Site Management
INTRODUCTION
Management is a very important process in any kind of work. Site management is the process
of interrelation of major functions such as planning, organizing, controlling and leading. Those
things are directed in the achievement of the objectives and goals of the project.
Normally the construction work is carried out with the given designs and specified materials.
So it is important to have a proper management at the construction site to carry out work in an
economical manner. Study of all the aspects of work, the method of carrying out successive
operations and selection of general arrangement of site are considered as important points to
have a proper management. To achieve the objectives, each officer should aware about their
duties and responsibilities very well.
PROJECT MANAGER
He shall be overall in charge of the project for the design and construction phases. He should
liaise with the Engineers, foremen, sub contractors and other administrative officers to achieve
project progress. Also he should provide the leadership and guidance to the project team.
Following are the duties and responsibilities of a project manager.
He should be responsible for all the sections. For an example administration, technical,
etc….
He should prepare the program and progress charts for the site organization.
He should co-ordinate between the head office and the site. Also between the client and
the consultant.
He must assign the work for the most suitable person in each activity.
He should co–ordering with different sub contractor’s agencies to maintain the speed of
construction project work.
He should attend to the site meetings and discuss about the preparation of proceedings,
discuss about the difficulties that are being faced and suggestions taken out to overcome
them.
He should give instructions to the Engineer, asst. Engineers and other administrative
officers as it is required according to the various site conditions.
PLANNING ENGINEER
Based on the master construction programmer, he shall be responsible for preparing detailed
work, programmed under the guidance of Project Manager and Construction Coordinator. He
shall ensure that the procurement schedules are prepared, resources are obtained in time in
accordance with the schedules and approvals are obtained in time. Orders are placed as per the
required specifications in adequate quantities with sufficient lead time. Working details are
available ahead of time to allow adequate time for clarification if any ordering, manufacturing
and delivery of time. Design drawings, shop drawings and ‘AS BUILT’ drawing are completed
on time. Progress is monitored on a daily basis and reported to his supervisor for corrective
actions. Progress reports are prepared and submitted in time and programs are regularly updated
with timely warning to the Construction Manger.
SITE ENGINEER
He shall report to the Operations Manager and be responsible for interpreting the working
drawing and the details on paper to work on site in specific areas assigned to him.
Technical officers and supervising staff will assist him in his role. Following are some of the
major responsibilities assign to the Site Engineer.
All communications to and from TEL relating to this project shall be channeled through this
officer who shall be responsible for maintaining proper records of all document movements
including drawings, sketches, site instructions, Conformation of Verbal Instructions (CVI),
Request for Information (RFI) another contract and QMS related documents and records. All
instruction Sketches and drawing shall be handed over to Planning and progress Control
Engineer for necessary distribution. A copy will be retained by this officer for future reference.
All other documents and record shall be maintained in master file and copies distribution to the
relevant officer under the guidance of the Construction manager. A record of distributions made
shall be maintained, so that when amendment are made they can be withdrawn and the correct
documents cowl be distributed.
SURVEYOR
Once the licensed surveyor establishes the permanent control points at the site, surveyor shall
take over the surveying and leveling work and be responsible for all lines and levels of the
project. He shall liaise with the Operation Manager and ensure that the required lines and levels
are established in time to facilitate operations as planned. Control points shall be checked always
to ensure accuracy of his work. Maintaining the total station, Theodolite, and levels and other
connected accessories in the best working condition shall be his sole responsibility. In
accordance with the QMS, the instruments shall be regularly serviced and calibrated. In spite of
establishing control lines prior to commencing an activity, he shall carry out random checks
while the work is in progress to ensure that the activity is carried out to the required quality
standards and specifications. Variance if observed shall be communicated to the operations
Manager promptly to facilitate timely corrective action and eliminate re-working.
In his functional role, he shall take instruction from manager Contracts and Quantity
Surveying and be overall in charge of the Quantity surveying estimating needs of the project. He
shall be responsibility for preparing resource schedules, ordering resources to comply with the
specifications and quality standards, monitoring resource utilization and notifying the
Construction Manger where adverse variance is observed as well as serving all notice in
accordance with the contract. For operational matters he shall work in consultation and guidance
from the Construction Manager and Constriction Coordinator. This includes preparation of bills
and applications, certifying invoices. Formulating claims, preparation of contractual issues,
reconciliation of resources and sub contract work preparation of estimates for variations,
maintenance or contractual records, etc. preparation of budgets and cost control shall be two
essential functions of the project Surveyor.
DRAUGHTSMAN
He should be responsible for developing all drawing required for the project and report to the
planning and progress Control Engineer. Check the drawings before submission, appropriate
numbering of drawings, maintaining the drawing register and drawing distributions register,
carry out amendments are his main functions. Establishing revision status dates of revision and
identify in the revised details on the drawing, marking them as obsolete and keeping them in safe
custody are some of the major responsibility assigned to this officer.
STORE KEEPER
Entire store keeping function at the site shall come under his preview. Receiving goods at the
site, verifying quality with the assistance of the relevant officers, checking the quantities against
purchase orders, delivery notes an invoices as appropriate, raising nonconformity repots where
applicable, raisin good received notes (GRN), raising proper storage, issuing goods in time on
proper documentation, controlling goods transfers, establishing re-order levels and ordering in
time etc.. are the major responsibilities assigned to this position. All goods received notes raised
by the storekeeper shall be certified by site Quantity Surveyor and approved by the Project
Manager. Similarly, no goods transfer should be carried out without proper documentation and
approval from the Project Manager, All issues from the stores shall also be carried out on
documents raised by authorized officers only.
When items are returned they shall be carefully inspected and taken over. All damages and
losses shall be promptly brought to the notice of the Project Manager for appropriate actions.
Practical stock should be balanced daily. In respect of other items balancing shall be done at least
every week. As the Storekeeper is expected to report direct to the BOI and logistic coordinator,
all his communications shall be channeled through his immediate supervisor. (BOI and logistic
