accident on 2nd December 2021. The vehicle was insured with Cholamandlam MS
General Insurance Company LTD.
Reply: General Insurance Corporation of India is a Reinsurance Company. i.e., it
does not deal in direct insurance business. The information sought is therefore
neither held nor under the control of General Insurance Corporation of India.
Moreover, Cholamandalam MS General Insurance Company Limited is not a ‘Public
Authority’ as per section 2(h) of the RTI Act, 2005. Hence this Application warrants
no transfer as per section 6(3) of RTI Act, 2005.

Query 1: What is the procedure of empanelment of advocate in your organisation?
Whether the procedure is available for download by public on organisation website.
Copy of the procedure be provided.
Reply: GIC Re being a reinsurance company the requirement for advocates is
specialised and diverse but negligible in quantum since reinsurance a niche
business. As such there is no empanelment of Advocates in GIC Re and legal
matters are dealt on case-to-case basis. Consequently, the procedure specifically
for empanelment of Advocates does not exist. Accordingly, second part and third
part of the query are not applicable.
Query 2: Whether empanelment of advocate is centralised or decentralised,
whether empanelment is done at Head office/corporate level for all officers of the
organisation or decentralised.
Query 3: Please provide the contact details of the Authority for the empanelment at
Head office/ Corporate level and if decentralised. Please provide contact details of
concerned authorities in each office of the organisation for empanelment of
advocate in Delhi /NCR.
Query 4: Whether application is invited for empanelment in your organisation
/office through advertisement in Newspaper (if so in which newspapers) or only
placed on organisation/office website.
Query 5: Is there any time period yearly etc of the organisation /concerned office
when application is invited, or the application is accepted throughout the years?
Query 6: Whether there is any approved criteria of the organisation/offices criteria
for invitation of application and selection of advocate for empanelment. If so, please
provide the copy of the same.
Query 7: Is there any approved Form for application of empanelment of advocate in
your organisation offices or the advocate can send these application through email
or by post in any form.
Query 8: Is there any procedure for (a) acknowledgement of receipt of application
and (b) Acceptance or rejection of application with reason thereof . If so, with which
time period the applicant advocate is informed of the same.
Query 9: Is there any qualifying eligibility criteria for advocate for empanelment in
your organisation/officers for cases in different courts in India. If so, the details
thereof.
Query 10: Whether applicant advocate can approach directly to your
organisation/offices for empanelment as advocates or your approved procedure
required reference of any dignitaries/officers. If so (a) the purpose behind asking for
such references and (b) references of which dignitaries/officers etc are accepted.

communication is sent to unselected applicants with reasons for their non-selection

Please provide clarification regarding recruitment of chartered accountants for
scale 1 finance officers for FY 2023 in GIC Re-
Query 1: How many candidates shortlisted for interview and out of which how many
candidates appeared for the same?
Reply: Out of 350 applications received, 206 candidates were shortlisted for
interview out of which 172 appeared for interview.
Query 2: What is shortlisting criteria after interview for this position?
Reply: Candidates securing 60% and above in General/ OBC/EWS category and
candidates securing 50% and above in SC/ST category in the interview are
shortlisted.
Query 3: When will result of recruitment will be released and tentative date of
joining of new scale 1 officers
Reply: The results of recruitment of Chartered Accountants for Scale I Officers
have been declared on 11th May,2023 and uploaded on GIC Re’s website
www.gicre.in.

Reply: For being included in the process of consideration of promotion to the
cadre of Scale-II, an officer should have completed minimum three years of
continuous service from the date of selection in the existing cadre, as on
31st March of the year of promotion process.

Query: This is regarding the recent recruitment of CA in Scale I. It is requested to put Annexure 01
some light on the kind of process undertaken for the recruitment since all
government bodies are required to follow direct recruitment as directed by DoPT
where the process undertaken is all India direct recruitment examination followed
by group discussion and interview.
Also, it is requested to highlight the process undertaken in the year 2022 where
recruitment advertisement of CA was put only on local newspapers of Maharashtra
and not even GIC domain website displayed the advertisement of vacancies.
Reply: The selection of Chartered Accountants for Scale I Officers on all India basis
is undertaken according to “Recruitment ootherwise than by Open Competition”.
The selection procedure is as per DoPT guidelines and Board approved
Recruitment policy of GIC Re (as attached).

