5. Context

Provide a brief context in which the project will be implemented (Opportunities or challenges
in smallholder farmers’ access to inputs and financial products, limited impact of existing digital
solutions and platforms, status of the input market, market research, market penetration, and
market segmentation)
The use of digital platforms and Agtechs hold much potential in strengthening agricultural sector,
but farmer capacity to access digital data bases remains a big challenge, farmers are not benefiting
economically from their own data. Fair and equitable data governance modules is a challenge (not
implemented). The modules will prioritize farmer’s participation, lack of linkage to government
own digital database, lack of bondelled services of high quality farm impute packages, market,
credit and crop insurance.
Status of input market, market research, market penetration and market segmentation.
Challenges here includes lack of investment in agricultural value chains, strengthening inputs and
output markets, supporting production and improving post-harvest activities and agroprocesing.
Lack of expansion in input supply chains to provide lower costs of seeds and fertilizers, lack of
provision of finance to extend agribusiness and strengthen hard and soft infrastructure. The project
will be implemented on the basis of regional and nationals research and development institutions
to help strength agriculture policies and promote innovative technologies. In supporting farmers
and agribusiness in taking advantage of the opportunity created through AFCFTA, market
availability is guaranteed due to high quality grain production.

6. Project Objective (s)


1. Transform Kenyan agriculture into a competitive sector that creates wealth and secure
environment by 2027.
2. Reduce poverty through inclusive and sustainable economic growth by 2027.
3. Implementing opportunities in smallholders’ farmer’s access to inputs and financial
products.

7. Project Summary

Describe how the project will contribute to achieving the DIFAS objectives, and how it will
achieve the expected results (provide clear Key Performance Indicators (KPIs) for Intermediate
and immediate outcomes and outputs). How will the project be implemented, and what range
of activities will be undertaken to achieve the project’s goal?
How the project will contribute in achieving DIFAS objectives:-
The project will increase sustainable agricultural productivity and income of small holder
farmers including women and youths that will significantly reduce poverty through
inclusive and sustainable economic growth. The project aims to transform Kenya
agriculture into a competitive wealth creation that improves lives and secure environment.
With the development of farmer Database and ICT platforms the project is focusing on
linkages of small holder farmers in government –owned digital database to provide
services through an expanded client base. Farmers having an access to high quality farm
input packages, market, credit, crop insurance and infrastructure.
How the project will achieve the expected results outcomes:-
 The projects aims at creating positive change for both people and environment,
fostering prosperity and well-being in the community
 Increased sustainable agricultural productivity.
 Incomes of smaller farmers including women and youths.
 Adapting the accelerating impacts of climate change.
 Investing in MSMES especially projects those that are led by women and youths.
 Creation of infrastructure for healthy private sector.
 Access to government own digital databases and ICT platforms.
 Access to financing farmers including women and youths.
 Access to critical bundled services.

How to achieve the outcomes
The approval of a component of policy reforms for private sector led and technology
enables farm sector and policy reforms for smart subsidies and financial support for
affordable satisfied seeds and fertilizer. The development of digital farmer databases and
ICT platforms, the implementation of fair and equitable data governance module and the
need to unpack data Governance practices will strengthen not only agricultural sector but
will achieve the project expected outcome.

How the project will be implemented.


The project will be implemented in the following ways;-
By investing in agricultural value chains/ strengthening input and output services.
Supporting and improving post-harvest activists, agro-processing, financial institution and
market actors. The project will be implemented in three years from 2025-2027. Small
holder farmers getting access to affordable satisfied seeds and fertilizers.
Trade credit, guarantees to importers, aggregators and other large uses to deliver fertilizers
and satisfied seeds to small holder farmers.
The SMES are also involved in fertilizers distribution, assistance for data governance
policies and regulations to develop centric data governance module this will avoid
imbalances to benefit farmer and their communities.
Activities
Community awareness
Organize workshops to educate members about the benefits of digital government owned
digital database.
Providing farmers with bandlled services (high quality input packages insurance, credits,
markets, through digital platforms). Distribution of farm inputs satisfied seeds and
fertilizers to small holder farmers.

