against the
respective category to which he/she belongs. Further, if still number of seats are less than 5%, decision to
fill up these seats from among the qualified PWD category candidates, wherever available, may lie with
the Vice-Chancellor to ensure filling up of maximum seats in PWD category in compliance with Disability
Act 2016.

Note: In order to ensure 5% reservation for PWD, the grouping will be done first Centre-wise and then
School/Special Centre wise. If the seat(s) still remain(s) vacant, then the grouping will be done at
University level.

7.2 Relaxation for admission to M.Tech., M.P.H., Post Graduate, PG Diploma in Big Data Analytics,
Under Graduate and Part-Time programmes: All OBC category (non creamy layer) candidates are
eligible to 10% relaxation in the percentage of marks in the qualifying examination in relation to
open category. The SC/ST and Person with Disability (PWD) candidates who have passed the
qualifying examination irrespective of their percentage of marks are eligible to appear in the
Entrance Examination for admission in JNU. For B. Tech and MBA, the criteria for the said courses
are given separately in the concerned section of the e-Prospectus.

7.3 Relaxation for admission to Ph.D. programmes.

A relaxation of 5% marks from 55% to 50%, or an equivalent relaxation of grade may be allowed in
the master degree/M.Phil for those belonging to SC/ST /OBC (non-creamy layer)/PWD/EWS as per
the decision of the UGC from time to time. A relaxation of 5% marks from 75% to 70% or an
equivalent relaxation of grade may be allowed in the 4-year/8-semester bachelor’s degree for those
belonging to SC/ST /OBC (non-creamy layer)/PWD/EWS as per the decision of the UGC from time
to time.

7.4 All SC/ST /OBC and EWS candidates are required to submit certificate in respect of their claims from the
authorized officers as notified by the Government of India for the purpose from time to time.

7.5 The person with Disability (PWD) candidates are required to submit a certificate form authorized Medical
Doctors/Hospitals indicating the extent of physical disability as per the Disability Act 2016. The percentage
of disability is duly verified/recommended by the Chief Medical Officer /Medical Board of the University
before the benefit is extended to the candidate.

7.6 Candidates belonging to SC/ST/OBC/PWD and EWS category who are selected on their own merit with
General Category candidates are not counted under reserved quota. In programmes where viva voce is
prescribed candidates belonging to SC/ST/OBC/PWD/EWS and General Category will be called for Viva-
voce under their respective category at that stage. Further in final merit, reserved category candidates
qualifying on their own merit should be adjusted in UR Category as per GoI rules.

7.7 The University offers up to 20% (Supernumerary) of the seats in each programme of study (except Ph.D.

School/Centre/Special Centre as per UGC Regulations 2022.

8. Admission to Employed status candidates:

Candidates enjoying employed status and selected for admission shall be required to produce Leave
Sanction Order prior to grant of admission for any course (including Ph.D.) in JNU as per the ordinance of
the University.

9. Admission of JRF holders to Ph.D. programme:

Only those candidates are eligible for admission to Ph.D programmes through JRF who fulfil the minimum
eligibility criteria as prescribed by the respective School/Centre/Special Centre mentioned in the e-
Prospectus against each of them and who have qualified for

(i) Junior Research Fellowship of UGC/CSIR in the relevant NET Subjects mentioned in the e-
Prospectus
OR
(ii) Junior Research Fellowship of Indian Council of Medical Research (ICMR), Department of
Biotechnology (DBT) and National Board for Higher Mathematics (NBHM) examinations in the
relevant subjects.

Such eligible candidates have to apply separately in online mode in the prescribed form for JRF category
according to JRF intake. No offline application for admission will be entertained.

Candidates shall have to appear for viva voce with 100% weightage and their selection shall be purely on
the basis of their performance in the viva voce.

Please note that candidates who have been awarded “Lectureship/Assistant Professorship” (without JRF)
in the CSIR/UGC examination and any other fellowship such as National Fellowship for Scheduled Caste
(NFSC), National Fellowship for Schedule Tribe (NFST), National Fellowship for Other Backward Classes
(NFOBC), National Fellowship for PWD (NFPWD) on the basis of Lectureship/Assistant Professorship
(without JRF) are not eligible. DST INSPIRE Fellows are also not eligible under JRF Category.