Answer: None of the applications were declined /denied.
3. Para-18 - Chapter-IV — Qualifying Service — of General Insurance (Employees’)

Pension Scheme, 1995 defined The broken period service of less than one year.
If the period of service of an employee includes broken period of service of less
than one year, then, if such broken period is more than six months, it shall be
treated as one year and if such broken period is six months or less, it shall be
ignored.
Answer: The definition as given in Para-18 Chapter-IV-towards Qualifying Service-
of General Insurance (Employees”) Pension Scheme, 1995 was
adhered to while processing the applications of Option forms.
4. As per the provisions stated in SI.No.3 above, please confirm as to whether the
qualifying service of 19 years and more than 6 Months was reckoned as 19
(Nineteen) years of qualifying service or 20 (Twenty) years of qualifying service
for pension eligibility, while calculating the qualifying service of Retired
employees categorized under B /\/ote (3) in the Gazette notification cited under
reference.

Reply: Before joining as probationer, the selected candidates for appointment on
regular payrolls of the Corporation will be required to submit a duly stamped &
GICOI/R/E/24/00012 notarized Bond duly executed by the candidate with two sureties of sound
financial standing, for an amount equivalent to first year’s gross salary, to serve
the Corporation for a minimum period of four years including probationary period.
In the event of their resigning from the Corporation before the expiry of the bond
period, they will be liable to pay liquidated damages equivalent to first year’s gross
salary paid to them during the year of probation which would be proportionately
reduced depending upon the length of service rendered.
Candidates resigning from the Corporation during the probationary period shall be
liable to pay the salary received by them during their entire service in the
Corporation in addition to actual cost of training. No lien/bond executed to retain
a substantive post with present employer will be binding upon the Corporation
and no Leave Salary or Pension Contribution will be made.

Query: In respect of road construction, the combined maximum length of excavation
work, sub-grade and sub-base course not covered by waterproof wearing course
shall not exceed any one of the following at any one time.
(a) 1000 meters x 3 unconnected sections for flood prone areas and hilly regions for
every stretch up to 25 km of project subject to the total length of the section opened
up for work at any time not exceed 12% of the total road length of the project.
However, at any point of time any two sections should be separated by a minimum
distance of 250 meters.

project length at the time of loss. Is this the breach of warranty? The Insurance

Query: MR.XXX ji bought shares of THE NEW INDIA ASSURANCE CO. LTD Dated 22nd
August 1921 and share number are 288632 to 288636. Later, such said shares were
transferred to general insurance corporation of India as per general insurance
business (nationalisation)Act,1972 of such information i have found a letter which
was sent on my address by GIC of India. I am legal HEIR of such said shares and
would like to know the status of such said shares , Detailed history of such shares
like how much dividend given and information regarding split of said share , how to
dematerialize such said shares And any other information which is important to be
provided regarding share should also be provided. certificate of share and letter

Reply: The query is pertaining to shares held in New India Assurance Co prior to
the Nationalization of Insurance business in 1972.
The General Insurance business in India was nationalized by the General Insurance
Business (Nationalisation) Act, 1972. As part of the nationalization, Indian
insurance companies and undertakings of other existing insurers were
amalgamated and grouped into four companies namely National Insurance
Company Ltd., The New India Assurance Company Ltd., The Oriental Insurance
Company Ltd., and The United India Insurance Company Ltd. and the shares held
by individual shareholders in the earlier Indian insurance companies were
transferred to the newly formed government-owned companies, extinguishing the
rights associated with those shares. The amounts payable by the Central
Government for the acquisition of shares of earlier insurance companies had been
distributed to their respective shareholders.
The shareholders of earlier Indian insurance companies no longer have any
ownership or control over the specific companies they had invested in before
nationalization. Accordingly the ownership rights in respect of the shareholding

Query: The transfer guidelines for female employees at LIC and other insurance PSU,
mentioned in the attachment has not been implemented yet, Inspite of
recommended date of these guidelines being 10 years ago. This stands very true
specifically for Southern region of LIC. Chennai division to be precise. And female
employees are being harassed mentally due to this. And there is no action taken on
all transfer applications being forwarded to Chennai division for the past 20 years.
Even medical and spouse grounds application have been kept on hold stating lack of
vacancies. The government policies have always supported transfer of female
employees. But this is not being implemented by the concerned officials in charge of
it.
Expecting positive response on the same.

