Course Description
Macroeconomics II builds on the foundations established in Macroeconomics I, focusing on
advanced topics in macroeconomic theory and their applications. The course covers the role of
monetary and fiscal policy, the determinants of economic growth, inflation, unemployment, and
the international economy. The course aims to equip students with an understanding of both
theoretical models and empirical data, and an ability to analyze contemporary macroeconomic
issues.

Macroeconomics I

Learning Outcomes

After successful completion of this course, you will be able to:

1.​ Analyze Economic Models: Evaluate and apply key macroeconomic models to explain
real-world economic phenomena, including output, employment, and inflation.
2.​ Assess Policy Impacts: Critically assess the effects of monetary and fiscal policies on
economic stability and growth, using theoretical and empirical evidence.
3.​ Understand Economic Fluctuations: Describe the causes and consequences of economic
fluctuations and cycles, and analyze the role of expectations in macroeconomic
decision-making.
4.​ Explore Economic Growth: Examine the factors contributing to long-term economic growth
and development, including technology, capital accumulation, and labor force changes.
5.​ Evaluate Open Economy Issues: Analyze the complexities of international trade and finance,
including exchange rates, balance of payments, and the impact of globalization on domestic
economies.
6.​ Utilize Data for Analysis: Use macroeconomic data to conduct empirical analyses and
support arguments regarding economic trends and policy effectiveness.

Course Assignments and Grading

You must come to classes prepared. You should be ready to answer questions and actively
participate in class activities.
You will get points for homework as long as you do the assignments on time. It doesn’t have to
be perfect.
After every topic there will be a short quiz. Quizzes and exams will consist of theoretical
questions and problems similar to exercises you will solve during classes and at home.
You are not allowed to use phones or other smart devices during quizzes and exams. You may
use a calculator (not on a phone). You may not share calculators with other students.

General Assignment Information

Formatting
MS Word will be used for assignments. All written assignments should adhere to the following
guidelines:
●​ Font: Times New Roman in 12 point (size);
●​ Spacing: double;
●​ Title of assignment centered on first page, followed by student name in next line;
●​ Documentation for all references and quotations using Chicago/APA style.

Quizzes​
There will be a multiple choice quiz every week after finishing a topic. Every quiz is worth 30
points. Total quiz grade will be calculated as a mean of all quiz results, the 3 worst quiz results
will be dropped from the calculation.

Midterm and Final Exam


The midterm and final exams will consist of multiple choice and short answer questions that will
require calculations and creating graphs. Students may bring 1 A4 piece of paper with any notes
on it for the midterm and final exam.

Grade Review

A formal grade review is available only with regard to a final course grade, and can be initiated
under the following circumstances:

●​ if a contested grade reflects discrimination of any kind, i.e. it has been given based on a
student’s race, gender, nationality, color, religion, age, disability, sexual orientation, or
any other grounds other than academic performance;
●​ if a contested grade has been assigned based on standards and assessment methods
inconsistent with those specified in the course syllabus and presented by the course
instructor at the beginning of the course, and/ or these standards and assessment methods
are different from those applied to other students.
In case if a student decides to submit a grade review request, s/he shall follow the procedure
presented below:
●​ The student shall consult with the respective course instructor and express his/ her
concerns about the final course grade. Consultations could be initiated by the student in
writing or by scheduling an official appointment with the course instructor.
●​ In case the grievance has not been resolved through the consultation, the student shall
submit a written request for a grade review (see Appendix 7 of the Academic
Regulations).
●​ The grade review involves convening of a review panel which will review the case and
make the final decision.

Course Policies and Procedures


Course instructor reserves the right to modify any and all portions of this syllabus at any time
during the period of the course. All changes will be announced in class.

Attendance Policy
Students are expected to attend all classes. If the reason for missing any class is valid, the
instructor should be notified in advance or within 24 hours (email). Otherwise the reason is
considered to be invalid.

Late Submission/Make-up/Retake Policy


There are no make-up assignments, quizzes or exams. If the reason for missing the midterm is
valid and documentation is provided, the final exam will be worth 45 points. Additional
problems might be added to the exam.