Candidates shall make sure that their JRF certificate must be valid at the time of physical verification of
documents. Candidature will be rejected outrightly in case their JRF certificate not found valid at the time of
physical verification of the documents.

10. Admission to PhD programme in the School of Engineering based on GATE Score

Only those candidates, who fulfil the minimum eligibility requirements, as prescribed for admission to the
Ph.D. programmes (Computer Science and Engineering, Electronics and Communication Engineering and
Mechanical Engineering) in School of Engineering with a valid GATE score on the last date of submission
of online application for Ph.D Programmes, are eligible. The weightage of GATE score and that of viva-
voce will be 70% and 30% respectively for preparing the merit list.

11. Admissions to B.A (Hons.) in Foreign Languages.

Admission to B.A (Hons) 80% of the seats in the B.A. (Hons.) programme in the School of Language,
Literature and Culture Studies are earmarked for those who have either passed the Senior Secondary
School Certificate (10+2) or equivalent examination in the year of admission or in the previous year subject
to fulfilling the minimum eligibility requirements. These 80% seat fall under Code I category. Rest of the
20% of seats for admission to B.A. (Hons.) Programme are open to those who otherwise meet the
eligibility requirements. These seats fall under Code-II category.

12. Part-time programme

The University offers following one-year programmes of study:

a. Advanced Diploma of Proficiency in Mass media in Urdu

b. Diploma of Proficiency in Bhasha Indonesia, Mongolian, Uzbek, Pali and Hebrew
c. Certificate of Proficiency in Mongolian, Pashto, Uzbek, Bhasha Indonesia, Urdu, Pali and Sanskrit
Computational Linguistics, Sanskrit, Yoga Philosophy, Vedic Culture, Natya Shastra, Health
Awareness and Wellness, Indian Philosophy and Hebrew.

The admission to the above programmes are made based on the following criteria:

A) Admission to advanced Diploma (ADOP) in Mass Media in Urdu and Certificate of Proficiency (COP)
in Mongolian, Pashto, Uzbek, Bhasha Indonesia, Urdu, Hebrew, Pali, Sanskrit Computational
Linguistics programmes, Sanskrit, Yoga Philosophy, Natya Shastra, Health Awareness and Wellness,
Indian Philosophy and Vedic Culture are made on the basis of the performance of candidates in CBT
examinations.

B) Admissions to Diploma of Proficiency (DOP) in Bhasha Indonesia, Uzbek, Hebrew, Mongolian and Pali
shall be based on merit as per the performance in Certificate of Proficiency in respective languages.

13. FOREIGN NATIONALS:

A. FOREIGN NATIONALS ADMITTED UNDER VARIOUS CATEGORIES:

1. Under Graduate (UG) and Post Graduate (PG)

Every year foreign nationals are admitted to various programmes of study under the following
categories:

(a) Self-financing Students

i) Through Entrance Examination
ii) Through „In Absentia”

(b) Under the Cultural Exchange Fellowship Programme of Govt. of India governed through ICCR.

(c) As Casual Students to audit/credit the courses (not leading to award of any degree)

Foreign nationals seeking admission in any of the categories under (a) and (b) above will have to
satisfy the minimum eligibility criteria for admission to the various programmes of study as prescribed
by the University.

(a) Self financing students

i) Through Entrance Examination (For those foreign national who are in India)

All Foreign Nationals present in India will be required to appear in the Entrance Examination and/or
viva voce subject to their fulfilling minimum eligibility requirement as prescribed for Indian student‟s
subject to equivalence of their qualification and production of Student Visa/Research Visa, as the
case may be. The candidate has to apply online for the Entrance Examination.

 ii) Through 'IN-ABSENTIA' category:

Foreign Nationals who are applying from their respective countries will be considered under 'In
Absentia' category and there is a separate Application Form for them, which can be downloaded from
the official website of JNU. They are required to send Application Form (along with the copies of the
certificates etc. on the basis of which admission is sought by them & a demand draft towards
processing fee) through post to Section Officer (Admission-II), Room No. 20, Administrative Block,
Jawaharlal Nehru University, New Delhi - 110067. A Bank Draft of US $42 (including GST) or
equivalent Indian amount (which is mentioned on the application form) drawn in favour of
JAWAHARLAL NEHRU UNIVERSITY payable at NEW DELHI is to be enclosed with the filled in
downloaded Application Form towards the processing fee of application form. Please also send
scanned copy of the application form alongwith relevant documents in support of eligibility and proof of
payment of fees to admission_foreign@mail.jnu.ac.in

Note: Candidates already in India during entrance examination will not be considered for admission
under in absentia/under Cultural Exchange programme of Government of India and they will have to
go through the process of entrance examination for admission to various programmes of study.

