    Corrigendum to PUBLIC NOTICE No. 118/2019

    SUBJECT:- Debiting of ‘Country of Origin’ certificate - reg.

    Attention of importers, Customs brokers, members of trade and all other


    stakeholders is invited to this Custom House Public Notice No. 118/2019 dtd.
    30.12.2019 on ‘Debiting of ‘Country of Origin’ certificate’.

    2. In the said Public Notice No. 118/2019, after para 2, the following para
    are inserted:-
    “2(a). All the stakeholders including Customs Brokers and Importers are
    well aware about generating IRN (Image Reference Number) and DRN. A
    detailed Step-by-Step Procedure for this already available on
    www.icegate.gov.in. However, the same is also enclosed herewith for ready
    reference. After generating IRN and DRN for uploaded documents, Bill of Entry
    is to be linked with the said IRN and DRN through service centres at JNCH, in
    case any additional documents is to be uploaded for a Bill of Entry.

    2(b). The procedure to upload a group’s defaced/debited documents


    which exempts duties in a Bill of Entry, is already in place.”

    3. In the said Public Notice No. 118/2019, after para 3, the following para
    are inserted:-
    “3(a). The facility of debiting/defacement of certificate of country of
    origin, in advance i.e., before registration of fully facilitated Bill of
    Entry, is provided for the sake of reducing dwell time and the
    same is extended only to fully facilitated Bills of Entry (i.e., where
    assessment and examination are not prescribed). In case of
    those Bills of Entry which are going to the groups for
    assessment, the existing procedure of debiting and defacing will
    be done at the Assessment Groups as per established
    procedure.
    3(b). The existing procedures of debiting/defacement of certificates of
    country of origin, as established vide Public Notice No. 31/2017
    dated 09.03.2017 and, after registration of a Bill of Entry shall
    also remain in force.
    3(c). It is also requested that certificate of country of origin, IGCRD
    intimations, similar certificates/permits debited/defaced by group
    should be uploaded in e-Sanchit before registration of such Bills
    of Entry to reduce dwell time.”
