Reply: For being included in the process of consideration of promotion to the
cadre of Scale-II, an officer should have completed minimum three years of
continuous service from the date of selection in the existing cadre, as on

Reply: The Technical Support Unit (TSU) for Agriculture Insurance was established
in New Delhi in July 2017 as directed by the Government. However, the unit was
disbanded in June 2018. Following the disbandment, the employees who were
previously posted in the TSU Delhi, were reassigned to the Delhi Liaison Office and
Mumbai Head Office. Kindly find attached their transfer letters (Annexure).

Query 4: Places of domicile of officers, appointment letters, transfer letters,

Reply: Please refer Annexure-III, however with regard to the domicile relates to
personal information of respective officers which has no relationship to any public
activity or interest, the disclosure of the same would cause unwarranted invasion
of privacy as per sec 8(1)(j) of RTI Act, 2005.
Query 5: Whether vacancies for posting/ transfer to Delhi office are circulated from
time to time among officers. Please share circulars to this effect issued during 2012
till date.
Reply: YES. Refer Annexure IV and V.
Query 6: Whether transparent system of serializing transfer requests of officers to
various centers exists and if so, please share the record for the period 2012 till date.
Reply: YES. However, as regards furnishing of record from 2012 till date, the
applicant may kindly note that the information is not only voluminous but also
disproportionately divert our resources from their day to day work and therefore
cannot be provided.
Further it has also been categorically held in the case of CBSE Vs. Aditya
Bandopadhyay & Others decided on 9 August 2011 by the Hon’ble Supreme Court
that:
“Indiscriminate and impractical demands or directions under RTI Act for disclosure
of all and sundry information (unrelated to transparency and accountability in the
functioning of public authorities and eradication of corruption) would be
counterproductive as it will adversely affect the efficiency of the administration
GICOI/R/E/23/00053 and result in the executive getting bogged down with the non-productive work of
collecting and furnishing information. The Act should not be allowed to be misused
or abused, to become a tool to obstruct the national development and integration,
or to destroy the peace, tranquility and harmony among its citizens. Nor should it
be converted into a tool of oppression or intimidation of honest officials striving to
do their duty. The nation does not want a scenario where 75% of the staff of public
authorities spends 75% of their time in collecting and furnishing information to
applicants instead of discharging their regular duties. The threat of penalties under
the RTI Act and the pressure of the authorities under the RTI Act should not lead to
employees of public authorities prioritising ‘information furnishing’, at the cost of
their normal and regular duties.”

Reply: The vacancies have not been scrapped.

Reply: The recruitment exercise is still in process and the result will be posted on
GIC Re’s website once the exercise is completed.
Query 3: Does GIC Re has any timeline in its HR Guidelines for recruitment to be
completed in due time?
Reply: No timeline has been prescribed in the guidelines. GIC Re follows DoPT
guidelines issued from time to time and GIC Re’s Recruitment Rules for Class I
Officers which is a Board approved Policy.

Reply: GIC does not have any local offices apart from Head Office. Hence the
question of local transfer and the need for joining leave does not arise.

declining my claim saying that there were some discrepancies found and also the
misrepresentation of medical documents has been submitted to the company for
processing the claim.

Reply: General Insurance Corporation of India is a Reinsurance Company. i.e., it
does not deal in direct insurance business.
The information sought is therefore neither held nor under the control of General
Insurance Corporation of India.
Moreover, Care Health Insurance is not a ‘Public Authority’ as per section 2(h) of
the RTI Act, 2005. Hence this Application warrants no transfer as per section 6(3) of
RTI Act, 2005.

Query: In respect of road construction, the combined maximum length of excavation
work, sub-grade and sub-base course not covered by waterproof wearing course
shall not exceed any one of the following at any one time.
(a) 1000 meters x 3 unconnected sections for flood prone areas and hilly regions for
every stretch up to 25 km of project subject to the total length of the section opened
up for work at any time not exceed 12% of the total road length of the project.
However, at any point of time any two sections should be separated by a minimum
distance of 250 meters.
Question.1 Kindly confirm if the opened section length is more than 12% of the total
project length at the time of loss. Is this the breach of warranty? The Insurance
Liability will be NIL in this case. If not, kindly explain in details.
Question.2 There are 2 types of projects in the Hilly areas. In stage-1 projects only
cutting & excavation work of the road is involved. There is no layer work involved in
the projects. Claims in the Stage-1 projects will not be payable after work of
cutting/excavation exceeding 12% of the total length of the project as there is no
waterproofing layer work involved in the projects.

Query: MR.XXX ji bought shares of THE NEW INDIA ASSURANCE CO. LTD Dated 22nd
August 1921 and share number are 288632 to 288636. Later, such said shares were
transferred to general insurance corporation of India as per general insurance
business (nationalisation)Act,1972 of such information i have found a letter which
was sent on my address by GIC of India. I am legal HEIR of such said shares and
would like to know the status of such said shares , Detailed history of such shares
like how much dividend given and information regarding split of said share , how to
dematerialize such said shares And any other information which is important to be
provided regarding share should also be provided. certificate of share and letter
received is also attached
Reply: The query is pertaining to shares held in New India Assurance Co prior to
the Nationalization of Insurance business in 1972.
The General Insurance business in India was nationalized by the General Insurance
Business (Nationalisation) Act, 1972. As part of the nationalization, Indian
insurance companies and undertakings of other existing insurers were
amalgamated and grouped into four companies namely National Insurance
Company Ltd., The New India Assurance Company Ltd., The Oriental Insurance
Company Ltd., and The United India Insurance Company Ltd. and the shares held
by individual shareholders in the earlier Indian insurance companies were
transferred to the newly formed government-owned companies, extinguishing the
rights associated with those shares. The amounts payable by the Central
Government for the acquisition of shares of earlier insurance companies had been
distributed to their respective shareholders.
The shareholders of earlier Indian insurance companies no longer have any
ownership or control over the specific companies they had invested in before
nationalization. Accordingly the ownership rights in respect of the shareholding