(b) Under Cultural Exchange Programme of Government of India:

The students seeking admission under the Cultural Exchange Fellowship Programme of Government
of India are required to approach the Indian Council for Cultural Relations, (ICCR), Azad Bhavan, I.P
State, New Delhi- 110001, India. The Council will be informed in the event of selection of such foreign
national candidates.

(c) Casual students to audit/credit course(s):

Foreign Nationals may join the University for a semester or two to audit/credit the course(s) in any of
the Centre/Schools of Study. If admission is given for auditing, Certificate of participation will be
issued by the faculty Incharge of the course and if admission is given for credit, End-Semester Grade
Sheet will be issued by the University, subject to the condition that they will be attending the semester
classes and appearing in the End-Semester Examination.

2. Ph.D. programme:

Every year foreign nationals are admitted to various programmes of study under the following categories: -

(a) Self-financing Students

(b) Under the Cultural Exchange Fellowship Programme of Govt. of India.

Foreign nationals seeking admission in any of the categories under (a) and (b) above will have to satisfy
the minimum eligibility criteria for admission to the various programmes of study as prescribed by the
University.

(a) Self Financing Students

Foreign Nationals may apply through a separate Application Form, which can be downloaded from the
official website of JNU. They are required to send Application Form (alongwith the copies of the certificates
etc. on the basis of which admission is sought by them) through post/by hand to Section Officer
(Admission-II), Room No. 20, Administrative Block, Jawaharlal Nehru University, New Delhi - 110067. A
Bank Draft of US $42 (including GST) drawn in favour of JAWAHARLAL NEHRU UNIVERSITY payable at
NEW DELHI is to be enclosed with the filled in downloaded Application Form towards the processing fee of
application form. Please also send scanned copy of the application form alongwith relevant documents in
support of eligibility and proof of payment of fees to admission_foreign@mail.jnu.ac.in
Candidate must check the seat availability/intake given in the e-prospectus before applying for the Ph.D.
programme.

(b) Under Cultural Exchange Programme of Government of India:

The students seeking admission under the Cultural Exchange Fellowship Programme of Government of
India are required to approach the Indian Council for Cultural Relations, (ICCR), Azad Bhavan, I.P State,
New Delhi-110001, India. In the event of their selection, the Council will be informed about their selection.

B. SELECTION
In the event of their selection, candidates will be informed about their selection and their admission will be
subject to the following conditions: -
1. Equivalence of their qualifications as prescribed by the University for Various Programmes of study.
2. Production of Student-Visa/Research Visa (as the case may be) in accordance with the revised visa
policy of Government of India as also a Xerox copy of their Passport together with the original
documents for verification.
3. All the original academic documents
4. Medical-cum-Fitness Certificate
5. Insurance of Rs.1.00 lakh (minimum)

C. TUITION FEE
Foreign students admitted to various programmes of study through In-absentia, through entrance
examination and the casual students are required to pay fees and incidental charges as per following rates
in US Dollars or in Indian currency as per prevalent exchange rates:

Tuition Fee for Foreign Nationals students from SAARC countries will be as under:

(i) Tuition Fee: (a) @ US $700 per semester for courses in science disciplines;
(b) @ US $600 per semester for courses in humanities and social sciences;
(ii) Incidental charges: @ US $100 per semester will be charged from both the above categories.
The Tibetan students shall be charged fees at par with Indian students.
Note:
(i) Foreign Nationals applying for admission as self-financing students are required to provide detail
of the Bank account, etc. with their application forms and a certificate from their respective bankers
to the effect that they have sufficient funds available in their bank account to sustain their studies
in India for the duration of the programme.
(ii) Indian nationals, whose qualifying (eligibility) examination certificates for admission are from
abroad, except those residing in countries where the entrance examination centres are available,
are considered under the "in-absentia" category for the admission to UG and PG programme as
they will not be able to appear in the entrance examination. The tuition fees for them are at par
with those for international students (currently, US$1900 per semester for Science courses and
US$1500 per semester for Humanities and Social Science courses, plus incidental charges of
US$250 per semester).
(iii) Indian nationals, who are wards of Indian Government servants posted outside on Government
duty, are considered under the "in-absentia" category for admissions to UG and PG programme,
with the fee structure applicable to Indian students, under production of a suitable certificate, and
are required to additionally pay the incidental charges of US$250 per semester till the tenure of
the above posting outside.
(iv) Foreign nationals admitted to JNU are required to get medical insurance which is mandatory.