8. Beneficiaries and Stakeholders

Please explain who the intended specific beneficiaries are and how they will benefit from this
project. Name other stakeholders in the project (if applicable) and explain the roles and
responsibilities of each stakeholder.
Local communities: - The primary beneficiaries of the project are the residence of Ndhiwa Sub
County, Homa Bay County. These communities predominantly reliant on subsistence agriculture,
face economic challenges exacerbated by limited income opportunities through capacity building
and access to bandlled services of high quality input packages, insurance, credit, markets through
digital platforms, members will have the opportunity to diversify their livelihood and increase
their household income.
Women and youths
They institute a significant portion of the project beneficiaries. In many rural communities, women
and youths face social economic marginalization and limited access to resources. The DIFAS
project will specifically target this group by providing training and support empowering women
and youths with the skills and resources necessary that will enhance their economic independence.

9. Project Innovation

Indicate how the proposed project will scale up innovations to reach the expected goals.
 Closing inequality gaps, including equipping and investing in women and youths.
 Supporting adaptation of climate change.
 Supporting areas menaced by fragility
 Supporting the development and the delivery of governance.
 Scaling up public and private sector operations .i.e. creating enabling environment and
critical infrustructure.
 Investing in promising farms, value chains and micro small, medium enterprises
especially those that are led with women and youths.

10. How Transformative and Inclusive is the Project?

Please indicate why you consider this project to be transformative. How the project will foster
gender and youth inclusiveness and maintain environmental and social safeguards.
The project will reduce poverty through inclusive and sustainable growth. Improve the quality of
lives of the local community. The project will create lasting positive change for both people and
the environment. Fostering prosperity and well-being in the community. Increased access and use
of government owned digital farmer database and ICT platforms. Increased access to bandelled
services by increasing access for financing for targeted players and farmers including women and
youths.

11. How will the project be monitored?

Explain the project implementation and monitoring modalities.


Reporting
Monthly progress updates will be providing to funding organizations and project stakeholders with quarterly report for
comprehensive review and assessments. Annual reports summarizing the project achievements and outcomes will be
submitted at the end of each project year.
Audience:-
Reports will be tailored to meet the needs of different stakeholders including funding organizations, project partners,
community members and government agencies. Reports will be designated electronically and presented in a clear and
accessible format.
Monitoring:-
Data will be collected through service interviews, focus group discussions and direct observation of project activities.
Project staff will be responsible for collecting and documenting relevant data using standardized tools and protocols.

12. What is the organization’s ability to deliver the project?

Indicate your organization’s relevant experience in delivering similar projects/programs and


how this experience will be leveraged to implement the DIFAS project: Experience in providing
bundled services (high-quality farm input packages, insurance, credit, markets, and others)
through digital platforms (specify the digital platform used).
Is a registered limited company with an administrative structure. The organization has a sound
knowledge of the agriculture sector and value chain and ability to develop share local agriculture
intelligence. The company has experience in providing farmers with module services, high quality
input packages, insurance, credits, markets, through digital platforms in Homa bay county. The
company has up to date regulatory requirements (registration certificate, licensing, bank account,
audited financial statement and recommendation letters) . The company has the ability to align data
governance modules with existing plant agriculture platforms.
Management arrangement:-
Project Manager:- Responsible for the overall project coordination, planning and implementation.
Oversees budget, resource allocation and reporting to stakeholders. Acts as the main point of contact
for the project partners funding the organization and Government agencies.
Field coordinator:- Manage day to day field operations, conducts regular field visits to monitor
progress, address challenges and provide technical assistance to project staff and participants.
Technical Experts:- Deliver training session workshops and capacity building activities for project
participants.
Community liaison officer:- Acts as a bridge between the project team and local community and
community engagement.

13. What are the potential risks and mitigation measures?

Please clearly state the mitigation measure of challenges in alignment with the Project’s
expected outcomes. In particular, identify how this project will be adapted the context defined
in section 5 above, and how the problems identified will be addressed. Provide major potential
risks associated with the project and the mitigation measures
Strengthening community based structure, such as farmers cooperatives or associations to
promote collective decision making, resource sharing and mutual support among farmers.
Encourage active participation on and leadership from community members in project planning,
implementation and management, ensuring ownership and sustainability of project initiatives.
The big risk here is that the community can reject the project and continue with their old way of
farming, fear credit finance, so there is need to involve the community women and youths.