placing the Regulations, Investment – Master Circular on IRDAI (Investment)
Regulations, 2016 before GIC’s Board in their meeting and apprising your Board of
the changes (namely Investment Category, Risk Management and Concurrent Audit,
Valuation Guidelines, Operational Procedure, Disclosure and Reporting Norms, Fund
Clearance Formats and Investment Category Codes, Circulars Covered, and Circulars
Discontinues) that have been brought in the Investment Regulations.
Reply :- GIC Re is in compliance with the IRDAI Investment Regulations and
informs the Board periodically as necessary
2. Please provide me a copy of the document reported to the Insurance Regulatory
and Development Authority of India (IRDAI) during the June quarter of 2023. This
document was certified by a special audit conducted on the Investment Risk
Management Systems and Processes. The purpose of this certification was to ensure
that the investment risks are being accurately identified, assessed, and managed by
the concerned parties.
Reply :- GIC Re is in compliance with the IRDAI regulations for submitting the
Investment Risk Management Systems and Processes Auditor Report to the
regulator. The information sought which relates to personal information the
disclosure of which has no relationship to any public activities or interest, hence
disclosure the same is exempt under section 8 (1)(J) of the RTI act 2005.
3. Please provide me a copy of the investment valuation report for the June quarter
of 2023. Specifically, I am looking for information regarding the Portfolio Duration
(to monitor interest rate risk) and Portfolio Corporate Bond Credit Profile (to
monitor credit risk) report in relation to the Infrastructure, Housing and Marketing
sectors.
Reply :- The information sought which relates to personal information the
disclosure the same is exempt under section 8 (1)(J) of the RTI act 2005.
4. A copy of the document changes has been implemented to mitigate investment
risk as per a special auditor’s recommendation. This recommendation was made in
light of the portfolio investment losses incurred during the June 2023 quarter. The
insurer is intended to help safeguard the investment against any unforeseen losses
in the future, thus ensuring a more secure and stable portfolio and being fully
regulatory compliant.
Reply :- Refer to reply No. 2. GIC Re is in compliance with the necessary IRDAI
regulations and the information sought which relates to personal information the
GICOI/R/P/24/00004 disclosure the same is exempt under section 8 (1)(J) of the RTI act 2005.
Query 1: Information on whether the the provision of graduation increment to
GICOI/R/T/24/00010 graduate (Civil graduate) ex-servicemen vide para (iv and v-last two paragraph) of
DFS letter no.4/3/2012-Welfare dated 17.02.2014 is applicable to ex-servicemen
joining the general insurance public sector companies like National Insurance
Company Limited and other similar organisations.
Reply: There is no provision of graduation increment for Class III employees in GIC
Re.
Query 2: If the provision is applicable to National Insurance Company Limited,
information on whether the said provision further require any mandatory
amendment or approval by wage amendment scheme by GIPSA and if amendment is
required, the status of amendement if any approved BY GIPSA (General Insurance
Public Sector Association).
Reply: The query does not pertain to GIC Re.
Query 3: Information on amendment carried out, provision granted by GIPSA for
graduation increment to graduate ex-servicemen, if any. Information on any
restrictions on date of passing of civil graduation for said provisions, if any.
Reply: No information is available with GIC Re related to the query.
Query 4: Information on any application from ex-servicemen for graduation
increment on said DFS letter above was rejected by Public sector Insurance
Companies with reasons for rejection if any.
Reply: No similar incident has occurred in GIC Re.
Query 5: Information on said graduation increment to ex-servicemen is uniformity
applicable to all autonomous organizations without any other requirements like
approval of wage amendment or provisioning by respective authorities like IBA,
GIPSA, LIC etc.
Reply: Approval of the Competent Authority is required in GIC Re for such
provisions.
Query 5: Information on whether the restriction on date of passing as applicable to
general category employees (Maximum date of passing of graduation restricted to
31.07.2007) is also applicable to ex-servicemen employees in National Insurance
Company Limited.
Reply: The query does not pertain to GIC Re.
