TEMPLATE FOR PROJECT PROPOSAL (Max.

5 pages)

⦁ Theme: Airtificial Intelligence

⦁ Problem statement : How might we develop an AI-enabled system for real

time conversion of speech to sign language using animated avatars,
ensuring effective communication and inclusivity for persons with
hearing and speech impairments during government functions and public
events? This solution should eliminate the dependency on sign language
experts while providing accurate and accessible communication.

⦁ Project Summary:
The proposed solution is an AI-driven system that converts real-time speech
into sign language using animated avatars, providing accessible
communication for persons with hearing and speech impairments during
government functions and public events.

⦁ Proposed solution with methodology :

The system will use speech recognition technology to convert spoken language

1
into text, which is then mapped to sign language gestures. An animated avatar
will present the signs in real-time, leveraging machine learning algorithms to
ensure accuracy and natural movement.

⦁ Workplan / time schedule indicating the project mile stone:

Month 1:
Research and data collection for speech-to-text and sign language datasets.
Define system architecture and select tools for AI and animation.

Month 2:
Development of speech recognition model for converting speech to text.
Begin AI model development for mapping text to sign language gestures.

Month 3:
Animation of sign language avatars.
Integration of speech-to-text and avatar animation components.

Month 4:
Testing, debugging, and refining the AI model and avatar animation.
Final testing and deployment preparation.

⦁ Plan of action of implementation

1. Conduct research on existing speech-to-sign language systems.
2. Develop and train AI models for speech recognition and sign language
translation.
3. Design and animate avatars for real-time communication.
4. Integrate the components and test for accuracy and usability.
5. Deploy and test in real-world settings like public events and government
functions.

⦁ List of facilities available in the college to develop the prototype of the project:
1.Computer labs with high-performance computing resources.
2.Software development tools and AI frameworks.
3.Access to research databases for datasets on sign language and speech
recognition.
4.Animation and graphics software.

⦁ Nature of Industry support for the project, (if any): Potential support from tech
companies for AI model development and access to speech recognition tools.
Partnerships with accessibility organizations for feedback and testing.

⦁ Total Cost: Rs 25,000 (approx.)

⦁ Details of Financial assistance required (Limited to Rs 10,000/-)

Rs 5,000 for software and AI tool licenses.

2
Rs 5,000 for hardware (e.g., additional processing power for training the AI).
Rs 2,000 for testing and deployment materials.
⦁ Expected outcomes / results
1.An AI-based speech-to-sign language system providing real-time, accurate
translations through animated avatars.
2.Increased inclusivity and accessibility in public communication, particularly for
individuals with hearing and speech impairments.
3.A scalable model that can be applied to various public events and
government functions.

UNDERTAKING

⦁ ALL the students are studying in final year engineering. All the students are
registered only once for this scheme.
⦁ The college will provide the basic infrastructure and other required
facilities to the students for timely completion of their projects.
⦁ The college assumes to undertake the financial and other management
responsibilities of the project. We are aware that the amount is to be
utilized only for the purpose sanctioned i.e. to meet the expenses for
developing the prototype and not for purchase of computer consumables,
stationaries, honorarium, overhead etc. Unutilised balance amount will be
returned back to the University after the time of completion of the project.