(v) Semester fee from foreign nationals is accepted either in foreign currency i.e. in US$ or in
equivalent Indian rupees. The exchange rate for accepting fees from foreign nationals has been
accepted as the buying rate prevalent on the first day of registration in each semester. The
Finance Branch of the University notifies the rate of conversion of the US$ into Indian rupees
applicable for each semester. Refunds, if any, will be in Indian Currency. However, the decision of
the University in the matter will be final.

 ADMISSION PROCEDURE

1 Administrative Work:

The administrative work relating to Admissions is done through the Office of the Director of Admissions.

2 Entrance Examination

2.1 The applications for admission to various programmes of study are invited online from the intending
candidates during the period, as per the notification available on the JNU/NTA website.

A candidate who successfully completes a programme in one particular language/subject may not be
entitled for admission to same level of programme (language/subject) again. The candidate may be
allowed one more chance to get admission in other language/subject. Further, the candidate who fails to
complete the programme successfully in the first two chances will not be given admission third time in the
same language/subject under any circumstances. This will be applicable to all programme of study being
th
offered by the University. (Authority Vide AC Resolution No. 9 of 130 Meeting dated 21.10.2011)

Reverse admission in a lower program of study after completing a higher program of study in the same
subject would not be permitted.

2.2 Candidates can opt upto a maximum of three fields of study/languages in a single Application Form for the
same level of programme i.e. COP or B.A. (Hons.)/B.Sc. programme or M.A./M.Sc./MCA or
M.Tech./MPH/PGD or Ph.D. and are not required to fill in separate application form. In case a candidate
submits more than one application form for the same level of programme of study, his/her candidature will
be rejected.

2.3 Scribes shall be provided to PWD category candidates by NTA as per the Government of India Rules.

3. Eligibility Requirements for appearing in the Entrance Examination:

The eligibility requirements for all candidates for admission to various programmes of study are given in
the JNU e-Prospectus.

4. Admission Intake:

4.1 The intake for each programme of study is given in the e-Prospectus as recommended by the
Centres/Schools concerned, which is subject to change as per approval of the Competent Authority.

4.2 The intake of foreign nationals both under in-absentia category and those who are admitted through
entrance- examination is also over and above the intake capacity of each Centre/School of study (except
for Ph.D. programme). Such supernumerary seats are normally 20% of the intake capacity. The
Supernumerary Seat split for International Students is 10% under In-absentia and 10% through Entrance
Examination. In case, the ceiling of 10% seats in respect of any split remains vacant, it may be filled vice-
versa from in-absentia or Entrance Examination.

The Intake for Ph.D. under supernumerary seats for Foreign National is recommended by each
School/Centre/Special Centre as per UGC Regulations 2022.

5. Eligibility Criteria for candidates due to appear in qualifying examination:

The candidates who are due to appear in the respective qualifying examination prescribed for eligibility for
admission to a particular programme of study are considered eligible for appearing in the entrance
examination. However, in the event of their selection they are granted admission subject to their securing
the prescribed percentage of marks in the qualifying examination and submission of all documents
including final mark sheet of the qualifying examination during the physical verification of documents.

6. Registration.

6.1 Registration of candidates selected for admission is made as per the schedule fixed by the Advisory
Committee on Admissions and approved by the Academic Council of the University.

6.2 Every candidate is responsible for the eligibility and final selection will be done as per stipulated criteria
for admission during physical verification of documents.

6.3 The university shall have all right to withdraw the admission of any candidate, if any discrepancy is found
in the eligibility of the candidate.

6.4 In case of any discrepancy, the Competent Authority has rights to take the final decision.

6.5 Admission in Ph.D. programme shall be governed by the JNU Ph.D. Ordinances 2022 in compliance with
University Grants Commission (Minimum Standards and procedures for Award of Ph.D. Degree)
Regulations, 2022.