In accordance with Paragraph 10 of the Regulation on Ongoing and Interim Assessment of


Students of Higher Educational Institutions in the Kyrgyz Republic, approved by Government
Decree No. 346 dated May 29, 2012, a student who has received an unsatisfactory grade (“F”)
has the right to two attempts for retaking failed examinations. The minimum passing grade for all
courses and modules at the OSCE Academy is “D-”. A retake is not allowed if a student has
received a passing grade for an examination.

A retake of an unsatisfactory grade “F” is conducted in accordance with the procedure stated
below:

1)​ After a student is notified that s/he has received an unsatisfactory grade, the student has
the right to submit, within three working days, a letter to the course instructor (could be prepared
in any format the student chooses to use) via e-mail containing a request to organize a retake.
Within three working days upon the receipt of the request, the instructor shall inform the student
about the period during which the student is expected to prepare for the retake, as well as the
specific date and time of the retake. During the retake, the student is to be given an assignment
similar to the one used for the previous examination in terms of complexity, volume, and
duration. The lecturer shall evaluate the examination assignment and communicate the result of
the retaken examination to the student via e-mail within five working days from the date of the
retake.
2)​ In case of receiving an unsatisfactory grade (“F”) after the first retake, the student has the
right for the second retake. A request for the second retake should be submitted by the student to
the Head of the Graduate Education Department no later than three working days from the date
of receiving an unsatisfactory grade “F” for the first retake. The second retake is organized by
the Director of the OSCE Academy through convening an evaluation committee within five
working days upon receipt of the student’s request. Members of the evaluation committee set the
date and time for the second retake. The assignments and questions for the second retake shall be
prepared by the course lecturer based on the course syllabus. The grade conferred by the
committee is final and unappealable. In case of receiving an unsatisfactory grade for the second
retake, the student shall be expelled from the OSCE Academy on the grounds of his/ her
academic failure and shall fulfill the relevant terms and conditions as stated in the Grant
Contract.

Academic Integrity

Plagiarism

All work submitted for assessment by a student is accepted on the understanding that it is the
student’s own effort without falsification of any kind. Plagiarism is the act of copying or
including into one’s own work, without adequate acknowledgement, intentionally or
unintentionally, the work of another author, for one’s own benefit. It is academically fraudulent
and is, therefore, regarded as an offense against the OSCE Academy’s Academic Regulations
(please see §11, p.p.5-8 for further information). Any case of plagiarism, that may occur at
whatever stage of a student’s course of study, whether discovered before or after graduation, will
be investigated and handled appropriately by the Academy’s management.

Any case of cheating or plagiarism will result in 0 points for the assignment.
Communication with anyone except for the examiner during quizzes and exams is strictly
prohibited.

Class Conduct
No student should engage in any form of behavior that interferes with the academic or
educational process, compromises the personal safety or well-being of another, or disrupts the
administration of the programs or services.

Laptop/Smartphone Policy
You may use them in class, but not during quizzes or exams.

Instructional Methods
Every week we are going to have a combination of lectures and seminars.

Copyright/Fair Use
You, as students, are expected to not distribute any of these materials, resources, quizzes, tests,
homework assignments, etc. (whether graded or ungraded).

Academic Success
In order to succeed in the course, read the materials and do the assignments on time. In case of
questions or challenges, let the instructor know as soon as possible. Consistently do the
homework, create study groups if necessary. If you are having issues with particular topics, the
instructor can offer additional resources.

Interpersonal Violence

The Academy will take disciplinary action against any student guilty of physical abuse,
drunkenness, lewd or indecent conduct, disorderly behavior, or other violations posing a threat to
safety and security of any member(s) of the Academy’s community. Students are advised to seek
to resolve all disagreements, disputes, or conflicts through peaceful settlement. OSCE
Academy’s internal documents will be used for dispute resolution.
Students should be fully aware that any kind of unwelcome verbal, written, or physical
misconduct of a sexual nature constitutes sexual harassment and will not be tolerated. This
includes, but is not limited to, undesired bodily contact, name-calling, lewd jokes, display of
pornography, and making offensive gestures or suggestions. Students breaching this rule may
receive penalties ranging from warning letters and fines to expulsion from the programme.
Please refer to Harassment Prevention Policy of the OSCE Academy for further details.
All acts of vandalism, mutilation and theft of library books, personal property of staff members,
lecturers or other students, or other similar violations will be dealt with in accordance with the
Academic Regulations.
